노동시장정책의 확대는 복지국가 재정위기 해소에 유효한가? - 소극적·적극적 노동시장정책의 상호작용 효과 (Is Increasing of Labor Market Policy Expenditure Effective Policy Tool to Lessen the Fiscal Crisis in Welfare State? : The Interaction between Active and Passive Labor Market Policy)

  • 본 연구는 복지국가의 재정건전성 담보에 노동시장정책 확충이 기여하는지를 실증적으로 규명하는 연구이다. 구체적인 분석은 20개 OECD 국가들의 1985년부터 2015년까지의 자료를 토대로 결합시계열 회귀분석과 Baron과 Kenny(1986)의 단계적 매개효과 검증을 통해 이루어졌으며, 분석의 강건성 확인을 위해 시스템 동적패널분석을 추가 수행하였다. 분석모형을 설정함에 있어 본 연구에서는 기존 연구에서 간과되어온 두 측면, 노동시장정책 성과들 간의 선후 관계와 노동시장정책의 상호작용 효과를 반영하였다. 분석결과 노동시장정책은 복지국가의 부채 수준에 유의미한 영향을 미친다. 이때, 적극적 노동시장정책은 고용률을 매개하여 국가 부채 수준을 효과적으로 낮추는 것으로 나타난다. 반면에, 소극적 노동시장정책은 고용률 제고 기능을 하지 못하는 것은 물론 단기적으로는 국가 부채 부담을 늘리는 경향도 있다. 다만, 이것의 영향은 적극적 노동시장정책과 결부되면 부적 영향이 상쇄되는 것으로 나타난다. 즉, 단기적으로 노동시장정책 지출 확대로 재정수지가 악화될 수는 있지만, 장기적으로 이는 고용률 제고 효과를 통해 복지국가의 재정건전성을 담보하는 데 효과적인 역할을 수행할 수 있는 것으로 보인다.

수사 환경이 탐정 합법화 인식에 미치는 영향 (The Effect of Investigation Environment on the Perception Toward Legalization of Private Investigation)

  • 이 연구는 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴보기 위한 연구로서, 연구의 완성도를 높이기 위하여 현직경찰로부터 설문조사를 실시하여 얻은 데이터를 통계적 기법으로 분석하였다. 경찰 수사 환경이 탐정 합법화 인식에 미치는 영향을 살펴본 결과, 경찰 수사 환경을 구성하고 있는 "장기미제 사건으로 인한 업무부담"이 높을수록 탐정 발전가능성을 높게 보고 탐정 시장을 긍정적으로 인식하며, 퇴직 후 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 그리고, "형사사건 외 수사"로 인한 어려움이 많을수록 탐정 발전가능성을 높게 보고, 탐정업체에 재취업하고자하는 의지가 있는 것으로 나타났다. 또한 "전문분야에 대한 수사의 한계"로 인한 어려움이 많다고 생각하는 경찰관일 경우 탐정의 발전가능성과 탐정 시장에 대하여 긍정적으로 바라보는 것으로 나타났다. 경찰의 수사 환경이 탐정 합법화에 유의미한 결과를 나타내고 있는 것으로 나타났다. 이러한 결과가 나타난 것은 경찰이 수사하는 범죄의 양적·질적 난이도가 높아짐에 따라 전문적이고 장기간 수사가 가능한 탐정제도 도입의 필요성을 증명하고 있다. 이를 바탕으로 탐정 도입에 활용 할 수 있기를 기대해 본다.

Determinants of Income Diversification among Rural Households in the Mekong River Delta: The Economic Transition Period

  • This paper examines the factors that drive temporal income diversification in rural areas of the Mekong River Delta in Vietnam, based on a framework that conceptualized diversification as a function of a household's capacity to diversify and incentives (both push and pull factors) to diversify. Drawing from five rounds of the Vietnam Living Standard Measurement Surveys covering a 13-year span (1993-2006), two panel datasets made from five cross-sectional samples are used for the analyses. The data are drawn from the Vietnam General Statistics Office. Both tobit model and Ordinary Least Squares model with random and fixed effects are applied. The main points emerging from the analysis is that income diversification is strongly influenced by household labor capacity. The relationship between household labor capacity and increasing insertion in non-farming wage activities is not driven by unobserved time-invariant factors such as household ability and motivation, but is instead driven by the higher labor capacity of households. In terms of the other household capacity variables, the effect of farm size is much larger in terms of retaining households in traditional occupations as compared to pushing them towards non-farm wage employment. Other variables such as household access to financial capital do not play an important role.

