A Proposal of Hazard/Risk Assessment Criteria and an Asbestos Management Method for Asbestos-containing Building Materials

  • Objectives: The AHERA method by the US EPA, ASTM E2356-04, and HSG264 by the UK HSE, all of which are hazard/risk assessment methods for asbestos-containing building materials, were reviewed and compared based on 231 homogeneous areas. In addition, the current Act on Asbestos Safety Management (enforcement: April 29, 2012) was reviewed and analyzed. This trial provided fundamental data for improving the current asbestos hazard/risk assessment method. Methods: For the hazard/risk assessment of 77 asbestos-containing public buildings including schools, 231 homogeneous areas were selected, each of which was assessed using AHERA, ASTM E2356-04, and HSG264. Results: The matching rate of the hazard/risk assessment stood at 20.4 percent between AHERA and ASTM, at 71.4 percent between AHERA and HSG264 and at 17.8 percent between ASTM and HSG264. The AHERA method includes a seven-category rating scale. There were three categories, two of which have three subcategories. ASTM provides two decision-making charts consisting of ten rating scales for current condition estimation and for potential for disturbance estimation. In addition, the HSG264 method has a total of 20 scores with four items, and then provides four grades. This HSG264 method cannot clearly separate current condition and potential for disturbance. Conclusions: In the Korean Act on Asbestos Safety Management, the hazard/risk assessment method for asbestos-containing building materials should consider balance between current condition estimation and the potential for disturbance estimation.

Object-based Conversion of 2D Image to 3D (객체 기반 3D 업체 영상 변환 기법)

  • In this paper, we propose an object based 2D image to 3D conversion algorithm by using motion estimation, color labeling and non-local mean filtering methods. In the proposed algorithm, we first extract the motion vector of each object by estimating the motion between frames and then segment a given image frame with color labeling method. Then, combining the results of motion estimation and color labeling, we extract object regions and assign an exact depth value to each object to generate the right image. While generating the right image, occlusion regions occur but they are effectively recovered by using non-local mean filter. Through the experimental results, it is shown that the proposed algorithm performs much better than conventional conversion scheme by removing the eye fatigue effectively.

Design of HEVC Motion Estimation Engine with Search Window Data Reuse and Early Termination (탐색 영역 데이터의 재사용 및 조기중단이 가능한 HEVC 움직임 추정 엔진 설계)

  • In HEVC variable block size motion estimation, same search window data are duplicatedly used in each block size. It increases memory bandwidth, and it is difficult to exploit early termination. In this paper, largest block size and its corresponding smaller block sizes with same positions are performed at the same time. It reduces memory bandwidth and computation by reusing search window data and computation results. In the early termination, image quality can be degraded when it determines early termination by observing largest block size only, since smaller block sizes cannot be equally terminated due to their relative positions. So, in this paper, processing order of early termination is changed to perform smaller block sizes in turns. The designed motion estimation engine was described in Verilog HDL and it was synthesized and verified in 0.18um process technology. Its gate count and maximum operating frequency are 36,101 gates and 263.15 MHz, respectively.

  • In cases of airborne equipped with SAR, because the occurrence of motion is inevitable, it is necessary to apply autofocus techniques to SAR images to improve the image performance degradations caused by residual errors. Herein, a robust autofocus algorithm based on the minimum entropy criteria is proposed for the real SAR data in the spotlight mode. The convergence condition of the phase error estimation is checked at every iteration and if it is violated, the size of the phase error estimation is adjusted to the convergence condition. The real SAR raw data is used to demonstrate the excellent performance of the proposed algorithm.

  • 본 논문에서는 새로운 움직임 추정(motion estimation, ME) 방식을 사용한 프레임 비율 변환(frame rate conversion, FRC) 기법에 대해 제안한다. 기존의 프레임 비율 변환을 위한 움직임 추정 방식은 영상 압축에서 사용되고 있는 SAD를 사용하여 블록(block) 단위로 움직임 벡터를 추정하는 방식에 기초를 두고 있다. 그러나 잔여 신호(residual signal)를 저장하는 영상 압축과 달리, 잘못된 움직임 추정은 합성된 출력 영상에서 심각한 품질 저하를 가져올 수 있다. 이를 보완하기 위해 움직임 개선(motion refinement, MR)이 사용되고 있지만, 근본적인 해결을 위해서는 정확한 움직임 추정 알고리즘 사용이 필요하다. 특히 SAD를 통한 움직임 추정은 고르지 못한 움직임 벡터장(motion vector field, MVF)을 형성할 수 있으며, 종래의 연구에서 이를 해결하기 위해 SAD(sum of absolute difference)에 벡터의 공간제약(spatial constraint) 항목을 추가하여 비교적 고른 움직임 벡터장을 형성하는 방식이 제시되었다. SAD와 공간 제약 항목의 반영 비율에 따라 움직임 벡터의 중요성과 움직임 벡터장의 일관성이 서로 상충하는데, 기존의 방식은 이 비율을 일정한 상수(constant)값을 사용하고 있으며, 이러한 방식은 이미지의 특성에 따라 결과가 달라진다. 본 논문에서는 SAD와 공간 제약 항목 사이의 반영 비율을 이미지의 특성에 적응하는 방식을 사용하는 움직임 예측을 제시하고, 수행한 결과를 기존의 방식에 의한 결과와 비교하였다.

