The Assessment Model of the Embedded Software Process Suitable for Korean Defense Industry (국방사업 특성을 고려한 무기체계 임베디드 소프트웨어 프로세스 평가모델(MND-ESPAM))

  • In this paper, we propose the enhanced Assessment Model of the Embedded Software Process(MND-ESPAM) which is suitable for the development work of weapons in Korea. In 2008. We developed the MND-ESPAM which is the assessment criteria of software process, but this model is inefficient to apply to Korean military area. Therefore, we elicit and analyze the problems of MND-ESPAM through tow methods. One is to research on the actual condition of the domestic defense industry about software process management. And the other is to apply MND-ESPAM to the defense companies acquiring CMMI level. In order to overcome these problems elicited above, we provide solutions to make MND-ESPAM linked with Software Development Process Guide of Defense Acquisition Program Administration(DAPA) and to systematically strengthen testing activities and to reduce the number of process areas. The proposed model was proved by two objective methods such as checking the coverage with CMMI and whether it is satisfied or not by modified requirements ISO/IEC 14598-3. At last, experts in the field of software process confirmed the effect of MND-ESPAM through applying MND-ESPAM to the defense industry company.

A Logical Data Model (OV-7c) Suggestion from MND-Meta-data-based Architecture Meta Model (국방메타데이터 기반 아키텍처메타모델(AMM)의 논리데이터모델(OV-7c) 제안)

  • The ROK military has established the MND-AF (Ministry of National Defense- Architecture Framework) and is applying it when developing architecture for Enterprise (MND), Segment (component) and Solution (weapons and force support system). The AMM (Architecture Meta model) of the MND-AF supports the establishment of interoperability by systematizing the architecture information structure defined by the Architecture artifact, describing the relationship between data and also by liking reference models and Information technology standard, common components, and MND-Meta data. which are interoperability standards. However, the MND-AMM has insufficient linkage with the standards, which places constraints on applying interoperability standards when developing Solution architecture. This study suggests a logical data model (OV-7c) from the MND-Meta-data-based Architecture meta model that will enhance the application of MND meta data managed by the MND interoperability standard when developing Solution architecture.

Reusability Enhancement of the MND-AF Artifacts in the Defense-CBD Methodology (국방 CBD 방법론에서 MND-AF 산출물 재활용성 제고)

  • The Ministry of National Defense has developed MND-AF and Defense-CBD methodology to make the integration and management of standardization effective through enhancing the interoperability and reusability of information systems. Yet no explicit guidelines or procedures have not been developed for the applying range and mutual relationship of the artifacts between MND-AF and Defense-CBD methodology. Thus, the development time is unnecessarily extended and budget also is increasing because both methodologies produce the artifacts respectively. This paper presents a reusability enhancement scheme for producing MND-AF artifacts according to Defense-CBD process by analyzing artifacts of two methodology les at each element level, so that it will reduce the overhead of producing the artifacts and enhance the completeness of the artifacts. In result, in the case of applying Defense-CBD methodology for developing a information system34 artifacts out of 37 MND-AF artifacts can be reusable.

  • Traditional information systems in the Ministry of National Defense(MND) are insufficient about interoperability between all kinds of them. Also there is no the applicable architecture framework to develop information systems. The Architecture Framework(AF) is to provide guidance for describing architectures for both warfighting operations and business operations and processes in the MND. Therefore, in this paper we propose the MND AF to develop and manage information systems in the MND.

  • Software in defense domain requires high quality since defense specific characteristics. To assure high quality products, development and testing activities based on well defined process must be performed. If those activities cannot support software acquisition process, the quality of acquired software product is low and combat power decreases. In this paper, we propose MND-TMM(Ministry of National Defense-Testing Maturity Model), which can help enhance software quality through testing process improvements. This paper also introduces the contents of MND-TMM architecture. MND-TMM is constituted to reflect the characteristics of defense software, development process, and testing process so as to solve the problems associated with software testing. MND-TMM is comprised of 5 maturity levels and 4 categories which have number of related TPA(Testing Process Area)s. It is expected that MND-TMM can help assess testing maturity of defense software organizations and provides guidelines to improve software testing process.

