This paper is aimed to analyse the recent changes in family planning as a step in an evaluation of the results of the population control policy which has been strenuously pursued by the government since December 1981. The data used in this analysis comes from the 1985 national fertility and family planning survey conducted by the Korea Institute for Population and Health (KIPH) in May 1985. According to the 1985 survey data, there have been great changes in both the contraceptive practice and fertility rates since the strengthening of the government's population control policy in 1 981. The contraceptive practice rate for married women aged 15-44 has increased from 57.7% in 1982 to 70.3% in 1985, an increase of 12.6% points in the short span of only 3 years. During the same period, the total fertility rate has declined from 2.7 in 1982 to the population replacement level which was planned to achieve by 1 988. More than 80% of women aged over 30 or with two children or more are practicing contraception, while the practice rates of women with 0-1 children are 14.0% and 45.1% respectively. The survey has revealed that the increase of contraceptive practice rate during 1982-1985 has mainly attributed to the high acceptance of sterilization procedures which practice rate of the married women has increased from 28.1% to 40.3% for the period. Also, the survey data shows that 24.7% of those women with only one child is practicing contraception for thepurpose of fertility termination. The government, taking into account of rapid changes in contraceptive practice and fertility rates, is formulating a population plan during the sixth fiveyear economic and social development plan (1987-1991) to achieve 1% ofpopulation growth rate by 1993, which was planned to realize by 2000. In order to meet this demographic goal, the existing population control policy measures should be improved to be suited to the recent contraceptive use and fertility changes. From this standpoint, the following considerations should be put forth; 1) improvement of the current program management systems including target allocation and evaluation schems for recruiting new acceptors in the young 20s groups to use contraceptives for birth spacing and to increase high continuation rates through the strengthening of follow-up services for the acceptors, 2) increase of self-supporting contraceptive users by promoting commercial advertisements on contraceptives through mass media including T.V. and radio, 3) development of social support policies including incentive schems, and strengthening of IE & C activities for increasing the proportion of the one-child family, 4) strengthening of population and family planning education in and out school youth, and 5) strengthening of management capabilities at the provincial and local program managers.
Maul is a rural community with common culture and self-government system and generally consists of tens of houses living together in Korea. Maul is different from a village in the West. Maul archive is a community archive of a maul. It is not only the space to record the life of residents, history and culture of a maul but also the space to realize democracy by the participation of maul residents and to satisfy the cultural life of current residents. Nowadays, it is very important to establish maul archives to connect mauls and to communicate with the outside world, to reinforce the orignal form in maul culture and revive the alienated maul culture. To establish the maul archives, it is necessary to draw the recognition and continuous interest of the central and local government and scientifical study of scholars. The first step to found maul archives is to organize a committee. Then the committee will benchmark the preceding practices, collect, record and manage the maul archives. The maul archives is recommended to be housed in an existent traditional house with some remodeling for spaces of display and education, preservation and management. I believe that the maul archive is culturally meaningful for the resident. They will enjoy and develop their lives better, connected to outside world. The co-operation of the scholar, the resident, and the government will foster the maul archive to a success.

It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.
