Background and objective: There are many theories related to the development of agrotourism, and each stakeholder has its own role and function. If it is based on organizational functions, stakeholders need to be coordinated, and the state plays a major administrative role. But in the successful case of Yeongdong County, Chungcheongbuk province, the Republic of Korea, the government played an important role in the development of tourism, which grants us another perspective on the role of the government in promotion and development agrotourism activities. Methods: This article aims to examine the development of agrotourism through a cooperative approach, by clarifying the role of the local authorities in the Yeongdong region in the management and operation of the local agrotourism activities. The qualitative research method is based on a field survey conducted in Yeongdong County in 2019. Results: The study's findings show that in situations where conflicts of interest among stakeholders are prone to occur, the development of local tourism has a limited impact on the cooperative culture, and local governments play an important role. Accordingly, the local governments must actively formulate strategies to maintain and develop traditional agricultural industries and at the same time develop agrotourism activities. The government's ability to coordinate, cooperate, and participate reasonably is a key factor for the success of the sustainable development of the tourism industry. Conclusion: Based on coordination between stakeholders and a reasonable strategic direction, Yeongdong's agrotourism is being effectively deployed. The development of Yeongdong's agrotourism industry has achieved impressive results through an effective strategy, highlighting the important role of localgovernment in the consensus of local communities and collaboration with stakeholders. The role of outstanding local governments has been clearly demonstrated, especially in promoting, establishing, and contacting different organizations to effectively deploy agrotourism in the region.

Getting evidence in to practice tends to focus on strategies, theories and studies that aim to close the gap between research knowledge and clinical practice. The evidence to practice gap is more about systems than individual clinician decision making. The absence of evidence for administration and management in the organization of healthcare is persistent. Teaching nurses and providing evidence as the solution to evidence-based healthcare is no longer axiomatic. Previous studies have concluded that unit level strategies integrate multi-professional teams with organizational needs and priorities. This 'best fit' approach that characterizes how healthcare is structured and delivered. The published literature shows that increased readiness for change is aligned with integrated approaches informed by conceptual models. The Joanna Briggs Collaboration is the largest global collaboration to integrate evidence within a theory informed model that brings together academic centres, hospitals and health systems for evidence synthesis, transfer and implementation. The best approaches to implementation are tailored to local culture and context, benchmark against international evidence, combine a theory informed model and stakeholder perspectives to improve the structure and processes of health care policy and practice.
Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

With the full-fledged start of the 4th Industrial Revolution, the quality of administrative services through intelligent information technology and demand increased rapidly. Accordingly, the government is in full swing to establish a "digital platform government" through digital innovation in existing e-government operations such as organizational operations and administrative services. As local governments also promoted the establishment of a digital-based Agile government as a key strategy, this study investigated and analyzed the operation of informatization experts in metropolitan and basic local governments to support digital transformation policies and projects through intelligent informatization. Through this, the necessity and implications of expanding the size of human resources for successful digital transformation were derived, and two measures were proposed to enhance capabilities and expertise in the process of securing new manpower.
According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.

As a research method, structural equation model analysis was carried out to investigate the influence relationship of each factor. In particular, multiple group analysis was performed to analyze the difference of influence relations between public and private medical personnel, respectively. Result: First, empirical studies on the effect of the glass ceiling inducing factors on job Commitment showed that job Commitment was influenced by stereotype and organizational culture, and the magnitude of the influence was different. Second, the employees of the room medical center were influenced by perceived promotion, job placement, education and training, reward, and job satisfaction. Third, in the hypothesis that job Commitment will be affected by the perception of glass ceiling, only the workers of the private medical center showed significant results. Based on the results of this study, it will be necessary to plan policies to improve the perception of the glass ceiling phenomenon and improve its status in order to improve the personnel and system with which women workers in the medical field can enter more senior management positions.

The purpose of this study is to analyze key concepts of Entrepreneurial Ecosystems and to suggest implications for economic geographical studies. The definition and concept of entrepreneurship as well as changes of its research trends were examined. By combining entrepreneurship and geography, Entrepreneurial Ecosystems, which have recently emerged as important concepts and theories, were examined with the focus on the key concepts such as 'actors and factors', 'productive' and 'territory'. It is important that the individual, organizational and institutional components such as entrepreneurs, start-ups, existing companies, institutions and cultural elements are interconnected to build communities through 'entrepreneurial recycling'. Entrepreneurial Ecosystems support to create innovative high-growth start-ups based on entrepreneurial culture in the local region. Despite conceptual limitations, theoretical and empirical analyses should be conducted from economic geographical perspectives in order to reveal the geographical and spatial processes of productive entrepreneurship and to suggest policy implications for region-based start-up ecosystems.

Collaboration between libraries and archives would be an effective and efficient strategy for them to accomplish their mission to make useful information accessible for current users and to preserve valuable documentary heritage for future users. This paper indicated differences in their organizational culture and some technical problems as obstacles to collaboration. Nine cases of collaboration and cooperation between libraries and archives in some foreign countries were introduced. This paper analysed strength and weakness for Korean libraries and archives when they explore ways to go into partnership. Based on the analysis. it suggested to develop the communication channels between libraries and archives; to further the education of competent professionals; to establish necessary standards. to get legal and financial support from the central and local authorities.

This study aims to develop design elements for cultural convergence between rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities, which is a key area in the practical support system for independent life support for individuals with developmental disabilities. As for the research method, a procedure for conducting FGI by forming two teams for professors majoring in special education and rehabilitation science was formed. The research was presented in three upper categories (universal cultural convergence elements, field-centered cultural convergence elements, and policy-centered cultural convergence elements) that should be designed for cultural convergence between rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities. In addition, subcategories were specifically composed for each upper category. First, as a universal cultural element, "open creative convergence" was presented in principle, which can be explained as a principle of exploring and practicing the validity of convergence between related fields for rehabilitation for individuals with developmental disabilities and lifelong education for individuals with disabilities. Second, field-centered cultural factors included development of joint practice model between fields of rehabilitation science and special education, subject matter education knowledge and skills, teaching and learning methods, learning career roadmaps, employment and job career development roadmaps, and the formation of an independent life development history certification system. Third, as policy-centered cultural elements, the formation of a curriculum integration composition system between local related institutions, the establishment of a qualification development path for coordinator-professional teacher-type personnel, and the organizational systematization between school-center types were presented. The study concluded that independent life support for individuals with developmental disabilities should not only be guaranteed for the entire life of adulthood, but also a lifelong education for individuals with disabilities based rehabilitation support system for individuals with developmental disabilities should be established through cultural convergence.
