Development of 3-D Field Grid Generating Method for Viscous Flow Calculation around a Practical Hull Form (선체주위의 점성유동 계산을 위한 3차원 공간 격자계 생성방법)

  • To predict the viscous boundary layers and wakes around a ship, the CFD techniques are commonly used. For the efficient application of CFD tools to practical hull farms, a 3-D field grid generating system is developed. The present grid generating system utilizes the solution of Poisson equation. Sorenson's method developed for 2-D is extended into 3-D to provide the forcing functions controling grid interval and orthogonality on hull surface, etc. The weighting function scheme is used for the discretization of the Poisson equation and the linear equations are solved by using MSIP salver. The trans-finite interpolation is also employed to assure the smooth transition into boundary surface grids. To rove the applicability, the field grid systems around a container ship and a VLCC with bow and stem bulb are illustrated, and the procedures for generating 3-D field grid system are explained.

A Study on Gap between Government's Institutions and Public People based on Ontology Inference about ICT Future Technology

  • This paper analyzes how much the gap existed between the public group and expert group using future issues and future core technologies that are announced in government institutions based on ontology. We calculated gap with two groups' point of view, one is expert groups' ideas that are based on future hopeful technologies documents, and another is public people ideas that are based on documents of contest that is hosted by 'Ministry of Science, ICT and Future Planning (MSIP)', and 'Institute for Information & communications Technology Promotion (IITP)'. For calculating these, we suggested SDGM model. In the case of ETRI Meta-trend ICT Field, there is a little gap between expert group and public group, and another case that is XT (ETRI determined future technologies excluding ICT field) Field, the gap is increasing annually. Moreover, in the case of all ETRI Meta trend, the gap is bigger than ICT and XT field. We analyzed, also, KEIT's future issues for generalizing this model. The gap existed between two groups. Utilizing SDGM model of this paper, people can interpret easily how much the gap exists between future technologies and issues that are announced in institutions.

  • This study aims to present the future direction of smart city in Korea through the review of smart city governance. first of all, reviewed the trend of smart city governance. Since then, Establishing direction of korea Smart City governance based on the implications. Finally, derive a field where cooperation between ministries and agencies is possible, and presented a cooperation scheme accompanying it. The results of this study are expected to provide a foundation to link smart city projects efficiently and contribute to the activation of smart city policies and projects.

A Case Study on International Technology Transfer of Korean Public Information Systems and Recommendations for NTIS (국내 공공정보시스템의 국제기술이전 사례연구 및 NTIS 제언)

  • It is well known that international technology transfer(ITT) is relatively more difficult than the domestic technology transfer because of the difference in interest, technology level, culture and other various macro-environmental conditions. This study aims to derive recommendations for ITT of National Science and Technology Information Service(NTIS) of Ministry of Science, ICT and Future Planning(MSIP) by conducting case study of ITT in domestic public information systems. The cases are the national agencies that performed successfully in ITT. The cases are Korea Customs Service(KCS)'s customs administration system(UNI-PASS), Public Procurement Service(PPS)'s Korea On-Line E-Procurement System(KONEPS), and Korean Intellectual Property Office(KIPO). After studying on how the cases proceeded ITT, this paper suggests proper preparation strategies in the view point of information marketing.

The impact of freeze-drying on the glycoproteomic profiles of human milk

  • Human milk (HM) glycoproteins play important roles protecting infants against various pathogens. Recently, freezing HM is reported to affect some glycoproteins and freeze-drying is suggested as an alternative method. However, the effects of freeze-drying on HM glycoproteins were not evaluated yet. Six fresh HM samples were collected from three healthy mothers at 15 and 60th days of lactation from each mother. Each sample was divided into frozen and freeze-dried subgroups yielding totally 12 samples, and the glycoproteomic analysis was performed by liquid chromatography mass spectrometry. The results were compared between samples of 15 and 60th days of lactation, and before and after the freeze-drying. Totally, 203 glycoproteins were detected. The glycoprotein levels were not different between two groups of 15/60th day of lactation and before/after freeze-drying groups (P > 0.050). In addition, significant correlation of glycoprotein levels was found between the different lactation stages (r = 0.897, P < 0.001) and the status of freeze-drying (r = 0.887, P < 0.001) in a partial correlation analysis. As no significant change of HM glycoproteins was not found after the freeze-drying, we hope that introducing freeze-drying to HM banks is supported by the present study. Investigation on the Effect of Laser Peening Variables on Welding Residual Stress Mitigation Using Dynamic Finite Element Analysis (동적 유한요소 해석을 통한 용접 잔류응력 이완에 미치는 레이저 피닝 변수의 영향 고찰)

