Between March and July 2014, a questionnaire survey was administered in Cheongju, South Korea. Among the 434 useable responses collected, responses from 218 households with monthly income less than 2,500,000 Korean Won (KRW) were compared with those of 216 households with higher incomes. The main findings are as follows. In the past three years, more than 10 percent of low-income households had had their electricity cut off; 5.7 percent had had their city gas cut off. To pay for their home energy expenses, nearly 70 percent of the low-income households had had to limit their heating, cooling or spending for other necessities; 38.3 percent had to borrow money. Low-income households reported more problems paying for home energy than higher-income households did. Households with more negative evaluation of rainwater leak, no one staying at home all day, monthly income less than 1,500,000 KRW and householders in their 40s and 50s tended to perceive a heavier home energy cost burden. Finally, the most popular support programs were fuel assistance and discounts on energy bills.

  • The rental housing has been a main role to supply a living space to the household who can not be available for the home-owner. Specially, the public rental housing is targeted for the low-income household and supplied with low rental fee. Therefore, the rent owner should manage and maintain the housing condition decently with a systematically maintenance plan which includes a repair time and scope, a repair cost. Among them, the repair time is important to make a repair plan. The repair time would be explained with two types, which is divided into a breakdown maintenance and a preventive maintenance. Each of them has a advantage in a repair cost, maintenance of the living condition and provision of the repair scope and method. In this paper, it aimed at providing the repair time in 12 components of the public rental housing which is reflected from a preventive maintenance. This study shows that overall, a permanent rental housing has a longer repair time than any other rental housing in 12 housing components. A public rental housing is closer to the a permanent rental housing then a redevelopment rental housing in repair time. On the other hand, the repair time of the 12 housing components is different form the rental housing. This leads to further study in difference of the repair time according to a tenant type.

  • Korea has experienced a remarkable economic achievement since the 1960s. However, behind this facade of growth and progress, a chronic housing shortage in the capital region, declining owner-occupation, rising housing costs, and polarization in housing conditions between the better-off and the worse-off clearly illustrate the impasse and crisis in housing that Korea now faces. In addition, the IMF crisis and the late global financial crisis shocked the Korean housing market. The Korean government has made significant policy changes to improve housing security for less-privileged groups. In order to achieve housing policy development, the Korean government has tried to employ of advanced countries. What are the benefits(merits) and dangers(demerits) of housing policy transfer between countries? This paper emphasizes that we must recognize about 'differences' rather than 'commonalities' between countries with respect to policy transfer. It also maintains that the government should play a main role as an enabler rather as a provider of 'low-cost' housing.
