A Study on the Problems and Improvement of the Safety Management Law of Nuclear Facilities -Focused on Safety Management of Aquatic Products- (원자력시설 안전관리 법제의 문제점과 개선방안 연구 -수산물의 안전관리를 중심으로-)

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

The Moderating Effect of Self-rated Health on the Association between Grandparenting and Depressive Symptoms among Grandparents (손자녀 양육이 조부모의 우울감에 미치는 영향에 대한 주관적 건강상태의 조절효과)

  • This study examined the moderating effect self-rated health has on the association between grandparenting and depressive symptoms. The fourth wave (in 2012) of the Korean Longitudinal Study of Ageing (KLoSA) was used for the analyses (N=650). The Coarsened Exact Matching (CEM) method was applied in order to ensure randomness in the selection of grandparents who participated in grandparenting and those who did not. The dependent variable was depressive symptoms, the independent variable was grandparenting, and the moderating variable was self-rated health. Control variables were education level, age, household income, gender, marital status and life satisfaction. After matching data by CEM, weighted multiple regression was applied with STATA 13.0. Also, simple slope analysis and region of significance were performed to interpret the interaction terms. The results showed that self-rated health had a significant moderating effect. Specifically, for grandparents with high self-rated health, grandparenting was associated with a lower level of depressive symptoms. On the contrary, for grandparents with low self-rated health, there was no difference depending on whether they participated in raising grandchildren. Based on these results, we discussed the need for consideration of self-rated health for grandparents who participated in grandparenting.

The Moderating Effect of Gender in the Relationship between Physical Education and Adolescents' Internalizing and Externalizing Problem Behaviors: Using Multi-level Growth Modeling (체육시간과 청소년의 외현화·내재화 문제와의 관계에서 성별의 조절효과: 다층성장모형의 적용)

  • This study examined the relationship between physical education and externalizing(aggression) and internalizing(depression, social withdrawal) problem behaviors among adolescents. The moderating role of gender and time in the association between physical education and problem behavior was also identified. This study used data from the second, third, and fourth waves of the middle school student cohort (N=2,133, N=2,151, N=1,979) of the Korean Children-Youth Panel Survey(KCYPS). Main analyses involved multilevel growth model with interaction terms. The dependent variables were aggression, depression, and social withdrawal. The independent variables were gender and physical education (exercise hours) at school. The control variables were abuse, school-adjustment, annual household income and parents' highest level of education. The major longitudinal findings of this study are as follows: First, there was significant change according to the passage of time only in aggression among externalizing and internalizing problems. Second, gender differences exist in aggression and depression. Third, exercise hours of physical education had a negative relationship with internalizing problems. Fourth, there were no gender differences over time in both externalizing and internalizing problems. Fifth, the interaction between exercise hours of physical education and time was statistically significant for social withdrawal. Sixth, the interaction between exercise hours of physical education and gender was statistically significant for depression. The results of this study may become an academic basis for suggesting policy directions that promote increased exercise hours in physical education classes at school.

Breeding of Lilium Asiatic 'Lovely LiASong' as an F1 Hybrid for Pot (일대잡종 분화용 아시아틱나리 'Lovely LiASong' 육성)

  • There is a need to breed and distribute domestic varieties for Lilium Asiatic hybrids because most of the lily bulbs cultivated in Korea imported from foreign country. The genetic resources of Lilium Asiatic hybrids, 'Buff Pixie', 'Orange Matrix' and 'Tiny Puppet', which were collected from 2001, had been self-pollinated from 2004 to 2012. In 2012, Lilium Asiatic 'Lovely LiASong' as an F1 hybrid was bred through crossing 'L2-12-1' and 'L2-35-4' obtained by 4th self-fertilization. 'Lovely LiASong' had a bowl shaped single flower with a few spots and medium-sized flower, 8.7cm in flower diameter. The number of flowers per plant was 4.9, which was relatively more flowers than other cultivars. And the flower inflorescence had umbellate and racemose while the attitude of longitudinal axis was erect. The plant height was 33.4cm with 30.4 leaves per plant and 7.2cm in leaf length. The 'Lovely LiASong' showed a high consumer preference because it had a relatively longer flowering period, larger flower diameter and number of flowers than those of the control, 'Tiny Ghost'.

Factors Affecting Subjective Life Expectancy of The Elderly: A Comparison Three Age Groups (노인의 주관적 기대여명에 영향을 미치는 요인: 연령집단별 개입요인 비교)

  • The purpose of this study was to examine and compare factors affecting the subjective life expectancy among the elderly, and to suggest health practice and social welfare service implications for later life. A total of 4,483 seniors from the 6th wave(2016) of the Korean Longitudinal Study on Aging (KLoSA) were used for analysis. The subjects were divided into three age groups: the young-old (n=2,106, 65~74 years), middle-old (n=1,803, 75~84 years), and oldest-old (n=574, 85 years and older). Control variables were sociodemographic factors and health status factors. Independent variables were health promotion behavior, cognition of public care, participating social activity, economic activity, and receiving basic pension. The data were analyzed using hierarchical multiple regression. The main results were as follows. Health promotion behavior was associated with the young-old. Social activities and economic activity were associated with the young-old and middle-old. Receiving basic pension had a significant impact on all age groups. In the middle-old, significant results were focused on socio-demographic and health status factors compared to other groups. The results of this study will provide basic data for the elderly policy and welfare service and will help to find and improve the important factors for the life of the elderly.

