The housing policy of Korea has been pushed with a focus on the middle-class. This contributed to alleviate the absolute lack problem of housing, but this program for the housing policy of low-income brackets is also true as insufficient attention. Thanks to Bulk supply-oriented housing policy, the rising penetration of housing and living conditions are improving as a whole, but low-income housing problem has been exacerbated by a relative. National and local government will solve the residential housing problem of low-income brackets by expanding welfare programs, but the quality of existing housing issues and the alternative policy are regarded as insufficient. Homeless households in Korea are still nearly 400 million, Housing costs higher than income weighted for buying a home and rent payments of low-income brackets. In this study, I investigated the concept of low-income housing welfare and housing policy changes. This paper is aimed to present the basic data through the investigation and analysis residential status of low-income brackets.
This paper examines the achievements and limitations of housing assistance programs for low-income households. Korean public rental housing has been rapidly developing since 2000, and thereby achieved an increase in public rental housing stock, housing quality improvements, and the reduction of rent over-burden for low-income tenants. Despite some conflicting evidence, it appears that the provision of newly-built public rental housing has helped stabilize the prices of neighboring private rental housing units. But, as we are entering an era of one million long-term public rental housing units, we need to shift our focus from quantity-oriented provision to housing maintenance for tenants, and from cost-based rental housing to affordable rental housing and better access to rental housing for low-income tenants who are not beneficiaries of government assistance. Most of all, it is very important for local governments and the private sector to actively participate in the provision of public rental housing in order to ensure a stable rental housing market.
The purpose of this study were ; (1) to analyze the relationship between actual housing condition and housing satisfaction with socio-demographic and housing characteristics of respondents and (2) to present the device on the quality of housing environment in low-income families. The sample was a proportional, stratified, random sample of 299 low-income families in Deajeon. The major findings were as follows: 1) The wholey, actual housing conditions were not good; especially the worst conditions appeared exterior walls, roof, kitchen, bath and toilet, heating, noise, recreation facilities as play-ground. 2) Actual housing condition has been found to be related to income, tenure(rent or own), persons/room. In the relation of the socio-demographic and housing characteristics, actual housing condition, housing satisfaction, income and persons/room were found to be a significant explanatory variable in actual housing condition. And actual housing condition ws appeared to be the strongest variable in housing satisfaction. 3) Housing of the low-income families should be improved physical aspects of the environment and be reflected in need of the occupant that based on the social-welfare housing concept.
Over the past three decades, neoliberalism has been pervasive and even normative in reorganizing housing systems, encouraging a decline in low-income housing. However, the way in which neoliberal prescriptions have impacted on housing processes has not necessarily been the same but has rather differed according to the indigenous social, economic, political, and institutional contexts of particular countries. In the case of Japan, neoliberalization has effectively combined with a traditionally residualized public housing to affect housing circumstances surrounding low-income people. This article explores transformations in low-income housing in Japan to demonstrate the importance of specific housing contexts in particular societies, in terms of looking at the impact neoliberalism has had on housing processes.
This study examined housing costs and housing affordability of young college graduate renters in the Capital Region of Korea using microdata of the 2012 Korea Housing Survey (KHS). A licensed microdata set of 2012 KHS was obtained on September 29, 2012 from the official KHS Website and analyzed statistically. I selected 93,795 young college graduate renters between 20 and 29 years of age in the Capital Region and compared their housing costs across income levels and tenure type. Major findings were as follows: (1) Jeon-se deposit was on average 3.1 times the annual household income and monthly renters' deposit was 7.1 times the monthly household income; (2) households in higher income groups tended to pay a larger deposit and/or monthly rent; however, households with a lower income were found to pay a greater proportion of income to housing costs than households with a relatively higher income; (3) a total of 64% of all young college graduate renters had housing cost burdens to pay 30% or more of their income for housing, and more than 78% of the low-income households were found burdened; and (4) after housing cost payments, low-income households had less than one million KRW left to spend on other needs and savings; in addition, some low-to mid-income households had zero or even minus income left after housing cost payments.
