A Study on safety enhancement of Medium and small boilers (중소형 보일러의 안전성 향상에 관한 연구)

  • The accidents related to boilers are caused by defects with high risk which can lead to the explosion of the equipment. The number of boiler accidents from 1979 to 2006 is 100 andthe casualties totaled 379, and the scale of accidents has been growing larger every year. The analysis has found that the number of accidents caused by carelessness in management is 59, 72% of total 82 cases and 18by low level of water. The analysis of accidents in foreign countries showed a similar result. From the past till today most of the accidents have been resulted from bad handlingand maintenance. The analysis of accidents for the inspected boilers also showed that the major cause of the accidents was bad handling and maintenance of automatic controllers, safety devices, etc. And in the large-scale explosive accidents, the number one cause of them was the low level of water.

Hebei Spirit Oil Spill Exposure and Subjective Symptoms in Residents Participating in Clean-Up Activities

  • Objectives: This study was conducted to examine the relationship between crude oil exposure and physical symptoms among residents participating in clean-up work associated with the Hebei Spirit oil spill, 2007 in Korea. Methods: A total of 288 residents responded to a questionnaire regarding subjective physical symptoms, sociodemographic characteristics and clean-up activities that occurred between two and eight weeks after the accident. Additionally, the urine of 154 of the respondents was analyzed for metabolites of volatile organic compounds (VOCs) and polycyclic aromatic hydrocarbons (PAHs) and heavy metals. To compare the urinary levels of exposure biomarkers, the urine of 39 inland residents who were not directly exposed to the oil spill were analyzed. Results: Residents exposed to oil remnants through clean-up work showed associations between physical symptoms and the exposure levels defined in various ways, including days of work, degree of skin contamination, and levels of some urinary exposure biomarkers of VOCs, metabolites and metals, although no major abnormalities in urinary exposure biomarkers were observed. Conclusions: This study provides evidence of a relationship between crude oil exposure and acute human health effects and suggests the need for follow-up to evaluate the exposure status and long-term health effects of clean-up participants.

  • South Korea opened Incheon international airport(IIA) in march 29, 2001, with high expectations of becoming the distribution hub of Northeast Asia and aiming at a world best air hub. IIA compares quite well with any other leading airports in the world in it's facilities for the movement of people and vehicles. However, with the sequence of events following the September, 2001. terrorist attack and the war in Iraq, South Korea, an ally of the US, cannot be considered a safe haven from terrorism. At a point in time when national security is given utmost importance, it is necessary to reevaluate the security of airports, because international terrorism can only occur via air and seaports. Nowadays all the countries of the world have entered into competition for their national interests and innovation of their images. with the increasing role of international airports also comes an increased likelihood as a terrorist target, because it can affect so many people and countries. From the condition of current international terrorism, we can realize that our IIA is not completely safe from a terrorist attack. The major part of counterterrorism is event control process. It's very important for quickly saves an accident and rescues a life of person, In addition for the normalization which the airport operation is prompt. In conclusion, we should secure the legal responsibility and establish and establish a system under which we can work actively in order to implement counter terror activities from being taken an airport.

A Study on the Development of Simulating Tool for Evaluation of Electrostatic Discharge (정전기 방전 평가를 위한 간이형 도구 개발에 관한 연구)

  • Explosion and fire cause about 30 reported industrial major accidents a year by ignition source which discharge of electrostatic generated to flammable gas, vapor, dust and mixtures. It brings economically and humanly very large loss that accident was caused by fire and explosion from electrostatic discharge. Thus, it is very important that electrostatic discharge energy is to be control below not to be igniting flammable mixtures. There are two kinds of analysis model for electrostatic discharge, human body model and machine model. Human body model is available the parameter of human's electrical equivalent that capacitance is 100 pF, resistance is $1.5k{\Omega}$. To simulate and visualize the electrostatic discharge from human body need a very expensive and high voltage simulator. In this paper, we measured the value of capacitance and resistance concerned with test materials and sizing of specimen and the value of charged voltage concerned with test specimen and distance to develop an electrostatic charge/discharge simulating tool for teaching with which concerned industrial employee and students. The result of experiments, we conformed that the minimum ignition energy of methane-oxygen mixtures meets well the equation $W=1/2CV^2$, and found out that the insulating material and sizing of equivalent value having human body mode are the poly ethylene of 200 mm and 300 mm of diameter. Developed electrostatic charge/discharge simulating tool has many merits; simple mechanism, low cost, no need of electric power and so on.

