제주 전통돌담의 유지보전에 관한 의식조사 (A Survey on Preservation of Traditional Stone Fences in Jeju)

  • The purpose of this paper is to analyze the value of stone fences in Jeju Island. The result that executes attitude survey to local resident and visitor can be summarizing as following. First are the function and the value of Jeju traditional stone fences. Local resident favored the culture heritage succession and evaluated its' usage Value highly. Visitors also have favored rural landscape offer function and evaluated inheritance value (Bequest Value) highly. Secondly, 80.5% of visitors, 78.1% of local resident have formed opinion about preservation of traditional stone fences. But the Willingness to pay for traditional stone fences fund was raised by 38.6% in local resident and 55.7% in visitor. The reason that willingness to pay does not exist is that it is chargeable to connection group and government, or it has no money to pay. Thirdly, local resident wanted to use made up stone fence preservation fund in rural landscape offer function. Visitor wanted that it is used to raise various function of stone fence.

유역(流域)을 기초로 한 행정구역경계설정의 필요성 (Necessity of Adjustment of the Jurisdiction of Local Governments based on Watershed)

  • The management of water, both the quantity and the quality, has been one of the most important issues in the public investment and it is equally true in the field of sustainable development. Nevertheless, the jurisdiction of local governments has been delineated without much attention to the issue of the water management. In the planning of wide areas such as cities, countries, the metropolis, and the megalopolis, it is necessary to well arrange the geographical jurisdiction of local governments as a unit of region. The river water system, including small streams to large rivers, should be given its due share in the planning and jurisdictional delineation. The traditional concept of the local government's jurisdiction emphasizing the accessibility may be fading away. Instead, the efficiency of the public management would be the main concept in determining the jurisdiction of local governments. The river improvement, the waterworks, the sewage, the maintenance of water quality, the space of water recreation, are relatively important in the efficient management of that area. This paper argues for the equalization between the geographical jurisdiction of local governments and watersheds. To this end, I do case studies of the local governments areas such as Ri(里), Eup Myon(邑 面), Si Gun(市 郡), KyangyokSi Do(廣域市 道). The study interprets ARS will be one of the principles of land use and the reorganization of the local jurisdiction in the future as a geo-systematic and the eco-systematic criteria.

농어촌 경관계획 관련 법제도의 개선방향 검토 (Improvement Strategy of Law-System for Rural Landscape Planning)

  • This study aims to suggest the improvement strategy of law-system for rural landscape planning. The results are as follows. First, for the establishment of the rural and fishing village landscape planning, it is necessary to change the concept of the scene into Landscape to watch from Landscape to feel from now on. Second, it is necessary to establish a rural and fishing village landscape planning of the local unit to manage the rural and fishing village landscape systematically. In addition, it is necessary to cooperate with the Scenic Conservation Act in contents of the basic planning when we perform rural and fishing village development business. Third, it is necessary to make an extra landscape management planning to consider local landscape resources to develop a rural and fishing village. Finally, with an improvement direction of the plan establishment, the action to practice and management in the future is necessary. This method may do wider public information with establishing the management mechanism of the rural and fishing village landscape.

협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로 (A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A.)

