Awareness of Local Foods among the Visitors of Local Foods Restaurants and Development of Local Menu (향토음식점 방문객의 향토음식 인식과 향토메뉴 개발)

  • This study is focused on developing traditional folk products by utilizing the representative crops and indigenous products of Wanju area on the basis of surveys on the visitors to the native local restaurants. The study examined 110 visitors of thirty native local foods restaurants in Wanju area from December 5, 2007 to January 5, 2008. The result of this study is as follows. First, the restaurant visitors presented different opinions about the competitiveness of Wanju foods and gender-wise differences in their food competitiveness, food information and food choice. This can be translated as men and women had different preferences in how much they spend for eating out and choosing foods. Second, their different age, incomes and jobs also indicated their different preferences. Third, they point out broth, cooked rice, and dessert as the native local menu that must be developed in Wanju area. Among the local menu to be developed were Wanju style mushroom rice, chicken stew, oriental herb duck soup and fruit dessert. The effort to exploit the native local menu of Wanju should contribute to activating the sales of restaurants and further to the economic development of the region.

Development Plan of Rural Village Based on Rural Forum - Cases Bong-whang Region - (농촌현장포럼을 적용한 마을발전계획 수립 방안 - 충주시 봉황권역 사례 -)

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

Analysis of Female Development Fund Utilization of Primary Local Self-government : Focused on the City of Busan (기초자치단체 여성발전기금운용 분석 : 부산시를 중심으로)

  • The purpose of this study is to analyze current condition and features of female development funds of Busan primary local self-government, and to make useful implications out of this so that the local female development funds can contribute to its ultimate purpose, which is to achieve female development. The analyses show that 1) local self-governmental districts with good finance try to reserve funds by reducing programs; 2) local laws, which serve as the legal basis of female development fund utilization, do not reflect the value of gender equality; 3) the programs run by the female development funds lack contents; 4) beneficiaries of the fund programs aremixed; and 5) female policies and family policies are not separated, exhibiting the limitations of feministic perspectives. I propose that 1) the fund should be raised through the governance of local female groups and self-governments; 2) basic local laws should be revised: 3) gender perspective contents and birth support policy should be implemented.

The Benefit-Sought Segmentation of Local Food Consumers (로컬푸드 이용자의 추구편익에 따른 시장세분화)

  • Local food in rural area as a rural growth tool has to adapt to current market mechanisms by communication and promotion techniques. We need to know what and how local food consumers seek their benefits to market segmentations. The primary purpose of this study was to segment and profile the benefits of local food consumer so as to provide a better understanding of local food in Korea. A self-administered survey was obtained from 448 food consumer in the study area. Three distinct segments were identified based on the benefits; profit seeker (39.7%), passive consumers (19.0%), and value seeker (42.2%), and these were profiled with respect to socio-demographics and local food attitude-related features.

  • The objectives of this study were to identify the roles of local government for developing community lifelong education, and to suggest desirable directions for upbringing human resource for the future in local community. The roles of local governments have become a more difficult challenge in the context of the ever increasing trends of rural population's moving toward urban areas mainly for the better education for their children. Even though there are regional differences in income level, educational environment, and budgetary constraints. local governments can play an important role in helping community people to build strong community in terms of economic development and enhancing the level of quality of life, and upbringing community leaders. Local governments' priority should be given to provide the better educational opportunities for students as well as community people through community lifelong educational programs.

  • As we encounter the global and localized era, the development operations on a regional level are in active promotion. This manuscript has been completed with the purpose of probing for course of action in lifelong learning movement in terms of activating and developing of local communities. For this, the comparative analysis of practiced cases in America's community school movement, Japan's movement for establishing lifelong learning village and Sweden's study circle movement have been made. For the analytical frame of the comparison, the actual results on background of promotion, themes for practice, details of practice, methods for practice of local community centered lifelong learning movement have been applied. As a result of analysis, the local community centered lifelong learning movement has been promoted to break each country's social and economic crisis and to activate the local community. The promotion of each operation has been accomplished with the support of specific organization and the participants were the citizens of the local community. Also, the details of practice are composed of operating the people-centered lifelong learning program, cooperative learning by local citizens and local community realization activity. The details of education is closely related with the life of learners. Therefore, the lifelong movement for the activation of local community hereafter should be promoted based on the coherence of local community, should be able to contain the actual life of the citizens and should be practiced as a process of forming the lifelong learning group at concerned local community through a democratic learning process.

Keeping A Community Sustainable: Development of Affordable Housing for the Elderly in Nonmetropolitan Areas

  • Affordable housing has been a critical issue in the face of global economy and notably formulated a crucial agenda of the housing policy. While each local government seriously considers many approaches to providing affordable housing, a unique and innovative way to address it at a community level is fully uncovered, particularly nonmetropolitan areas where resources for economic development are limited and vulnerable. The purpose of this study is to examine the mechanism of the provision of affordable housing for the elderly in nonmetropolitan areas. In doing so, this research investigates the housing development and delineates it as one viable solution that stimulates local communities. The affordable housing development, as a viable option to spur local development and vibrate community, is closely reviewed, and the factors to make it feasible are drawn. The findings indicate that it is widely recognized that keeping the elderly in the community positively contributes to maintaining a sustainable community. In fact, the idea of affordable housing development for middle-class elderly people is brought by one inspired long-time resident, and it is expedited by the consensus and cohesion of local community. The development stimulates local businesses in relation to housing, and all homes sold by the elderly moving in the new housing are available for young families. Also, the presence of affordable housing for the elderly who are able to independently live is extended to a picture of aging-in-place at a broader level.

Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area (지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

  • College is a component of local community, which is not separated from the community, seeks the local development through the extension of opportunity for the local students to enter higher schools, improvement of local culture and environment, extension of production education, research on local community, supply of side job manpower and lecture attendance system and affects the local community with the increase of young population. It is found that after the College is founded in the research area, the whole image of physical and psychological evolution of College according to the change factors like the change of use of neighboring regions and business items is relatively active, has the connection to the region and shows the strong continuous image. Accordingly, College must seek the mutually organic relationship which local community and be a foundation for the local development by leading to the formation of neighboring region around campus.

Effect of Satisfaction with Service Quality of County Level Local Sport Event on Local Image and Re-Visit Intention (군단위 농촌지역의 스포츠이벤트에서 서비스품질 만족이 지역 이미지와 재방문의사에 미치는 영향)

  • The service quality and image are a central factor in understanding tourists destination choice. Existing literature suggests that sport event and destination image could interact to influence tourism behaviours. The purpose of this study w as to identify the factors influencing local image and re-visit intention in the 68th Chungcheongnam-do Provincial Sport Event held in Yesan city. The results of the study are as follows; First, as a result of factor analysis on the satisfaction with the sports event composed of 17 items, three factors were categorized, which were 'event management', 'event facility' and 'supporting facilities'. Second, satisfaction with local event had a positive effect on local image. Especially, satisfaction with event management had greater effect on local image than event facilities and supporting facilities. Third, as satisfaction with local event had positive effect on re-visitation intention, satisfaction with sports event had positive effect on the success of the sport event itself and re-visitation intention for the region. Fourth, as local image had a positive effect on re-visitation intention, strategic approaches to linking factors of tourism are required to attract visitors in addition to sports events.