Aortoplasty with Using Gore-Tex Conduit in Dissecting Aneurysms of Descending Thoracic Aorta - Two Cases Report - (GoreTex$^{\circledR}$ 인조혈관을 이용한 해리성 하행 흉부대동맥류 성형술 - 수술치험 2례 -)

  • Aneurysms of the descending thoracic aorta can be caused by various etiologies. So, its abrupt rupture leads life-threatening state, it must be operated as soon as possible. Surgical treatment of the descending thoracic aortic aneurysm requires temporary cross-clamping of major artery. The obligatory occlusion of the descending thoracic aorta during management causes proximal arterial hypertension and distal arterial hypotension. The former may leads to left ventricular failure, or cerebrovascular accident, whereas the latter may leads to spinal cord ischemia or renal injury. Some have recommended insertion of temporary shunt around the occluded descending aorta to prevent above problems. Still others would favor expeditious operation employing simple aortic occlusion during the repair of the descending aorta. Recently we had experienced two cases of dissecting aneurysms of descending thoracic aorta which performed aortoplasty with Gore-Tex conduit under simple aortic occlusion. The one was 34-year-old female patient with traumatic dissecting aortic aneurysm [5 em X 5 cm] on the descending thoracic aorta distal to the origin of the left subclavian artery and the other was 58-year-old female patient with atherosclerotic dissecting descending thoracic aortic aneurysm [6 cmX7 cm] and diffuse abdominal aortic aneurysms [3X5 cm]. Both patients performed standard left posterolateral thoracotomy. After the aneurysmal sac was mobilized, occluding vascular clamps were placed on the transverse aorta proximal to the origin of the left subclavian artery, and on the distal descending aorta without adjuvant bypass procedures for 31 and 32 minutes, respectively, and the aneurysmal sac was repaired with 18 mm ringed Gore-Tex conduit graft. Both patients postoperative courses were uneventful.

Incidence of Post-Traumatic Stress Disorder after a Mild Traumatic Brain Injury : Preliminary Investigation Using the Brief Neuropsychological Screening Test

  • Objective : Post-traumatic stress disorder (PTSD) is a group of diseases that are observed in patients who had experienced a serious trauma or accident. However, some experienced it even after only a mild traumatic brain injury (TBI), and they are easily ignored due to the relatively favorable course of mild TBI. Herein, the authors investigated the incidence of PTSD in mild TBI using brief neuropsychological screening test (PTSD checklist, PCL). Methods : This study was conducted on patients with mild TBI (Glasgow coma scale ${\geq}13$) who were admitted from January 2012 to December 2012. As for PCL, it was done on patients who showed no difficulties in communication upon admission and agreed to participate in this study. By using sum of PCL, the patients were divided into high-risk group and low-risk group. PTSD was diagnosed as the three major symptoms of PTSD according to the Diagnostic and Statistical Manual of Mental Disorders, fourth-edifion. Results : A total of 314 TBI patients were admitted and 71 of them met the criteria and were included in this study. The mean age was 52.9 years-old (range : 15--94). The mean PCL score was 28.8 (range : 17--68), and 10 patients were classified as high-risk group. During follow-up, 2 patients (2.7%) of high risk group, were confirmed as PTSD and there was no patient who was suspected of PTSD in the low-risk group (p=0.017). Conclusion : PTSD is observed 2.8% in mild TBI. Although PTSD after mild TBI is rare, PCL could be considered as a useful tool for screening of PTSD after mild TBI.