A Study on Change Trajectories of Self-Rated Health in Middle Aged: Longitudinal Study Using Latent Class Growth Analysis (중·장년기 주관적 건강상태의 변화궤적 유형과 예측요인 탐색: 잠재계층성장분석(LCGA)을 이용한 종단연구)

  • The purpose of this study was to explore change trajectories patterns of Self-Rated Health in middle aged, to identify socioeconomic factors, self-esteem, family relationship factors, and to identify relevant predictors. For this purpose, the 2,418 middle aged, who married couples were extracted from the 2nd to 12st waves of Korea Welfare Panel Survey data. The data analysis included Latent Class Growth Analysis, multiple logistic regression. The change trajectories patterns of self-rated health in middle aged were classified into four types: (1) high state-retained type(46.3%), (2) low state-retained type(19.6%), (3) reduced type(17.5%), (4) increasing type(16.6%). Despite the control of chronic diseases that are closely related to health, when the low state-retained type, which is a crisis group, was set as the reference group for the self-rated health, the economic participation, self-esteem and satisfaction of the family relationship had a more inadequate effect than the high state-retained type. Likewise, when the reduced type, which is a crisis group, was set as the reference group for the self-rated health, the economic participation, self-esteem, satisfaction of the family relationship, and family stress had a more effect than the increasing type. Based on the analysis results, this study suggest political and practical intervention to maintain the proper health, and the details are as follows.

The Reciprocal Effects of Deviant Self-Concept and Delinquent Behaviors Revisited: A Latent State-Trait Autoregressive Modeling Approach (청소년 비행과 일탈적 자아개념의 상호적 인과관계: 잠재 상태-특성 자기회귀 모델을 통한 재검증)

  • The purpose of this study was to attain a clearer understanding of the reciprocal effects of deviant self-concept and delinquent behaviors by applying a latent state-trait autoregressive modeling approach. Although traditional autoregressive cross-lagged (ARCL) modeling has been widely applied to test the longitudinal reciprocal relationship between the two constructs, it could produce misspecified findings if there were trait-like processes involved in this relationship. The latent state-trait autoregressive(LST-AR) modeling was applied to control trait effects of deviant self-concept and to examine the reciprocal causal relations between the two constructs. Data were taken from a sample of 3,449 eighth graders who were followed annually for 5 years from the Korea Youth Panel Study. The combining LST-AR model with ARCL model substantiated the reciprocal effects of deviant self-concept and delinquent behaviors, even after the stable trait component of deviant self-concept was taken into account. The present findings shed lights on the reciprocal effects of behaviors (i.e., delinquency) and self concepts (i.e., deviant self-concept). Not only did behaviors change corresponding self-concept, but the ways adolescents perceived themselves influenced their behaviors.

Spatio-temporal Fluctuations with Influences of Inflowing Tributary Streams on Water Quality in Daecheong Reservoir (대청호의 시공간적 수질 변화 특성 및 호수내 유입지천의 영향)

  • The objectives of this study were to analyze the longitudinal gradient and temporal variations of water quality in Daecheong Reservoir in relation to the major inflowing streams from the watershed, during 2001~2010. For the study, we selected 7 main-stream sites of the reservoir along the main axis of the reservoir, from the headwater to the dam and 8 tributary streams. In-reservoir nutrients of TN and TP showed longitudinal declines from the headwater to the dam, which results in a distinct zonation of the riverine ($R_z$, M1~M3), transition ($T_z$, M4~M6), and lacustrine zone ($L_z$, M7) in water quality, as shown in other foreign reservoirs. Chlorophyll-a (CHL) and BOD as an indicator of organic matter, were maximum in the $T_z$. Concentration of total phosphorus (TP) was the highest (8.52 $mg\;L^{-1}$) on March in the $R_z$, and was the highest (165 ${\mu}g\;L^{-1}$) in the $L_z$ on July. Values of TN was the maximum (377 ${\mu}g\;L^{-1}$) on August in the $R_z$, and was the highest (3.76 $mg\;L^{-1}$) in the $L_z$ on August. Ionic dilution was evident during September~October, after the monsoon rain. The mean ratios of TN : TP, as an indicator of limiting factor, were 88, which indicates that nitrogen is a surplus for phytoplankton growth in this system. Nutrient analysis of inflowing streams showed that major nutrient sources were headwater streams of T1~T2 and Ockcheon-Stream of T5, and the most influential inflowing stream to the reservoir was T5, which is located in the mid-reservoir, and is directly influenced by the waste-water treatment plants. The key parameters, influenced by the monsoon rain, were TP and suspended solids (SS). Empirical models of trophic variables indicated that variations of CHL in the $R_z$ ($R^2$=0.044, p=0.264) and $T_z$ ($R^2$=0.126, p=0.054) were not accounted by TN, but were significant (p=0.032) in the $L_z$. The variation of the log-transformed $I_r$-CHL was not accounted ($R^2$=0.258, p=0.110) by $I_w$-TN of inflowing streams, but was determined ($R^2$=0.567, p=0.005) by $I_w$-TP of inflowing streams. In other words, TP inputs from the inflowing streams were the major determinants on the in-reservoir phytoplankton growth. Regression analysis of TN : TP suggested that the ratio was determined by P, rather than N. Overall, our data suggest that TP and suspended solids, during the summer flood period, should be reduced from the eutrophication control and P-input from Ockcheon-Stream should be controlled for water quality improvement.

