A Study on the Complex type Japan Community Mixed-support Facility and space Characteristic (일본 공동체복합지원시설의 복합화 유형에 관한 연구)

  • The community mixed-support facility in Japan is making efforts to try various approaches according to the changes made to allow the privatization of public facilities on the basis of Act on Special Measures for Urban Regeneration since 2004. Due to this change in policy, the community mixed-support facility is now taking further steps in trying to implement variety of approaches in the perspective of urban regeneration and urban maintenance and at the same time the trend of installation of community facility has gone through vivid changes for the last 20 years. The causes of this are from the social demand that claims for of new facilities and the change in the subsidy system in relation to equality in facility installation. Examples of the first cause can be the building of perpetuating educational society, an execution or a movement towards the society of gender equality, a countermovement for an aging society as well as a welfare society, and recently social phenomenon related to consumption is becoming an issue. And for the last, the number of construction of facilities is increasing that grow out of the traditional facility system. The complex of community mixed-support facility will provide public administrative and community mixed-support services to local people as well as to form a notion of community and a feeling of solidarity. Ultimately, this will develop local areas by regional interchanging of information. In this very research, we will analyze the community mixed-support facility and its characteristics as well as its implications and consider the types of complex through many preceding instances in Japanese community mixed-support facility.

The Analysis and Forecasting Model for Maintenance Costs Considering Elapsed Years of Old Long-Term Public Rental Housing (노후 장기공공임대주택의 경과 연수별 유지관리비 분석 및 예측 모형)

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing

Analysis of Factors and it's Effectiveness to Maintenance Cost of Public Buildings (공공청사의 운영비용에 영향을 미치는 요인과 요인별 영향력 분석)

  • Multi-household buildings are efficiently maintained from the mid- and long-term viewpoint according to the long-term repair coverage system etc. On the other hand, public buildings are not systematically maintained due to a lack of past maintenance cost data and inefficient budget plans, among other problems. Targeting public buildings in Incheon, this study analyzed operation costs variables. To verify the analysis results, they underwent a correlation analysis and a multi-regression analysis. With regard to public buildings electricity, gas and tap water cost, the influence power of the served life, floor area, and workforce were analyzed, revealing that electricity cost was highly correlated with workforce, while gas and tap water cost were correlated with tap water cost. Also, the correlation analysis results were verified through a multi-regression analysis, and a maintenance cost estimation model was presented using a regression equation.

  • The budget for public buildings is expected to increase to their maintenance, and the systematic maintenance and sufficient budget are recognized as the important factors for building maintenance. In Korea, buildings are not systematically maintained due to the lack of manpower, expertise and basis of maintenance budget estimates. Compared with Australia where the facility maintenance is optimized through asset management, Korea has only passive maintenance systems that focus on regulations. The introduction of the systematic asset management is required to ensure the advanced building maintenance in Korea. In this study, the asset management processes for social infrastructure facilities in and out of Korea were analyzed, and the asset management framework for public buildings were established. The asset management procedure consisted of ordinary asset management procedure, selective asset value assessment. The framework in this study was developed focusing on the asset management task for public buildings and presented the detailed contents of each step. The application of this framework to the actual work will enable the systematic management of building's value and performance, and the efficient appropriation of the maintenance budget.

Investigating the Maintenance Cost of Rest Areas: A Case Study of Nevada

  • Highway Rest Areas are envisioned to provide an accessible space for rest and parking for travelers, especially those driving a long distance. In addition, modern highway Rest Areas provide many amenities to highway users, including wifi service, picnic tables, litter barrels, running water, public telephones, and sometimes even free coffee. Various studies were conducted in the domain of Rest Area facility design and their operating costs in different states; however, limited studies were conducted on the maintenance costs of these facilities. Therefore, this study's main objective is to compute the annual maintenance cost of Rest Areas in the state of Nevada. This study also analyzes the main cost categories of the maintenance works. The raw cost data of Nevada Rest Area maintenance from 1990 to 2012 were collected from the Nevada Department of Transportation (NDOT). Results show that the maintenance cost fluctuated over the study period; the maintenance cost decreased from 1991 to 2004 and then increased until 2012. The primary cost categories of maintenance work are labor, equipment, and material costs. Among these, labor cost was the largest category with 56 percent of the total maintenance cost, followed by equipment cost and material cost. The findings of this study may help NDOT and other transportation agencies plan their budget for future Rest Area maintenance activities.

