This study was conducted to identify the constructs of the servicescapes of senior welfare facility and to draw analysis indicators of it. For this, we performed literature review based on domestic & foreign government guide, service marketing theory and interior architectural results concerning the physical environment of the senior welfare facility. The result of this study showed as follows: servicescapes of the senior welfare facility could be explained as "a whole set of physical environment to support a variety of services provided by the senior welfare facility for the elderly or services of the kind of tangible clues". Analysis indicators of the senior welfare facility's servicescape could be explained as five factors: safety factor, functional factor, aesthetic factor, ambient factor and social factor. In addition we developed 37 pieces of detailed factors referred to five factors. The evaluation and verification of analysis indicators was carried out through 8 experts in-depth interviews. We inspected importance factor using a 5-point Likert scale, therefore safety factor was 4.41, functional factor was 4.27, aesthetic factor was 3.66, ambient factor was 4.20 and social factor was 4.25. More than anything else, in this study, there is a sense that it has established the concept of servicescape adapted to the senior welfare facility and contained a social element between the employees and the physical environment. Theoretical and practical implications of findings are discussed, and future research directions are proposed. we expect to be a little or benefits to the senior welfare facility corresponding to the future of the super-aged society.

  • This study analyzed the relationship between the act on the guarantee of rights of and support for persons with developmental disabilities(Act for PWDD) and the similar ordinance of the local governments based on this law and focused on the correspondence(the rate of reflection) and the autonomy(differentiation). As of October 2017, 63 local government regulations and Act for PWDD were analyzed in this study. The results of the analysis are as follows: First, the rate of reflection in the ordinance of Act for PWDD was different according to the clause. In the aspect of emphasizing welfare support, the agreement between local ordinance and rate was high. While the Act for PWDD emphasized the rights of persons with developmental disabilities, there was little information about their right in the ordinance of local governments. This is evidence that current ordinance is based on the protective point of view for people with developmental disabilities. In the future, policy measures will be needed to ensure that respect for decision-making by persons with developmental disabilities and rights guarantees are included in the bylaws. Second, there is a provision that the rate of ordinance reflection is 0%, which may be guaranteed by other laws in the area, so it does not mean the absence of related system in the region, but there is possibility of institutional blind spot. In the future, consideration should be given to the complementarity of other legal systems in the area with developmental disabilities, so that persons with developmental disabilities should not be placed in institutional blind spots. Third, the autonomy(differentiation) of local ordinance was examined from the contents aspect and the administrative aspect to help practical implementation. The differentiation between the ordinances vary. Emphasizing the responsibilities of the head of the organization, emphasizing the fact-finding survey, setting up the welfare committee, or adding local needs were included to the ordinance. Local governments considering the enactment of ordinances in the future should refer to these cases and establish enactable local ordinances that take advantage of the characteristics of local autonomy.

  • The purpose of this study is to analyze the effect of discrimination experiences of adolescents currently using regional children's centers on school life adaptation and the moderating effect of parent-child communication in the process. Data from the first sixth year (2016) of the Children's Panel Survey, which was collected by the Central Children's Center, were used. At the time of the survey, the sample was selected from a total of 392 adolescents who were enrolled in the third year of middle school and currently living with their parents. This study analyzed the correlation analysis of variables related to school life adaptation of adolescents using local children's centers, frequency analysis, descriptive statistics analysis, correlation analysis, and control effects to explain the moderating effect. As a result of the analysis, it was found that parent-child communication, a modulating variable, has a buffering effect in the relationship between discrimination experiences and student life adaptation. To this end, it sought to develop practical programs such as communication methods and parent-child camps. The results obtained through this study can be used as basic data to broaden the theoretical discussions on adaptation to school life of local children's centers and to prepare appropriate policy visits to expand the effects of social intervention.

The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

The comparative study results of Korea and Japan are as follows: As the basis of elderly welfare, care insurance for the elderly is now fixated in the two countries. On the other hand, for quantitative expansion in Korea, the quality level has been gone down. Due to qualitative evaluation, the growth of facilities has slowed and material welfare providers was also a decline in the number of operators. Two countries in the field of community welfare in recent years has been actively promoting. It is the most important to solve the social welfare problem with local councils who know the area, which is a part of the future to focus and to support. Due to huge construction investment of facility, there is the burden of operators. This facility is appropriate for an extension of the home. However, it is in the hard economic times. Until now, the number of people in a room is at least four according to the legal standard of Korea, there are a few private rooms. On the other hand, in Japan, unit-care was phased since 2002 and private rooms have been expanded. In Japan, health center for the elderly plays an important role with special elderly nursing home among facilities for the elderly. Health center provides services that are recovering, nursing, and caring to support independence for the elderly after acute phase of treatment. As treatment and care, the aim of health center is to return the elderly to home. On the other hand, there are a few health centers for returning the elderly to home in Korea. Furthermore, in Japan, a project for preventive care has been begun. The project is needed in Korea.

The decentralization includes local government responsibilities and expanded roles under the background of fiscal distress of center governments and new social risks. For the analysis, the first theory is established to find out the effect of fiscal decentralization on social expenditure. Also, the second theory is set up for the relationship between the level of fiscal decentralization and composition of social expenditure. • The purpose of this study is to observe whether the specialized quality programs of senior welfare centers actually help service users and meet their needs. In order to find out, we have utilized three different research methods. First, an in-depth interview was generated among the service users of senior welfare centers. Second, the specialized quality program in senior welfare centers was analyzed. Third, a focused group interview among the senior welfare experts was conducted. Based on the results of this study, they suggest four practical proposals. First is to enhancing programs of senior welfare centers based on the service users' rights. Second is to providing high-class services by developing and transforming the 'elderly culture.' Third is to converting the existing programs to make associations with their local communities. Last is to building a network as a hub to communicate and sharing outstanding programs within senior welfare centers.
