국내 공공도서관이 설치 운영하는 일반열람실은 문화선진국에 거의 존재하지 않는 한국적 특수성을 대변하는 공간이다. 그것이 지역주민을 위한 필수공간이라면 모든 공공도서관이 설치 운영해야 한다. 그렇지 않다면 기존 공공도서관은 일반열람실의 축소 내지 개선방안을 마련하고 신축도서관은 설치여부를 전략적으로 고민할 필요가 있다. 이에 본 연구는 일반열람실 운영현황 및 주요 쟁점을 분석한 후에 직원(사서) 및 이용자를 대상으로 일반열람실에 대한 인식도를 조사 비교하여 방향성을 제시하였다. 이 연구결과는 지방공공재 논의의 중심적 테마인 일반열람실 문제에 대한 지속적인 논의에 단초를 제공하고 바람직한 대안을 강구하는데 기여할 수 있다.

Library is a communication channel between book and human. Specially public library furniture plays an important role from every aspect in information materials and users, among users and in relationship between library managers and users. This study defined library furniture as a communication channel which connects library materials and users and was based on 35 local libraries and 12 overseas libraries. The author studied major elements and characteristics which constitute communication types among storage furniture, furniture in reading areas and furniture in digital reading area. The followings are the results from the study. First, storage furniture should be designed by reflecting characteristics of library materials and for effective delivering to the users. Therefore utmost communication can be made by searching for various designs in book-shelves and effective manner of display. Secondly, furniture in reading areas should support various users' needs from customized browsing to long hour studying and there should be properly supported for private space and correspondent reading postures. The third, there are needs for design conditions to support privacy and for comfort from long hour reading and mobility out of posture change in digital reading areas. The fourth, there should be ergonomically designed furniture plan and surroundings in public library which can boost various reading postures. Also furniture plan should be done by considering users' bodies and eyes orientations which can result in improved power of concentration.

대다수 국가의 공공도서관은 지방행정당국 및 중앙정부의 예산과 지원으로 설립되는 지식문화기관이다. 그러므로 공공도서관은 지역사회의 모든 구성원이 공평하게 이용할 수 있는 다양한 자원과 서비스를 통하여 지식정보에 대한 접근을 보장해야 한다. 이러한 역할은 범세계적 현상이며, 모든 국가의 공공도서관에 적용되는 보편성이다. 반면에 많은 국가의 공공도서관 정책과 운영에는 예외적 상황을 의미하는 특수성이 존재하며, 그것은 경제성장 및 발전단계의 차이와 사회문화적 다양성에서 기인한다. 이에 본 연구는 국내 공공도서관을 대상으로 정책적, 기능적, 운영적 측면에서 특히 주목할 필요가 있는 작은도서관 확충, 평생학습 지상주의, 위탁경영 비율의 가파른 상승, 자유열람실의 설치와 운영이 보편성에 기반을 둔 특수성의 용인인지, 특수성을 가장한 보편성의 부정인지를 담론차원에서 분석하였다.

이 연구는 16개 광역시 도 지역대표도서관의 평생교육 강좌의 유형, 내용, 수준 현황과 울산광역시 소재 4개 공공도서관의 학습목적, 강좌내용, 수업방법의 구체적 실태와 성과를 분석하였다. 이 분석 결과를 토대로 공공도서관 평생교육 강좌의 개선방안을 차별성과 체계성 확립 그리고 강좌 평가를 위한 모형 개발을 제시하였다.

이 연구는 인도네시아의 도서관 생성과정과 현황을 역사적인 고찰을 통해서 살펴보았다. 350여년의 서구와 일본의 식민통치 기간 동안 도서관은 정보를 통제하는 역할을 하였고, 독립 후에 국민의 문해 진흥을 위한 노력 중 하나로 도서관을 설립하였지만, 아직도 체계적으로 자리 잡고 있지 못한 상황이다. 그 대안적인 활동으로 자생적으로 생겨난 지역별 커뮤니티 도서관이 개인 및 민간단체 차원에서 이루어지고 있다. 이와 같은 현상은 현재 인도네시아 사회에서 도서관이 시민사회에서 평생교육 및 문화의 통로가 될 수 있는 실질적인 방안에 대한 논의가 시급한 실정임을 보여주고 있다. 따라서 이 연구에서는 이러한 문제점을 해결할 수 있도록 인도네시아 도서관의 공공성 증진을 위한 정책적 제안을 제시하였다.

