Optimum Intensity for Seismic Design of Major Man-made Structures in Korea (한반도내(韓半島內) 주요(主要) 인공구조물(人工構造物)의 적정(適正) 내진설계진도(耐震設計震度))

  • Earthquake disaster is dependent upon both site intensity and strength of structures. The higher the strength, structures become more safe, which in turn increases the construction cost. Therefore, it is necessary to decide an optimum design intensity in which the safety is balanced with the cost. Such an optimum design intensity for major man-made structures in Korea is determined in the present study from a simulation model as follows. 1) Hypothetical earthquake time series are generated from the probability distribution to represent appropriately the seismicity of Korea. 2) The strength of structures constructed with a certain design intensity is assumed to exponentially decrease with the elapsed time. The construction cost is also expressed as a function of design intensity. 3) Comparing the seismic intensity generated from the earthquake time series with the strength of structures, the safety of structures is examined. Then the time until the structure is damaged by an earthquake is obtained within the designed life time. 4) The above simulation is iterated several hundred times and hence the mean life time of structures having a certain design intensity is obtained. 5) After all, the optimum design intensity to minimize the annual mean loss, the ratio of construction cost to mean life time, is estimated. The major conclusions obtained from the above simulation model are as follows. 1) Depending upon the designed life time ($T_p$), the optimum design intensities are appeared to be 0. 05-0. 10g for $T_p=50yr$ and 0. 08-0.13g for $T_p=100yr$. 2) According to the sensitivity analysis, the optimum design intensity increases with the rapid strength decrease of structure and decreases with the increase of initial construction cost.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

  • Flood is one of the major natural disasters affecting millions of people. Thailand also, frequently faces with this type of disaster. Especially, 2011 mega flood in Central Thailand, inundated highway severely attributed to the failure of national economic and risk to life. Lesson learned from such an extreme event caused flood monitoring and warning becomes one of the sound mitigations. The highway flood hazard mapping accomplished in this research is one of the strategies. This is due to highway flood is the potential risk to life and limb, and potential damage to property. Monitoring and warning therefore help reducing live and property losses. In this study, degree of highway flood hazard was assessed by weighting factors for each cause of the highway flood using Multi Criteria Analysis (MCA) based Analytic Hierarchy Process (AHP). These weighting factors are the essential information to classify the degree of highway flood hazard to enable pinpoint on flood monitoring and flood warning in hazard areas. The highway flood causes were then investigated. It was found that three major factors influence to the highway flood are namely the highway characteristics, the hydrological characteristics and the land topography characteristics. The weight of importance for each cause of the highway flood in the whole country was assessed by weighting 3 major factors influence to the highway flood. According to the result of MCA analysis, the highway, the hydrological and the land topography characteristics were respectively weighted as 35, 35 and 30 percent influence to the cause of highway flood. These weighting factors were further utilized to classify the degree of highway flood hazard. The Weight Linear Combination (WLC) method was used to compute the total score of all highways according to each factor. This score was later used to categorize highway flood as high, moderate and low degree of hazard levels. Highway flood hazard map accomplished in this research study is applicable to serve as the handy tool for highway flood warning. However, to complete the whole warning process, flood water level monitoring system for example the camera gauge should be installed in the hazard highway. This is expected to serve as a simple flood monitor as part of the warning system during such extreme or critical event.

Effects of Hydro-Climate Conditions on Calibrating Conceptual Hydrologic Partitioning Model (개념적 수문분할모형의 보정에 미치는 수문기후학적 조건의 영향)

  • Calibrating a conceptual hydrologic model necessitates selection of a calibration period that produces the most reliable prediction. This often must be chosen randomly, however, since there is no objective guidance. Observation plays the most important role in the calibration or uncertainty evaluation of hydrologic models, in which the key factors are the length of the data and the hydro-climate conditions in which they were collected. In this study, we investigated the effect of the calibration period selected on the predictive performance and uncertainty of a model. After classifying the inflows of the Hapcheon Dam from 1991 to 2019 into four hydro-climate conditions (dry, wet, normal, and mixed), a conceptual hydrologic partitioning model was calibrated using data from the same hydro-climate condition. Then, predictive performance and post-parameter statistics were analyzed during the verification period under various hydro-climate conditions. The results of the study were as follows: 1) Hydro-climate conditions during the calibration period have a significant effect on model performance and uncertainty, 2) calibration of a hydrologic model using data in dry hydro-climate conditions is most advantageous in securing model performance for arbitrary hydro-climate conditions, and 3) the dry calibration can lead to more reliable model results.

Evaporative demand drought index forecasting in Busan-Ulsan-Gyeongnam region using machine learning methods (기계학습기법을 이용한 부산-울산-경남 지역의 증발수요 가뭄지수 예측)

  • Drought is a major natural disaster that causes serious social and economic losses. Local drought forecasts can provide important information for drought preparedness. In this study, we propose a new machine learning model that predicts drought by using historical drought indices and meteorological data from 10 sites from 1981 to 2020 in the southeastern part of the Korean Peninsula, Busan-Ulsan-Gyeongnam. Using Bayesian optimization techniques, a hyper-parameter-tuned Random Forest, XGBoost, and Light GBM model were constructed to predict the evaporative demand drought index on a 6-month time scale after 1-month. The model performance was compared by constructing a single site model and a regional model, respectively. In addition, the possibility of improving the model performance was examined by constructing a fine-tuned model using data from a individual site based on the regional model.

