  • We examined the relationship between the order of signs and the order of vote within parties in electing local district councilors during the 7th nationwide local election held on June 13th, 2018. We analyzed election data for respective cases that include two, three, four candidates within the same party. In most cases, the candidate with sign 'Ga' gained more than other candidates in the same party, showing a need for provisional measures. In addition, a difference in voting tendency was found between in-house voting and early outside voting when there were two candidates in the Democratic Party of Korea as well as for when there were two candidates in the Liberty Korea Party.

  • This paper studied the scheme to realize the manifesto as the method of resolving the side effects after the introduction of the superintendent's election system, a direct election by local residents, in order to implement participative democracy in the educational field. When the superintendent's election system playing an important role in protecting the identity of a state is intruded by the political logic, ideology or factional interest, it leads to the educational crisis such as the damaged independence of the policy and the like. The local educational autonomous system is the institutional arrangement to secure the independence and neutrality of education based on morality and guarantee the democratization and decentralization of educational administration. The scheme to resolve the corrupt aspect of the election of the superintendent is to lead election to the policy-based election. This paper presents the scheme to realize the manifesto movement of the superintendent's electoral campaign to resolve this side effect. All political agents and candidates should be allowed to make free access to diverse information to draw up the manifesto and raise the reliability of the manifesto itself, be guaranteed neutrality, speciality, objectiveness, fairness and the like. In particular, it can be seen that the core task is whether citizens can be involved in the manifesto movement through a shift in their thinking about educational autonomy.

  • This paper analyzes the structures and issues of 2018 Korean local elections based on the author's observations on the electoral processes. Even if this paper does not follow a traditional statistical method, it provides the interpretative meanings of 2018 local elections by utilizing an expert's observations of campaign processes. This result of 2018 election can be summarized into two analytical frames. In terms of electoral competition structure, three key factors, such as presidential approval rating, party competition structure, ideological spectrum, tend to affect the winning of governing party. In the light of election issue, the inter-Korean summit, the Washington-Pyeongyang summit, Incheon deprecating remark were positive to the vote gains of governing party, but the negative campaign, the drucking scandal and the swing voters were found not to be significant. The local election in Korea tends to show dual meanings, a proxy war of national-level politics and a composition process of local government. This paper found that the 2018 election has dual meanings at the same time, in a sense that it is the punishment of the ex-governing party's wrongdoing and the power change of local government.

  • In this study, we examine how the third- and first-person perceptions of election polling news are linked to voters' political behaviors through anxiety and pride. The results of two web-based surveys conducted before and after the 2022 local elections in South Korea demonstrate that the third-person perception of election polling news is directly and indirectly linked to support for restrictions on media reports of election poll results through anxiety. The first-person perception of polling news is positively associated with reinforcement of support for the preferred candidate. These results suggest that how voters perceive the effects of polling news may have actual impacts on their political behaviors.

  • Do international economic factors affect the result of gubernatorial elections? This research aims to explain the reasons that local elections are not influenced by international economic factors such as US-China trade dispute. Although previous studies show the mixed results about the relationship between economic factors and gubernatorial electoral outcome, this research argues at least three explanations can be identified. First, there is a perceived gap between the candidates and local voters on the effect of trade disputes. Local voters do not consider the trade dispute as immediate threats, and candidates only use the trade dispute for attacking rivals. Where the functional responsibilities are unclear among elected officials between federal and local government, voters tend to cast votes based on their party identification. In the case of trade policy, functional responsibility is murky between the president and governor; voters may not judge the governor incumbent or candidates on state economic condition.

  • The 2018 local elections completely upended the composition of Busan's city council, with the council membership changing from being solidly and consistently conservative to being over 80% liberal. What explains this anomalous outcome? While existing literature suggests the outcome of the 2018 city council elections was the consequence of a combination of structural and strategic factors, such as the decline of regional voting, we argue that the individual-level evaluation of President Moon Jae-in is one of the primary factors driving this result. Although coattails effects are commonly considered in concurrent national legislative elections, the Presidentialized and nationalized politics of Korea makes it possible for Presidential elections to affect local elections as well. We assess our explanation through an analysis of repeated cross-sectional survey data collected just before the 2018 local elections. The results of the analysis show that support for the Democratic Party is very strongly predicted by individual-level evaluation of President Moon. When considered in the context of the timing of presidential and local elections, the results suggest that Presidential coattail effects are capable of destabilizing established political patterns, such as regional voting, if perhaps only in a sporadic and idiosyncratic fashion, depending on whether or not local elections are held early on in a President's term.

  • This study aims to suggest the amendment method of publishing bulletins for election in accordance with the changed consciousness of voters and the environment of times after examining the expression strategies of a candidate's message through the analysis of publishing bulletins of local election in 2010. Accordingly, it tries to indicate the strategies of publishing bulletins for election more easily and briefly. It shows the awareness that aggressive and negative expression brings about adverse effects. The appeals of the cover slogan in campaign promises were in the sequence of the candidate's character, regional development, and social welfare, and most campaign promises were within the range of ten promises. The most used symbol of candidates was the party which candidates belong to. The main empathized contents include the name of candidates, the experience of candidates, management, political ability, and region. • This study is to make an effective forecasting model for turn-out rates of the candidates with their visibilities, which are measured in their names on the media during the election period. I make a regressive model, with the data of 2010 gubernatorial election in Korea, where turn-out rate is dependent variable and each candidate's visibility, incumbency effect, local control party effect, corruption effect, strategy voting effect, restrain effect as a mid-term evaluation, and policy effect are independent variables. I got the model, T = -4.65 + 1.02V + 16.90 I + 16.78L - 9.12 R, where T is turn-out rate, V is candidate's visibility, I is incumbent effect, L is local control party effect, and R is restrain effect. This function can be used to predict turn-out rates of the candidates in the forthcoming gubernatorial election in Korea at a small outlay.