The Purpose of this study is analyzed that (l) How the public Libraries under the Japanese Rule since the end of the Yi-Dynasty were recepted and generated by the people and (2) How they were organiged and managed. (3) Also it examined that how they affected the development of the libraries of today. 1. The following are the analyzed results: Three types of the public Libraries under the Japanese Rule for a period of 36 years engaged busily in colonization were Private's Public Libraries, Local Self-Government's Libraries and the Central Governmental Libraries, and were in order established. 2. They were eatablished by individuals, Confucian School Foundation, Young Men's Clubs, School Associations, Korean brethren residing abroad, or The Press Centering around the Local Self-Governments and the Japanese Government-General. 3. In 1932 of the period of the Japanese Rule, the number of Libraies gained the summit and reached 80 Libraries. The Public Libraries including the Central Governmental Libraries remained in existence until the end of the War had been kept up the functions of the Libraries, but the Private Libraries operated by the Koreans were very small and poor. As a result, most of them were closed up and some Libraries transferred their controls to the public. Until the end of the war, only a little over 10 Private Libraries were Kept up. From the aspects of it's organization system, the most of their libraries replaced their chief librarians with non-professional county-headmen or Local supporters. From the aspect of collections, they wate mainly consists of Japanese books for the proper quidance of the public thought based on the ideology of Japanese Rule to Korea and on the industrial promotion rather than books about Koreanology or Western books. At that time, the Library users were with the jobless men and students as the central figures. And the next ranking by the social position of readers was children, farmers, merchants, industrialists, public servants, miscellaneous and educators. Their reading tendencies laid stress on linguistics and literature, physical sciences and medicine, While the reading trend of military sciences and medicine, while the reading trend of military sciences and engineering were very inactive. This was because the Japanese Government-General had not kept the military collections on file. Besides, they were reluctant to make Korean's learn the professional knowledge and so the main reference materials of technology not provited. Most of the Libraries put practiced in circulation services were very important circulation in withinder of the reading room rather than in outside of the Library building. On the other hand, their circulation services has above came with many limitations. As stated above, the public Libraries' managements and activitives under the period of Japanese Rule were the way and means to achive the colonial and imperialistic purpose of the Japanese Empire.

본 연구의 목적은 공공도서관이 지역콘텐츠 및 지역민의 요구에 부합한 특화주제를 선정하고 이를 기반으로 특화도서관을 운영함에 있어 필요한 실질적 가이드라인을 개발하는 것이다. 이를 위해 총 43개 국내 외 도서관을 선정하여 특화도서관 설립과정, 지역적 특성, 특화장서, 특화예산, 특화인력, 특화네트워크, 특화시설 및 환경, 특화프로그램, 홍보 등을 조사하여 시사점을 도출하였다. 도출된 시사점을 기반으로 운영 가이드라인을 4단계로 제안하였는데, 특화서비스 지원체계를 확립하고 지역밀착형 특화주제를 선정하는 준비단계, 선정된 특화주제를 서비스하기 위하여 도서관 환경을 조성하는 조성단계, 특화주제 관련 정보복합문화서비스를 기획하고 제공하는 운영단계, 서비스 고도화 및 확장을 위하여 도서관 외부기관과 소통하는 확산단계 등이다.

이 논문에서는 다양한 매체 환경 속에서 살아가는 어린이들에게 독서는 어떤 의미이며, 그들의 특성과 독서에 대한 인식에 대해서 알아보고 나아가 독서교육은 어떠한 방향으로 행해져야 하는지에 대해 살펴보았다. 그리고 전 세계적으로 일고있는 어린이 독서운동의 국내외적인 사례를 살펴보고, 이에 우리나라의 어린이 독서운동을 성공적으로 이끌기 위해 공공도서관의 역할과 방안에 대해 논의하였다. 공공도서관은 어린이와 책을 연결해주는 매개자로서의 소임을 다해야 하며, 공동체 문화의 형성과 마음의 상처를 치유하는 한 방법으로 공공도서관이 중심이 되어 세대를 이어주는 이야기문화를 부활시켜야 한다. 그리고 무엇보다 절대적으로 부족하고 열악한 어린이 독서환경 개선을 위해서 지방자치 단체에서는 '어린이도서관'을 설치하는 데 힘써야 하며. 학계와 도서관협회 및 도서관 현장에서는 어린이 독서운동을 지속적이고 체계적으로 이끌어갈 주체인 어린이 전문사서의 양성을 위해 교육적, 제도적 뒷받침을 해야 한다.

이 논문은 일본의 공공도서관에서 일어나고 있는 도서관의 관리운영의 민간위탁에 관한 연구이다. 연구의 목적은 1970년대 국가적인 행ㆍ재정개혁이라는 정책의 일환으로 시작된 효율적 운영과 지방재정의 위기가 맞물리면서 일어난 민간위탁에 대해서 그 이유와 배경, 역사를 살펴보고, 실태를 파악함으로써 앞으로의 대응 및 대비책을 찾아내고자 하는 것이다. 그 중에서도 이런 일련의 민간위탁이 진행됨에 따라 감량경영, 효율적 관리에 의한 사서의 감소, 사서직종의 폐지, 그리고 도서관의 얼굴인 대민봉사업무의 민간업자에 의한 위탁에 따른 비정규직이 증가함으로써 파생되는 사서직의 위기를 분석하고, 앞으로의 나아가야 할 방향을 제시하였다.

본 연구는 도시개발 변화에 따른 공공도서관 신축부지선정에 대한 법적 검토사항을 살펴보고, 일반적인 부지특성과 입지기준을 고찰하였다. 또한 전주시를 대상으로 적합한 부지를 선정하기 위하여, 지역주민들의 정보문화활동에 관한 각종 지표 및 통계자료를 조사하였고, 이용자 설문조사를 실시하였다. 그리고 이를 토대로 새로운 공공도서관 설립 비전과 목적을 수립하고, 부지선정 계획을 단계별로 제안하였다. 본 연구는 도서관 신축부지선정과 지방정부의 도서관정책개발 및 예산확보의 타당성 근거로 활용하는데 유용한 자료가 될 것으로 기대한다.
