A study on World Heritage conservation policies through the case of the Dresden Elbe Valley (드레스덴 엘베계곡의 사례로 본 세계유산 보존 정책)

  • The Dresden Elbe Valley of Germany was delisted from the World Heritage List after a long dispute amongst the city of Dresden, UNESCO and the World Heritage Committee upon a plan to build a four-lane bridge within the boundaries of the property. The plan was claimed to threaten the Outstanding Universal Value of the heritage embedded in the view of the river landscape. However looking back on the necessity of the bridge in order to maintain the city dynamics and the needs of the local population, it is possible to diagnose that plans for the bridge had a rather different nature from the usual urban 'development' plans appearing in the vicinity of other World Heritage properties. This article examines the process that led to the delisting of the Elbe Valley from the World Heritage List and assesses the problems arising between the entities which determine the value of the heritage and the entities that implement conservation measures. Recognizing the necessity of involving the local residents, this article stresses the importance of the role of communities in heritage conservation. It is also important to set up dependable directions for establishing conservation policies which takes into account the changing dynamics of the living environment, and sound methods for assessing the impact of future projects on the heritage.

A LETS (Local Exchange and Trading System) Policy Proposal for Revitalizing the Healthy Family Support Center's Family-Cooperative Activities (Pumasi) Project (건강가정지원센터의 가족품앗이사업 활성화를 위한 정책적 제안 - 지역화폐 도입을 중심으로-)

  • The first local exchange trading system(LETS), established in Comox Valley in Canada, aimed at facilitating the regional economy. However, in Korea, LETS was adopted to encourage mutual aid and promote community spirit among residents. This study examines the feasibility of LETS as a revitalization initiative for Pumasi and suggests a number of policies that can be implemented to support the project. The findings are as follows: First, the LETS credit system was found to complement social capital initiatives among Pumasi participants in the early stages of the Pumasi project. Second, combining LETS and Pumasi initiatives was found to consolidate community spirit and encourage a cooperative way of life among participants due to the fact that LETS enlarges the scope of local residents' participation and diversifies the services being exchanged. A number of policy suggestions are made for combining LETS with Pumasi. First, the project must define a vision of its long-term purpose and outcomes. Second, local residents should be employed as assistants to facilitate the project. Third, Pumasi participants should ensure that childcare exchange services are of the highest quality by providing an educational program on parenting. Fourth, the project manager's employment conditions and working environments must be guaranteed.

The effect of local topography on the seismic response of a coupled train-bridge system

  • The local topography has a significant effect on the characteristics of seismic ground motion. This paper investigates the influence of topographic effects on the seismic response of a train-bridge system. A 3-D finite element model with local absorbing boundary conditions is established for the local site. The time histories of seismic ground motion are converted into equivalent loads on the artificial boundary, to obtain the seismic input at the bridge supports. The analysis of the train-bridge system subjected to multi-support seismic excitations is performed, by applying the displacement time histories of the seismic ground motion to the bridge supports. In a case study considering a bridge with a span of 466 m crossing a valley, the seismic response of the train-bridge system is analyzed. The results show that the local topography and the incident angle of seismic waves have a significant effect on the seismic response of the train-bridge system. Leaving these effects out of consideration may lead to unsafe analysis results.

Numerical Simulation of NOx Concentration in Gwangyang Bay, Korea (광양만권 질소산화물(NOx)의 수치모의)

  • A three-dimensional photochemical air pollution model considered advection, dispersion, photochemical reactions, and precipitation processes was developed. The calculated results of meteorological observation clearly exhibited geographical effects of Gwangyang Bay, in which land and sea breezes, mount-valley winds and local circular winds occurred. The observed results of daytime NOx concentrations were slightly higher than the calculated NOx concentrations in Yosu industrial complex, Gwangyang iron mill, and container yard. Eventually, the calculated NOx results generally agreed well with the observed ones.

  • This is but a brief description of a cave which, although well known to local inhabitants, appears to be unknown to the N.Z.S.S. It is reputed to be one of several caves in this region, but we have so far been unable to continue our prospecting here as fully as is needed. The cave is in no way unique nor of an outstanding nature; being within an isolated remnant of a much younger limestone which appears to have once extensively overlain the old Paleozoic basement rocks of the Aorere valley region. It seems probable that it is in the same limestone as the well-known Te Anaroa tourist cave, at Rockville near Collingwood, and that of the Brown River caves south of Bainham.(omitted)

Numerical Simulation Experiment on the Wind Ventilation Lane of the Local Circulation Winds in Daegu (대구지역의 국지적 대기순환풍의 환기경로에 관한 수치모의 실험)

