The purpose of this study is to establish common indicators that constitute a "low-carbon green city" and determine their priorities from the perspective of Incheon Metropolitan City with a view to help develop its climate change strategy strategic city. Several major cities, domestic and overseas, were benchmarked to come up with preliminary indicators consisting of six areas, twenty two planning factors, and 74 indicators. In order to evaluate the validity and relevance of preliminary indicators, expert FGI (Focus Group Interview) was conducted that changed the numbers of final indicators to six areas, twenty two planning factors, and 82 indicators. Finally, AHP (Analytic Hierarchy Process) was conducted to assign relative importance (i.e. weights) to each indicator. Through the layering process of AHP, the upper category of "field" and lower category of "planning factors" were set up as policy prerequisites for constructing a low-carbon green city (6 fields, 22 planning factors). The AHP results for the first level (fields), green city space was ranked first, followed by energy and resource circulation, green traffic, ecological preservation, green logistics, and governance. Among all planning factors, land use, energy efficiency, traffic system improvement, location planning, securing of ecological area, efficiency of logistics, and cooperative organization showed the highest priorities.
Purpose: This study examines the impact of inclusive policies and green transformation on regional development of mining areas. Research design, data and methodology: We designed and utilized a structured questionnaire to collect data from a population of 300 individuals. The questionnaire was disseminated through Google Forms and consisted of five questions for each research variable. A total of 210 respondents completed the questionnaire, yielding a response rate of 70%. The sample was diverse in terms of gender and educational level Of the 210 respondents, 113 were female (53.8%) and 97 were male (46.2%). In terms of educational background, the sample was composed as follows: 13 individuals with a Doctorate degree (6.2%), 56 with a Master's degree (26.7%), 97 with a Bachelor's degree (46.2%), 22 with a Diploma (10.5%), and 22 with a High School education (10.5%). Results: The research outcomes highlight the significant influence of inclusive policies on driving the Distribution of green economic transformation. Emphasizing the pivotal role of inclusive distribution strategies, especially within the context of mining areas, the study sheds light on their crucial contribution to fostering regional development. Conclusion: These findings hold valuable implications for policymakers, industry stakeholders, and academics promoting environmentally conscious economic transformations.
Development restriction areas (greenbelt areas) of Korea were recognized in 1970 as a means to control urban sprawl and conserve the natural environment. Although there have been some achievements, for a long time many planners and residents have requested a redefining of the green belt due to individual property rights restrictions and urban management problems. In fact, a lot of the greenbelt area is being destroyed by urban development. Therefore, conservation of ecological spaces in the green belt is needed to maintain urban naturalness. In this regard, this study suggests efficient methods to manage the greenbelt through the adoption of a landscape ecological value assessment. The greenbelt of the Seoul Metropolitan Area (SMA) is represented as the case study because there has been mounting pressure to develop the area in Korea. In this study, the assessment of the landscape ecology in the greenbelt area focuses on landscape structure and function. The assessment consists of the following steps: First, patches were derived by NDVI analysis using landsat remote sensing data. Second, characteristics of the patches were quantified by analyzing the landscape structure, such as patch size and shape index. Lastly, the gravity model and least cost path analysis to assess connectivity were applied to evaluate the landscape function in the green belt areas. The assessment result showed that 48.45% of green belt area should be conserved to maintain ecological stability and function. Moreover, major ecological networks were identified near the large patches in the northern and southern areas. However, relative low ecological values were identified in the western part of the green belt area due to the lack of green spaces. Furthermore, some development plans in the green belt were also identified near the conservation area. Based on these results, the restoration needed areas to enhance ecological value in green belt were displayed. This study suggests efficient management of the greenbelt area, which is disappearing as a result of urban development. The area for conservation chosen in this study should be managed carefully in urban planning. Finally, the results of this study can be used in green belt polices and plans for the promotion of ecological naturalness and stability.