  • 도시개발에 따른 외부효과 발생을 최소화하고 개발의 편익을 주변지역으로 확산하고자 하는 사회적 요구가 증가하면서 다양한 협력적 계획방식에 대한 논의가 증가하고 있다. 장기적으로는 협력적 계획을 뒷받침할 수 있는 법규 및 제도정비가 필요한 사항이지만 이에 앞서 미국사례의 협력적 계획이 실행될 수 있는 요소, 절차, 방법론 고찰을 통해 단일 행정구역 뿐만 아니라 여러 지자체에 걸쳐 도시개발이 이루어지는 복합경계신도시 등에 적용 가능한 협력적 계획의 대안과 시사점을 도출하고자 한다. 본 논문에서는 미국 위스콘신주의 사례조사 및 분석을 통해 다음과 같은 시사점을 도출하였다. 먼저 다수 지자체 경계 구역 내 공동계획구역을 설정하여 복합경계신도시 등과 같은 특수지역에 협동계획을 위한 구역 설정이 필요하며, 이를 위한 도시 계획적 수단이 마련되어야 한다. 이와 함께 협력계획의 유연성을 높이기 위해서는 생활권 단위의 계획단위 설정과 커뮤니티 활성화를 위한 제도적 운영체계가 마련되어야 한다. 또한 지역의 성장으로 인하여 발생한 수익은 공동세를 통하여 약정된 비율로 각 지자체에 배분하는 등 소규모 지역에서의 서비스 공유 및 공동세를 운영하는 방안도 협력계획의 실천력을 확보하는 방안이 될 수 있을 것이다. 이와 함께 협력적 거버넌스 구축을 위해서 계획단계에서부터의 이해관계자 참여와 중재인을 통한 갈등관리 방안이 마련되어야 하며, 도시기본계획 수준에서 협력계획의 실행 방안이 마련되어야 한다.

  • Since 1949, the UK has implemented a national land planning strategy to sustain rural areas, emphasizing the concept of 'Natural Beauty.' This involves designating "Areas of Outstanding Natural Beauty (AONB)" as a political approach to conserving rural landscapes and fostering a societal consensus on environmental conservation. AONB adopts an integrated and systematic approach to achieve harmony between the environment and human activities. This study investigates the implications of the AONB rural landscape management approach through case studies of the Cotswolds Conservation Board and Cannock Chase Joint Committee. It examines the legislative designation and supporting processes of AONB, analyzing the governance system to clarify the roles of authorities in policy decision-making. AONB's system revolves around joint committees or conservation boards of local authorities responsible for establishing, implementing, and monitoring management plans. The planning process involves a harmonious management plan system reflecting regional demands, including regular forums. AONB serves as a powerful tool for local residents to engage in the development of their region through stewardship. The study suggests that understanding the AONB model could provide a foundation for developing rural landscape conservation and spatial management plans tailored to Korea's context in the future.

컴포넌트 서비스 기반의 휴리스틱 탐색 계획기 (A Heuristic Search Planner Based on Component Services)

  • 최근 들어 로봇 작업 계획기에 요구되는 중요한 기능 중의 하나가 이미 존재하는 컴포넌트 서비스들을 결합하여 새로운 서비스로 조합해낼 수 있는 계획 기능이다. 본 논문에서는 이러한 컴포넌트 서비스 조합을 위한 커널모듈로 개발된 휴리스틱 탐색 계획기인 JPLAN의 설계와 구현에 대해 설명한다. JPLAN은 효율적인 상태 공간 탐색을 위해 지역 탐색 알고리즘과 계획 그래프 휴리스틱을 이용한다. 본 논문에서 제안하는 지역 탐색 알고리즘인 EHC+는 FF 등의 상태 공간 계획기에 적용되어 높은 효율성을 보인 Enforced Hill-Climbing (EHC)을 확장한 것이다. EHC+는 EHC에 비해 소량의 추가적인 지역 탐색을 필요로 하지만 목표 상태까지 전체 탐색 양을 줄일 수 있고 더 짧은 계획을 얻을 수있다. 또한 본 본문에서는 대규모 상태 공간 탐색에 필수적인 효과적인 휴리스틱 추출 방법을 제안한다. 본 논문에서 제안하는 휴리스틱 추출방법은 Graphplan에서 계획 생성을 위해 처음 제안된 계획 그래프를 이용한다. 본 논문에서는 이러한 계획 그래프 기반의 다양한 휴리스틱들을 소개하고, 이들이 계획 생성에 미치는 효과를 실험을 통해 분석해본다.

