공공 문화예술기관의 운영효과 분석 (Analysis of Operational Effect of Public Culture & Arts Institution)

  • The purpose of this Study is to present the tasks and means of improving the operational system of public culture and arts institutes in the future on the basis of the analysis of the effectiveness of operation of public culture and arts institutes. The summary of the results of analysis in this Study is as follows: Firstly, it was found that the factor variables that impart effect on the operation of public culture and arts institutes included (1) artistic value, (2) convenience and (3) organizational management, while the performance variable of public culture and arts institutes was (4) operational performance. Secondly, in the analysis of the structure that explains the operational effects of public culture and arts institutes, convenience and organizational management were found to impart effects on the operational performances. However, artistic value was found to have no effect on operational performances. Therefore, these results of analysis imply that organizational management and convenience, rather than artistic value, need to be fortified in order to elevate the operational performances of public culture and arts institutes.

국내 R&D 전문관리기관의 R&D 기획·평가·관리비의 효율성 분석에 관한 연구 (A Study on the Efficiency Analysis of R&D General Management Cost for Domestic R&D Agency Institutes)

  • Purpose: This study is aimed to develope effective guidelines of R&D institute with regard to general management cost, by analyzing the management characteristics of 14 domestic R&D institutes general management costs. Methods: The bootstrapping method is applied to obtain the average general management cost of 14 R&D institute and the effective R&D institutes are presented by comparing the general management costs of R&D and the rate of inflation. Results: The results show that the average R&D general management cost of 14 R&D institutes is 3.32% and, in general, it turns out that the R&D general management costs do not reflect the inflation rate after a comparative analysis of the variation of the R&D general management costs. In addition, the results of cost-effective analysis show that only 5 R&D institutes are efficient in R&D activities. Conclusion: Applying a uniform standard of R&D general management costs although their management characteristics are different, can cause the impediment to the independence and transparency of R&D institutes. Therefore it is recommended a strict implementation with respect to the monitoring system of each R&D institute and the budget policy methods which are reflected management characteristics.

지방공사의료원 사업운영분야 경영평가 지표의 문제점과 개선방향 (A Study on the Policy Improvement of Quantitative Management Evaluation Index of Municipal Medical Institutes)

  • 지방공기업의 하나인 지방공사의료원은 경영개선을 위해 매년 행정자치부의 경영평가를 받고 있다. 경영평가를 위한 지표가 의료원의 현실을 잘 반영하고 경영개선에 실질적인 도움이 될 수 있도록 많은 발전이 이루어졌다. 그러나 일부 지표에 있어서는 논란의 여지가 있을 수 있어 사업운영분야와 관련된 경영평가지표를 중심으로 문제점과 개선방안을 제시하였다. 재정자립도, 병원관리, 사회기여도 측면에서 공공성과 수익성을 잘 반영할 수 있는 평가지표가 될 수 있도록 평가방법과 재 설계된 지표를 제시하였다. 경영평가가 성공하기 위해서는 의료원의 부가가치를 잘 측정하고 의료원 경영목표를 반영할 수 있어야 한다. 이를 위해서는 매년 평가 데이타를 축적 분석하고 문제점과 개선방안을 유도하기 위한 연구가 지속적으로 수행되어야 할 것이다.

과학기술 종합지식 경영시스템 (R&D-KMS) 구축 (Development of R&D Knowledge Management System (KMS) for Science & Technology Research Institutes)

  • 본 연구는 금년 초에 착수한 과학기술종합지식 경영시스템(R&D KMS) 개발 사업을 소개한 것이다. 본 사업은 과학기술부 지원 하에 국내 다수의 과학기술연구소와 개발사업체등이 공동으로 과학기술 연구개발 종사자와 유관기관들 간에 과학기술 지식공유 및 R&D 관리효율성을 위하여 추진된 것이다. 개발된 R&D KMS는 과학기술 지식포털, 지식저장검색시스템, 연구관이시스템 및 R&D그룹웨어 등의 4까지 부문으로 구성된다. 3개년 동안 개발된 이 시스템은 연구개발종사자, 소속기관의 연구개발관리부서는 물론 정부의 과제관리기관의 연구개발활동 및 과제관리를 효율적으로 추진하는 기반이 될 것이다.

정부출연 연구기관의 지식관리 성과 측정모형 개발을 위한 탐색적 연구 (An Exploratory Study of the Development of a Performance Measurement Model for Knowledge Management for use by Government Sponsored Research Institutes)

  • This research reviewed previous research related to Performance Measurement Models of Knowledge Management (PMMKM) in order to integrate their findings with more recent research and construct a new PMMKM. This new hypothetical PMMKM consists of an input sector, a process sector, an outcome sector, and an infrastructure sector. Each sector has three measurement items with the exception of the infrastructure sector which has two. Empirical analyses testing the overall performance model validity of the hypothetical PMMKM were favorable. However, it show be noted that the "share process" and "utilization process" items in the process sector merged into one single item. The same is true with the "individual outcome" and "organization outcome" items in the outcome sector found one single item. The study's results reveal three implications with respect to performance. First, there are derived integrated performance measurement sectors and items based on overall management process of knowledge management, which can be practically applied to the government related research entities. This became apparent after extensive review or previous theoretical studies related to the public sector and private sector. Second, weighted performance measurement of knowledge management using AHP (Analytic Hierarchy Process) Analysis makes it possible to propose PMMKM in government sponsored research institutes. Finally, measuring performance to management knowledge, as shown in this study, will prove useful for inside and outside experts who propose specific guidelines and methodologies for Knowledge management at government sponsored research institutes.

