농촌 비점오염의 주민주도 관리체계 마련을 위한 주민 의식 변화 분석 - 농촌현장포럼 프로세스를 중심으로 - (Analysis of Changes in Residents' Perception to Establish Resident-driven Management System for Rural Nonpoint Pollution Sources - Rural field forum process -)

  • More than half of the nonpoint sources of polluting water occur in cultivating farmlands in rural areas. Agricultural nonpoint sources are discharged from large areas of farmlands, making it difficult to collect or treat pollutants. Farmland source management is known to be the most effective, and preventive management by improving farming methods is the key to reduce nonpoint pollution. At present, more than 30% of the pollutants flowing into the rivers and lakes are nonpoint pollutants caused by agricultural activities. As a countermeasure, it is more preferable to develop and apply optimal farming management techniques for agricultural nonpoint pollution management basically than to apply existing water quality management techniques. Because of the characteristics of nonpoint source pollution, it is necessary to manage farmlands in rural areas, so the willingness and competence of the residents is most important. The purpose of this study is to analyze and understand the process of changing the cognition of residents through capacity education and survey for nonpoint pollution management in rural areas. This study conducted intensive resident competency education and examined the process of changing resident awareness through three surveys. As a result of this study, it was found that continuous education and activities for rural non-point pollution management are necessary for raising awareness of residents and managing non-point pollution effectively, showing possibility of change residents' perception.

  • RFID has been used as an identification tool substituting bar-code and its application areas are increasing due to its suitability in ubiquitous environment. This paper reviews RFID applications in some areas in which a serious amount of applications were reported such as material handling, physical distribution, and supply chain management of perishable products. The authors try to suggest research issues along with the limitations of RFID.

  • 건설 산업의 재해 중 상당 부분은 작업자의 이동 중 발생한다. 건설 현장의 안전관리는 작업을 중심으로 수행되며, 이는 이동 경로에 존재하는 위험원에 대한 안전관리 수준을 상대적으로 낮게 만든다. 많은 연구자들이 위험원을 인지하는 것이 안전관리의 기본임을 제시하였다. 따라서 본 연구에서는 자동화 데이터 수집기술(Automated Data Collection)을 이용하여 작업자의 이동경로에 존재하는 위험원에 대한 안전관리자의 인지를 지원하는 모델을 개발하였다. 모델은 실시간 위치추적기술 기반의 작업자의 위치정보와 BIM을 통한 최적이동 동선의 비교를 통해 일차적으로 위험 가능 지역을 찾는다. 그리고 기존 위험지역과 작업지역을 필터링함으로써 위험 가능 지역을 폭을 좁힌다. 이를 바탕으로 안전 관리자는 위험원이 존재할 가능성이 높은 지역에 대한 정보를 제공받고, 현장의 상황에 맞는 안전관리대책을 수립할 수 있을 것이다. 본 연구에서 제시된 모델을 통해 발견하지 못한 채 남을 수 있는 위험지역을 인지함으로써 안전관리 프로세스 범위에 속하지 않는 위험원을 줄일 수 있으며, 이를 통해 건설 현장의 안전 향상에 도움을 줄 것이라 예상된다.

계층분석법(AHP)과 GIS를 이용한 고양시 일대의 지하수오염 관리우선순위 평가 (Priority Assessment for Groundwater Contamination Management Using Analytic Hierarchy Process (AHP) and GIS Approach)

  • In this study, priority for groundwater contamination management was assessed based on regional vulnerability in Goyang-si area, Gyonggi-do, Korea using analytic hierarchy process (AHP) and geographic information system (GIS). We proposed a concept for regional vulnerability to groundwater contamination with using socio-environmental vulnerability factors, which can be classified into three properties including regional hydrogeological property, contamination property, and groundwater use property. This concept is applied to Goyang-si area. For AHP analysis, an expertise-targeted survey was conducted. Based on the survey, a total of 10 factors (criteria) and corresponding weights for regional vulnerability assessment were determined. The result shows that regional contamination property is the most weighted factor among the three property groups (hydrogeological property: contamination property: groundwater use property = 0.3: 0.4: 0.3). Then, database layers for those factors were constructed, and regional vulnerability to groundwater contamination was assessed by weighted superposition using GIS. Results show that estimated regional vulnerability score is ranged from 22.7 to 94.5. Central and western areas of Goyang-si which have groundwater tables at shallow depths and are mainly occupied by industrial and residential areas are estimated to be relatively highly vulnerable to groundwater contamination. Based on assessed regional vulnerability, we classified areas into 4 categories. Category 1 areas, which are ranked at the top 25% of vulnerability score, take about 2.8% area in Goyang-si and give a high priority for groundwater contamination management. The results can provide useful information when the groundwater management authority decide which areas should be inspected with a high priority for efficient contamination management.

관리지역 내 개발사업에 대한 환경성 평가방안 연구 (A Study on the Environmental Assessment of Development Projects within Management Zones)

  • This study aimed at reviewing the case examples of environmental assessment of development projects within management zones, identifying problems and improvement opportunities and suggesting the direction of environmental assessment for management zones that are increasingly segmented Findings showed that first, the assessment of environment soundness in management zones must incorporate the national land environmental map and wide-area ecological axes established by the Ministry of Environment. Second, regarding development activities in management zones, rather than an issue of simply destroying natural environment in a development site itself during a development period, an issue of permanently isolating ecosystems from surrounding areas in a mid/long-term perspective and continually polluting water in mid-stream/upstream regions where sites are located must be considered. Third, in the case of development projects with vast areas, existing plant communities will be disturbed and the naturalness of vegetation will gradually decline due to foreign tree species introduced for landscape architecture. Therefore, creating buffer forests at forest boundaries and planting native tree species that are same as nearby tree species must be examined. Last but not least, when assessing the environmental soundness of management zones, it would be crucial to comprehensively review the environmental, social and locational features of management zones, including surrounding areas, and set the direction of environmental assessment accordingly.