A Study on Hazard Assessment of Employees in New Buildings

  • In order to evaluate the physical and psychological health effects of air pollutants from new building materials, 100 employees who worked in new buildings were given a general health questionnaire, and the prevalence of their subjective complaints was measured. The collected data were classified according to age, gender, smoking status, profession, working time, sleep time, life style, and length of employment. The results obtained were summarized as follows: The THI lie scale scores were significantly higher among the older respondents. Compared to males, females showed a significantly higher level in the depression itemas well asa tendency toward high ratios of physical and psychological complaints. The smoking group showed higher scores regarding health complaints related to most physical and psychological items. Smokers showed significantly increased respiratory organ complaints compared to nonsmokers. Those with a profession showed significantly higher level of nervousness. The group of those working 7 to 10 hours group showed higher rates of complaints in the multiple subjective symptoms and mouth/anus items than the group working less than 2 hours. Those living an irregular life showed a tendency toward higher rates of complaints for most physical and psychological subjective factors. Those who were satisfied with their environments showed significantly lower scores in the mouth/anus, impulsiveness, mental irritability, depression, and nervousness items. In summary, this study shows that the health complaint scores regarding physical and psychological symptoms tended to be higher among the unsatisfied group, the irregular life group, the group who worked long hours, the elderly, smokers, and females. These results can be used to improve the psychosomatic health status and working environments of employees working in new buildings.

지역 거점도시 식별 및 상호작용에 따른 영향권역 설정에 관한 연구 (A study on the identification of hub cities and delineation of their catchment areas based on regional interactions)

  • While the competitiveness of small and medium sized cities has become important for balanced development at the national scale, they have experienced continuous decline in population and employment, particularly those in non-capital regions. In addition, some of small and medium sized cities have been classified into shrinking cities that have declined due to their long-term structural reasons. To address these issues, a regional approach, by which a hub city and its surrounding small and medium sized cities can collaborate has been suggested. Given this background, the purpose of this study is to identify and delineate hub cities and their impact areas by using travel data as a functional network index. This study uses a centrality index to identify the hub cities of small and medium sized cities and Markov-chain model and cluster analysis to delineate regional boundaries. The mean first passage time (MFPT) generated from the Markov-chain model can be interpreted as functional distance of each region. The study suggests a methodological approach delineating the boundaries of regions incorporating functional relationships of hub cities and their impact areas, and provides 59 hub cities and their impact areas. The results also provide policy implications for regional spatial planning that addresses appropriate planning boundaries of regions for enhancing the economic competitiveness of small and medium sized cities and ensuring services for shrinking cities.

GIS를 활용한 부산시공간구조변천에 관한 연구 - 인구, 고용, 지가분포를 중심으로 - (Changes of Spatial Structure in Busan Metropolitan using GIS - with Special Reference to Population, Employment and Land Prices -)

  • 부산대도시의 공간구조와 그 문제들에 관심을 가진 많은 도시 학자들과 연구자들이 부산대도시 공간구조에 대한 관리의 필요성을 오랫동안 제기하였다. 그래서 본 연구의 목적은 1993년, 2001년의 기간 동안의 인구밀도, 고용밀도, 지가로 부산대도시의 공간구조의 동적인 변화를 알아보는 것이다. 본 연구의 중요한 결과들은 다음과 같다. 도심의 인구유출을 경험하는 동안, 주변부는 지속적으로 성장하였다. 중앙동은 인구 잠재성의 높은 접근성을 가졌다. 그러나 그 접근성은 1993년 이후 줄어들고 있다. 부전동은 2000년까지 인구가 증가하는 경향을 보이나 그 이후 년부터는 인구가 감소하였다. 그사이에 주변부는 높은 접근성으로 인구가 증가하였다. 그래서 부산의 공간구조가 다핵도시로 바뀌었다. 이 현상은 기존의 도심에서부터 자발적인 인구분산을 일으키게 되었다. 지가 변화에서는 부산 도시화의 분포패턴을 보여준다. 부산의 가장 높은 지가는 CBD에서 나타나며, 부산의 발전은 남북 띠를 따라 나아가면서, 서부산 지역에 영향을 주었다.

대학 장기현장실습 프로그램의 성과평가지표 개발 및 적용에 관한 연구 : 한국기술교육대학교의 사례 (A Study on the Development and Application of Performance Evaluation Criteria for Co-op Programs in Universities: Focused on the Case of KOREATECH)

  • Koreatech has adopted a long-term co-op program called IPP (Industry Professional Practice) to address problems in higher education of Korea since 2012, but it was anticipated to face many difficulties in implementing the program due to lack of relevant experiences in Korea. In this regard, a performance evaluation scheme was urgently required to judge the effectiveness of the Co-op program and improve the operational efficiency at the same time. This study aimed to develop comprehensive performance evaluation criteria for the co-op programs on the basis of Kirkpatrick's four-level performance evaluation model for training programs, and apply it to a real Co-op operation to test its feasibility. For this purpose, thorough review on the training program evaluation literature and in-depth analyses of overseas cases of co-op performance evaluation were conducted. Then, a set of Co-op performance evaluation criteria was developed and applied to the Koreatech's Co-op operation in 2013. Two Co-op student questionnaire surveys were administered before and after Co-op terms to measure students' reactions to the Co-op program (Level 1) and changes in participating students' attitudes and competencies (Level 2). In addition, employment rates of Co-op participating and non-participating students were compared (Level 4). The analysis findings showed that participating students were quite satisfied with their jobs and companies, and the Co-op program was effective to a certain degree at enhancing non-major competencies and attitudes to occupation of students. Together, the employment rate of Co-op participants, particularly in small- and medium-sized companies, grew significantly in comparison with that of non-participants. In the last part, several directions for improving the effectiveness of the Co-op programs were discussed.

