  • Diabetes Mellitus (DM) is one of common chronic diseases leading to severe health complications that may cause death. The disease influences individuals, community, and the government due to the continuous monitoring, lifelong commitment, and the cost of treatment. The World Health Organization (WHO) considers Saudi Arabia as one of the top 10 countries in diabetes prevalence across the world. Since most of the medical services are provided by the government, the cost of the treatment in terms of hospitals and clinical visits and lab tests represents a real burden due to the large scale of the disease. The ability to predict the diabetic status of a patient without the laboratory tests by performing screening based on some personal features can lessen the health and economic burden caused by diabetes alone. The goal of this paper is to investigate the prediction of diabetic and prediabetic patients by considering factors other than the laboratory tests, as required by physicians in general. With the data obtained from local hospitals, medical records were processed to obtain a dataset that classified patients into three classes: diabetic, prediabetic, and non-diabetic. After applying three machine learning algorithms, we established good performance for accuracy, precision, and recall of the models on the dataset. Further analysis was performed on the data to identify important non-laboratory variables related to the patients for diabetes classification. The importance of five variables (gender, physical activity level, hypertension, BMI, and age) from the person's basic health data were investigated to find their contribution to the state of a patient being diabetic, prediabetic or normal. Our analysis presented great agreement with the risk factors of diabetes and prediabetes stated by the American Diabetes Association (ADA) and other health institutions worldwide. We conclude that by performing class-specific analysis of the disease, important factors specific to Saudi population can be identified, whose management can result in controlling the disease. We also provide some recommendations learnt from this research.

  • The fingerprint image quality relies on the clearness of separated ridges by valleys and the uniformity of the separation. The condition of skin still dominate the overall quality of the fingerprint. However, the identification performance of such system is very sensitive to the quality of the captured fingerprint image. Fingerprint image quality analysis and enhancement are useful in improving the performance of fingerprint identification systems. A fuzzy technique is introduced in this paper for both fingerprint image quality analysis and enhancement. First, the quality analysis is performed by extracting four features from a fingerprint image which are the local clarity score (LCS), global clarity score (GCS), ridge_valley thickness ratio (RVTR), and the Global Contrast Factor (GCF). A fuzzy logic technique that uses Mamdani fuzzy rule model is designed. The fuzzy inference system is able to analyse and determinate the fingerprint image type (oily, dry or neutral) based on the extracted feature values and the fuzzy inference rules. The percentages of the test fuzzy inference system for each type is as follow: For dry fingerprint the percentage is 81.33, for oily the percentage is 54.75, and for neutral the percentage is 68.48. Secondly, a fuzzy morphology is applied to enhance the dry and oily fingerprint images. The fuzzy morphology method improves the quality of a fingerprint image, thus improving the performance of the fingerprint identification system significantly. All experimental work which was done for both quality analysis and image enhancement was done using the DB_ITS_2009 database which is a private database collected by the department of electrical engineering, institute of technology Sepuluh Nopember Surabaya, Indonesia. The performance evaluation was done using the Feature Similarity index (FSIM). Where the FSIM is an image quality assessment (IQA) metric, which uses computational models to measure the image quality consistently with subjective evaluations. The new proposed system outperformed the classical system by 900% for the dry fingerprint images and 14% for the oily fingerprint images.