Efficacy of Statins on BMB or Fracture Risk in Postmenopausal Women (스타틴이 폐경기 여성의 골밀도 혹은 골절위험에 미치는 효과 -보고된 임상연구결과 분석을 중심으로-)

  • There are 3 different hypotheses on how statins may affect bones, through promoting bone formation, inhibiting bone resorption or through anti-inflammatory effect. In the 3 cross-sectional studies above, one showed increase BMD at hip and spine, one showed increase BMD only at mid-forearm and one showed that the risk reduction in fractures is not explained by the changes in BMD however, all 3 studies showed a decrease in risk of fracture associated with statins. In the 2 prospective cohort studies, one showed the use of statins was not associated with BMD at any skeletal site or decreasing the risk of fracture, and the other showed statins except pravastatin decreased in risk of vertebrate fracture but not affecting lumbar spine BMD. All of case-control studies indicated reduction in fracture risk but did not provide any data regarding BMD. 2 of the randomized, controlled studies showed no significant reduction in fracture risk as well as statins' effects on BMD. Finally, one longitudinal study showed statin use reduced fracture risk and increased BMD. Among the conflicting results shown above, even when statin use was shown to increase BMD, it does not seem to account for the reduction in fracture risk. There may be different ways that statins affect bone other than those hypotheses proposed above. Many studies seem to agree that pravastatin does not have any effect on bone. Some studies suggested that the reason statins did not achieve clinically significant increases in BMD in some studies, is due to the low affinity of statins on bone; statins are designed to act in the liver therefore their effective concentration in extrahepatic tissue is low. The limitations to those studies discussed above. Many studies did not account for the change of lifestyle while subjects' were on statins. Increases in weight bearing exercise and changes in diet might affect BMD and thus reduce risk of fractures. Mental alertness and vision acuity might prevent falls from occurring; many statin-users in the studies were young so the risk of fractures from falls would be decreased. Almost all of the studies failed exclude patients with neurological problems. During study periods, many subjects may have been started on drugs for diseases that usually occur with aging which could cause drowsiness and lead to falls. The sample sizes used in some of the trials were small and the duration of treatment and follow up might not have been long enough to see clinically relevant results.

Effect of Exercise Training on Aging Atrophyin Rat Skeletal Muscle III. Effect of Short Term Exercise Training for Senile Rat (흰쥐 골격근의 노화성 위축에 대한 운동훈련의 영향 III.노화 흰쥐에 적용한 단기간의 운동훈련의 영향)

  • The present study was designed to examine effect of short term treadmill and weight-training on aging arophy in the rat skeletal muscle. Male rats of 24 months old were used. Each groups included control, treadmill and weight-training for 4 weeks by using treadmill apparatus and body press apparatus. The histo and cytochemical, ultrastructural and stereological changes in senile skeletal muscles of the rat were observed in the present study. During the training period the body weight and muscular weight in all groups remained constant. The volume density of muscle fiber type IIC and IIB were increased, that of type IIA was decreased, but type I remained constant in treadmill-training group. In weight-training rat, the density of type IIA and IIB were increased, both those of type IIC was decreased. But, all changes of muscle fiber type is not significant. Senile control group some usual formation of mild contraction band, liposuscin pigment and muscular splitting were observed. After treadmill-training, histological and ultrastructural changes occurred in the muscle fiber, such as irregularity of the sarcolemma, interfibrillar vacuolization, longitudinal splitting, and widened I-bond. After weight-training, the changes occurred in the trained muscle fiber, such as appearances of many lysosomes and autophagic vacuoles, severe contraction band, and breakup of myofibrils. Histo and cytochemical studies showed that the activities of succinic dehydrogenase and acid phosphatase remained constant, activities of $Mg^{++}$-ATPase decrease with training. Stereological changes were not observed in the volume and numerical density of all subject component, but the surface density of mitochondrial inner membrane was increased with treadmill-training. These experimental results suggested that endurance training during short-term may result in the adaptible response in senile skeletal muscles. On the other side, weight-training is bad for senile skeletal muscle.
