Analysis of Korea Local Government Identity - Focus on the symbol marks - (지방자치단체 C.I 경향 분석 - 심볼마크를 중심으로 -)

  • In 1990, the City of Bucheon, Geonggi Province, became the first local government to create its own C.I Soon afterwards, this idea of having one's own C.I spread to the rest of the localities in Korea. Now, in 2003, 218 local governments have created their on Corporate Identities. It was an effort on the part or each local government to give a sense of belonging to the local community by creating a C.I which embodies, symbolizes and represents what is most unique about the locality and its community. It is something that each member of that community can identify himself or herself with. It is also something with which people from other localities can readily recognize that local community as this or that, thus increasing the brand-name-value of the locality. A friendly and easily recognizable C.I has an indirect effect of making the local government more accessible to the ordinary people, at least psychologically, overcoming the traditional image of overbearing officialdom of the bureaucracy. In this article, we propose to investigate whether the 218 local government C.Is, which have been created since 1990, have actually effected the above kinds of possible changes in the local governance or not. To that end, we will examine all 218 local government C.Is if they are successfully symbolizations of the local characters and identities. We will also try to point out sly problems, if there are any, and propose some alternative approaches to the designing of Local Government C.Is, by analyzing the mutual similarities in the very shapes and colors among all the 218 local government C.Is. It is our hope that this analyses will be of some use in the future formulations of the local policies for a more responsive local governance.

Directions of Implementing Documentation Strategies for Local Regions (지역 기록화를 위한 도큐멘테이션 전략의 적용)

  • Documentation strategy has been experimented in various subject areas and local regions since late 1980's when it was proposed as archival appraisal and selection methods by archival communities in the United States. Though it was criticized to be too ideal, it needs to shed new light on the potentialities of the strategy for documenting local regions in digital environment. The purpose of this study is to analyse the implementation issues of documentation strategy and to suggest the directions for documenting local regions of Korea through the application of the strategy. The documentation strategy which was developed more than twenty years ago in mostly western countries gives us some implications for documenting local regions even in current digital environments. They are as follows; Firstly, documentation strategy can enhance the value of archivists as well as archives in local regions because archivist should be active shaper of history rather than passive receiver of archives according to the strategy. It can also be a solution for overcoming poor conditions of local archives management in Korea. Secondly, the strategy can encourage cooperation between collecting institutions including museums, libraries, archives, cultural centers, history institutions, etc. in each local region. In the networked environment the cooperation can be achieved more effectively than in traditional environment where the heavy workload of cooperative institutions is needed. Thirdly, the strategy can facilitate solidarity of various groups in local region. According to the analysis of the strategy projects, it is essential to collect their knowledge, passion, and enthusiasm of related groups to effectively implement the strategy. It can also provide a methodology for minor groups of society to document their memories. This study suggests the directions of documenting local regions in consideration of current archival infrastructure of Korean as follows; Firstly, very selective and intensive documentation should be pursued rather than comprehensive one for documenting local regions. Though it is a very political problem to decide what subject has priority for documentation, interests of local community members as well as professional groups should be considered in the decision-making process seriously. Secondly, it is effective to plan integrated representation of local history in the distributed custody of local archives. It would be desirable to implement archival gateway for integrated search and representation of local archives regardless of the location of archives. Thirdly, it is necessary to try digital documentation using Web 2.0 technologies. Documentation strategy as the methodology of selecting and acquiring archives can not avoid subjectivity and prejudices of appraiser completely. To mitigate the problems, open documentation system should be prepared for reflecting different interests of different groups. Fourth, it is desirable to apply a conspectus model used in cooperative collection management of libraries to document local regions digitally. Conspectus can show existing documentation strength and future documentation intensity for each participating institution. Using this, documentation level of each subject area can be set up cooperatively and effectively in the local regions.

  • This research has focused on CI development by regioni government, with emphasis on CI case study of Haenan Chonnam Province. Haenam is located at the most sourthe part of Chonnam Province and famous as a starting point ( Namdo Tour and dinosaur foot traces at Woohangri. CI Ie Haenam county was studied and developed to promote tn pride and love for Haenam and to enhance the uniqu1 image of Haenam to the tourists.

