The local history research started from the 1960's postmodernism neted in the local history as the subject of diversity instead of National history. The local is being magnified as a new research theme among history scholar. In these circumstances, the local history research shows sign of activity and the movement that used in various ways at education has become more active. Compared to the contents business of local history, development of education contents what serviced for student is insufficient. Therefore, this research suggests development plan of local history education contents using archives which efficient tool of history education. Students can grow the ability of historical inquiry, thinking, insight through archives-assisted learning. Also, self-learning is possible instead of a lecture by teacher. This research shows a development of archival contents for local history education though literature research, abroad case analysis, focus group interview with history teachers. Concepts of the local history, local history education, education contents are examined at literature research. Local history education of the State Archives of the United States of America, the United Kingdom, Australia web site is analyzed. These state archives have been providing the web based service of archival contents for local history education for a long time. With these theoretical background, carry out a focus group interview with middle school history teachers. It draw conclusion that 14 category and 35 subcategory and these are reflected in the development of archival contents for local history education.
Recently, following the opening of the Gyeongsangnam-do Archives and the Seoul Archives, work to establish local archives management institutions in cities and provinces is being actively carried out. In this process, there is an institution directly or indirectly affected by the records management work following the emergence of metropolitan·provincial office of education records management institutions. Article 11 of the current Public Archives Act is centered on cities and provinces, such as giving only the mayor and provincial governor the duty to establish a local record management institution. When a management agency is established, only the obligation to transfer the records with a retention period of 30 years or more among the records under its jurisdiction is specified. This is not appropriate when considering that each metropolitan·provincial office of education and each metropolitan·provincial perform their own duties and roles at the metropolitan·provincial level in accordance with the Constitution and laws. Therefore, in this study, legally, institutionally and historically, the fact that metropolitan·provincial offices of education and metropolitan ·provincial are the core institutions that realize local educational autonomy and local autonomy, and are equivalent administrative agencies independently in charge of their own affairs in their respective jurisdictions. We compared and examined the need to revise Article 11 of the current Public Archives Act, which is overly composed of cities and provinces, and presented the expected effects of the establishment of local records management institutions by cities and provinces of education.

As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.
This study is for why Korean private universities make high position and performance on their archives. It's needless to say that archives of university is desperate for democratic management, historic and cultural identity and administrative efficiency. As for archives of private university, it has to be set by its own organization as the name of '00 university archives' if possible. At the same time both 'administrative structure' and 'working-level structure' should be activated for the better output. It might be helpful to empower itself. Archives of private university have to fulfill these basic role; aquisition, arrangement, classification, preservation etc./service/study of archival science /university history compiling. It could be expand to the link between university and local community, open class and digital archive service.

This study aims to propose considerations for improving search services in local archives. In this study, evaluation areas and factors were derived through the analysis of previous research and case studies of finding aids and archival contents in local archives. Afterward, an interview was conducted with five experts to verify the developed evaluation area and factors. Through the evaluation factors and considerations suggested in this study, it will be possible to objectively identify the search service of the institution. In addition, it is expected that practitioners can use it as basic data in the future, and furthermore, it will help improve the search service.
From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.
This document illustrates the culture of archives should be improved to get better in local autonomy. In 1994, the municipal elections were held to perform autonomous activities in Korea. It has been sixteen years, since the first municipal election had been held. The local autonomy can be accomplished well, based on the economic independence from the central government and growing awareness of locals. Not only that, if local records were well archived and suitably used, autonomy could be more active. However, since the independence from Japan in 1945, records of the self-government has not been archived well. Not only archives of local government have not been established, but also organization, budget and professional staff have not been arranged well. This brought about local records administration's inactive performance. As a result, numerous number of meaningful records are lost and people are difficult to make out the local administration policy. If the records of local government preserved well, administrative efficiency, responsibility, transparency can be realized in better way. When local officials' work experiences and achievements were on record and referred to a successor of officials properly, administrative efficiency would be highly promoted. In addition, with the well-preserved work records, people are able to see where the responsibility lies. A local autonomous entity might be able to obtain administrative transparency by showing administrative processes and results to locals to the public. In this manner, the premise to archive the records of local autonomous entity is to establish a department which can archive local records and the disposition of professional archivists. According to "the law on public archives management", the governor of a province should discuss with a minister of administration to set up plans for archives' establishment and management. In this way, local archives administration would work well, when not only the department of local records administration is established, but also the department of local archives places local records under their control at the same time. Moreover, based on active records movement, municipal officials and locals would realize the importance of local record and examine local records administration systems. Not only that, when local records are shown to public and utilized properly, the local autonomy would improve a lot.
This study presents how to vitalize the record management of the provinces by investigating the current issues and by identifying the universality and the distinctiveness of the record management in local agencies. However, it only deals with the system of the record management, focusing on the history of the provinces. Although the related projects conducted by the provinces of Korea consist of various types, including publishing the local history, creating the activities of local cultural institutes, and collecting and organizing the historical records, these have not been active in many regions with insignificant achievements. In this regard, local self-governing bodies need to actively fulfill the duty of the management not only for the administrative archives but also for the historical archives by aggressively interpreting the associated parts suggested by the Act on the Management of Public Archives. Ultimately, it is proper to integrate theses two functions. Moreover, an effective collection is the core part of the record management of history. Therefore, a 'committee' with experts should provide in-depth views from planning to post-processing stages. Meanwhile, a consensus on the importance and the necessity of the historical archive management between owners and concerned parties should be formed during the collection process. In conclusion, each local autonomous entity should make sure of the active record management of history through establishing their own mid to long-term development plans, securing experts in archive management, as well as providing the service for record contents.
Maeul-making, which is to restore inherent characteristics of maeul as a living community has been proceeded by local communities themselves since the 1990s when political democracy and local government in Korean society has been progressed in full-scale. Although New Maeul Movement has been done in the 1970s before and after, it is different from maeul-making because it was focused mainly on improving physical environments of rural communities and initiated by government. The development of maeul community archives in Korea has been related closely to such a maeul-making since the 1990s. Maeul-based community archives, maeul community archives had been begun to build as part of maeul-making and grass-root movement by the 2000s. Initiated by self-motivated communities, maeul community archives were carried out through cooperations between civic activists and residents in maeul communities and voluntary professional archivists from outside. Although records about the maeul community has been collected by mainstream cultural institutions such as public archives, museum, local historical association, and local cultural center, it was at this time to collect records of the maeul community by self-motivated local residents. This tendency of 'independent' maeul community archives, however, is currently entering upon a new phase with the city of Seoul's project (2012) to support making a maeul community, that is, the governance phase based on private-government partnership. At this point of time, it is important for maeul community archives to be built on privately-led governance model that guarantees their autonomy and at the same time bring government's knowhow and supports into them, as opposed to the way captured or driven unilaterally by government. This article explores the growth of maeul community archives and collections in Korean society through a range of self-motivated bodies; the interaction with government; and as a result of those interactions, the creation of maeul community archives based on governance. To introduce and explicate the motivations behind maeul archiving endeavors, this article will first sketch something of the historical, social, and political context in which 'maeul' communities have arisen, collapsed, and restored. It will then examine in more detail some specific examples of maeul community archives as grass-root movement of maeul community. The third section will attempt to identify the governance model of maeul community archives under the auspices of the city of Seoul and its limitations. Finally through these activities, it will suggest the ways in which maeul community archives commit themselves to their duty of grass-root movement of community and at the same time, secure sustainability, that is, concrete ways of privately initiated governance model.

The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.
