Deployment of Radioactive Waste Disposal Facility with the Introduction of Nuclear Power Plants (NPP) in Kenya

  • This paper describes basic plans for the development of a radioactive waste disposal facility with the introduction of Nuclear Power Plants (NPPs) for Kenya. The specific objective of this study was to estimate the total projected waste volumes of low- and intermediate-level radioactive waste (LILW) expected to be generated from the Kenyan nuclear power programme. The facility is expected to accommodate LILW to be generated from operation and decommissioning of nuclear power plants for a period of 50 years. An on-site storage capacity of 700 $m^3$ at nuclear power plant sites and a final disposal repository facility of more than 7,000 $m^3$ capacity were derived by considering Korean nuclear power programme radioactive waste generation data, including Kori, Hanbit, and APR 1400 nuclear reactor data. The repository program is best suited to be introduced roughly 10 years after reactor operation. This study is important as an initial implementation of a national LILW disposal program for Kenya and other newcomer countries interested in nuclear power technology.

  • 원자력발전을 지속가능한 에너지원으로 활용하기 위해서는 원전 해체 및 운영 과정에서 발생하는 방사성폐기물의 안전하고 효율적인 처분이 매우 중요하다. 방사성폐기물 종류는 다양하지만 해체과정에서 가장 많이 발생할 것으로 예상되는 극저준위방사성폐기물 인수기준수립은 원전해체전략수립에 큰 영향을 줄 것으로 보인다. 본 연구에서는 영국과 미국의 극저준위방사성폐기물처분장 인수기준을 경주에 건설 중인 원자력환경센터의 인수기준과 비교분석을 통해 향후 우리나라 극저준위방사성폐기물 처분을 위한 폐기물 인수기준을 분석하고자 한다.

  • 한국원자력환경공단은 처분시설 내 1단계 인수·저장구역의 인수검사 공간 및 드럼 취급 공간 부족에 대한 문제를 해결하기 위하여 방폐물검사건물을 건설하여 저장·처리능력을 확충할 예정이다. 본 연구에서는 MCNP 코드를 이용하여 방폐물검사건물 내 저장구역에서 취급하는 해체 방사성폐기물 대상 신형처분용기를 대상으로 작업종사자의 피폭선량을 평가하였다. 평가결과, 시설 내 저장 가능한 최대 용기 개수(304개)와 방사선작업에 대한 연간 예상 작업시간(약 306시간)에 대하여 연간 집단선량은 총 84.8 man-mSv로 계산되었다. 시설 내 총 304개의 신형처분용기(소형/중형 타입)가 저장 완료된 시점에서 인수검사, 처분검사를 위한 작업종사자의 투입인력은 총 25명, 작업종사자 당 예상피폭선량은 연평균 3.39 mSv로 산출되었다. 소형용기 취급 시 작업종사자의 고방사선량 작업에 따른 작업효율과 방사선적 안전성 확보를 위해서는 콘크리트 라이너의 두께를 증가시키는 추가적인 차폐가 필요할 것으로 평가되었다. 향후 본 연구를 바탕으로 실측기반의 해체폐기물의 선원항과 특성을 활용하여 방사선작업 당 작업시간 및 투입인력을 산출함으로써 작업종사자의 최적의 방사선작업조건을 도출할 수 있을 것으로 사료된다.

Preliminary Evaluation of Radiological Impact for Domestic On-road Transportation of Decommissioning Waste of Kori Unit 1

  • Currently, radioactive waste for disposal has been restricted to low and intermediate level radioactive waste generated during operation of nuclear power plants, and these radioactive wastes were managed and disposed of the 200 L and 320 L of steel drums. However, it is expected that it will be difficult to manage a large amount of decommissioning waste of the Kori unit 1 with the existing drums and transportation containers. Accordingly, the KORAD is currently developing various and large-sized containers for packaging, transportation, and disposal of decommissioning waste. In this study, the radiation exposure doses of workers and the public were evaluated using RADTRAN computational analysis code in case of the domestic on-road transportation of new package and transportation containers under development. The results were compared with the domestic annual dose limit. In addition, the sensitivity of the expected exposure dose according to the change in the leakage rate of radionuclides in the waste packaging was evaluated. As a result of the evaluation, it was confirmed that the exposure dose under normal and accident condition was less than the domestic annual exposure dose limit. However, in the case of a number of loading and unloading operations, working systems should be prepared to reduce the exposure of workers.

  • The increasing saturation challenges in storage facilities for Low- and Intermediate-Level Radioactive Waste call for a more efficient storage approach. Consequently, we have developed a square-structured container that features a storage capacity approximately 20% greater than that of conventional drum-type containers. Considering the need to contain various radioactive wastes from nuclear power usage securely until they no longer pose a threat to human health or the environment, this study focuses on evaluating the sealing efficacy of the newly designed rectangular container using finite element analysis. Since radioactive waste containers typically do not experience external forces except under special circumstances, our analysis simulated the impact of an external force, assuming a fall scenario. After fastening the bolts, we examined the vertical stress distribution on the container by applying the calculated external force. The analysis confirms the container's stable seal.

  • Currently, there is a need for the development of an advanced new technology for Low-and Intermediate-Level Radioactive Waste (LILW) treatment from nuclear power plants. The vitrification and melting technology by the use of the electrical equipments such as induction heater and plasma torch based furnace, along with off-gas treatment are considered as the most promising one of the LILW treatment technology since they can produce a very stable waste forms as well as considerably large volume reduction, which is a world-wide trend to apply for radioactive waste treatment. Korea Electric Power Research Institute(KEPRI) has already completed a feasibility study on LILW treatment and conceptual system design of a demonstration plant to be constructed. For this research, KEPRI selected a cold crucible melter(CCM) for the vitrification of combustible waste, and plasma torch based furnace(PT) for the melting of noncombustible waste, along with off-gas treatment for the volatile radioisotopes such as cesium.

  • Nuclear Environment Technology Institute (KHNP-NETEC) developed the conceptual design of the low and intermediate-level radioactive waste (LILW) repository. Among many engineering challenges, it is of particular importance to find out an optimum arrangement of near-surface disposal vaults in the repository area to minimize the radionuclide flux and concentration at the interface between the geo-sphere and bio-sphere. Preparation of the Applicable Regulatory Guideline on Mixed Waste in Korea Based on the Analysis of US Laws and Regulations

  • Unit 1 of the Kori Nuclear Power Plant (NPP) and Unit 1 of the Wolsong NPP are being prepared for decommissioning; their decommissioning is expected to generate large amounts of intermediate-level, low-level, and very low level Waste. Mixed waste containing both radioactive and hazardous substances is expected to be produced. Nevertheless, laws and regulations, such as the Korean Nuclear Safety Act and Waste Management Act, do not define clear regulatory guidelines for mixed waste. However, the United States has strictly enforced regulations on mixed waste, focusing on the human health and environmental effects of its hazardous components. The U.S. Nuclear Regulatory Commission and the U.S. Department of Energy regulate the radioactive components of mixed waste under the Atomic Energy Act. The U.S. Environmental Protection Agency regulates the hazardous waste component of mixed waste under the Resource Conservation and Recovery Act. In this study, the laws, regulations, and authorities pertaining to mixed waste in the United States are reviewed. Through comparison and analysis with waste management laws and regulations in Korea, a treatment direction for mixed waste is suggested. Such a treatment for mixed waste will increase the efficiency of managing mixed waste when decommissioning NPPs in the near future.