제대군인 일자리 창출을 위한 사회적 협동조합 설립 방안 연구 (A Study on the Establishment of Social Cooperative for the Job Creation of discharged solider)

  • 우리나라의 군 간부들은 현역복무 후 계급정년으로 인해 본인의 의사와 관계없이 조기에 이직할 수밖에 없는 실정으로 최근 중 장기 복무자의 5년간 평균 취업률이 55%수준에 머무르고 있는 현실에 비추어 그 대책이 절실한 상태이다. 지난 박근혜 정부에서 제대군인 일자리 5만개 창출을 국정과제로 선정하여 추진하였으나 그 성과는 크지 않았다. 따라서 이제는 제대군인들의 대규모 일자리 창출을 위해 정부차원의 노력과 학문적 차원의 취업기회 확대 등 기존의 방식을 과감하게 탈피하여야 하며 제대군인들 스스로가 자립하여 조직을 만드는 방안 등을 적극적으로 검토할 필요성이 대두된 것이다. 그러한 이유로 본 연구에서는 제대군인들의 일자리 창출을 위해 제대군인들 스스로 사회적 협동조합을 설립하여 현역부대에서 이루어지고 있는 부대개방행사, 병영체험 등 비전투업무 부담을 경감시켜 주고 먹거리 사업, 경호 경비인력 양성 및 인력제공 사업, 특기병 양성학원 운영 사업, 한강 수중청소 사업, 돌봄 사업, 택배 사업 등을 통해 일자리를 창출하는 방안을 제시한다.

강원 지역 학교 급식 영양사의 근무 년수에 따른 직무스트레스 요인에 관한 연구 (A Study on the Job Stress Factors according to the Working Years of School Food Service Nutritionists in Gangwon Area)

  • The purpose of this study was to evaluate job stress factors of school food service nutritionists according to the number of years they have worked. The subjects of this survey included 125 nutritionists (69 from full-time employees and 56 from part-time nutritionists) from elementary school, middle school, and high school in the Gangwon area. The results showed that stress related to duty was the top job stress factor, followed by environment-related stress, personal stress, organization-related stress and stress caused by human relations. In terms of the degree of stress, part-time nutritionists have more stress compared to full-time nutritionists. This was especially true for nutritionists that had been employed for one year. In this case, the degree of stress was much higher than long time employed nutritionists. In terms of how to deal with job stress, school nutritionists eliminated stress directly (with direct countermeasures). In order to deal with stress, workers expected stable employment such as pay (wages), promotions, etc. In particular, part-time school nutritionists had stronger expectations. When correlation between job stress factors were examined, environment-related, duty-related, organization-related, human relations-related and personal stress were all shown to be mutually related.

영유아의 수유 및 보충식에 대한 도시지역 어머니들의 지식 및 실천에 관한 조사연구 (A Study on the Knowledge and Practice of Breastfeeding Mothers about the Feeding and Supplementary Food)

  • The main objectives of the present study were to understand the knowledge and practice of breastfeeding mothers about the feeding and supplementary food and to analyze the factors related to it. The data for the present study collected from July 9 to July 31, 1984 for 302 mothers in Seoul. 1. The Knowledge of Breastfeeding Mothers about the Fee4ing and Supplementary Food (1) In the knowledge of mothers on the appropriate feeding pattern before 6 month, 69.3% of total women believed that breast-fed babies are healthier. There was a singificant difference in the type of feeding in order to education level, socio-economic state, and. mass-media exposure. (2) In the knowledge of mothers on an appropriate duration of lactation, the mean duration of breastfeeding is 8. 1 month. The duration of breastfeeding gradually decreases in order of education level, socio-economic state, mass-media exposure, and employment status. (3) In the knowledge of mothers on an appropriate time of introduction of supplementary food, the mean time of introduction of supplementary food is 4. 7 month. It is gradually decrease in order of education level, socioeconomic state, mass-media exposure, and employment state. 2. The Practice of Breastfeeding Mothers about the Feeding and Supplementary Food (1) The practice of mothers on infant-feeding before 6 month and that education level, socio-economic state and mass media exposure are the higher, the rate of breast feeding is the less. (2) The mean duration of breastfeeding is 9 month. It is 1 month longer the knowledge of mothers on an appropriate feeding pattern before 6 month. (3) The time of introduction of supplementary food is average 4.75 month. It is similar to the knowledge of mothers on an appropriate time about introduction of supplementary food. The result of this study indicate that the knowledge and practice of breast feeding is maintained comparatively high in low educated group, whereas it is noticeably decreasing among the high educated group. High educated group believed that the short duration of breastfeeding better than long, and they practiced breastfeeding so short period. And high educated group also thought early introduction of supplementary food is good for the babies health. Consequently, in this study, for the most part, elite group is found to have rather wrong opinions and practice about infant nutrition. Therefore the accurate information of infant nutrition is must be encouraged to mothers.