Effect of Variety and Stage of Maturity on Nutritive Value of Whole Crop Rice Silage for Ruminants: In situ Dry Matter and Nitrogen Degradability and Estimation of Metabolizable Energy and Metabolizable Protein

  • The effect of eight varieties of whole crop rice silage (WCRS) harvested at four stages of maturity were investigated for in situ DM and N degradability, ME and MP yield and content in an 8${\times}$4 factorial experiment. The varieties were Akichikara, Fukuhibiki, Habataki, Hamasari, Hokuriku 168, Kusanami, Tamakei 96 and Yumetoiro. Hamasari and Kusanami were forage varieties while all others were grain varieties. Forages were harvested on 10, 22, 34 and 45 days after flowering, ensiled and kept in airtight condition. Between 45 and 49 days after ensiling, silages opened, chopped and milled green to pass through 4 mm screen. Samples were incubated in the rumen of two Holstein steers for 0, 3, 6, 9, 12, 24, 48, 72 and 96 h over eight 4 d periods. Bags at 0 h were washed in a washing machine. Variety affected DM (p<0.001: except 'a+b', p<0.01) and N (p<0.001) degradability characteristics of WCRS. Stages of maturity also affected DM (p<0.001: except 'a+b', p<0.05; 'c', p<0.08) and N (p<0.01: except 'c', p<0.05) degradability characteristics of WCRS. Interactions between variety and stages of maturity occurred in all DM (p<0.001) and N (p<0.001) degradability characteristics except (p>0.05) for DM 'b', DM 'c', DM 'a+b' nd N 'c'. Effective DM degradability was higher in grain varieties than forage varieties and degradability increased with maturity. N availability decreased only slightly with maturity. Variety was the key factor for N degradability characteristics of WCRS since variety accounted for most of the total variation for degradability characteristics. Both ME and MP content and yield were higher (p<0.001) in grain varieties, and they increased (p<0.001) with the maturity. The results clearly demonstrated that the grain type varieties contained higher ME and MP content than forage varieties, and increase in maturity increases both ME and MP content of WCRS.

  • In sample survey sample designs are performed by geographically-based domain such as countries, states and metropolitan areas. However mostly statistics of interests are smaller domain than sample designed domain. Then sample sizes are typically small or even zero within the domain of interest. Shin and Lee(2003) mentioned Spatial Autoregressive(SAR) model in small area estimation model-based method and show the effectiveness by MSE. In this study, Bayesian Auto-Poisson Model is applied in model-based small area estimation method and compare the results with SAR model using MSE ME and bias check diagnosis using regression line. In this paper Survey of Disability, Aging and Cares(SDAC) data are used for simulation studies.

Estimation of Regional Water Balance in Various Climate Change Scenarios (기후변화 시나리오에 따른 지역 물수지 추정)

  • It is only possible by Physical based Water Balance Models such as $BROOK_{TOP}$ developed by me to estimate regional water balances caused by changes of regional ecosystem, which result in climate change, change of vegetation due to climate change, artificial landuse change, etc. This study estimates regional water balances of mid-north agricultural and forest regions in Germany using $BROOK_{TOP}$-Water Balance Model with climate change scenarios developed by PIK in Germany and GCM Scenarios developed by Praha University in Czech. Developing Water Resource Change Estimation System such as this study for global warming with considering climate, surface and underground conditions provides the basis of system development for surface-, groundwater-, cultivation-, ecosystem-, natural emergency-management, landuse and regional planing.

Motion Estimation Specific Instructions and Their Hardware Architecture for ASIP (ASIP을 위한 움직임 추정 전용 연산기 구조 및 명령어 설계)

  • This paper presents an ASIP (Application-specific Instruction Processor) for motion estimation that employs specific IME instructions and its programmable and reconfigurable hardware architecture for various video codecs, such as H.264/AVC, MPEG4, etc. With the proposed specific instructions and hardware accelerator, it can handle the real-time processing requirement of High Definition (HD) video. With the parallel operations and SAD unit control using pattern information, the proposed IME instruction supports not only full search algorithm but also other fast search algorithms. The hardware size is 77K gates for each Processing Element Group (PEG) which has 256 SAD PEs. The proposed ASIP runs at 160MHz with sixteen PEGs and it can handle 1080p@30 frame in real time.

An Algorithm with Low Complexity for Fast Motion Estimation in Digital Video Coding (디지털 비디오 부호화에서의 고속 움직임 추정을 위한 저복잡도 알고리즘)

  • In video standards such as MPEG-1/2/4 and H.264/AVC, motion estimation / compensation(ME/MC) process causes the most encoding complexity of video encoder. The full search method, which is used in general video codecs, exhausts much encoding time because it compares current macroblock with those at all positions within search window for searching a matched block. For the alleviation of this problem, the fast search methods such as TSS, NTSS, DS and HEXBS are exploited at first. Thereafter, DS based MVFAST, PMVFAST, MAS and FAME, which utilize temporal or spacial correlation characteristics of motion vectors, are developed. But there remain the problems of image quality degradation and algorithm complexity increase. In this thesis, the proposed algorithm maximizes search speed and minimizes the degradation of image quality by determining initial search point correctly and using simple one-dimension search patterns considering motion characteristics of each frame.