The purpose of the study is to analyze the existing situation of the green buffer zone in the large scale industrial site and other major residential apartment areas. In this study, it is specifically intended that the planning guideline be upgraded to adopt future landuse trends and thus to suggest design criteria for management of the buffer zone. The framework of the analysis is to review the current landuse, noise reduction, ecological implications and landscape in general. Although the major function of a green buffer zone is considered to protect the residential area from various hazards of industrial, traffic, and visual environment, the situation is that most of the zones are maintained at a minimum level of services by local government. The study carried out intensively almost every type of case studied throughout the country, which implies that the management of the green buffer zone should be expanded physically enough to function for its original objectives. The study recommends that ecological management of the green buffer zone be emphasized and therefore the criteria for this purpose as well as noise issue should be developed prior to the landuse aspects. The study suggests specific guidelines for planning and design for the green buffer zone development. This study should be verified positively through the sustainable monitoring and requires nationwide and overall examination so that it may be applied to whole green spaces.
경상남도 진주시를 사례지역으로 선정하여 도시계획구역 내에서의 용도지역별 토지이용변화탐지와 녹지면적추출을 고해상위성영상인 IKONOS, KOMPSAT-2(아리랑 2호)를 이용하여 분석함으로서 고해상위성영상이 지자체의 도시관리계획을 수립하고 평가하는데 핵심적으로 활용될 수 있음을 제시하는데 연구목적을 두었다. 그 결과, ArcGIS 기반의 토지이용변화 및 녹지면적 산정모듈을 개발하고, 이를 이용하여 토지이용변화와 행정동 내의 녹지 공간의 분포를 분석함으로서 도시계획의 수립과 실행에 따른 용도지역별 변화추이를 평가할 수 있는 도시관리행정의 평가자료로 고해상위성영상의 활용 가능성을 제시하였다.
Under the 「National Land Planning and Utilization Act」, Development Restriction Zones(DRZ) is one of the designated use district where the Minister of Land, Infrastructure and Transport deems it necessary to control urban development in order to prevent urban sprawl and conurbation and ensure a healthy living environment for citizens by conserving the natural environment surrounding metropolitan cities. DRZ was first designated around the Seoul Metropolitan city in 1971, and had been expanded to the 14 metropolitan areas across the country since 1977. The designated areas were accounted for about 5.4% of the total national land and its importance was demonstrated by contributing to control urban sprawl, curbing real estate speculation, and providing green space to citizens. However, DRZ has been repeatedly relaxed its regulations and allowed development under government. As a result, much of the green areas was damaged and several cities were merged and extended(conurbation). In particular, deregulation implemented for the purpose of securing land as part of national projects and local outstanding business(i.g. constructions of national rental housing, industrial complex, and international stadium) have caused continuous environmental damage around the metropolitan cities. In addition, the habitat fragmentation is in serious situation. Thus, the systematic plans for managing DRZ are necessary, since it is concerned that urban environment become deteriorate in the mid- to long-term. This study aims to continuously protect the urban environment from lifting DRZ. Therefore, firstly, we examined the environmental status through analyzing DRZ Management Plan which shall be drawn up by the Special Metropolitan City Mayor, the Metropolitan City Mayor or the Mayer/Do governor having jurisdiction, every five years to collectively manage DRZ. Secondly, we investigated the actual condition in DRZ based on the case study of Management Plan in Metropolitan areas(i.e. Seoul Metropolis, Gyeonggi-do, and Incheon Metropolis). Finally, we suggested the seven feasible improved political plan for managing DRZ.