  • Seoul's One Less Nuclear Power Plant is the major urban energy policy launched in April 2012. Its effort to respond to climate change and energy crisis in the aftermath of the Fukushima nuclear accident turned out very successful, considering huge decrease of energy consumption. However, the question of how the cut of energy consumption was possible remains unanswered. This paper introduces the concept of urban governance capacity as the cause of the success. It is the managing and governing capability to maintain the logical consistency policy system, comprising of policy perception, goals, policy tools and evaluation. Without this logical correspondence between the policy factors, any system including energy regime easily falls apart during the systemic transitional period. Governance capacity provides the integrating framework, so that the system as a whole maintains the internal homeostasis.

  • The Loss of Offsite Power Transient at 77.5% power which occurred on June 9, 1981 at the Kori Unit 1 PWR (Pressurized Water Reactor) is simulated using the RELAP5/MOD2 system thermal-hydraulics computer code. Major thermal-hydraulic parameters are compared with the available plant data. The comparison of the analysis results with the plant data demonstrates that the RELAP5/MOD2 code has the capability to simulate the thermal-hydraulic behaviour of PWRs under accident conditions of this type with accuracy, except the pressurizer pressure and level. The pressurizer pressure increase is sensitive to the in surge now it is believed that the interracial heat transfer in a horizontal stratified flow regime may be estimated low and the compression effect due to insurge flow may be high. In the nodalization sensitivity study it is found that S/G noding with junctions between bypass plenum and steam dome is preferred to simulate the S/G water level decreasing and avoid the spurious level peak at trubine trip.

Development of requirements for information security management system (ISO 27001) with CPTED in account (셉테드(CPTED)를 고려한 정보보안 관리시스템(ISO 27001)의 요구사항 개발)

  • The purpose of this study was to add CPTED to the information security area. The control items of ISO 27001 (11 types) and the application principles of CPTED (6 types) were mapped. And the relevance between the items was verified through the FGI meeting through 12 security experts. As a result of the survey, the control items with a relevance of at least 60% on average are security policy, physical and environmental security, accident management, and conformity. As a result, the comprehensive policy was shared with CPTED's items as a whole. The specialized control items are security organization, asset management, personnel security, operation management, access control, system maintenance, and continuity management. However, specialized control items were mapped with each item of CPTED. Therefore, information security certification and septed are related. As a result, environmental security can be added to the three major areas of security: administrative security, technical security, and physical security.

Development of a CCTV Based Smart Safety Management System in Thermal Power Plants (석탄발전산업을 위한 지능형 CCTV 기반 스마트안전관리시스템 개발 연구)

  • There has been a steady rate of accident in Coal Thermal Power Plants which have relatively higher chance of mortality. However, neither the systematic view of safety management nor the methodology such as safety factors or system requirements are yet to be studied in detail. Therefore, this study aims to propose a methodology to preemptively deal with safety issues and to secure fact focused responsibility in safety. It consists of two main parts. First, the Safety Measurement Index(SMI) with total 50 factors is proposed by analyzing the key factors that contribute to safety accidents based on failure mode and effect analysis (FMEA) and quality function deployment (QFD). To analyze the safety requirements, index presented by major countries and organizations are discussed. Second, main features of intelligent CCTV are studied to determine their relative importance for the framework of Smart Safety Management System (SSMS). Main features are discussed with four technological steps. Also, QFD was held to analyze to analyze how key technologies deal with Quality Measurement Index(QMI). The research results of this study reveal that scientific approaches could be utilized in integrating CCTV technologies into a smart safety management system in the era of Industry 4.0. Moreover, this reasearch provides an specific approach or methodology for dealing with safety management in Coal Thermal Power Plant.
