  • Korea is expected to become an 'aged society' with more than 14 percent of the public aged 65 years or more by 2018. The rapid aging is giving rise to various problems within the society along with falling birthrate in a short period of time. In this context, the role and function of laws on welfare for the aged must be particularly emphasized. Also the Senior Citizens Welfare Act is of great importance as it provides social welfare service on the basis of functional connection with social insurance and public assistance. First, this paper looks into the history of laws related to welfare for the elderly such as the Senior Welfare Act, the Act on Long-term Care Insurance for Senior Citizens and the Basic Old Age Pension Act as well as the findings of earlier studies. In the second place, it will break down such laws by main components aiming to examine details of the laws and questions raised regarding them and to seek ways to achieve improvement with an emphasis on health care, old age income security, housing welfare(assisted living facilities), job security for the aged. The Senior Welfare Act offers substance of social welfare service for the elderly. Income security, health and medical care, welfare measures through long-term care and assisted living facilities, social participation by working are the key elements and all of them should be closely associated to ensure citizens get sufficient public support in their old age. For this purpose, the Senior Welfare Act is under a normative network with laws such as Act on Long-term Care Insurance for Senior Citizens and Basic Old Age Pension Act. Current laws on welfare for the aged including Senior Welfare Act are not sufficiently responsive to the aged society of the 21st century. Income security combined with decent social participation, health and medical care closely connected with long-term care system, efficient expense sharing between government and local government, enhancement of effectiveness of welfare measures can be considered as means to improve current welfare system so that the elderly can enjoy their old age with dignity and respect.

  • As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.

The researchers delivered the 3 independent questionnaires to the three types of the community people who are residents, social service providers, governmental officials in charge of local social services. An in-depth analysis was performed to identify the different perspectives of the stakeholder toward the community needs on the basis of the combined approach with the order ranking method and two independent sample T and Z tests. As the result, the three noticeable findings were discovered as follows: First, while the social service providers reported the community needs at the most serious level, the residents expressed the community needs at the least serious level. Second, the stakeholder showed more diverse opinions for the needs of the service activities than the community problem. Third, there was a difference among the stakeholder in the degree of consensus according to the two different analysis methods. The researchers discussed the implication of the major findings in relation to the community needs assessment, and suggested the practical recommendations to improve the activities of the community needs assessment for the community welfare planning in Korea.

  • The aim of this study was to identify the effective factors for improving the professionalism of the social welfare public organization and to suggest the implications for the relationship between public social welfare and educational alternatives. For the analysis, 637 government officials who worked in the social welfare department of local governments in Kangwon province were surveyed. Based on previous studies on the organizational effectiveness, this study examined differences in the perceptions of job stress, organizational satisfaction, organizational commitment, and social support by characteristics (gender, major, and serial), followed by relationship educational alternatives (job training, healing camp, psychological counseling). The differences according to gender were significant only in the creativity of the work and the self-esteem of the institution. Through the confirmation of recognition difference according to whether they majored or not, it was confirmed that expertise of the major in social welfare was necessary for job performance ability and suggested the urgency of the appointment of a major. The differences among the serials showed that administrative work is more difficult than social welfare work in terms of professionalism and expertise. Finally, based on the results of the causal relationships with educational alternatives, this paper introduces and operates systematic educational programs, such as personal psychological counseling and organizational healing camp management, as well as the need for active and proactive responses to changes in social welfare administration organizations.

  • Based on the Everyday Information Seeking Behavior Theory, this study investigates information activities and library experience of 66 elderly or people with disabilities in Autonomous District A. In addition, this study analyzes contextual circumstances of daily information activities through in-depth interviews with a subset of 11 people. Although community welfare centers provide basic welfare, the elderly and people with disabilities seek to learn and socialize in cultural welfare centers, particularly in libraries. This study shows that libraries can fulfill their top three of Maslow's hierarchy of needs: Self-Actualization, Esteem, and Love and Belonging. Specifically, digital literacy education has been identified to be highly demanded. They seek to distinguish correct online information and to socialize using digital technologies in this contactless society. This study proposes a detailed plan for public libraries to offer cultural and information welfare in order to reduce the information gap within the local communities.

  • The purpose of this study was to investigate and compare health, medical and welfare service providers' and local residents' perception on community care. The participants were 68 service providers and 95 local residents. The data were analyzed using independent t-test and chi-square test. The results showed that the degree of agreement of service providers on the need for policy, and visiting services were higher. Service providers' ability to link local residents with a need for care to community resources was higher, but in the activation of self-help group in community, local residents agreed more. In add budget of policy to health insurance, local residents agreed less. In perception on priority for community care policy, high priorities were preparation of financial resources and care culture. To effectively operate community care policy, it is necessary to establish a care culture through active exchanges for reducing differences in policy and opinions of recipients.

A survey was conducted of 45 teachers of schools selected as having the best practices in the school forest and 153 local government officials within the district where the school forests were built. The school teachers attributed the necessity to create school forests to the importance of beautifying the environment. Additionally, the results indicated that continuous maintenance was necessary for the effective use of the school forest, and there was a great need for professional personnel to conduct the maintenance program. Furthermore, local government officials recognized that beautification of the school environment was the best effect of creating the school forests. They also realized a great need for local government's support of a maintenance program and its cooperation with related ministries and agencies to create and operate the school forest. Thus, it is crucial to devise measures for maintenance and to establish a system by which schools and local governments can work closely to promote the creation and operation of these school forests.
