This study was described with a focus on the maintenance and management of Local Confucian School(Hyanggyo) architecture, centering around cases investigated through official documents written in the 1910s. In 1910, by the Japanese imperial rule, the regulations on Local Confucian School(Hyanggyo) property were enacted, and the income was paid solely to elementary school education expenses and ancestral rites. Through this process, many Local Confucian School(Hyanggyo) buildings were destroyed while only the space for ritual sacrifices remained by the Japanese colonial rule. In particular, as the land, which was the basis of Local Confucian School's property, was sold for various reasons, the finances gradually deteriorated. In addition, as the architectural acts that Local Confucian School preserves itself are restricted, it loses its original character. This study was of great significance that identified the intention to dispose of Local Confucian School(Hyanggyo) property by Japanese imperialism in the 1910s and clarified the purpose of its disposal.

In this paper, we proposed a new design methodology of a pattern classification rule based on the local linear discriminant analysis expanded from the generic linear discriminant analysis which is used in the local area divided from the whole input space. There are two ways such as k-Means clustering method and the differential evolutionary algorithm to partition the whole input space into the several local areas. K-Means clustering method is the one of the unsupervised clustering methods and the differential evolutionary algorithm is the one of the optimization algorithms. In addition, the experimental application covers a comparative analysis including several previously commonly encountered methods.

Under the rule of Japanese Imperialism, there were two kinds of architectural government organizations inside the Chosun(朝鮮) Governor-General which designed To(道) and Pu(府) government office buildings; one was the organization inside the central government office and the other inside the local government offices(To and Pu). By the administrative approval procedure of the Chosun Governor-General, the local architectural organization planned site and floors of the building in the schematic design stage, and in the detail design stage not only the central but sometimes the local planned the building design. The design accomplished by the local in schematic stage was believed as a kind of guideline in detail design and the local organization was able to insist their own needs to the central and to change the central's planning. Even though the central had the authority of the design, the local took part in the planning of To and Pu government office buildings at least in the schematic design stage.

This study critically reviews the justifications for the restriction of cable local channel's news commentary function in terms of the fundamental principle of journalism. By doing so, it tries to find some problems and ways to solve them. Broadcasting Law and Korea Communications Commission's Rule inhibiting the news commentary of cable local channel on specific issues conflict with the basis of journalism which is particularly represented in Broadcasting Law. The law and rule tend to solidify public opinion for vested rights of local worthies. In addition, they are likely to degenerate cable local channel to the tools for promoting local government. Therefore, this article proposes the revision of the law and rule towards permitting the news commentary of cable local channel. At the same time, it suggests a new broadcasting policy for inducing cable local channel to increase manpower resources and production investment.

This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

Ant Colony System(ACS) is a meta heuristic approach based on biology in order to solve combinatorial optimization problem. It is based on the tracing action of real ants which accumulate pheromone on the passed path and uses as communication medium. In order to search the optimal path, ACS requires to explore various edges. In existing ACS, the local updating rule assigns the same pheromone to visited edge. In this paper, our local updating rule gives the pheromone according to the total frequency of visits of the currently selected node in the previous iteration. I used the ACS algoritm using subpath for search. Our approach can have less local optima than existing ACS and find better solution by taking advantage of more informations during searching.

In this paper, local ratcheting behavior of 1045 steel plates with circular cutout was investigated. Experimental tests were carried out by a Zwick/Roell HB 100 servo hydraulic machine. In order to measure the local strain at notch root, a data acquisition system with strain gauge was used. Various notch diameters and distances of strain gauges mounted from the notch root were found influential in the magnitude of local ratcheting strain. It was found that the local maximum principal stress plays a crucial role in increasing the local plastic deformation. Numerical simulation was done by ABAQUS software using nonlinear isotropic/kinematic hardening model. Material parameters of hardening model were attained from several stabilized cycles of flat specimens subjected to symmetric strain cycles. The nonlinear kinematic hardening model along with the Neuber's rule was employed to assess local ratcheting at the notch root of steel plates. The results of the numerical simulations agreed closely with those measured values in this study. Both ratcheting progress and mean stress relaxation occurred simultaneously at the notch root.

The knowledge repressenatation technique by production rule has been popular method to represent to represent the experts'dxpertise in expert systems.In this paper,we propose a method to verify the integrity of rule base.Proposcd method models rule base as a Petri net and utilizes the systematic strucutural properties of the petri net for berifi-cation.We describe the pricesure to check rule base at both local and global level intermal verification.

In analyzing the nano-scale behavior of nano devices or materials, QC method is efficient because it does not treat all the atoms. But for more accurate analysis in QC method, it is important to consider temperature and surface effects. In finite temperature, free energy is considered instead of potential energy. Because the surface area to volume ratio increases as the length scale of a body decreases, the surface effects are more dominant. In this paper, temperature related Cauchy-Born rule and surface Cauchy-Born rule are proposed to configurate the strain energy density. This method is applied to small and homogeneous deformation in two dimensional problem using finite element simulation.

In this paper we introduce an improved method to measure saliency values of pixels from an image. The proposed saliency measure is formulated using local features of color and a statistical framework. In the preprocessing step, rough salient pixels are determined as the local contrast of an image region with respect to its neighborhood at various scales. Then, the saliency value of each pixel is calculated by Bayes' rule using rough salient pixels. The experiments show that our approach outperforms the current Bayes' rule based method.
