The study focused on the evaluation of maintenance management strategies used in public hospital buildings in Lagos state. It also assessed the labour composition for maintenance operations. In achieving these objectives, opinions of maintenance officers of ten (10) different hospitals in different local government areas of the state were sampled through well structured questionnaires. The data collected were analyzed using descriptive and inferential statistics. From the analysis, the study revealed that majority of those public hospitals do not have specific budget for maintenance programmes, maintenance policies, maintenance log book and maintenance manual to guide the operatives. About 98% of them do not understand the type of maintenance strategy being used for their maintenance operations. 78% of the maintenance work are only executed when there is a breakdown or in response to user's request. For labour composition, the cleaning of interior and exterior of the building, inspection of building elements, repairs and replacements of building elements are mainly carried out by in-house staff, while the repair and replacement of equipment is by outsourcing. The study also revealed that using in- house staff, reduces costs and provides a higher security while outsourcing provides more flexibility in staffing reduces equipment expenditures and provide better access to special skills. The study recommended proactive measures to provide necessary training and support for maintenance staff and users of these facilities and a means of securing sufficient funds for maintenance programmes.

In this paper, a novel approach to generator maintenance scheduling strategy in competitive electricity markets based on non-cooperative dynamic game theory is presented. The main contribution of this study can be considered to develop a game-theoretic framework for analyzing strategic behaviors of generating companies (Gencos) from the standpoints of the generator maintenance-scheduling problem (GMP) game. To obtain the equilibrium solution for the GMP game, the GMP problem is formulated as a dynamic non-cooperative game with complete information. In the proposed game, the players correspond to the profit-maximizing individual Gencos, and the payoff of each player is defined as the profits from the energy market. The optimal maintenance schedule is defined by subgame perfect equilibrium of the game. Numerical results for two-Genco system by both proposed method and conventional one are used to demonstrate that 1) the proposed framework can be successfully applied in analyzing the strategic behaviors of each Genco in changed markets and 2) both methods show considerably different results in terms of market stability or system reliability. The result indicates that generator maintenance scheduling strategy is one of the crucial strategic decision-makings whereby Gencos can maximize their profits in a competitive market environment.

The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.

This paper proposes a practical and realistic method to establish an optimal lifetime maintenance strategy for deteriorating bridges by considering the life-cycle performance as well as the life-cycle cost. The proposed method offers a set of optimal tradeoff maintenance scenarios among other conflicting objectives, such as minimizing cost and maximizing performance. A genetic algorithm is used to generate a set of maintenance scenarios that is a multi-objective combinatorial optimization problem related to the lifetime performance and the life-cycle cost as separate objective functions. A computer program, which generates optimal maintenance scenarios, was developed based on the proposed method using the life-cycle costs and the performance of bridges. The subordinate relation between bridge members has been considered to decide optimal maintenance sequence and a corresponding algorithm has been implemented into the program. The developed program has been used to present a procedure for finding an optimal maintenance scenario for steel-girder bridges on the Korean National Road. Through this bridge maintenance scenario analysis, it is expected that the developed method and program can be effectively used to allow bridge managers an optimal maintenance strategy satisfying various constraints and requirements.
Research projects of SNCF aim at reducing the costs of infrastructure possessions and improving the operational equipment availability and safety. This permanent search for a better regularity led the SNCF to analyse the maintenance approach of signalling equipment in detail. Until now, it was commonly acknowledged that signalling equipment, which consists of many electronic devices, is not subject to aging. In this study, a Weibull lifetime model, able to describe an aging phenomenon, is used and it can be shown that the deterioration is statistically significant. The validity of the model is tested. We also analyse the influence of environmental covariates. We simulate different scenarios in order to investigate the impact of several maintenance strategies as well as on future maintenance costs, on the amount of components to replace based on the mean age of the network. It can be shown that in most cases a systematic replacement strategy offers the best solution.

In this paper, a new method for the bridge maintenance is proposed to overcome the limit of the existing methods and to implement the preventive bridge maintenance system. The proposed method can establish the lifetime optimum maintenance strategy of the deteriorating bridges considering the life-cycle performance as well as the life-cycle cost. The lifetime performance of the deteriorating bridges is evaluated by the safety index based on the structural reliability and the condition index detailing the condition state. The life-cycle cost is estimated by considering not only the direct maintenance cost but also the user and failure cost. The genetic algorithm is applied to generate a set of maintenance scenarios which is the multi-objective combinatorial optimization problem related to the life-cycle cost and performance. The study examined the proposed method by establishing a maintenance strategy for the existing bridge and its advantages. The result shows that the proposed method can be effectively applied to deciding the bridge maintenance strategy.

This paper proposes a method to establish an optical lifetime maintenance strategy for deteriorating bridges in consideration of life-cycle performance and cost. A program is developed based on the proposed method, which can generate optimum maintenance scenarios not only at the individual member level but also at the system level of the bridge. By applying the developed program is studied through the comparative analysis of maintenance strategies generated at each level. According to the results of comparison between maintenance strategies of the member-level analysis and system-level analysis. It is expected that the establishment of a maintenance strategy through the bridge system-level analysis considering target, members reflects practical and reasonable results.
Electric power transmission utilities make an effort to maximize profit by reducing their electricity supply and operation costs while maintaining their reliability. The development of maintenance strategies for aged components is one of the more effective ways to achieve this goal. The reliability centered approach is a key method in providing optimal maintenance strategies. It considers the tradeoffs between the upfront maintenance costs and the potential costs incurred by reliability losses. This paper discusses the application of the Particle Swarm Optimization (PSO) technique used to find the optimal maintenance strategy for a transmission component in order to achieve the minimum total expected cost composed of Generation Cost (GC), Maintenance Cost (MC), Repair Cost (RC) and Outage Cost (OC). Three components of a transmission system are considered: overhead lines, underground cables and insulators are considered. In regards to aged and aging component, a component state model that uses a modified Markov chain is proposed. A simulation has been performed on an IEEE 9-bus system. The results from this simulation are quite encouraging, and then the proposed approach will be useful in practical maintenance scheduling.

Road pavement requires repetitive maintenance works to maintain satisfactory service level to the public. However, the repetitive maintenance works upon deteriorated pavement structure make negative effects to deterioration speed. It often leads to inefficient use of limited budget. For that reason, the pavements require reconstruction work to recover their original performance. Recently, construction demands in the Korean national highway have already been reached to maximum level, and the aged pavements start to demand much more reconstruction works. However, in the real world, road agencies have often been confused when they determine maintenance design for such aged road sections due to budget constraint. It is because there is no reliable long-term maintenance strategy that supports their decision making. To support their decision making, this paper aimed to suggest the best maintenance strategy considering changing process of pavement performance by repetitive maintenance works. As an analysis method, probability distribution and hazard function to estimate the life expectancy were adopted, and then the results were used for long-term life cycle cost analysis with deterministic or Monte-Carlo method under various scenarios. As an empirical study, the Korean national highway data that has long-maintenance history data since 1986 has been applied. Last, this paper considered quality assurance of maintenance work to improve maintenance quality. These could be important information as a part of long-term maintenance strategy of pavement.