A Study on the Cause Analysis of Human Error Accidents by Railway Job

  • Purpose: This study investigates human error accidents in the Korean railway sector, emphasizing the need for systematic management to prevent such incidents, which can have fatal consequences, especially in driving-related jobs. Research design, data and methodology: This paper analyzed data from the Aviation and Railway Accident Investigation Board and the Korea Transportation Safety Authority, examining 240 human error accidents that occurred over the last five years (2018-2022). The analysis focused on accidents in the driving, facility, electric, and control fields. Results: The findings indicate that the majority of human error accidents stem from negligence in confirmation checks, issues with work methods, and oversight in facility maintenance. In the driving field, errors such as signal check neglect and braking failures are prevalent, while in the facility and electric fields, the main issues are maintenance delays and neglect of safety measures. Conclusions: The paper concludes that human error accidents are complex and multifaceted, often resulting from a high workload on engineers and systemic issues within the railway system. Future research should delve into the causal relationships of these accidents and develop targeted prevention strategies through improved work processes, education, and training.

  • As facilities in apartment unit by age, residents feel uncomfortable in their lives, but maintenance and management are not carried out properly. For the systematic maintenance of facilities, the derivation of facilities that require maintenance shall be preceded. This study aims to derive items that require intensive management among exclusive facilities. The purpose of this study is to analyze the history of repairing facilities through complaints about the exclusive use of public rental housing to identify the cause and to derive items that require intensive management of the exclusive use of apartment houses.

Promoting a private finance initiative and regenerating public facilities by local platforms: a case in Japan (일본의 지역플랫폼 형성을 통한 민간투자사업 활성화와 공공시설정비 사례연구)

  • The purpose of this study is to analyze measures to promote a private finance initiative aimed at public facility regeneration in the midst of sharp increase in local financial burden due to the low birthrate and rapidly aging population. In particular, the study looked at the case of promoting a private finance initiative through a local platform aimed at public facility regeneration in Narashino, Japan. The study is based on the relevant systems and policies, and government documents and statistical data on the Narashino case. The results show that the local platform helps the local government and participants share business expertise and experiences, leading to improvements in their expertise and business capability. The local platform allows them to identify and discuss potential business ideas in advance, which in turn encourages private investment business.

  • The purpose of the study is to derive maintenance items in dwelling unit of apartment after the liability period for defect security. In according with the Apartment Housing Management, the managers of apartment maintain facilities in public and develop a long-term repair plan. However, Apartment unit housing is a private area and is managed facilities individually by residents or owners. As the facility ages, it is necessary to derive items in dwelling unit of apartment that need to maintain performance. Therefore, this paper analyzed the history of repairing facilities through complaints about rental housing units.

Life-Cycle Assessment (LCA) for Eco-Design in a Wastewater Reuse Facility (친환경 설계를 위한 하수처리수 재이용시설의 전과정 평가)

  • In order to evaluate the environmental load occurring from the whole life cycle of a facility, LCA (Life Cycle Assessment) adopted by ISO is not only applied as an individual product but rather a complicated system involving buildings and/or infrastructure in a wide range of scope. The introducing of LCA to a wastewater reuse facility will assist to understand not only the treatment of water contaminants but also the overall system related to the interaction of involved, potential issues. This research implemented LCA for the establishment of the wastewater reuse facility. The results show that a fresh water aquatic Eco-toxicological Impact (88.3%) is the largest environment concern and the maintenance & operation phase has the most impact on the environment utilizing life cycle for the wastewater reuse facility. The civil works and chemical treatments in the maintenance & operation phase led to the biggest environmental impact. The results of this research can provide pertinent data of investigating opportunities for environmental improvement not limited to public officers regulating environmental policies, and could be used to make decisions for an environmentally sound and sustainable design in the initial phase of construction.
