We propose a robust object cataloging method using multiple locally distinct heterogeneous features for aiding image retrieval. Due to challenges such as variations in object size, orientation, illumination etc. object recognition is extraordinarily challenging problem. In these circumstances, we adapt local interest point detection method which locates prototypical local components in object imageries. In each local component, we exploit heterogeneous features such as gradient-weighted orientation histogram, sum of wavelet responses, histograms using different color spaces etc. and combine these features together to describe each component divergently. A global signature is formed by adapting the concept of bag of feature model which counts frequencies of its local components with respect to words in a dictionary. The proposed method demonstrates its excellence in classifying objects in various complex backgrounds. Our proposed local feature shows classification accuracy of 98% while SURF,SIFT, BRISK and FREAK get 81%, 88%, 84% and 87% respectively.

Cheju's local foods are various but Island being geographically surrounded by water, sea-foods play a greater part in the diet that is quite different from the mainland Most of dishes are prepared from local foods and the marine products. That traditional food that have been developed through the lifestyle are now becoming the great interest to both foreign and domestic guests. In this research, we have concluded that developing a cheju's traditional food manu and local manu cooking method. 1. Improvement of cooking method. - development of cheju's traditional Food material and spice. 2. Use not raw fish - boiling, grilling, frying 3. Improvement of cheju's local Food's name. 4. Use the only Boneless fish. 5. taste reformation of Fermentation Food - Masking the TMA etc. 6. Use the many Spice in local food.

The purpose of this study was to identify perception on housing welfare of social welfare practitioners. Specific research interest was focused on the area of housing welfare services and necessity, problems when execute housing welfare services, and activating strategy of housing welfare. For the research purpose, questionnaires were distributed to 537 people who work in the field of social welfare including social welfare officials in local government authorities and social workers at community welfare centers nationwide by mail and e-mail and 405 questionnaires were analyzed using SPSS 15.0 program. Respondents thought that the supply of public rental housing was the most important service to promote housing welfare. They also indicated the most serious problem was the lack of budget and housing welfare services and programs. As main reasons of local government's passive attitude toward housing welfare services and programs, respondents mentioned low interest level of housing welfare and lack of housing welfare education. Most of the respondents agreed the necessity of introducing the curricula related to housing welfare and expected to spread interest toward housing welfare in the field of social welfare.

본 논문은 Scale Invariant Feature Transform(SIFT) 기술자를 이용한 매칭 방법을 개선하여 고해상도영상에서 보다 많은 매칭쌍(tie points)을 추출함으로써 고해상도영상 자동기하보정의 결과향상을 목적으로 한다. 이를 위해 기준(reference)영상과 대상(sensed)영상의 특징점(interest points)간의 위치관계를 추가적으로 이용하여 매칭쌍을 추출하였다. SIFT 기술자를 이용하여 어핀(affine)변환계수를 추정한 후, 이를 통해 대상영상의 특징점 좌표를 기준영상 좌표체계로 변환하였다. 변환된 대상영상의 특징점과 기준영상의 특징점간의 공간거리(spatial distance)정보를 이용하여 최종적으로 매칭쌍을 추출하였다. 추출된 매칭쌍으로 piecewise linear function을 구성하여 고해상도 영상간 자동기하보정을 수행하였다. 제안한 기법을 통하여, 기존 SIFT 기법에 의해 추출한 결과에 비해 영상 전역에 걸쳐 고르게 분포된 다수의 매칭쌍을 추출할 수 있었다.

과거부터 항만은 도시 발전에 많은 긍정적 영향을 미쳐왔으나 주거환경 피해와 같은 항만도시의 경쟁력을 떨어뜨리는 외부불경제효과도 가진다. 그렇다 보니 항만은 지자체에게도 중요한 정책 대상이 된다. 그러나 중앙집권적 항만정책 구조와 지자체의 항만역량 부족으로 인해 지자체의 참여 기회는 제한적이다. 따라서 항만을 지역정책의 대상으로 접근하고, 지자체와 일반시민과 지역기업, 시민단체 등 다양한 구성원의 참여와 협력을 기반으로 해결하려는 로컬 항만 거버넌스에 대한 관심이 높아지고 있다. 이 연구는 전문가와 실무자를 대상으로 AHP를 실시하여, 로컬 항만 거버넌스의 구축을 위한 구성요인을 찾고 우선순위를 탐색하는데 목적을 두었다. 그 결과, 로컬 항만 거버넌스를 구축하기 위해서는 제도적 기반과 사회문화적 분위기의 확립이 최우선됨을 확인하였고, 보다 세부적으로는 지자체장의 관심과 의지, 그리고 실질적 운영을 지원할 제도적 기반인 조례와 지자체 공무원의 전문성 확보가 높은 우선순위를 가지는 것을 알 수 있었다.

Content-based image retrieval is the research of images from database, that are visually similar to given image examples. Gabor functions and Gabor filters are regarded as excellent methods for feature extraction and texture segmentation. However, they have a disadvantage not to perform well in case of a rotated image because of its direction-oriented filter. This paper proposes a method of extracting local texture features from blocks with central interest points detected in an image and a rotation invariant Gabor wavelet filter. We also propose a method of comparing pattern histograms of features classified by VQ (Vector Quantization) among images.

Regression discontinuity (RD) design is one of the most widely used methods in causal inference for estimation of treatment effect when the treatment is created by a cutpoint from the covariate of interest. There has been little attention to RD design, although it provides a very useful tool for analysis of treatment effect for censored data. In this paper, we define the causal effect for survival function in RD design when the treatment is assigned deterministically by the covariate of interest. We propose estimators of this causal effect for survival data by using transformation, which leads unbiased estimator of the survival function with local linear regression. Simulation studies show the validity of our approach. We also illustrate our proposed method using the prostate, lung, colorectal and ovarian (PLCO) dataset.

Our government finally understood the true meaning of this wisdom and is attempting to revive the rural area by establishing local produce exhibition hall. This is to allow different regions to promote their specialties and provide diverse experience to the public. However, the reality is that unstructured marketing and PR is not achieving much. Marketing in the past was a paradigm of function and benefit. As we passed 20th century, this was challenged, leading to experiential marketing. Customers' cultural urge and interest in experience and participation are getting stronger. With the facilitation of Promotion Center for local special products, local special products and relevant local communities will be promoted, and the distribution business will grow further. This research was performed to establish basic research materials for planning information center in order to invigorate regional products. This study brought about the following results: first, the Promotion Center for local special products can acquire emotional elements by associating the elements with local special products; secondly, the Promotion Center for local special products can acquire cognitive elements by harmonizing local communities' unique identities with their own other special products; thirdly, the Promotion Center for local special products can acquire behavioral elements by enjoying various experiences and events; fourthly, the Promotion Center for local special products can acquire relational elements by integrating other new spaces.

This paper proposes an efficient partial matching system and representation by using a region-based method for 2D image, and we applied to an extraction of the ROI(Region of Interest) according to its matching score. The matching templates consist of the global pattern and the local one. The global pattern can make it by using region-based relation between center region and its rest regions in an object. And, the local pattern can be obtained appling to the same method as global, except relation between objects. As the templates can be normalized, we use this templates for extraction of ROI with invariant to size and position. And, our system operates only one try to match, due to normalizing of region size. To use our system for searching and examining if it's the ROI by evaluating the matching function, at first, we are searching to find candidate regions with the global template. Then, we try to find the ROI among the candidates, and it works this time by using the local template. We experimented to the binary and the color image respectively, they showed that the proposed system can be used efficiently for representing of the template and the useful applications, such as partially retrievals of 2D image.
