Local histogram equalization is one of the most popular ways of enhancing the local brightness features of an input image. However, local histogram equalization reveals some problems. First, undesired artifacts are produced by over-enhancing the local features. Second, the enhancement of local features does not always result in global contrast enhancement. To cope with these problems, we propose an illumination driven local histogram equalization method. First, to estimate the illumination information, the proposed method combines the input image and the blurred image produced through the process of the down-sampling and the up-sampling. Next, the proposed method adaptively adjusts the mapping function estimated by the local histogram equalization using the information of the illumination. As a result, the proposed illumination information driven local histogram equalization method simultaneously enhances the global and the local contrast levels while preventing any local artifacts. Experimental results show that the proposed algorithm outperforms the conventional methods on objective and subjective criteria.

This study analyzes the current status of records management in the creation organization of records identified in the joint government audit from 2010 to 2019. Various methods for quantitative analysis were conducted on 43 audit results from 15 local governments to identify problems in each area of records management for the creation organization of records. In particular, the problems were identified through an analysis of the problems in records management by year. Furthermore, implications in processing and records management were also derived through the identification of the problems in such areas and the relationships with the officer in charge of records management.

In the learning phase of multilyer feedforword neural network,there are problems such that local minimum,learning praralysis and slow learning speed when backpropagation algorithm used.To overcome these problems, the genetic algorithm has been used as learing method in the multilayer feedforword neural network instead of backpropagation algorithm.However,because the genetic algorith, does not have any mechanism for fine-tuned local search used in backpropagation method,it takes more time that the genetic algorithm converges to a global optimal solution.In this paper,we suggest a new GA-BP method which provides a fine-tunes local search to the genetic algorithm.GA-BP method uses gradient descent method as one of genetic algorithm's operators such as mutation or crossover.To show the effciency of the developed method,we applied it to the 3-parity bit problem with analysis.

This paper examined the present status of local newspapers and their problems. It was originated from the fact that the number of local newspapers have continuously increased since 1987 when the establishment of newspaper company became convenient, and that as a result the competition among local newspapers became high and several unexpected negative out comes brought forth. The analytical focus of this parer was placed on the internal and external environments surroundings local newspapers. The results showed followings: There are too many local newspapers competing each other in the same area; Financial crises mainly caused by over-competition are critical; Ownership and business operations are too distorted to take the socially expected role of newspapers; Many newspapers are often mobilized for the political and economic purposes of the owner; Market rules and advertising inducement practices are likely to be violated because of over-competition; the morales of Journalists are decreased and work qualities are deteriorated. On the basis of these findings this paper suggested several policy implications: The structure of ownership has to be changed into a direction where a few major stock-holders cannot influence the whole business operations; Top managers have to change their business motivation from profit-seeking to profit-sharing; business practices has to be open and clean; New editorial polices attracting readers have to be established; qualified Journalists have to be recruited and they have to be retrained throughout their career life.

This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

This paper introduces a local non-positivity of two set-valued mappings (F,Q) and considers the existences and properties of solutions for set-valued mixed vector FQ-implicit variational inequality problems and set-valued mixed vector FQ-complementarity problems in the neighborhood of a point belonging to an underlined domain K of the set-valued mappings, where the neighborhood is contained in K. This paper generalizes and extends many results in [1, 3-7].

This paper presents several applications of an improved estimator of the constitutive relation error (CRE) for plasticity problems. The cumulative aspect of the CRE estimator with respect to time is analyzed and we propose a first analysis of the local effectivity indexes of the CRE estimator in plasticity.

A well-defined relative degree, which is one of the basic assumptions in adaptive control or nonlinear synthesis problems, is addressed. It is shown that this is essentially a necessary condition for asymptotic tracking in discrete-time nonlinear systems. To show this, tracking problems are defined, and a local linear input-output behavior of a discrete-time system is introduced in relation to a well-defined relative degree. It is then shown that if a plant is invertible and accessible from the origin and a compensator solves the local asymptotic tracking problem, then the plant necessarily has a well-defined relative degree at the origin.

This study analyses various articles on famology presented in home journals 1980. The articles show rapid growth in quantity and variety of subjects and also show high quality of research analysis methods. However only 13.5% of the articles contribute to social problems. This study claims that various arguments and analyses should be made concerning the prospect of Korean families and the family functions. Educational programs must be made for healthy families and solving family problems and of counseling and therapy. And scholars should take a role in central or local government committees to shape policies for family welfare. They should also go into the local societies for practicing their studies.

The new approach is a kind method of restoring temporary defect. Here, it is important for the defect not to occur problems of both local effect and global system. A basic concept is that it measures remaining prestress of PSC structures during the defect is restored. This study suggested new approach for measurement of remaining prestress. Two important results are obtained. First, safety problems, local stress concentration and global system, are very satisfied. Second, measurement value exists within error bound $\pm$ 1% in comparison with known value.