  • In urban area, thermal pollution associated with heat island phenomena is generally regarded to make urban life uncomfortable. To overcome this urban thermal pollution problem, urban planning with consideration of urban climate, represented by the concept of urban ventilation lane, is widely practiced in many countries. In this study, the prevailing wind ventilation lane of a local winds in Daegu during the warm climate season was investigated by using surface wind data and RAMS(Reasonal Atmospheric Model System) simulation. The domain of interest is the vicinity of Daegu metropolitan city(about 900 $km^{2})$ and its horizontal scale is about 30km. The simulations were conducted under the synoptic condition of late spring with the weak gradient wind and mostly clear sky. From the numerical simulations, the following two major conclusions were obtained: (1)The major wind passages of the local circulation wind generated by radiative cooling over the mountains(Mt. Palgong and Mt. Ap) are found. The winds blow down along the valley axis over the eastern part of the Daegu area as a gravity flow during nighttime. (2)After that time, the winds blow toward the western part of Daegu through the city center. As the result, the higher temperature region appears over the western part of Daegu metropolitan area.

Efficient Peer-to-Peer Lookup in Multi-hop Wireless Networks

  • In recent years the popularity of multi-hop wireless networks has been growing. Its flexible topology and abundant routing path enables many types of applications. However, the lack of a centralized controller often makes it difficult to design a reliable service in multi-hop wireless networks. While packet routing has been the center of attention for decades, recent research focuses on data discovery such as file sharing in multi-hop wireless networks. Although there are many peer-to-peer lookup (P2P-lookup) schemes for wired networks, they have inherent limitations for multi-hop wireless networks. First, a wired P2P-lookup builds a search structure on the overlay network and disregards the underlying topology. Second, the performance guarantee often relies on specific topology models such as random graphs, which do not apply to multi-hop wireless networks. Past studies on wireless P2P-lookup either combined existing solutions with known routing algorithms or proposed tree-based routing, which is prone to traffic congestion. In this paper, we present two wireless P2P-lookup schemes that strictly build a topology-dependent structure. We first propose the Ring Interval Graph Search (RIGS) that constructs a DHT only through direct connections between the nodes. We then propose the ValleyWalk, a loosely-structured scheme that requires simple local hints for query routing. Packet-level simulations showed that RIGS can find the target with near-shortest search length and ValleyWalk can find the target with near-shortest search length when there is at least 5% object replication. We also provide an analytic bound on the search length of ValleyWalk.

Speed-up of Document Image Binarization Method Based on Water Flow Model (Water flow model에 기반한 문서영상 이진화 방법의 속도 개선)

  • This paper proposes a method to speed up the document image binarization using a water flow model. The proposed method extracts the region of interest (ROI) around characters from a document image and restricts pouring water onto a 3-dimensional terrain surface of an image only within the ROI. The amount of water to be filed into a local valley is determined automatically depending on its depth and slope. The proposed method accumulates weighted water not only on the locally lowest position but also on its neighbors. Therefore, a valley is filed enough with only one try of pouring water onto the terrain surface of the ROI. Finally, the depth of each pond is adaptively thresholded for robust character segmentation, because the depth of a pond formed at a valley varies widely according to the gray-level difference between characters and backgrounds. In our experiments on real document images, the Proposed method has attained good binarization performance as well as remarkably reduced processing time compared with that of the existing method based on a water flow model.

Application of the Onsite Earthquake Early Warning Technology Using the Seismic P-Wave in Korea (P파를 이용한 지진 현장 경보체계기술의 국내 적용)

  • Purpose: This study aims to design and verify an onsite EEWS that extracts the P-wave from a single seismic station and deduce the PGV. Method: The P-wave properties of Pd, Pv, and Pa were calculated by using 12 seismic waveform data extracted from historic seismic records in Korea, and the PGVs were computed using empirical equation on the P properties - PGV relationship and compared with the observed values. Results: Comparison of the observed and estimated PGVs within the alarm level shows the error rate of 86.7% as minimum. By reducing the PTW to 2 seconds, the alarm time can be shortened by 1 second and the seismic blind zone near the epicenter can be shortened by 6 Km. Conclusion: Through this study, we confirmed the availability of the on-site EEWS in Korea. For practical use, it is necessary to develop regression formula and algorithm reflect local effect in Korea by increasing the number of seismic waveform data through continuous observation, and to eliminate the noise from the site.

  • Sea/land circulation system is a representative mesoscale local circulation system in coastal area. In this study, wind fields around coastal area. Pohang, which is affected by this system was investigated and its detailed characteristic analysis was carried out. The following can be found out from the numerical simulation. Generally, at nighttime mountain winds prevail and land breeze toward the coastal area was well simulated During daytime, valley wind and sea breeze was simulated in detail. Especially, as a result of analyzing the land breeze path, it could be found along the coastline as it flows out through low land coastal area. In order to investigate the accuracy of model results. wind speed, temperature and wind direction of continuous typical sea/land breeze occurrence day was compared with observation data. Analyzing the characteristics of local circulation system was very hard because of horizontally sparse observation data but from the above result, a numerical simulation using RAMS, which satisfies the spatial high resolution, will provide more accurate results.