  • Video frame interpolation is an important technique used in the field of video and media, as it increases the continuity of motion and enables smooth playback of videos. In the study of video frame interpolation using deep learning, Kernel Based Method captures local changes well, but has limitations in handling global changes. In this paper, we propose a new U-Net structure that applies feature map differentiation and two directions to focus on capturing major changes to generate intermediate frames more accurately while reducing the number of parameters. Experimental results show that the proposed structure outperforms the existing model by up to 0.3 in PSNR with about 61% fewer parameters on common datasets such as Vimeo, Middle-burry, and a new YouTube dataset. • Contemporary global space economy is so dynamic that any one specific structural force can not explain the whole dynamic processes or trajectories of spatial industrial development. The major purpose of this paper is extending the traditional notion of industrial districts to functioning and development of new industrial districts with relation to the development of high technology industries. Several dynamic forces, which are dominated in new industrial districts in the modern space economy, are incorporated in the formation and dynamic aspects of new industrial districts. Even though key forces governing Marshallian industrial district are localization of small firms, division of labor between firms, constructive cooperation, and industrial atmosphere, Marshall points out a possibility of growing importance of large firms and non-local networks in the districts with changes of external environments. Some of Italian industrial districts can be regarded as Marshallian industrial districts in broader context, but the role of local authorities or institutions and local embeddedness seem to be more important in the Italian industrial districts. More critical implication form the review of Marshallian industrial districts and Italian industrial districts is that the industrial districts are not a static concept but a dynamic one: small firm based industrial districts can be regarded as only a specific feature evolved over time. Dynamic aspects of new industrial districts are resulting from coexistence of contrasting forces governing the functioning and formation of the districts in contemporary global space economy. The contrasting forces governing new industrial districts are coexistence of flexible and mass production systems, local and global networks, local and non-local embeddedness, and small and large firms. Because of these coexistence of contrasting forces, there are various types of new industrial districts. Nine types of industrial districts are identified based on local/non-local networks and intensity of networks in both suppliers and customers linkages. The different types of new industrial districts are described by differences in production systems, embeddedness, governance, cooperation and competition, and institutional factors. Out of nine types of industrial districts, four types - Marshallian; suppliers hub and spoke; customers hub and spoke; and satellite - are regarded as distinctive new industrial districts and four additional types - advanced hub and spoke types (suppliers and customers) and mature satellites (suppliers and customers) - can be evolved from the distinctive types and may be regarded as hybrid types. The last one - pioneering high technology industrial district - can be developed from the advanced hub and spoke types and this type is a most advanced modern industrial district in the era of globalization and high technology. The dynamic aspects of the districts are related with the coexistence of the contrasting forces in the contemporary global space economy. However, the development trajectory is not a natural one and not all the industrial districts can develop to the other hybrid types. Traditionally, localization of industries was developed by historical chances. In the process of high technology industrial development in contemporary global space economy, however, policy and strategies are critical for the formation and evolution of new industrial districts. It needs formation of supportive tissues of institutions for evolution of dyamic pattern of high technology related new industrial districts. Some of the original distinctive types of new industrial districts can not follow the path or trajectory suggested in this paper and may be declined without advancing, if there is no formation of supportive social structure or policy. Provision of information infrastructure and diffusion of an entrepreneurship through the positive supports of local government, public institutions, universities, trade associations and industry associations are important for the evolution of the dynamic new industrial districts. Reduction of sunk costs through the supports for training and retraining of skilled labor, the formation of flexible labor markets, and the establishment of cheap and available telecommunication networks is also regarded as a significant strategies for dynamic progress of new industrial districts in the era of high technology industrial development. In addition, development of intensive international networks in production, technology and information is important policy issue for formation and evolution of the new industrial districts which are related with high technology industrial development.

  • In order to implement a real time hardware for keyword spotting, we propose a Single-End-Point DTW(SEP-DTW) algorithm which is simple and less complex for computation. The SEP-DTW algorithm only needs a single end point which enables efficient applications, and it has a small wont of computations because the global search area is divided into successive local search areas. Also, we adopt new local constraints and a new distance measure for a better performance of the SEP-DTW algorithm. Besides, we make a normalization of feature same vectors so that they have the same variance in each frequency bin, and each frame has the same energy levels. To construct several reference patterns for each keyword, we use a clustering algorithm for all training patterns, and mean vectors in every cluster are taken as reference patterns. In order to detect a key word for input streams of speech, we measure the distances between reference patterns and input pattern, and we make a decision whether the distances are smaller than a pre-defined threshold value. With isolated speech recognition and keyword spotting experiments, we verify that the proposed algorithm has a better performance than other methods.

  • This study aims to analyzes the Relationship Between Community Consciousness and Residents' Participation in Tourism Development. Starting in 2004, the Rural Tourism Development Project, which has been promoted in Korea, is taking a bottom-up approach that values the participation of residents. And Resident's Participation is also an important criterion for selecting business sites. As the farming community becomes more modern, the community consciousness is declining. But Community consciousness is an important factor for the sustainable maintenance of rural villages. And if community members share a sense of homogeneity, they can identify problems that communities have, and they can solve them with responsibility. Community consciousness can be called the basic infrastructure of residents' participation. Rural tourism feature different characteristics from other tourist areas in that the residential space of local residents is the destination of the tours. As a result, the influence on tourism development is directly affected, so the attitude of local residents is an important success factor unlike other tourism developments. The study analyzed the community consciousness and participation in Tourism Development, which is a significant success factor in rural areas. The survey which included 200 residents of the DMZ Peace Village Site, was concluded that the member's perception and ttachment among Community Consciousness affected the Residents' Participation, and that Economic Influence among tourist development attitudes affected the Residents' Participation. It based on the results in rural tourism development for the residents' participation should be considered with a plan to enhance the economic life satisfaction and promote the economic impact on the area.

  • This paper presents a priori and the local font classification method. The font classification uses ascenders, descenders, and serifs extracted from a word image. The gradient features of those sub-images are extracted, and used as an input to a neural network classifier to produce font classification results. The font classification determines 2 font styles (upright or slant), 3 font groups (serif sans-serif or typewriter), and 7-font names (Postscript fonts such as Avant Garde, Helvetica, Bookman, New Century Schoolbook, Palatine, Times, and Courier). The proposed a priori and local font classification method allows an OCR system consisting of various font-specific character segmentation tools and various mono-font character recognizers. Experiments have shown font classification accuracies reach high performance levels of about 95.4 percent even with severely touching characters. The technique developed for tile selected 7 fonts in this paper can be applied to any other fonts.