Through the analyses of the distribution characteristics and management practices of the wildlife protection areas, this study intends to present basic data for improving the management of protected areas. 1) Based on the aggregate results of the protected areas, the average ratio of the metro-city and provincial areas to the designated protected areas was 1.49%; except for Chungcheongbuk-do (8.83%) and Gyeongsangnam-do (3.43%), most regions showed specified percentages of about 1%, whereby the analysis suggested that the designated protected areas were too small. 2) Considering the fact that most (86.16%) of the wildlife protection areas are in the regions that are of ecological nature level of grade 1, green nature level of grade 8 or better, and of legal conservation regions and districts, it was shown that these reserves are distributed in regions with excellent natural environmental conditions. 3) Designation of protected areas for the protection of wildlife and fish is deemed to be necessary. Although there are 588 wildlife & plant reserves, there are absolutely no designated areas for protecting plant and fish species. 4) Based on the results of an analysis of the current distribution by types, 92.47% of protected areas were concentrated in the mountains, 0.24% in the agricultural lands, and 7.29% distributed in the lakes/rivers/costal areas. 5) As major improvement projects, proposed were: advancement of management systems for protected areas, expanded designation of protected areas, overhaul of managed areas, designation of protected areas for the protection of wild plants and fish, need for management measures for private property and the surrounding areas, need to secure appropriate management personnel and collaboration, locally-adapted management, eco-information-based management, total management of protected areas, etc.
While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.
With rapid advance of technologies including information and communication technologies, jobs are evolving faster than ever. Architectural engineering is no exception in this regard, and the green architectural engineering is emerging fast as a promising new field. In this study, a Delphi study of expert architectural engineers are conducted to find out (1) near future prospects of the field, (2) near future emerging jobs, (3) competencies needed for these jobs, and (4) educational content necessary to build these competencies with regards to the green architectural engineering. Initial Delphi survey consisting of open-ended questions in the above four areas were conducted and came out with 65 items after duplicate removal and semantic refinements. Further refinements via second and third wave of Delphi results into 40 items that the 13 architectural engineering experts may largely agree upon as future prospects with regards to the green architectural engineering. Findings indicate that it is expected that the demand for green architectural engineering and needs for automatic energy control system increase. Also, collaborations with other fields is becoming more and more important in green architectural engineering. The professional work management skills such as knowledge convergence, problem solving, collaboration skills, and creativity linking components from various related areas seem to also be on the increasing need. Near future ready critical skills are found to be the building environment control techniques (thermal, light, sound, and air), the data processing techniques like data mining, energy monitoring, and the control and utilization of environmental analysis software. Experts also agree on new curriculum for green building architecture to be developed with more of converging subjects across disciplines for future ready professional skills and experiences. Major topics to be covered in the near future includes building environment studies, building energy management, energy reduction systems, indoor air quality, global environment and natural phenomena, and machinery and electrical facility. Architectural engineering community should be concerned with building up the competencies identified in this Delphi preparing for fast advancing future.
Purpose - This paper intends to conduct theoretical analysis and empirical test on the action mechanism of South Korea-China trade and South Korea's FDI to China on green total factor productivity, so as to provide a new perspective and ideas for the improvement of China's green total factor productivity and promote the high-quality development of China's economy Design/methodology - This paper uses the data of 30 provinces, autonomous regions and municipalities in China from 2004 to 2017 as the research sample, adopts the GML index method of SBM Directional Distance Function to measure GTFP, and analyzes the influence of South Korea-China trade and FDI from South Korea on China's GTFP. Findings - Trade is conducive to promoting technological progress, which has a significant promotion effect on China's green total factor productivity. While FDI has a significant inhibitory effect on China's green total factor productivity, which verifies the "pollution haven" hypothesis. In addition, such influence has certain regional overall heterogeneity. Trade has a more significant promoting effect on GTFP in eastern coastal areas, while FDI has a more significant inhibitory effect on GTFP in central and western inland areas. The interaction between trade and FDI is conducive to the improvement of green total factor productivity, indicating that the benign mechanism of trade and FDI has been formed. Urbanization, industrial structure, human resource level and investment in science and technology are all conducive to the improvement of GTFP. Originality/value - Through theoretical analysis and empirical test on the action mechanism of South Korea-China trade and South Korea's FDI on green total factor productivity, this paper provides a solid theoretical foundation for the further development of China-South Korea economic and trade cooperation in the future.
