Domestic Restrictions on the Opening of Retail Stores

  • This study has explored a number of problems arising from distribution restrictions and the ways to improve efficiency. As matters stand, since the cooperation between larger stores and local retailers is limited due to the nature of the market, the current situations call for bottom up restrictions such as the active promotion of smaller merchants and traditional marketplaces, the enhancement of the competitiveness of smaller merchants and manufacturers through the establishment of a customized consulting support program for individual shops, and the continual support for traditional marketplaces with facilities and management modernization. The government should maintain the optimal balance between the efficiency and effectiveness of the distribution industry through such bottom up restrictions as shown above, rather than the top down restrictions primarily relying on the hurdles to the establishment of stores. The problems raised in this study include: (i) the decline of traditional marketplaces and the alleged over saturation of stores; (ii) the possible abuse of indiscreet restrictive measures; (iii) the harmful effects of the monopoly or oligopoly by larger distributors; and (iv) the lack of systematic programs to promote development. The ways to improve efficiency are: (i) the establishment of the policies to specialize and nurture traditional marketplaces; (ii) the effort to prevent the injury arising from monopoly; (iii) the two tire strategies for the coexistence of larger and smaller businesses; and (iv) the administration of joint sales promotion and training.

A Study on the Characteristics and Sustainability of Social Cooperatives (사회적 협동조합의 특성과 지속가능성에 관한 연구)

  • Korea's social cooperatives were enacted by law in December 2012. However, it is in the process of being settled and has not been established institutionally. So social cooperatives are failing. The purpose of this study is to reduce these failures. To this end, this study distinguished between co-operatives and social co-operatives. Also, the characteristics and concepts were identified. That is why we want to help our social cooperatives in Korea. The results based on the literature research are as follows. First, in order for domestic social co-operatives to be sustainable, the seven principles of co-operatives must be observed. In particular, the sixth principle is important. It is important to form a social cooperative association and to communicate with local cooperatives. Their communication is less likely to fail because they can share management support information, education, promotion, and strategies. Second, there is a need for a plan that can be applied not only to the government but also to general enterprises in order to support social co-operatives. Third, related policies of the government and the private sector should be designed and managed in an integrated manner to promote social cooperatives. Fourth, public relations should be promoted through campaigns to inform the public that the meaning of social cooperatives is for the public good. In addition, the government needs to build a program that fosters professionals who can foster social co-operatives. In conclusion, it is meaningful that this study suggests possible ways to develop social co-operatives in Korea, and provides support to the Korean government.

A Study on Prototype Model for Mesoscopic Evacuation Using Cube Avenue Simulation Model (Cube Avenue 시뮬레이션 모델을 이용한 중규모 재난대피 프로토타입 모델 연구)

  • Recently, the number of disasters has been seriously increasing. The total damages by the natural or man-made disasters during the past years resulted in tremendous fatalities and recovery costs. It is necessary to have efficient emergency evacuation management which is concerned with identifying evacuation route, and the estimation of evacuation and clearance times. An emergency evacuation model is important in identifying critical locations, and developing various evacuation strategies. In that existing evacuation models have focused on route analysis for indoor evacuation, there are only a few models for areawide emergency evacuation analysis. Therefore, we developed a mesoscopic model by using Cube Avenue and performed evacuation simulation, targeting road network in City of Fargo, North Dakota. Consequently, a mesoscopic model developed in this study is used to carry out dynamic analysis using network and input variable of existing travel demand model. The results of this study show that the model is an appropriate tool for areawide emergency evacuation analysis to save time and cost. Henceforth, the results of this study can be applied to develop a disaster evacuation model which can be used for a variety of disaster simulation and evaluation based on scenarios in the local metropolitan area.

Influence of Franchisors' Supporting Strategy on Franchisee Attitude and Performance: Moderating Effect of Competitive Intensity (가맹본부의 지원제도가 본부에 대한 태도 및 가맹점의 재무성과에 미치는 영향 : 지역상권 경쟁강도의 조절효과를 중심으로)

