병원의 위기관리 시스템 (Crisis Management System in Hospitals)

  • This study is to introduce a comprehensive framework of a crisis management system developed at a prominent hospital in South Korea. Throughout recent decades, especially in the recent years, the way in which to cope with both internal and external challenges has been one of the most critical issues. Since the incident management system in the U.S. is acknowledged as the most advanced crisis management model in the world, a portion of this study refers to the Hospital Incident Command System(HICS) provided by the California Emergency Medical Services Authority(EMSA). Nevertheless, the framework suggested in this article was designed based on a distinctive Korean hospital setting. The main contents of this study are as follows; categorization of each type of crisis, organization of a crisis management team in a non-crisis or crisis state, crisis assessment by life cycle stage, and establishment of crisis management protocol. Even though many types of crises are unspecified, those can be categorized into external crisis, medical crisis, and utility & activity failure. A crisis management organization should be operated and consisted differently- depending on a crisis or non-crisis situation. From a life-cycle perspective, the range by which the crisis should be managed extends from pre-stage to post-stage of the crisis. It is important to set proper scenarios and manuals by crisis type to develop a crisis management framework of high quality. With continuous efforts, hospitals can prepare for the uncertainty to better concentrate on core business operations.

  • Recently domestic companies have struggled to deal with different kinds of crisis accrued from various sources. However, their perception on the crisis and crisis management system are extremely vulnerable. In particular, although almost all companies have had many business related crisis, they have tended to ignore the crisis with simply considering it as unlucky and not to approach it provocatively in preparing some preventive measures and turning it into an opportunity due to the lack of recognizing the importance of risk management. In other words, domestic companies have not systematically prepared detailed plans for potential crisis, rather have tended to recognize the importance of having crisis management system after experiencing a detrimental crisis or accident. Furthermore research on the issue has conducted sparsely in the academic world. The purpose of this study was to investigate the differences among types of businesses in terms of the degree of crisis experienced previously, the perception on the importance of crisis management system, the level of crisis management implementation, and the areas of crisis management being focused in the future. Usable data was collected from 201 companies using an on-site survey. Data was analyzed with SPSS 21.0 using some descriptive statistics and a series of ANOVA (One-way Analysis of Variance). Results and implications were provided, along with some future research directions.

중소병원의 2015 MERS 위기 대응: G병원의 사례 (A Small-and-medium-sized Hospital's Crisis Management during 2015 MERS Outbreak: A Case of G Hospital)

  • Purpose: Crisis is inevitable to every organization and therefore, successful crisis management is critical to the organizations' survival and prosperity. With the understanding, this study aims to draw propositions for successful crisis management of hospitals when facing infectious disease outbreak. For the purpose, a case of a small and medium sized hospital's experience of crisis management during 2015 Middle East Respiratory Syndrome outbreak was analyzed. Methodology/Approach: The detailed internal circumstances and experiences of the hospital during the MERS outbreak were identified by in-depth interview as well as the extensive material review, and analyzed under the view of the theories of accident, error, and crisis in relation of organization management Findings: Overall, nine propositions are drawn by the phase of crisis. In pre-crisis phase, for example, 'the hospital preparedness has positive influence on the effective responding to the crisis'. In detection phase, 'the mindfulness of the hospital organizations' as well as the individuals' has positive influence on detecting the crisis signals'. In crisis phase, for example, 'improvising naturally occurs in crisis by the unknown disease, therefore, a component site supervisor coordinating such improvision is important'. Lastly, in post-crisis phase, 'successful crisis responding experience facilitates the positive hospital culture'. Practical implication: From the experience of a small and medium size hospital, it is suggested that proactive system approach oriented by safety is beneficial for effective crisis management.

Intellectual Capital and Its Role in Crisis Management During the COVID-19 Pandemic: An Empirical Study in Kuwait

  • The study aimed to assess the availability of intellectual capital in Kuwaiti private universities in terms of its three dimensions (human capital, structural capital, and relational capital), as well as its role in crisis management (crisis preparedness, crisis mitigation, confrontation, and response to the crisis, and learning from the crisis) during the COVID-19 pandemic. Members of the boards of trustees, university presidents, their deputies, and deans of the colleges were chosen as respondents to this study from a sample of (8) private universities in Kuwait, with the sampling unit consisting of leaders in these universities. The study revealed that all dimensions of intellectual capital play a statistically significant impact in executing crisis management during the COVID-19 pandemic at Kuwaiti private universities after conducting the data analysis process. The study concluded that universities should pay attention to intellectual capital in all its dimensions (human capital, structural capital, and relational capital) because of its role in improving their ability to implement crisis management strategies and strive to improve their capabilities to face crises by implementing crisis management strategies.

