The study subjects were 2.312 local council members in Korea, but only about 11% among whom. 257 persons, responded to 2 times mail survey. This response rate revealed that the local council members was not interested in health care fields. The main results were as follows; The respondents thought that the economic and income development was most important among 15 regional policy agendas and the health care was the 5th or 7th important agenda. They. who had more health needs of and poor access to health care, tended to think that the health care was more important. They considered lobbying to and persuading the civil servants as the best method to tackle the local health care policy agenda. The respondents, who had poor access to health care facilities. tended to set the highest priority for the expansion of public and private health care resources. They expected that the election of local governor would activate the public health program more than thought that the program was implemented more actively than other region. The main opinion of respondents was that the central government had to take over planning and financing for the public health program, and the basic local government had to implment the program and budgeting. The majority of respondents agreed the private dominant medical care delivery system and nation-wide uniformed financing mechanism. Over 60% of them suggested that they were ready to suffer environmental pollution inducing health hazards for the purpose of regional economic and income development. About 75% of them favour the campaign for antismoking regardless of reducing local government's revenue from sale tax.

  • Condominium management ask for planning ability and special knowledge in order to solve the troubles of a condominium. But all the HOA has not ability or knowledge of condominium management, so administration support to condominium management came to be given to HOA. In this study, we divided the administration policies on condominium management as follows; (1) instruction about an advertisement and a contract (2) instruction about management (3) instruction about maintenance (4) instruction by the local government (5) legislation about condominium management. Most of the condominium management policy has been programmed by government, such as legal amendments and advises by administrative inspection. But these condominium management policies have limitations to support HOA, so it is need to correspond to local government. In advanced local governments, administrative policies were materialized by the report of a housing related council. HOA: Home Owners Association

  • This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

  • What government does/fails to do is conveyed to the public largely by records and information of various types in the public service, without which there will be no government. When records are poorly managed, much time is involved in sorting and locating needed information from large volumes of records. The rate of records misplaced or lost from which useful information for decision making is usually obtained makes it difficult to provide concise and up-to-date records of both past and present operations, raising the challenge of effective record-keeping. Thus this study examined records management practices in selected local government councils in Ogun State, Nigeria, adopting the descriptive survey research method using questionnaires for data collection. Its population comprised 415 records of personnel in the selected councils, of which 208 were sampled using simple random technique. From the 208 copies of the questionnaire administered on the registry personnel, 150 copies were useable, with a 72.12% response rate. Descriptive statistics were used for the analysis. The results indicated a prevalence of paper as the dominant medium for recording/conveying information in the councils with most of these being either in active state, semi-active, and vital and were kept and maintained in the registry, while in-active records were kept in the records store. Storage facilities for record-keeping were insufficient. Security measures against unauthorized access to records were by restrictions and subject users to managerial clearance. The study concluded that council records were in chaos and recommended the formulation of coherent records management policy, adequate budgetary provision, and adequate finance.

  • Government uses some sections of intended areas of abolition in Development Restricted Zones(DRZ) to construct a million national rental houses. It has been opposed by environmental NGOs, local governments and land owners. Therefore, government carried out a questionnaire survey to make plans for the better development of housing estates for national rental houses in DRZ. The results of the survey are as follows: First, using abolished DRZ has to be kept to a minimum, though the continued construction of this kind of houses is inevitable. Second, it has to be designed using pro-environmental techniques. Third, the discussion between the interested groups was not enough. Fourth, residents were dissatisfied with the compensation package. The policies based on this research, are as follows: First, meetings for projects presentation and public hearings have to be held on a regular basis. In addition, the consultative council with residents, local NGOs, and local governments should be combined. Second, The plan should promote social integration through the mixing of rental and owner-occupied houses. Third, a compensation policy, which offers land or houses, and not only cash, needs to be introduced.