  • Purpose - This article aims to present and test a model regarding franchisors' supporting activities that may positively influence franchisees' attitude toward the franchising headquarter and their own business performance. Moreover, the authors examine the moderating effect of competitive intensity between franchisee attitude and business performance. Most previous research focused on behavioral performance measurements such as satisfaction, trust, and commitment. There are few empirical studies that focus on financial performance data because it is difficult to determine a relational mechanism between behavioral and financial performance. Moreover, financial data is confidential and difficult to collect in many cases. However, this study measures financial performance (e.g., sales revenue per square meter) differently than most previous research, which is mostly focused on the behavioral performance measurements. Research design, data, and methodology - To test our hypotheses, we selected 137 franchisee managers who are running chains of one of the foremost bakery franchise brands in South Korea. This study carefully investigated the reliability, content validity, convergent validity, and discriminant validity of the proposed instrument by analyzing the data obtained from the samples. The data was analyzed using the AMOS structural equation modeling program. Results - The results indicated that: non-financial support activities (e.g., information exchange and communication) had a positive impact on the franchisee attitude toward the franchising headquarter. The franchisee attitude in turn had a positive effect on the headquarters' business performance. Furthermore, competitive intensity could enhance the relationship between franchisee attitude toward franchising headquarter and business performance in a local franchise market. However, financial support activities (e.g., rewards and promotional support) and training had no relationship with either franchisee attitude or business performance. Conclusions - This study provides some practical implications to franchisors in terms of franchise operation and store opening strategies. With respect to the franchise operation strategy, franchisors need to focus on non-financial rather than financial support. Most franchisees consider the necessity of financial support activities and not their sufficiency because these activities are specified in their franchise contract. In addition, it is important for franchisees to maintain a positive attitude for the franchise headquarters. The franchisees with a positive attitude for the franchisor can show a high degree of solidarity for various support activities, and it consequently determines franchisees' sales performance. In terms of franchise store opening strategy, this study suggests an additional criterion that can be considered in determining the location of direct and non-direct management stores (e.g., franchisees' stores). In this research, franchise stores located within high level of competitive intensity are shown to have a high relationship between franchisee attitudes of franchisor support activities and business performance compared to the franchisees located within low competitive intensity level. This result shows that opening non-direct franchise stores is more effective than direct stores in higher competitive market situations. Research contribution, implications, and further research directions are discussed at the end of the paper.

A Study on Policies to Privatize Basic Environmental Facilities in Korea (우리나라 환경기초시설의 민영화 방안 모색에 관한 연구)

  • For successful privatization of environmental facility, a sound environmental policy is required to satisfy social motivation and economic. The primary purpose of environmental facility is not profit, but to supply a good quality service, an efficient management tool is needed to run the facility. In foreign countries, the privatization policy was originally based on the principle of complete competition achieving economic effiency. There were efficient cooperation and division of labor between civillian and public sector. First of all, the local government had independant budget. But, we found that the environmental facility have two important problems, the first is low effiency of operation and the second is comsumed to government finances as a homemade rate 50% in the technic application For a successful privatization of the environmental facility, The law of private capital introduction should be amended to promote fund raising. There are some other strategies ; overcoming of Nimbyism, research development of the privatization, field trip to the successful foreign environmental facilities. To support an efficient privatization policy, the environmental budget should be managed by cost-benefit analysis.

Study on Design Standards for Nature-like Fishway in Korea (국내 자연형 어도 설계 기준 마련을 위한 고찰 - 자연형 어도 표준 모형안의 문제점과 개선방안을 중심으로 -)

  • While over 90 percent of fishways are made up with concrete material, nature-like fishways are started to be established as a form of small stream using natural materials. Recently, the central government in collaboration with a university has proposed a 'Standard Model of Nature-like Fishway' with a purpose to provide as a national design standard of nature-like fishway. This study aims to criticize the proposed design model of nature-like fishway and to propose improvements by examining other international cases. As a result, we found problems and limitations of the proposed design model due to the lack of research and experience about making nature-like fishway in Korea. Especially, for designing bypass nature-like fishway we found the lack of studies about structure management strategies, establishment of rocks or pebbles inside the stream, and natural materials. In this sense, more studies about nature-like fishway design adaptable to our environment need to be conducted. In addition, since the proposed design standard for nature-like fishway has been created based on the limited examination of existing domestic cases, it is desirable to improve the design standard on the basis of hydrological and biological research so that they could be adapted effectively to regional and local contexts.

  • This research was performed to review the marketing PR(MPR) strategy to build the brand image of Chungnam tourism for the inducement of foreign tourist. Because each local governments are looking for the industries of new growth power from the tourism industry recently, we applied the BI strategy of Chungnam tourism with expended BLC model and GRID model after we analyzed the variety of PR situation and tasks to build the Chungnam tourism's brand image in the competitive domestic and foreign tourism industry. In the result of the study, we set up the limited brand image of Chungnam tourism newly; also we derived a specific action plan. First of all, they need every possible means for Brand Awareness PR, Issue PR, Brand Loyalty PR, etc. depend on brand life cycle with the Chungnam's tourism service products. Secondly, for the each tourism service products, it is requiring to repositioning from present position (B, C, D area) to A area by MPR strategy. Finally, many additional MPR strategies should put in to support for building the brand image for the 'Tourism Chungnam'. The strategic SNS public relations are required with considerations of items that are necessarily need to have the reasons and circumstances for the new foreign tourists, so they can have experiences for the Chungnam Tourism. For the existing foreign tourists, we should keep to build relationship in order to give them trusts and to feel sympathy.