A Study on Implementation of a Disaster Crisis Alert System based on National Disaster Management System

  • 본 논문에서는 재난 위기경보 발령을 하기 위해 상황판단 기준을 자동분석하는 재난위기경보관리시스템의 기능 및 서비스와 국가재난관리정보시스템(NDMS) 체계에서 운영하기 위한 방안을 제안한다. 재난 발생시 위험수준에 따라 위기경보(관심-주의-경계-심각)를 발령하고 있다. 위기경보 수준을 자동분석 판단하기 위해 첫째, 데이터 수집, 위기경보 수준 분석, 위기경보 수준 판단, 공간규모별(시도, 시군구) 위기경보 등급을 표출하는 재난위기경보관리시스템을 구현하였다. 위기경보 수준 판단은 지능형 위기경보 수준(지역민감도, 위험수준, 위기경보 등급 판단)과 위기관리 매뉴얼의 위기경보 기준(시도 단위 기준 표준 설정)을 적용하여 두 가지 방식으로 분석하여 표출한다. 둘째, 국가재난정보관리시스템내에서 운영할 수 있도록 재난안전데이터 공유 플랫폼의 데이터 연동과 위기경보 데이터를 공동활용하기 위해 표준 메타데이터(구성항목 정의), 상황정보 연계(대상 정의), 데이터 제공을 위한 openAPI 표준을 제시한다.

Crisis Communication Strategy for Responding the Disaster in North-East Asia: Enhancing the Cooperative Disaster Management Network and the Social Network

  • The purpose of this paper is to give some crisis communication strategies for effective cooperation and coordination among the countries in global society. Based on the theoretical discussions, in this paper, five strategic recommendations toward improving crisis communication are offered as follows; First, it is necessary that a small, dynamic team for global crisis communication function be established among the nearby countries. Second, for understanding the neighboring country's crisis situation, it is needed that the common crisis communication organizations which play an important role of disseminating accurate information and giving the collaborative efforts in each country have to be made. Third, for effective crisis management, an appropriate infrastructure that includes open and effective communication channels among different levels and across organizations must be in place. Fourth, mass communication should fulfill a variety of functions in society and provide information, interpretation of events, and its influence, etc for cooperating and coordinating the crisis management. Fifth, to acquire a correct understanding of the bordering country's crisis and calamities, intercultural education program should be established in the crisis communication system.

  • Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.

국가위기관리와 생명윤리 (The Study on national crisis management and bioethics)

  • This paper examines some relations on national crisis management and bioethics. This study stars to discuss that chance and risk of biotechnology which is the 21st century's pioneering core technology. This study reviews the traditional method that a nation(law) copes with the new scientific technique. The study also examines some difficulties of social agreement on the problems of bioethics because of nature of the rational disagreement. Then this paper attempts to incorporate the crisis of biotechnology, especially bioethics, in the system of national crisis management. this paper reviews the contents of the domestic "Act on Bioethics and Safety" on the side of the protection and restoration of crisis management. And this paper proposes some changes to manage the crisis of bioethics better, as it were, some problems of IRB and schems for improvement of it.

재난 관련 표준매뉴얼의 위기경보 개선방안에 관한 연구 (A Study on the Improvement of Crisis Alerts of Disaster-related Crisis Management Standardized Manuals)

  • 우리나라는 국가적 차원에서 관리가 필요한 30여개의 재난유형을 선정하여 체계적으로 대처할 수 있도록 위기관리 표준매뉴얼을 작성 운영하고 있다. 본 연구는 사례와 관련된 표준매뉴얼 2종의 위기경보 수준을 재난 및 안전관리 기본법과 국가위기관리 기본지침의 내용과 비교하여 분석하였다. 분석 결과 위기경보는 위기 또는 재난발생 이전에 발령하게 되어 있는데, 두 매뉴얼의 판단기준에는 심각단계에서 이미 국가위기상황이 발생하고, 해양선박사고로 인하여 재난이 발생한 것으로 나타났다. 또한 위기경보 발령 시기를 검토한 결과 징후를 식별할 수 있는 경우에는 상황발생 이전에 위기경보를 발령할 수 있지만, 징후 없이 상황이 발생한 경우에는 위기경보를 발령할 수 없다고 보았다. 그리고 징후 없이 상황이 발생한 경우지만 국가적 차원의 재난으로 확산될 우려가 있는 경우는 재난관리주관기관이 위기경보를 발령할 수 있다고 보았다.

선택.최적화.보상 책략과 중년기 위기감과의 관계 (Selection, Optimization, and Compensation(SOC) as Strategies of life Management in Mid-life Crisis)

  • This study investigated the relationships among Selection, Optimization, and Compensation(SOC) as strategies of life management in mid-life crisis respect to gender and age. The subjects of this study were 170 females and 182 males at the ages between 40 and 60 living in Seoul. Selection, Optimization, and Compensation(SOC) as strategies of life management were assessed by SOC-questionnaire while mid-life crisis was assessed by Mid-Life Crisis Scale. The data were analyzed using frequencies, percentiles, means, standard deviations, Cronbach's $\alpha$, two-way ANOVAS, and Pearson's correlations. Except compensation there was no significant difference in Selection and Optimization as strategies of life management as a function of gender and age. No signigicant difference was found in mid-life crisis as a function of gender and age. There were significant negative correlations among Selection, Optimization, and Compensation(SOC) as strategies of life management and mid-life crisis except the individuation.
