The accurate estimation of groundwater recharge is important for the proper management of groundwater systems. The widely used techniques of groundwater recharge estimation include water table fluctuation method, baseflow separation method, and annual water balance method. However, these methods can not represent the temporal-spatial variability of recharge resulting from climatic condition, land use, soil storage and hydrogeological heterogeneity because the methods are all based on the lumped concept and local scale problems. Therefore, the objective of this paper is to present an effective method for estimating groundwater recharge with spatial-temporal variability using the SWAT model which can represent the heterogeneity of the watershed. The SWAT model can simulate daily surface runoff, evapotranspiration, soil storage, recharge, and groundwater flow within the watershed. The model was applied to the Musimcheon watershed located in the upstream of Mihocheon watershed. Hydrological components were determined during the period from 2001 to 2004, and the validity of the results was tested by comparing the estimated runoff with the observed runoff at the outlet of the catchment. The results of temporal and spatial variations of groundwater recharge were presented here. This study suggests that variations in recharge can be significantly affected by subbasin slope as well as land use.
In this study, we investigated the spatial variation in land use and topographic effects on water quality at the Geum river watershed in South Korea, using the ordinary least squares(OLS) and geographically weighted regression (GWR) models. Understanding the complex interactions between land use, slope, elevation, and water quality is essential for water pollution control and watershed management. We monitored four water quality indicators -total phosphorus, total nitrogen, biochemical oxygen demand, and dissolved oxygen levels - across three land use types (urban, agricultural, and forested) and two topographic features (elevation and mean slope). Results from GWR modeling revealed that land use and topography did not affect water quality consistently through space, but instead exhibited substantial spatial non-stationarity. The GWR model performed better than the OLS model as it produced a higher adjusted $R^2$ value. Spatial variation in interactions among variables could be visualized by mapping $R^2$ values from the GWR model at fine spatial resolution. Using the GWR model, we were able to identify local pollution sources, determine habitat status, and recommend appropriate land-use planning policies for watershed management.

The use of information on natural resources is indispensable to most agricultural activities to avoid disasters, to improve input efficiency, and to increase lam income. Most information is prepared and managed at a spatial scale called the "Hydrologic Unit" (HU), which means watershed or small river basin, because virtually every environmental problem can be handled best within a single HU. South Korea consists of 840 such watersheds and, while other watershed-specific information is routinely managed by government organizations, there are none responsible for agricultural weather and climate. A joint research team of Kyung Hee University and the Agriculture, forestry and Fisheries Information Service has begun a 4-year project funded by the Ministry of Agriculture and forestry to establish a watershed-specific agricultural weather information service based on "high definition" digital climate maps (HD-DCMs) utilizing the state of the art geospatial climatological technology. For example, a daily minimum temperature model simulating the thermodynamic nature of cold air with the aid of raster GIS and microwave temperature profiling will quantify effects of cold air drainage on local temperature. By using these techniques and 30-year (1971-2000) synoptic observations, gridded climate data including temperature, solar irradiance, and precipitation will be prepared for each watershed at a 30m spacing. Together with the climatological normals, there will be 3-hourly near-real time meterological mapping using the Korea Meteorological Administration's digital forecasting products which are prepared at a 5 km by 5 km resolution. Resulting HD-DCM database and operational technology will be transferred to local governments, and they will be responsible for routine operations and applications in their region. This paper describes the project in detail and demonstrates some of the interim results.

To obtain the basic date for the improvement of cultural and managemental problems caused by soil characteristics and soil productivity in rice cultivation of Honam area, morphological characteristics of rice soils were investigated in Mangeng-Dongjin and Yeongsan Water-sheds, and compaired differences between two major Watersheds. The results obtained are summarized as follows: 1. According to U.S.D.A. Soil Taxonomy Classification System, eight great groups are distributed in rice soils of two major Watersheds. More than 50% of rice paddy soils are classified as Haplaquepts. 2. Two Watersheds are quite different in soil parent materials. In Mangeong-Dongjin Watershed, most soils (55.1%) are derived from fluvic-marine deposits. Remainders are derived from local alluvium (24.7%) and alluvium (14.2%). But in Yeongsan Watershed, the order is local alluvium>alluvium>fluvio-marine deposits. 3. Rice soils occur mostly in coastal and inland flat-site with the slope of less than 2% (57.8%) in Mangeong-Dongjin Watersheds. However, in Yeongsan Watershed, flat-site and low undulating terrace are mostly distributed (52.9%). 4. About 81.9, 61.4 and 53.3% of rice soils are classified as fine textured in Yeongsan, Dongjin, and Mangeong Watersheds, respectively. 5. More normal paddy soils and less sandy paddy soils are distributed in Yeongsan Watershed. The results indicate that more rice soils are classified as productivity classes of I and II in Yeongsan Watershed than in Mangeong-Dongjin Watersheds.
The accuracy of rainfall data for a hydrological modeling study is important. NEXRAD (Next Generation Radar) rainfall data estimated by WRS-88D (Weather Surveillance Radar - 1988 Doppler) radar system has advantages of its finer spatial and temporal resolution. In this study, NEXRAD rainfall data was tested and compared with conventional weather station data using the previously calibrated SWAT (Soil and Water Assessment Tool) model to identify local storms and to analyze the impacts on hydrology. The previous study used NEXRAD data from the year of 2000 and the NEXRAD data was substituted with weather station data in the model simulation in this study. In a selected watershed and a selected year (2006), rainfall data between two datasets showed discrepancies mainly due to the distance between weather station and study area. The largest difference between two datasets was 94.5 mm (NEXRAD was larger) and 71.6 mm (weather station was larger) respectively. The differences indicate that either recorded rainfalls were occurred mostly out of the study area or local storms only in the study area. The flow output from the study area was also compared with observed data, and modeled flow agreed much better when the simulation used NEXRAD data.

