  • The 62nd session of the MARINE Environment Protection Committee was held in London from 11 to 15 July 2011. Mandatory measures to reduce emissions of greenhouse gases (GHGs) from international shipping were adopted at the Committee. The amendment to MARPOL Annex VI includes a new chapter 4 to make mandatory the Energy Efficiency Design Index (EEDI) for new ships and the Ship Energy Efficiency Management Plan (SEEMP) for all ships. This first mandatory measures on energy efficiency will enter into force on 1 January 2013. This amendment to MARPOL Annex VI will significantly influences the vast majority of the international maritime community. This paper mainly discusses the main results of MEPC 62nd session including the recent Emission Control Area.

Applicability of SBR and MBR Combined Process Meets the Water Quality Standards of MEPC. 227(64) (MEPC. 227(64) 수질기준에 의한 SBR 및 MBR 복합공정 적용 가능성 평가)

  • The objective of this study was to make a SBR+MBR complex process to evaluate the possible use of the advanced water treatment system for ships (SBR+MBR complex process) in accordance with the amendments MAPOL 73/78 that went into effect. The conditions 1 and 2 did not show the quick reduction in anaerobic condition while in the precipitation and stirring stages of the SBR treatment which was determined to be ineffective denitrification, same as with the ORP. Removal of organic matters such as $BOD_5$ and $COD_{Cr}$ in the SBR treatment was observed to happen smoothly and going through the MBR treatment as well would provide a stable water quality. However, the results were not satisfactory in accordance with $BOD_5$ 25 mg/L and $COD_{Cr}$ 125 mg/L. Thus, the operating conditions improvement is deemed necessary. Likewise for the nutrients (T-N and T-P), the nitrification in bioreactor, denitrification and phosphorus absorption in aerobic tank due to phosphorus release in anaerobic tank had not been proceeded effectively. It was concluded that the improved operating conditions and structural changes would provide more effective treatments since the removal rates of T-N and T-P were less than 70% and 80%, respectively, which were standards specified by the MEPC. 227(64).

  • Bans on TBT based antifouling paints have been drafted since 1999 by meetings 42, 43, 45 and 46 for the MEPC (Marine Environmental Protection Committee) of the International Marine Organization, and decided finally at a Diplomatic Conference of the IMO in October 2001. It was a key issue that there should be a global prohibition on the application of organo-tin compounds as biocides in Anti-fouling systems by Jan. 2003, and a complete prohibition on te presence of organo-tin compounds on ships by 1 Jan. 2008. This paper suggests a method to design International Anfi-fouling system cretificate, Record of anti-fouling system, Endorsement of the Records, Declaration on Anti-fouling System, Port State Control and reform(legislative) associated a law.

A Study on the Comprehensive Impact of the 2023 IMO GHG Strategy on International Shipping (2023 IMO 온실가스 전략이 국제해운에 미치는 포괄적 영향에 대한 고찰)

  • As interest in greenhouse gas reduction has increased in all sectors, the discussion of the International Maritime Organization (IMO) to regulate pollution by ships is attracting attention in international shipping. At the 80th IMO MEPC held in July 2023, the 「2023 IMO Strategy for the Reduction of Green House Gases from Ships (MEPC. 377(80))」 was adopted, which included the net-zero target around 2050, and a firm intention to the decarbonization of the international shipping sector showed. In particular, energy, fuel and technology targets for zero or near-zero greenhouse gas emissions by 2030 were added as new targets, and total greenhouse gas emission checkpoints for 2030 and 2040 were added as an indicator for achieving the 2050 target. The IMO's goal setting for 2030, which is about seven years away, will impose a lot of technical, economic, and political burden despite the decarbonization technology of international shipping, which has grown to a significant level in a short period of time. Accordingly, this paper presents the comprehensive impact of the 2023 IMO GHG Strategy on international shipping.

Ship Sewage Treatment Using Fixed Media Method (고정식 메디아법을 이용한 선박의 오폐수 처리)

  • The purpose of this study is to develop Sewage Treatment Plant that treat sewage which occurred in ship using fixed media method and to consider applicable to the Pilot Scale device of the STP regulations in MLTM(Ministry of Land, Transport and Maritime Affairs) and MEPC(Marine Environment Protection Committee). In test results, pH geometric mean was 7.68, $BOD_5$(Biochemical Oxygen Demand) geometric mean was 7.28 mg/l, $COD_{cr}$(Chemical Oxygen Demand) geometric mean was 48.39 mg/l, TSS(Total Suspended Solid) geometric mean was 18.00/l, Residual chlorine geometric mean was 0.19 mg/l, and E. coli geometric mean was 1CFU/100 ml. In addition, about 97.4% of $BOD_5$ was reduced, the $COD_{cr}$ reduction averaged 96.4%and the TSS reduction averaged 97.6%. STP have been determined by the MLTM and MEPC regulation of the marine pollution prevention equipment for performance testing product.