Space Syntax를 이용한 농촌마을종합개발사업 권역의 공간구조분석에 관한 연구 (A Study on Spatial Structure Analysis for Comprehensive Rural Clustered Villages Development Area using the Space Syntax Method Technique)

  • In order to revitalize rural areas fundamentally through multifunctional utilization of their resources, it should be necessary to prepare the rational development plan to the areal characteristics and conditions, and the first priority of its planning works should be given to spatial planning. The space syntax method, a powerful objective and quantitative analysis tool on the relationship between social and spatial characteristics, was introduced in this study. Five Comprehensive Rural Clustered Villages Development Areas in the Jeonnam-province were selected as case study areas, of which total area's and included villages' spatial variables were measured and analyzed. Rural villages analyzed in this study have the spatial structure badly systematized and much complicated, which results from low integration and deep spatial depth of them. And, by virtue of relatively many axial lines, there should be few differences between villages in terms of local integration, connectivity and control, while being significant difference in terms of global integration showing the whole areal characteristics. Intelligibility, the correlation coefficient between connectivity(local variable) and integration(global one) is low, which means that the spatial structure of the study areas is difficult for visitors to understand the area or village well. Spatial configuration analysis results in the case study areas showed that each development area has a unique spatial structure and is differentiated in terms of not only local spatial variables but also global spatial variables. Therefore, global and local characteristics should be considered in spatial analysis of development areas.

  • 현재, 국토해양부 건설기술혁신사업의 일환으로 2006년 말부터 토공자동화를 위한 '지능형굴삭시스템개발'이 진행되고 있다. 지능형 굴삭시스템의 세부핵심요소기술 중, Task Planning System(TPS)은 토공 작업의 효율성, 안전성, 경제성 등을 고려하여 토공 설계데이터와 작업환경 인식기술에 근거한 작업환경 데이터를 분석하여 최적의 작업계획을 수립하는 시스템이다. 작업계획생성 시 효율적인 토공작업을 위해서는 플랫폼 생성 시 그 위치가 최적의 점을 형성하여 중첩되는 작업영역의 크기가 줄어들어 비효율적인 작업을 제거할 수 있으며 작업 시간을 최소화할 수 있고 굴삭작업의 생산성을 극대화찰 수 있다. 또한, 최적 플랫폼 위치 선정 시 굴삭기 제원에 따른 최적화가 되어야 굴삭기의 규격에 따른 로컬 영역의 산출 알고리즘과 호환이 될 수 있다. 본 논문은 영역 분할 과정에서 산출된 로컬영역을 기준으로 굴삭기 제원에 따른 최적화된 플랫폼 위치 선정 방안에 대하여 살펴보고 검증을 통하여 효율성을 판단하고자 한다.

공공도서관 공간규모계획기준에 관한 기초적 연구 - 공공도서관건립 컨설팅지원사업 결과를 중심으로 - (A Basic Study on the Planning Standard of Space Size for Public Library - Focus on the result of the consulting support project for construction of public library -)

  • In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

Local Minimum Free Motion Planning for Mobile Robots within Dynamic Environmetns

  • We build a local minimum free motion planning for mobile robots considering dynamic environments by simple sensor fusion assuming that there are unknown obstacles which can be detected only partially at a time by proximity sensors and can be cleaned up or moved slowly (dynamic environments). Potential field is used as a basic platform for the motion planning. To clear local minimum problem, the partial information on the obstacles should be memorized and integrated effectively. Sets of linked line segments (SLLS) are proposed as the integration method. Then robot's target point is replaced by virtual target considering the integrated sensing information. As for the main proximity sensors, we use laser slit emission and simple web camera since the system gives more continuous data information. Also, we use ultrasonic sensors as the auxiliary sensors for simple sensor fusion considering the advantages in that they give exact information about the presence of any obstacle within certain range. By using this sensor fusion, the dynamic environments can be dealt easily. The performance of our algorithm is validated via simulations and experiments.