Probabilistic Monitoring of Effect of Meteorological Drought on Stream BOD Water Quality (기상학적 가뭄이 하천 BOD 수질에 미치는 영향의 확률론적 모니터링)

  • Drought is a natural disaster that can have serious social impacts. Drought's impact ranges from water supply for humans to ecosystems, but the impact of drought on river water quality requires careful investigation. In general, drought occurs meteorologically and is classified as agricultural drought, hydrological drought, and environmental drought. In this study, the BOD environmental drought is defined using the bivariate copula joint probability distribution model between the meteorological drought index and the river BOD, and based on this, the environmental drought condition index (EDCI-BOD) was proposed. The results of examining the proposed index using past precipitation and BOD observation data showed that EDCI-BOD expressed environmental drought well in terms of river BOD water quality. In addition, by classifying the calculated EDCI-BOD into four levels, namely, 'attention', 'caution', 'alert', and 'seriousness', a practical monitoring stage for environmental drought of BOD was constructed. We further estimated the sensitivity of the stream BOD to meteorological drought, and through this, we could identify the stream section in which the stream BOD responded relatively more sensitively to the occurrence of meteorological drought. The results of this study are expected to provide information necessary for river BOD management in the event of meteorological droughts.

Soil Physical-chemical Characteristics on Indigenous Plant and Naturalized Plant of Coastal Sand Dune on Central-western Coastal Area, Korea (중부 서해안 해안사구 자생식물과 귀화식물 군락의 토양특성 비교)

  • This study was conducted to know the effect of major physical-chemical characteristics of soil to be in the area of indigenous and naturalized plant in the sand dune of the western coastal area of Korea. The study was performed on the sand dunes distributed across Taean-gun and Buan-gun and the study period was from April to October in 2010. Sixty nine of $5m{\times}5m$ study plots were installed and the distribution of plants were investigated. We measured the soil characteristics including soil pH, organic matter, total nitrogen, available $P_2O_5$, soil cation exchange capacity, exchangeable cation, EC and NaCl. As a result, soil texture was classified as sand, in case of average pH, NaCl, and EC of soil to be in the area of indigenous herbaceous plant were 7.77, 0.03% and $0.52ds.m^{-1}$, indigenous woody plant of the mean pH, NaCl and EC were 7.31, 0.01%, $0.23ds.m^{-1}$. In case of naturalized herbaceous plant of the mean soil pH, NaCl and EC were 7.12, 0.01%, $0.29ds.m^{-1}$, naturalized woody plant of the mean soil pH, NaCl and EC were 7.34, 0.01%, $0.20ds.m^{-1}$ respectively. On average, naturalize plants showed in low salinity concentration than indigenous plants.

A Study on Measures of Air Terrorism: Focused on Security (항공테러 대응에 관한 소고: 경비를 중심으로)

  • The purpose of this study is to make people acknowledge the danger of the air terror and provide measures to prevent a recurrence of the accident and find required security. Also, the air terror is categorized into aircraft and airport and take steps to come up with preventive measures against the air terror by finding a countermeasure and precaution. The following steps should be checked to take precautionary measures against the air terror. major security crackdown and the need for a further security check should be conducted to prevent terrorists from boarding the aircraft, security around the airport needs to be tightened up by training the airport workers and promoting emergency situations, airport sheriffs and armed guards should be on patrol for the safety of the cabin, new measures of efficient security for in and around the airport and its facilities should be set up to tighten up security of baggage.

An Analysis of the Current Status of Disasters Occurring on the Steep Slopes in Korea (국내 급경사지 재해 발생 현황 분석)

  • Disasters like mountain landslides and collapse in cutting areas claim many a life and cause economic losses, involving much effort and expenses for their recovery. This study has surveyed and analyzed incident of disasters that had occurred on the sloping sides in Korea for the past 13 years in an effort to relieve damage caused by disasters on the sloping sides. The analysis confirms that while the major cause of disasters on the sloping side was storms in the past, frequency of disasters on sloping sides caused by local downpour is steadily on the rise. In addition, while disasters were concentrated in Gangwon Province, a mountainous region of the country, frequency of disasters occurring on the sloping sides is steadily increasing recently on the sloping sides in downtown areas in Seoul, Gyeonggi-do and so forth, attributing a large percentage of disasters to sloping sides. Data surveyed and analyzed in this study are thought to be applicable as basic data for the establishment of effective measures for the prevention of disasters occurring on the sloping sides in the days to come.

Development of a Numerical Model for the Rapidly Increasing Heat Release Rate Period During Fires (Logistic function Curve, Inversed Logistic Function Curve) (화재시 열방출 급상승 구간의 수치모형 개발에 관한 연구 (로지스틱 함수 및 역함수 곡선))

  • In this study, a new function with higher accuracy for fire heat release rate prediction was developed. The 'αt2' curve, which is the major exponential function currently used for fire engineering calculations, must be improved to minimize the prediction gap that causes fire system engineering inefficiency and lower cost-effectiveness. The newly developed prediction function was designed to cover the initial fire stage that features rapid growth based on logistic function theory, which has a more logical background and graphical similarity compared to conventional exponential function methods for 'αt2'. The new function developed in this study showed apparently higher prediction accuracy over wider range of fire growth durations. With the progress of fire growth pattern studies, the results presented herein will contribute towards more effective fire protection engineering.