내수면 어로어업의 동향과 재편과제에 관한 연구 (A Study on the Reorganization of the Management System in Korean Inland Fisheries)

  • This study analyses the management and utilization of Korean inland fisheries and suggests directions for reorganizing the fisheries in order to achieve qualitative growth. Inland fisheries developing into a unique fishery according to various aquatic systems in different areas have played various roles such as the efficient use of aquatic resources, development of local areas and economy vitalization in under-developed local areas. However, recently Korean inland fisheries are facing a lot of difficulties due to the circumstantial changes surrounding the fisheries. Even though it is difficult to expect the external expansion of the Korean inland fisheries, we could expect qualitative internal growth by achieving the sustainable management and aquatic ecosystem health. Therefore, this study suggests the followings in order to achieve the qualitative growth of the Korean inland fisheries : first, construction of integrated management system according the aquatic systems ; second, organization of fishermen's interest groups such as cooperatives or associations in order to increase the competitive advantage and spread voluntary fisheries management ; third, boosting stock enhancement through systematic stock assessment and stocking ; fourth, expansion and activation of administrative system and research organizations.

  • Mobility of service users makes Registration and Paging (R/P) procedures indispensable features in mobile communication networks. Importance of optimizing the configuration of R/P areas has been increased by the growth of R/P related signaling. Given the network topology (cell locations and adjacency between them) and R/P related traffics generated by each cell, we deal with the problem of finding optimal R/P areas minimizing the amount of R/P related signalling while the constraints on paging channel capacity and network configurations are satisfied.

경기도 소재 고등학교 급식소의 위생·안전관리와 작업구역별 공기 품질 간의 관련성 (Relationship between Air Quality of Functional Areas and Hygiene Safety Management Performance in High School Foodservices in Gyeonggi Province)

  • The study examined evaluated the sanitation management state of the high school foodservice operations, as measured by temperature, humidity and airborne bacteria concentration in functional areas and further identified their relationships. Data were collected from 26 high school foodservices in Gyeonggi Province. Statistical analyses were conducted with the SPSS program using descriptive analysis and spearman's correlation. The sanitation management performances in high school foodservice scored 86.85 out of 100 points and showed higher scores in the dimensions of preparation and storing management (17.85/20 points), operation management (17.78/20 points), and cooking utensil management (17.62/20 points), while the dimensions of cross contamination management as well as personal hygiene management needed action plans for prompt improvement. The airborne bacteria concentration was highest in the dining area (179.2 CFU/plate), and requiring action plans for improvement. The relative humidity in functional areas ranged from 66.5% in the receiving area to 74.4% (dish-washing area) and the temperature of the preparation area showed an average of $25.1^{\circ}C$ with the highest of $35.4^{\circ}C$ in the dish-washing area. In terms of the relationships among airborne bacteria, temperature, and humidity, the concentration of airborne bacteria was negatively correlated with and temperature in the dish-washing area (r= -0.693, P<0.05), and no other significances were shown in the other areas.

아이치 생물다양성 목표 11에 기초한 국가 보호지역의 통합 평가 체계 개발 (Development of an Integrated Evaluation Method for National Protected Areas Based on Aichi Biodiversity Target 11)

  • This study presents an integrated evaluation method to assess the level of achievement of quantitative expansion goals and qualitative improvement goals based on the Aichi Biodiversity Target 11 for quantitatively expanding and qualitatively improving national protected areas. The quantitative evaluation indicators for national protected areas are the percentage of terrestrial and inland water areas protected and the percentage of marine and coastal areas protected. The quantitative evaluation indicators for national protected areas are selected as 6 indicators: 1) ecologically important areas, 2) ecological representativeness, 3) management effectiveness, 4) connectivity, 5) social equity and 6) integration. Ecologically important areas are an indicator which evaluates how many areas of particular importance for biodiversity and ecosystem services are included in national protected areas. Ecological representativeness is to assess how well national protected areas represent the ecosystem. Management effectiveness is an indicator which evaluates how effectively national protected areas are conserved and managed, and connectivity is an indicator to assess how well national protected areas are connected. Social equity is evaluating how equitably national protected areas are managed and the integration is assessing how much national protected areas are integrated into the wilder landscape and seascape. This study is significant in that it provides a perspective of qualitative improvement as well as quantitative expansion of national protected areas for biodiversity conservation through accurately understanding Aichi Biodiversity Target 11.

한국 자연보호구역 현황 및 향후 개선방안 -호주의 사례를 중심으로- (The Current Status and Future Prospective of Protected Areas in Korea - Case study in Protected Areas of Australia -)

  • This study aimed at comparing protected areas of Korea and Australia based on international conservation criteria by IUCN and analyzing what we need to improve for future management of protected areas of Korea. The registration status of protected areas of Korea listed on IUCN were 11 places in the Ia, 17 in II, 7 in IV, 7 in V; in total 42 places were recorded. However, the lists were missing many important areas. In Korea, we have only 4 protected area categories out of 6 indicating ecological diversity and management in its protected area system are insufficient. On the other hand, 9340 protected areas of Australia were listed on IUCN and evenly distributed in the total of six categories. Therefore, Korea should investigate measures for system establishment which ensures the diversity and indicative of our natural ecosystems and establish balanced system of protected areas including all IUCN categories I-VI through revaluation of natural, cultural, economic and social conditions and the needs.