A Suggestion to Establish Maul Archives to Improve Maul Culture (마을문화 활성화를 위한 방안, '마을기록관'을 제안한다)

  • Maul is a rural community with common culture and self-government system and generally consists of tens of houses living together in Korea. Maul is different from a village in the West. Maul archive is a community archive of a maul. It is not only the space to record the life of residents, history and culture of a maul but also the space to realize democracy by the participation of maul residents and to satisfy the cultural life of current residents. Nowadays, it is very important to establish maul archives to connect mauls and to communicate with the outside world, to reinforce the orignal form in maul culture and revive the alienated maul culture. To establish the maul archives, it is necessary to draw the recognition and continuous interest of the central and local government and scientifical study of scholars. The first step to found maul archives is to organize a committee. Then the committee will benchmark the preceding practices, collect, record and manage the maul archives. The maul archives is recommended to be housed in an existent traditional house with some remodeling for spaces of display and education, preservation and management. I believe that the maul archive is culturally meaningful for the resident. They will enjoy and develop their lives better, connected to outside world. The co-operation of the scholar, the resident, and the government will foster the maul archive to a success.

A study on the research trends of records management in the UK through articles published in Archives and Records (Archives and Records 학술지 수록 논문을 통한 영국 기록관리학 연구 동향 분석)

  • The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.

A Study of the Plan for Library Operation and Curation Provision as a Community Memory Preservation Center (공동체 기억보존센터로서의 도서관 운영 및 큐레이션 제공 방안 연구)

  • This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.

Development in the Means of Transportation of Busan in the Modern Age and Its Records: Focused on Trains and Trams (근대 부산의 교통 발달과 기록 - 기차와 전차를 중심으로 -)

  • The modern age is such an era of time and space compressed. The central axis having compressed the time of the modern Busan city was the very trains and trams. The development of the means of modern transportation, such as trans and trams, came to change the time-space characteristics of cities in the modern age. Through trains and trams regarded as symbols of modern cities, this study attempted to find the localities of Busan as a modern city. The development of the modern Busan city was actually based on modernity and colonial exploitation. Documents of localities provide data to read humans' local-related experiences. 'Documenting localities' related to the means of modern transportation is a work process to read the localities of Busan in the modern age. Through this process, it is possible to understand how means of transportation can be correlated with a local community, local residents' daily lives and spatial change. Overall, this study is such a small attempt for this concern.

A Study on the Meaning and Scalability of Citizens' Oral History Archiving: Focusing on the Ministry of Culture, Sports and Tourism's 'Digital Life History Archiving Project' in 2021 (시민 구술 아카이빙의 의미와 확장성 고찰 2021년 문화체육관광부 디지털생활사아카이빙 사업을 중심으로)

  • This study aims to emphasize the importance and activation of citizen oral history. As is well known, research on oral history gradually began in earnest in Korea from the 1980s. Until now, citizen interviews by researchers and elite interviews by researchers have steadily increased in quantity. However, citizen interviews by citizens are insignificant. The "Digital Life-history Archiving" project, which has been under the supervision of the Ministry of Culture, Sports and Tourism since 2021, is a new and meaningful attempt. Citizens are educated on archiving and oral history to conduct interviews and produce archives. It is producing high-quality oral archives, securing citizens' archiving capabilities, and building local cultural resources. Based on the experience of participating in this project in 2021, I evaluated the performance and limitations and looked at the implications. I expect it to help reduce trial and error in the future. I also proposed a plan to actively produce and utilize citizen oral archives. To this end, specific cooperation between oral-history institutions and oral archives platforms were also proposed.

An Analysis of the Effect on Using Digital Exhibition of Archives (아카이브의 디지털 전시 활용효과 분석)

  • Recently, the development of information technology (IT) continues to promote the digitalization of archives (valuable records) and has therefore, affected archiving centers. This digitalization is shown to these archiving centers by taking advantages of various digital exhibitions. This study aims to consider why it is necessary to use digital exhibitions in archiving centers. In order to examine the needs of digital exhibitions, this study focuses on some ideas and important roles in digital exhibitions and research cases of online exhibitions applied with digital technology. Consequently, this study derives some values from them. Digital exhibitions held online continuously provide the following; first, a great amount of information about the archives by using hyperlink; second, the ability to recreate the attractive contents of digitalized archives by utilizing virtual reality, which makes the users greatly interested; the third and final thing online digital exhibitions provide is the storytelling it provides, which also serves as an avenue for people to communicate with one another. These processes of communication are also reflected in the story. In addition, they can help publicize not only the archiving center, but also the local community as it promotes cultural and tourism resources.

Records & archival Management Research of Sagamihara City, Japan (일본 사가미하라시(相模原市)의 기록관리 연구)

  • This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making 'exemplary records management system' in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the 'advisory body', actively utilized the organization of 'local government', which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the "practical view" of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of 'systematic record management'.
