This paper presents the findings obtained from the investigation of fatal disasters occurred by small-sized construction firms which have been accepted as to provide lower safety performance other than large-sized construction enterprises and cause more than half of the safety accidents in average. The study identifies the current status of safety performance provided by the small-sized construction contractors in details, find the issues involved with lack of safety performance, and suggest the improvement measures derived from the findings. A survey questionnaire was administered to the construction contractors, which are listed in the database of Construction Association of Korea as to fall into rank between 501st and 1000th in construction capacity. Safety issues such as the performance of safety management system, safety control structure, safety cost relative to safety control, education devoted to safety improvement, usage of safety garments or individual protective tools, and activities to maintain safety performance on site, etc were investigated from the study.

Purpose: The paper analyzes empirically the causal relationship between customer-oriented Quality circle activities and Business Performance for Korean service firms. We compare the operational characteristic behavior of the service firms and business performance. Methods: In this study, we used 3 variables, QC activities, Employee commitment and business performance. Especially, Service SME's QC Circle activities were analyzed in related with growth of company on the basis activities such as Leadership(team), improvement activity, Organizational learning, customer-focus activity and employee suggestion. Results: The result of analysis showed that employee commitment affected significantly on financial performance and non-financial performance and in turn, improvement activities, Organizational learning and customer-focus activity affected significantly on business performance (financial and non-financial). Conclusion: In the summary of the characteristics of this study based on the research results, first, segmenting the QCC activities in the service business into 5 elements can be considered to be differentiated from the existing researches in the aspect of utilizing the organization's objective-oriented variables differently from the researches utilized the variables related personal characteristics. Second, this study suggested the recent research results that suggested the problems of the QCC clearly, through which what new QC story approach was suggested has working level value in the aspect of activating the service QCC.

Procurement and lifting scheduling of modules and resources in modular construction, where modules that are manufactured from factory are delivered and assembled on site, is a crucial factor that determines the efficiency of the whole construction. However, previous studies have barely acknowledged the significance of resource procurement process and lifting of modules in modular construction. Therefore, this research aims to derive factors that are in need of improvement for successful implementation of procurement and lifting efficiency, and visualize them according to their importance and performance on improvement through IPA(Important Performance Analysis).

본 연구는 현재 운영되고 있는 재정성과목표관리제도의 운영실태를 분석하고 이를 바탕으로 개선방안을 마련하고자 하였다. 이를 위하여 형사사법 행정기관 중 하나인 법무부의 성과관리체계 및 성과지표의 구성현황을 살펴보았으며, 특히 최근 5년간 제기되어 온 법무부의 성과관리 관련 문제점들을 성과계획과 성과보고 두 부문으로 나누어 검토하였다. 현행 성과관리 체계의 적절성에 대해서는 전반적으로 다소 적절하다고 보고 있지만, 성과목표 달성도를 측정하기 위한 성과측정 방식에 대해서는 부정적으로 인식하고 있으며, 성과목표의 국민의 관심사항 반영 정도에 대해서도 전문가들은 상대적으로 낮게 평가하였다. 이와 함께 달성하기 쉽고 측정하기 용이한 지표 선정 경향이 있다는 지적과 같이 전반적으로 법무부의 성과지표 설정 및 측정에 대해 비판적인 의견이 많았다. 이러한 문제점을 개선하기 위하여 대표성이 높은 성과지표를 설정할 수 있도록 중요도를 더욱더 강조하고 확대 반영할 필요가 있다는 의견이 높게 나타났다. 이러한 분석결과를 바탕으로 정책적 시사점을 도출하고 재정성과목표관리제도 개선을 위한 몇 가지 대안을 제시하였다.

In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

This paper proposes performance measurement method of quality small-group activity in business. This paper collects and analyzes quality circle activities data respect to tangible and intangible effect in national quality circles competitions festival. This paper proposes QPI (quality-circle performance index) based on Balanced Scorecard for quality small-group activity in quality improvement area. QPI is to measure the performance of quality improvement activities in the business firms. QPI is able to use widely in industries to provide a performance measure of quality small-group activity. In this paper, we propose the application method of QPl.

Since the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China published the GB/T19580-2004: Criteria for Excellence Performance of China, many enterprises in China have adopted the Criteria to enhance their organization business management and to assess or self-assess organization performance. On the bases of both the Criteria for Excellence Performance of China and the survey data from China Association for Quality (CAQ), this paper systematically explores the relationships among 'leadership', 'strategy planning', 'customer and market', 'information, analysis and improvement', 'resources management', 'process management', and 'performance results' by using structural equations modeling and validates some of the anecdotal beliefs in quality management. This quantitative analysis provides a guideline for organizations in China to identify causal linkage among core value of total quality management and to identify strengths, deficiency, and opportunities to enhance competitive advantages and ensure the future business success.

The purpose of this paper is to study the links between manufacturing strategy and change programs of manufacturing firms in Korea. The nature of our analysis is more descriptive than normative or confirmative. First, we investigate the linkage between manufacturing strategy, manufacturing capability, change programs and performance measurement systems. Secondly, we intend to explore an empirical typology of manufacturing strategy and change programs. The initial findings of the study are as follows: Linkage between manufacturing strategy and change programs of manufacturing firms was not apparent. Flexibility as a strategic priority is positively related to the innovative change programs. There are two distinctive strategies of manufacturing firms in Korea, namely, quality strategy and balanced strategy. We identified three types of change programs, which are incremental change, administrative innovation, and process innovation. Incremental change group has represented low factor score in the change program dimensions. The firms in administrative innovation group mainly depend on information systems and business reengineering. Korean manufacturing firms seem to pursue process improvement by trying simultaneously incremental change in the process, managerial process improvement, and a little bit of innovative change. Performance variable utilization of the firms are not significantly different along with manufacturing strategies and change programs. We found, however, learning and improvement performance dimension is significantly related to flexibility variables. Process innovation group marked high score in usage of learning and improvement indices. The findings of this study seem to have various implications on realigning the manufacturing strategy, change programs, and performance systems in Korean firms.

Nowadays many companies expect to apply knowledge management mechanism for the explicit business performance improvement. Because peoples who employees are the understanding of knowledge contribution in the organization should try to achieve goal through the effective knowledge management activities. The purpose of this study is to examine the effect of major factors to support the performance of knowledge management in the company by using structural equation modeling. From the empirical result of this study with 485 leading corporation in Busan, we came to know that the infrastructure of knowledge management has influence on knowledge sharing and creating mechanism related to knowledge management activities. And, the knowledge management activities has positive influence on internal and external customer' satisfaction, and firm's social responsibility.

Purposes: This study analyzed activities for improvement of quality of care in nursing units to identify group-level success factors of quality improving efforts. Methodology/Approach: Research subjects were 31 general wards of C university hospital, which has 1,200 beds. Data were collected through survey and focus group interview. The mean value of nurses in a ward was converted to unit-level variable value of the ward. The SPSS 24.0 version was used to analyse the data. The units were classified into two groups, high performing and low performing, by the subjective level of quality improvement performance. Findings: The main findings are as follows: 1. The high performing groups participated more in education related to quality improvement and showed more quality improvement cases in progress than that of their counterpart. 2. The high performing group's nurses show more positive perception and attitude on quality improvement activities, and they have positive assessment on the necessity, effect, satisfaction about the quality improvement activities. 3. Middle managers' ability, attitude, motivation, and effective communication across members of the ward played pivotal roles in boosting the quality improvement activities of wards.