As local flash flood exceeding planned capacity occurs frequently, localized preparedness and response to flood inundation are increasingly important. Using XP-SWMM model and GIS techniques, this study analyzes inundation areas by local flash flood and develops rainfall standards for evacuation with the case of Sadang-Cheon area, a local stream and its nearby highly populated watershed in the southern part of metropolitan Seoul, Flood inundation areas overflowed from drainage systems are analyzed and mapped by amount of rainfall that is derived from reference levels of stream flow. Rainfall standards for evacuation are comprised of 'watch' (40mm/hr) in preparing for near-future inundation and 'evacuation' (65mm/hr) in responding to realized inundation. The methods suggested by this case study may be applied to other urban areas for sound flood prevention policy measures and thus risk minimization.
Anyang-cheon(stream) runs through southern metropolitan area of Seoul to Han-river in Korea. Due to fast growth of Seoul, the water quality and quantity problems in Anyang-cheon have occurred. To cope with the problems, the Integrated Watershed Management program for Anyang-cheon was adopted and a KRW 26.1 billion (USD 21.8 million) pilot project (construction of 4 facilities such as reservoir) is suggested for 4 sub-watersheds of Anyang-cheon, which cost will be shared by the 12 local governments (LG). Three cost division schemes are compared. By Scheme 1, if the cost is borne by the LG in a watershed where the facilities are constructed (no cost division scheme), the LG in I is to bear 0.58% of the total construction cost, LG in watershed II 29.54%, LG in IV 0%, LG in V 69.88%. In particular, LG in IV in this scheme bears no cost because no facility is constructed, even though watershed IV is the major beneficiary of the facility construction. Scheme 2 is to share the cost by length of streams in each sub-watershed and the suggested cost share for each sub-watershed is 13.76% by I, 7.34% by II, 45.87% by IV, and 33.03% by V. However, this cost division scheme is fair only under the false assumption that the bargaining powers of group of LGs are identical. To suggest a better and fair division rule, Shapley Value, a cooperative game solution, is used to suggest Scheme 3. In Scheme 3, Shapley Value measures the summation of average marginal contribution of each player in all possible coalitions as cost division scheme and is known to provide a fair division considering bargaining power. In the context of Anyang-cheon, LGs in upper stream have superior bargaining position. The result suggests the cost division is fair under Scheme 3, when the cost shares are 0.29% by I, 14.77% by II, 50% by IV, and 34.94% by V, respectively.
Video segmentation is an essential part in region-based video coding and any other fields of the video processing. Among lots of methods proposed so far, the watershed method in which the region growing is performed for the gradient image can produce well-partitioned regions globally without any influence on local noise and extracts accurate boundaries, But, it generates a great number of small regions, which we call over segmentation problem. Therefore we proposes that adaptive trimmed mean filter for resolving the over segmentation of image.
NDVI has been used to estimate several ecological variables including leaf area index (LAI). Global MODIS LAI data are partially produced by empirical model that is based on the assumption of high correlation between NDVI and LAI. This study attempts to evaluate the MODIS empirical model by comparing with the result obtained from field LAI measurement and Landsat ETM+ reflectance. MODIS LAI product and ancillary data were analyzed over a small forest watershed near the Seoul metropolitan area. The relationship between NDVI of ETM+ and field measured LAI did not correspond to MODIS LAI estimation. Since the study area is mostly covered by very dense and fully closed forest, the correlation between NDVI and LAI might not be high. Although MODIS LAI product has great potential for global environment studies, it needs to be cautious to use them in regional and local area in particular for the forest of dense canopy situation.
