Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. • As the developed and developing economies make the transition to knowledge-based economies, the high-tech sector has been the primary engine in enabling this transformation. Given this context, the policy making and implementation abilities of the countries' local administration assume significance. This study therefore attempts to examine the policy evolution undertaken by China and India which resulted in the emergence of high-tech startup ecosystems in these countries. Further, using a theoretical framework for an ideal entrepreneurial ecosystem, it tries to understand the similarities and differences prevalent currently in the Indian and Chinese high-tech startup ecosystem. The results of the study indicate that although both the countries took different paths, from a macro-perspective, they follow the same pattern as observed in the US and Israel policy making - that of the change in the role of Government as a regulator to that of an enabler of the entrepreneurial ecosystem. The differences and similarities between the key entrepreneurial ecosystem components provide additional knowledge about the currently prevailing conditions of the ecosystem in these countries.

  • The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

  • The Oxford area is one of the major innovative regions of the world. The innovative characteristics of the area, however, have not been well exposed to the academic communities of the world and Korea. In fact, the area was a base of breading the Cambridge area and has also been playing important roles in creating the major British high-technology region, called "Golden Triangle," composed of Oxford, Cambridge and London. This paper investigates the process of growing innovativeness of the Oxford area and sheds more lights on the birth, growth and key actors of the area's Regional Innovation Systems(RISs). For this research, the author reviewed the literature related to the RISs, and gathered data based on the Internet, statistical data sources, interviews with local scholars and practitioners.

  • Objectives: The budget gap in the health sector of local governments affects the supply of health services, which can cause the health gap. This study classified local governments according to their financial characteristics, such as local financial independence and health budget level. It analyzed the health behaviors and disease prevalence of local residents to examine the effect of local government financial investment on the health of local residents. Methods: To classify types according to the financial characteristics of local governments, financial independence and the health budget data for 17 local governments were collected from the local fiscal yearbook of the Ministry of Public Administration and Security. The prevalence of chronic diseases and healthy behavior was compared using the 16,333 data of adults between the ages of 30 and 65 years among the original data of the National Health and Nutrition Examination Survey (2016-2020). Results: Cluster analysis was used to classify local governments into five clusters according to the health financial capacity type. A comparison of the prevalence of local residents by cluster revealed a similar prevalence of hypertension, diabetes, and hypercholesterolemia. On the other hand, the obesity rate (P < 0.01), high-risk drinking rate (P < 0.01), aerobic physical activity rate (P < 0.001), and healthy eating practice rate (P < 0.001) were significantly different. In addition, an analysis of the odds ratio based on the Seoul area revealed a higher risk of health behavior of non-Seoul residents. Conclusions: It is necessary to review the universal health promotion project budget considering the degree of regional financial vulnerability from the viewpoint of health equity to narrow the health gap among regions.