정부출연연구소의 지식관리 성과 평가항목 및 측정지표 개발 (Development of Evaluation Items and Measurement Indices for Knowledge Management Performance of Government-funded Research Institutes)

  • KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

국내 공공연구기관의 성과관리.활용에 관한 우수 사례 연구 (The Best Practices of Performance Management & Application from Public Research Institutes in Korea)

  • 우리나라는 국가 R&D에 대한 지속적인 투자 증대를 통해 논문과 특허 등의 양적 성장을 성공적으로 이루었다. 하지만 양적 성장만큼 질적 수준의 제고가 이루어지지 않아 연구개발 생산성(기술료 수입/연구비) 등 기술이전 사업화 실적이 상대적으로 미흡한 것으로 나타났다. 따라서 공공연구기관의 연구성과를 효과적으로 관리 활용할 수 있는 방안을 모색해야 한다. 본 연구는 선도적으로 성과관리 활용을 이행하고 있는 공공연구기관을 대상으로 사례 연구를 수행하였다. 사례 연구를 위해 총 4개의 기관(대학 2개, 출연(연) 2개)을 선정하였으며, 이를 통해 사례들의 공통성을 규명하고 일반화함으로써 시사점을 제시하였다. 분석 결과, 4개 기관은 모두 연구기획부터 기술이전 사업화까지 연계된 성과관리 활용 체계를 구축하고 있었다. 기획 단계부터 명확한 목표를 설정하고 기업의 수요를 반영하였으며, 우수기술 발굴을 위해 내 외부 전문가를 활용하여 선행기술조사 및 사전심의를 실시하였다. 또한 미활용 특허의 매각, 무분별한 특허 출원의 방지 및 특허 등록율의 제고 등을 통해 전략적인 특허 관리를 수행하였고, 기업의 기술 니즈 분석, 적극적 수요기업 발굴 등 기술마케팅과 사후관리를 체계적으로 지원하였다. 이 외에도 성과관리 활용 전담조직의 전문성을 제고하여 연구자와 유기적으로 협력하였으며, 성과 확산을 위해 성과관리 활용 관련 시스템 및 제도가 뒷받침되었다. 본 연구 결과를 통해 향후 국내 공공연구기관의 성과관리 활용 수준이 제고되기를 기대한다.

창의성경영과 지각된 R&D성과의 관계에 관한 탐색적 연구 - 과학기술분야 정부출연연구기관을 중심으로 - (An Exploratory Study of the Relationship Between Creativity Management Factors and Perceived R&D Performance in Korean Government-Supported Research Institutes)

  • The purpose of this study is to explore the effect of creativity management factors on perceived R&D performance. To do this, the data (885cases) were collected from 19 Korean Government-supported Research Institutes, and 3 hypotheses derived from the model of creativity management(after here CM) were tested. Major findings are as follows: 1) CM constructs are grouped into diversity, autonomy, connectivity, redundancy and flexibility factors; 2) The major factors that can explain R&D performance perceived by scientists and engineers are connectivity, autonomy, diversity and flexibility; 3) All CM factors have significant relationship with satisfaction of the employees; 4) Flexibility and connectivity factors give effects on turnover intention of the members. This study has some limitations in model building and empirical testing. This study, however, provides theoretical and managerial implications about CM and R&D management, particularly Government-supported Research Institutes in Korea.

정부출연연구기관에서의 활동기준 원가관리 (Activity-based Costing in Government-supported Research Institutes)

  • Activity-based costing(ABC) was developed in manufacturing companies. Recently, ABC has been also applied to cost analysis in service industries and government. In this paper, ABC is applied to research institutes, especially to cost management of government-supported research institutes. ABC is an effective tool in reengineering by removing non-value-added activities, costing R&D projects, managing indirect costs and evaluating performance in research institutes. A case of activity-based costing in a government-supported institutes is provided.

Assessing Knowledge Structures for Public Research Institutes

  • This study uses a network approach to investigate the structural characteristics of sub-organizations within public research institutes in order to obtain their implications for organizational structures. We construct a network based on research similarities between sub-organizations because sub-organizations generally build their own research portfolios. We examine how sub-units are organized based on their structural features. The structural features are compared between three public research institutes in different countries: the Korean the Government-funded Research Institutes (GRIs), the Max-Planck-Gesellschaft in Germany, and the National Laboratories (NLs) in the United States. The structural comparison helps to identify organizational characteristics and to differentiate between them. We found little common ground in the research areas between the GRIs because individual sub-organizations have distinct research portfolios. Therefore, the organizational hierarchy of research in the GRIs is less matured than it is in other public research institutes. This study suggests that the GRIs need to establish integrated strategies in order to strengthen the common knowledge base.