Process Alignment between MND-AF and ADDMe for Products Reusability (산출물 재사용성을 위한 MND-AF와 ADDMe 프로세스 정렬)

  • Nowadays, most enterprises have introduced both EA methodology to optimize an entire enterprise and CBD methodology to improve a software reusability. The Korea Government not only have developed many EA guiding products such as EA framework, Reference Model, Guideline, etc. but also have instituted a law to optimize a government-wide enterprise. The Minister of National Defense(MND) have developed the MND-AF as a standard methodology for EA and the ADDMe as a standard methodology for CBD. But it is possible to develop products of WD-AF and ADDMe redundantly because the process of MND-AF and ADDMe is not quitely aligned. The purpose of this paper is to present a scheme that ADDMe can reuse the artifacts of MND-AF by analyzing the relationships between two processes. In order to identify the relationships between two processes, we first identify the relation of a 'definition' part of two processes and then identify the relation of an 'attribute' part based on the relation of a 'detailed definition' part. As a result we found that 113 attributes of MND-AF are related to 49 attributes of ADDMe. Therefore the proposed study will decrease the development cost and time and will be a good example for aligning the process of EA and CBD methodology.

A Governance Framework for MND- Enterprise Architecture (국방아키텍처 거버넌스 프레임워크)

  • The Korean military is aware that EA(Enterprise Architecture) is an important tool for transforming national defense and building Korean NCW, being developing the Ministry of National Defense Enterprise Architecture(MND-EA). However, unlike the importance of MND-EA, they are building MND-EA without the explicit EA governance system Many researchers have emphasized that it is difficult to develop the useful EA without EA governance. In this study, we present the EA governance framework for implementing the effective MND-EA. Through the investigation of the state of EA development and EA governance of home and abroad public institutions, we recognize the importance of EA governance, identifying the EA governance components. We set up the basic governance model consisted of principle, organization and process, designing the MND-EA governance framework by mapping the model to governance scope and target. The proposed governance framework provides direction for explicit and formal MND-EA governance system.

  • For an effective warfare under the condition of NCW, the sharing of data between systems must be essential. Thus, the standardization and the integration of data which is considered as the MND-EA improvement and the Megacenter is important. The purpose of this research is to investigate the factors that affected the BI(Behavioral Intention to USE) by using the TAM(Technology Acceptance Model), That is to introduce the MDM into the national defense field which is an issue in every agency sector for data sharing. Also, based on the implementation architecture of Gartner which applies depending on the business enterprise type, the preferred architecture should be selected considering the national defense environment and the characteristics, and suggest an effective MND-MDM plan by analysing the effects on the BI. The survey was done through 19th September till the 7th of October 2011, by investigating the people in charge of the development and maintenance of the national defense information systems and the SI company's national defense team people who have experienced the development of the national defense information systems.

  • Under the relevant regulations, it is required to develop a system architecture for the research and development of the information and communication infra system ; however, the national defense architecture development guides and MND-AF, which provide the instructions on the development and utilization of a system architecture, are still limited to the ITA level and merely providing the guidelines for developing the information system centric architecture. Thus, it is evident that we need a suitable architecture development methodology that corresponds to the growing needs for the communication infra system architecture, as well as the general weapon system architecture. Improving a meta-model is the core of improving a architecture framework. It determines a contents of a architecture and it influences a efficiency and a effectiveness of a architecture. The meta-model of the architecture framework must reflect concerns of various stakeholders and provide a traceability among them. Also, it should be easy to develop and use the architecture by securing the feasibility of the logical relationships and eliminating the duplication of the data inside the architecture. It is implemented through the development of the data-centric architecture and achieved through the "Fit-for-purpose" concept.

  • The well-known sentence, "You can't manage what you don't measure" suggests the importance of measurement. The Ministry of National Defense (MND) in Korea is measuring the effort of informatization for various dimensions such as validity, adequacy, and effectiveness using the MND evaluation system to obtain positive and significant effects from informatization. MND views the defense informatization domain as divided into the defense informatization policy, the defense informatization project, and the defense informatization level, which can measure the informatization capability of the MND and the armed forces or organizations. Furthermore, it feels there is some limitation, such as those related to ambiguity and reliability, present in the system. To overcome the limitations in the existing system to evaluate the defense informatization policy, this study proposes a revised evaluation framework for the policy of defense informatization, its indicators, and measurement methods.