A Study on the Differentiation Strategy of Public Libraries through Strategic Competition Analysis: The Case of Public Libraries in Jung-Gu, Incheon (전략경쟁분석을 통한 공공도서관의 차별화 전략방안 연구 - 인천 중구의 공공도서관을 중심으로 -)

  • The purpose of this study is to derive differentiation strategy through strategy competition analysis on public libraries in order to enhance the competitiveness and efficiency of libraries. To that end, this study conducted a status analysis, management resources analysis, external and internal environment analysis on four public libraries located in Jung-gu, Incheon to identify the situation of strategy competition, and conducted a competitor analysis, customer segment analysis, and customer value analysis of four public libraries through various library related statistical data, national library operation evaluation data, library user satisfaction surveys, and interview with chief librarian and senior librarians. As the result, this study suggests three differentiation strategies by library. First of all, the four public libraries need to provide customized services targeting different target users within the region. Secondly, public libraries need to develop active library services that directly visit passive users, who are information have-nots, considering geographical accessibility and the composition of the population in the region. Last, public libraries should form a cultural community that cooperate with the local community and develop various programs that reflect the identity of the region.

The Restructuring of the Chemical Industry in Jilin City, China (중국 지린(吉林)시 화학공업의 재구조화)

  • This paper studies the characteristics of the restructuring of chemical industrial complex in JiLin city since 1978 focusing on enterprise organization, the process of production, labor, and consumer market. The number of chemical industrial enterprises and their partnership with subcontractors have increased since 2001. As for the type of cooperation group, research institutes and local government are accounted for the greatest portion. The chemical industrial enterprise in JiLin which has adopted Fordism production method still has the highest percentage in 2007. And in the shift process of production system after China's entry into WTO(in 2001), chemical industrial enterprise in JiLin city takes allowing more investment in production technologies as core strategy, while taking improvement in equipment and development of new products as core strategy in the shift process of production technology. The degree of labor re-education was highest in 2007, and as for the relationship between labor and management, enterprises which evaluate the ability of performance of duty are increasing. The characteristics of restructuring of chemical industrial complex on consumer market, domestic market accounted for the greatest portion, on the other side the export is feeble. As for strategy of market restructuring, industrial enterprise in JiLin city should use Quality improvement and high-value added as core strategies to cope with alteration of market.

Are "Unstable" Burst Fractures Really Unstable?

  • Objective : The stability is an important factor to decide the treatment plan in thoracolumbar burst fracture patients. Patients with an unstable burst fracture generally need operative management. Decrease in vertebral body height, local kyphosis, involvement of posterior column, and/or canal compromise are considered important factors to determine the treatment plan. On the other hand, in thoracolumbar injury classification system (TLICS), surgery is recommended in patients with TLICS of more than 5 points. The purpose of this study was to apply the TLICS score in patients with thoracolumbar burst fractures and to distinguish the differences of treatment plan on burst fracture. Methods : All patients, diagnosed as a thoracolumbar burst fracture between January 2006 and February 2019 were included in this study. Unstable thoracolumbar burst fracture was defined as burst fracture with neurologic deficit, three-column injury, kyphosis over 30 degrees, decrease of anterior body height over 40 percent and canal comprise more than 50%. TLICS score was measured with morphology, neurological involvement and posterior ligamentous complex integrity. The existence of instability was compared with TLICS score. Results : Total 233 patients (131 men, 102 women) were included in this study. In Denis classification, 51 patients (21.9%) diagnosed as stable burst fracture while 182 patients (78.1%) had unstable burst fracture. According to TLICS, 72 patients (30.9%) scored less than 4, while 161 patients (69.1%) scored 4 or more. All the patients with stable burst fracture scored 2 in TLICS. Twenty-one patients (9.0) scored 2 in TLICS but diagnosed as unstable burst fracture. Thirteen patients had over 40% of vertebra body compression, four patients had more than 50% of canal compromise, three patients had both body compression over 40% and kyphosis over 30 degrees, one patients had both body compression and canal compromise. Fifteen patients presented kyphosis over 30 degrees, and three (20%) of them scored 2 in TLICS. Seventy-three patients presented vertebral body compression over 40% and 17 (23.3%) of them scored 2 in TLICS. Fifty-three patients presented spinal canal compromise more than 50%, and five (9.4%) of them scored 2 in TLICS. Conclusion : Although the instability of thoracolumbar burst fracture was regarded as a critical factor for operability, therapeutic strategies by TLICS do not exactly match with the concept of instability. According to the concept of TLICS, it should be reconsidered whether the unstable burst fracture truly unstable to do operation.