  • 현재 가동 중인 몇몇 가압 경수로 원전 안전 1등급 설비의 이종금속 용접부는 일차수응력부식균열(PWSCC : Primary Stress Corrosion Cracking) 발생의 세가지 조건(민감 재질, 부식 환경, 인장응력)을 동시에 충족하고 있다. 즉, 이종금속 용접부는 PWSCC에 민감한 재질인 Alloy 600 계열 합금으로 제작 또는 용접되어 있으며 고온 수화학 부식 환경 하에 놓여있다. 아울러 오스테나이트 스테인리스 강의 예민화 예방을 위한 용접 후열처리 미실시로 높은 인장 용접 잔류응력이 작용하고 있다. 이러한 이종금속 용접부의 특성상 PWSCC가 발생할 잠재성이 있을 뿐만 아니라 국내외적으로 Alloy 600 계열 합금으로 제작 및 용접된 가압 경수로 원전 안전 1등급 설비의 이종금속 용접부에 실제 PWSCC가 발생된 사례들이 다수 보고되고 있다. 운전 환경 및 재질 변화 없이 PWSCC 발생을 예방하기 위해서는 인장 잔류응력을 이완시켜 낮은 인장 또는 압축 응력화하여야 한다. 이러한 인장 잔류응력 이완방법들로는 PWOL(Pre-emptive Weld Overlay), 레이저 피닝(Laser Peening), MSIP(Mechanical Stress Improvement Process), 워터 제트 피닝(Water Jet Peening), IHSI(Induction Heating Stress Improvement) 방법들이 있는데 공정 시간이 짧고 열 에너지 원이 필요 없으며 전체적인 소성 변형을 야기시키지 않는 레이저 피닝을 본 연구의 대상 방법으로 한다. 본 연구에서는 동적 유한요소 해석을 통해 용접 잔류응력을 이완시키는 레이저 피닝의 효과를 검증하고 용접 잔류응력에 미치는 레이저 피닝 변수의 영향을 고찰하고자 한다. 내부 보수용접이 수행된 경수로 원전 가압기 노즐 이종금속 용접부에 레이저 피닝을 적용한 경우에 대해 상용 유한요소 해석 프로그램인 ABAQUS를 이용하여 동적 유한요소해석을 수행한 결과, 고온 수화학 일차수와 접하는 Alloy 600 계열 합금 내면에서의 인장 잔류응력이 상당히 이완됨을 확인하였다. 또한, 최대충격 압력이 증가할수록, 충격압력 지속시간이 증가할수록, 레이저 스팟 직경이 증가할수록 내표면 인장 잔류응력 이완 정도는 감소하나 이완되는 영역의 깊이는 증가함을 알 수 있다. 또한, 레이저 피닝 방향이 잔류응력 이완에 미치는 영향은 미미함을 알 수 있다.

A Study on the R&D Capabilities of ICT SMEs in Yangje District (양재지역 ICT 중소기업의 R&D 역량에 관한 연구)

  • The Seoul Metropolitan Government and the Ministry of Science, ICT, and Future Planning(MSIP) are promoting the creation of "R & CD clusters" in the Yangje area as a base for future growth engines that will lead the fourth industry. The Yangje area has many large enterprise research institutes and ICT SMEs, and is located in the south part of Seoul and has geographical advantages such as traffic, education, and leisure life. As an initial research for the successful cluster of the Yangje area, quantitative analysis was carried out to identify the status of ICT SMEs in Yangje area using the Korean company information DB and contents of "Korea SMTp 2017 DVD ROM". Qualitative analysis conducted a questionnaire from December 8, 2016 to January 7, 2017 to investigate the R & D activities of ICT companies. Finally, implications for strengthening the R & D capacity of ICT firms in Yangjae area were derived.

  • The MSIP has implemented "Act on The Development of Cloud Computing and Protection of Its Users" from September 2015 and invigorated the cloud service industry. The act mainly includes the improvement cloud computing reliability and user protection for the development foundation and use activation. In order to expand the cloud market, it is important to increase the reliability of individual users. However, practical discussions and approach for cloud services adoption are still limited. In fact, there is no agreement standard for domestic cloud services. As a user agreement is not standardized, users feel difficulty compare to each agreement of cloud service provider and may be damaged because of unfair terms. Thus, it is necessary to examine the unfairness of cloud service agreement for user protection. This study analyzes domestic and foreign cloud service agreements including Practical Guide to Cloud Service Agreement of Cloud Standards Customer Council and suggests the direction of the standard agreement of cloud services.

A Case Study on Classification System Design for Public Sector Information Typology (공공데이터 유형화를 위한 분류체계 설계에 관한 사례 연구 -미래창조과학부 산하기관의 공공데이터를 중심으로-)

  • Today's public sector information is considered an important national asset that has social and economic value. Hence, developed countries are competitively promoting various policies to actively promote access to public sector information and the use of such information for private purposes. The Korean government is also boosting the Government 3.0 policy as a new governmental management paradigm that supports the creative economy. Despite these governmental efforts, since open public sector information is only classified from the supplier's perspective, it is difficult to have access to information for private application from the consumer's perspective and expand private applications because of the problems in identifying the information source. In this study, the concept of data from the user's perspective for the activation of private applications was defined by focusing on public sector information obtained by affiliated organizations of the Ministry of Science, ICT and Future Planning(MSIP). The new classification system was designed by analyzing the classification system of conventional open services of public sector information through investigation.

New Governmental National Agenda and New Executive Bodies' R&D Strategic Goals on Geoscience and Mineral Resources (신정부 국정과제 및 지질자원 분야 R&D 정책 방향 분석)

  • With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.