This study explored the characteristics, housing deficits and expectations for support programs of low-income renter households in housing poverty in order to provide housing policy development and improvement information. Microdata of the 2014 Korea Housing Survey was utilized as secondary data for this study. A total of 2,508,672 low-income renter households (weighted count) in the bottom 40% income ranks of entire general households living in private rental units were selected as study subjects. The major findings were as follows. (1) One point four percent of the subjects were living in non-house living quarters (e.g., shanties, vinyl greenhouses, container houses, and mud huts), 1.4% were in dosshouses, 9.9% were in basements, semi-basements or rooftop units, and 8.2% were in sub-standard units. (2) Among the households whose housing costs burdens were measurable, 75.7% were found to have housing cost burdens to pay 30% or more of their household income towards housing costs (rental costs and maintenance costs), but only 7.5% of the burdened households received a housing voucher. (3) Eighty-one percent were found to be in a housing poverty status as defined by the researcher; in addition, low-income renter households in housing poverty in Seoul tended to have a greater proportion of households headed by females, the elderly, and be persons with low-education or disabilities. (4) Households in housing poverty showed greater expectations for financial support and/or extended provisions of public rental housing than other low-income renter households.
Paying an attention to the issue of energy poverty of low-income households and ensuing regressivity of energy consumption, this study empirically analyzes the effects of both household and housing characteristics on heating energy consumption in an integrated way and identifies their causal structure based on the 2016 Korea Housing Survey data provided by the Korean government. Multiple regression analysis shows that household income and deteriorated level of housing, such as age and degree of cracks have positive effects and floor area of housing has a negative effect on the heating energy consumption per unit area of housing (HECPUH). Path analyses further reveal that the direct effect of household income on HECPUH is offset by the indirect effects that are mediated by deteriorated level and floor area of housing, making the total effect statistically insignificant. As a result, there is no significant difference in HECPUH across all income strata, implying that low-income (high-income) households pay more (less) heating costs relative to their income level, since they reside in the houses with relatively low (high) energy efficiency. To deal with this regressive causal structure of energy consumption, a policy option is recommended to improve energy efficiency of low-income housing through the government assistance in its maintenance and repair.
This paper aims to explore the characteristics of Bogeumjari Housing Program and its significance to housing policy, and propose an appropriate direction of future housing policy for low-income households without home ownership based on actual data on housing careers and preferences of the policy target households. Supply of Bogeumjary Housing is characterized by consolidation of existing housing program, housing support by income level, differentiation of eligible households, and housing subscription on-line. Bogeumjari Housing Program is meaningful in that it is a policy that resumed the supply of permanent housing, provides multi-tier support system by income level, and adjusts the imbalances in housing demand and supply. Despite their strong preferences for Bogeumjari Housing, their affordability is very low due to their low income levels and gloomy outlook for household finances. In this light, the government should pursue housing policies that include not only new housing constructions, but also efficient use of housing stocks, expansion of loans for first-time home buyers, and introduction of home mortgage and housing voucher.

As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.
Housing is a central place fur elderly and it can be influenced to the quality of life for them. Most low income elderly has much problems on their housing. It needs to be developed for more various ones which considered in the way of their economic and physical conditions. This case study was aimed to supply (or a basic data for developing a housing for tow income elderly through the analysis of elderly housing of Melbourne in Australia. This study evaluated two types of government housing and five types of community housing available to elderly People on low income allowing them to live independently. Results of the research were as follows. 1) High rise apartment living was differentiated from other housing types. Such accommodation had drawbacks, for example it made the elderly difficult to get along with neighbours. 2) Community housing had more various types of housing than government housing and was aimed at encouraging community interaction between residents. Some community housing residents joined the management of the housing committee. As a result, it made the elderly very confident and promoted a good relationship between them and young generations. 3) The strength of community housing was that the elderly could choose the place to live within the community which was familiar to them. 4) The managers in broth government housing and community housing had many roles as adviser and mediator for residents as well as managing the complex. 5) A policy of housing for low income elderly is changing now from management by government appointees to one governed by the community 6) Most elderly prefer to live close to facilities such as medical and shopping centers and convenient transportation and wished to remain in their familiar community as long as possible.