Where is a better place to live? In the coming era, this should be more than simply a livable place. It should be an adaptable place that has a flexible system adaptable to any new situation in terms of diversity. Customization and real-time operation are needed in order to realize this technologically. We expect a smart city to have a flexible system that applies technologies of self-monitoring and self-response, thereby being a promising city model towards being a better place to live. Energy demand and supply is a crucial issue concerning our expectations for the flexible system of a smart city because it is indispensable to comfortable living, especially city living. Although it may seem that energy diversification, such as the energy mix of a country, is a matter of overriding concern, the central point is the scale of place to build grids for realizing sustainable urban energy systems. A traditional hard energy path supported by huge centralized energy systems based on fossil and nuclear fuels on a national scale has already faced difficult problems, particularly in terms of energy flexibility/resilience. On the other hand, an alternative soft energy path consisting of small diversified energy systems based on renewable energy sources on a local scale has limitations regarding stability, variability, and supply potential despite the relatively light economic/technological burden that must be assumed to realize it. As another alternative, we can adopt a holonic path incorporating an alternative soft energy path with a traditional hard energy path complimentarily based on load management. This has a high affinity with the flexible system of a smart city. At a system level, the purpose of all of the paths mentioned above is not energy itself but the service it provides. If the expected energy service is fixed, the conclusive factor in choosing a more appropriate system is accessibility to the energy service. Accessibility refers to reliability and affordability; the former encompasses the level of energy self-sufficiency, and the latter encompasses the extent of energy saving. From this point of view, it seems that the small diversified energy systems of a soft energy path have a clear advantage over the huge centralized energy systems of a hard energy path. However, some insuperable limitations still remain, so it is reasonable to consider both energy systems continuing to coexist in a multiplexing energy system employing a holonic path to create and maintain reliable and affordable access to energy services that cover households'/enterprises' basic energy needs. If this is embodied in a smart city concept, this is nothing else but smart energy inclusion. In Japan, following the Fukushima nuclear accident in 2011, a trend towards small diversified energy systems of a soft energy path intensified in order to realize a nuclear-free society. As a result, the Government of Japan proclaimed in its Fifth Strategic Energy Plan that renewable energy must be the main source of power in Japan by 2050. Accordingly, Sony vowed that all the energy it uses would come from renewable sources by 2040. In this situation, it is expected that smart energy inclusion will be achieved by the Japanese version of a smart grid based on the concept of a minimum cost scheme and demand response.
Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. The importance of the competitive power of a city is thus increasing. Because of this each region is trying to develop its own differentiated image and to create branding using unique historical and cultural resources and, as one of the strategies for this, public spaces have been developed. For a public space to be used as a means to promote the attractiveness of a city, creates a local image and works as a medium to help a community of people realize a pleasant life. Therefore, in this study, I am clarified theoretically the meaning of placeness and form factors. and study realization methods in the space around the public space case. The results of the study are as following. In the modern space, Place is to be understood as a recognition and experience. Therefore rather than spatial structure physical fixed, recognition through the human experience is an important feature of the place-making, it is necessary to access in spatial planning based on this point of view. The factors of the placeness formation are physical environment factors, activity elements of the human, the meaning factors. and these elements form the placeness through via interaction. Therefore, even space implementation of the place, it is necessary to grasp the elements of each, as well as the physical aspects in particular, planning programmatic and various functions must be parallel strategically. There is a need to implement a space device that can be carried out in space activities.
This study, in the perspective of universal design, newly suggests UD-WCAG 2013 for the evaluation of job information sites used by the silver generation. Using this, 13 senior clubs run by social welfare corporations chosen by the central and local government for the silver generation job information provision organizations to analyze the compliance status of web accessibility. The web compliance status analysis was done through a self-assessment tool from Korea Agency for Digital Opportunity and Promotion and UD-WCAG 2013. Although both analyses showed that there weren't differences according to region, the general level of compliance was shown as low. In the UD-WCAG 2013's 7 major categories the part about errors was shown providing appropriate solutions, but in the other parts it was shown that the all 13 websites were being run with insufficient consideration of the social and physical characteristics of the silver generation.

In order to solve the traffic problem which comes to be serious at day, the impotance of Intelligent Transport Systems(ITS) that accomplish information gathering, information processing, information offering with up-to-date scientific techniques is coming to be high. But many local self-government group want to solve the traffic problems with introduction of ITS, however, it is a actual condition where the systematic effective analysis is insufficient. This study establishes the methodology of effective analysis as introduction of ITS, which refers to the inside and outside of the country instance. And then, this research accomplishes direct and indirect effective analysis with the case study. As a result of SUWON ITS introduction effect analysis, the travel speed of TRC mode is increased 31%, and the delay of TRC mode is diminished 43.9% than before introducing case. Most of the citizen felt the improvement effect of ITS system operation, and the majority wanted the expansion of the ITS system in survey. The analysis of economic result that B/C ratio is 5.12. So, The the effect and economic propriety of the ITS enterprise appeared with the fact that it is sufficient.
