도로와 지하시설물에 대한 정보공유체계구축은 정보공유미흡으로 인한 각종 안전사고방지 및 중복투자방지를 위해서 필요하다. 따라서 본 연구에서는 지자체단위의 정보공유체계 구축방안으로 기본도 일원화(l/l,000수치지형도), 공유항목의 선정, 메타데이터 표준안 설정, 정보공유체계구축안을 제시하였다. 정보공유체계 구축안은 전용망을 이용한 분산형과 인터넷망을 이용한 웹기반형을 제시하였다. 또한 지자체에서 도로기반시설물에 대한 정보공유체계를 구축할 경우 적용할 수 있는 추진방안을 제안하였다.

This paper describes Web-based information sharing mechanism in our hazard map creation support system. This system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. We have implemented a mechanism to share and integrate data of each terminal through a Web server. We expect that this information sharing effects scalability and usefulness of our system by utilizing collected local hazard information of each district.

This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

본 연구에서는 최근 사회적으로 논의되고 있는 쟁점 중 하나인 공유경제서비스가 지역 관광지 내 공유경제네트워크 구축 과정에서 어떤 방식으로 정착될 수 있을지에 대해서 탐색적 수준에서 분석했다. 일반 소비자들을 대상으로 조사하여 분석한 결과, 숙박 및 차량 기반 공유경제서비스에 대해서 호의적인 태도는 지역공유경제서비스의 네트워크 및 지역 주민교육의 필요성, 지역경제활성화에 대한 신념에 직접적으로 영향을 주지 않고, 소비자 스스로의 공유경제서비스에 대한 지식, 정보 학습의 열망이 매개되어 영향을 주는 것으로 나타났다. 이 같은 분석결과를 통해 지역의 관광자원개발 과정에서 구축될 수 있는 공유경제서비스 활성화는 지역사회, 지역주민들의 노력만으로 이루어질 수 없으며, 소비자의 공유경제에 대한 정보 및 지식의 학습이 함께 구현되어야만 지역관광지 활성화로 이어질 수 있음을 알 수 있었다. 이제 지역사회의 공유경제 네트워크를 통한 관광지 및 관광자원 개발은 소비자와 지역주민의 상호작용을 통한 긴밀한 의사소통을 통해 추진되어야 할 것이다.

This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.

공간정보는 정보의 공유 및 개방, 융 복합 활용 등에 있어서 상위정책과의 연계성을 높일 뿐만 아니라 시민의 능동적 참여와 빅데이터를 연계한 창조적 활용에 기여할 수 있다는 점에서 지방자치단체 공간정보정책의 중요성은 크다. 하지만 수치지형도를 포함한 기본공간정보의 갱신, 공간정보 서비스 발굴, 공간정보 공유 및 협력 등 지방자치단체 공간정보 정책 수립은 미흡한 실정이다. 본 연구에서는 지방자치단체의 공간정보정책 개선방안을 도출하기 위해 중앙정부와 지방자치단체의 공간정보정책 및 시스템을 비교하고 지방자치단체 공간정보정책 시행계획과 서울시 32개 공간정보시스템 활용설문을 분석하였다. 연구결과 지방자치단체의 공간정보정책 개선을 위해 업무 부서와 연계하여 준공도면 등을 이용한 기본도의 수시 갱신, 국가공간정보통합체계를 통한 최신 공공부문 공간정보의 확보, 공간정보 플랫폼을 통한 정보의 공유, 공간정보 기반 정책 참여 관련 성공 사례의 벤치마킹 등이 제시되었다.

인적자원관리와 지식공유는 조직의 성과향상을 위해 필수적인 전략으로서 매우 중요한 연구주제임에도 불구하고 이들 개념간의 연계고리를 밝히고자 하는 연구는 매우 적었다. 본 연구에서는 지방정부를 대상으로, 인적자원관리와 지식공유 그리고 조직내부성과간의 관계를 분석하였다. 분석결과 인적자원관리는 지식공유에 긍정적인 영향을 미치며, 지식공유는 인적자원관리를 부분적으로 매개하여 조직의 내부성과에 영향을 미치는 것을 알 수 있었다. 이러한 연구결과를 토대로 정책적 시사점을 제시하였다.

연구목적: 각 지자체들은 다양한 문화공간을 보유하고 있다. 하지만 이용자들은 문화 관련 정보나 위치 등을 정확히 알지 못한다. 따라서 필요한 정보들을 지역주민들은 물론 외지인들에게 효과적으로 전달하기 위한 정보기술 적용 방법이 필요하다. 본 논문에서는 지역문화 공유를 위한 정보의 자발적인 생산과 이용자 스스로의 환경보호를 위한 방법을 연구하였다. 연구방법: 이를 위하여 QR코드, 빅데이터 분석, SNS에 기반을 둔 상호작용 홈페이지 등의 정보기술을 활용하였다. 연구결과: 그 결과로 이용자들에 의한 자생적인 커뮤니티 형성 방법과 이런 활동에 따른 개인정보 보호 방안을 도출하였다. 결론: 이 연구로 이용자들이 지역문화에 대한 이해를 높이고, 자율적인 환경 개선 참여를 유도하여 지역문화 발전에 기여할 수 있을 것이다.
