A Study for Construction of Road and Underground Facilities Information Sharing Systems in Local Government (지자체단위의 도로기반시설물 정보공유체계 구축을 위한 연구)

  • It is required that information sharing and integrated management between roads and underground facilities because there are so many possibilities to happen unexpected accidents. But if there are road excavation work happened, work agency should ask fer other facility information to the facility management company. In the case of local government, it is increasing that the needs for the development of roads and underground facilities management system and information sharing because digital map generation(1/1,000 scale) completed. In this study, as a way of integrated management and information sharing between roads and underground facilities, centralized system based on internet web technique and decentralized system based on closed network technique between the local government are considered. And for the development of information sharing system, action plan and considering points are proposed.

  • This paper describes Web-based information sharing mechanism in our hazard map creation support system. This system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. We have implemented a mechanism to share and integrate data of each terminal through a Web server. We expect that this information sharing effects scalability and usefulness of our system by utilizing collected local hazard information of each district.

Design and Implementation of Community-based Hazard Mapping Support System Based on Mobile Cloud in Traditional Towns with Local Heritage

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • The study explores the way how sharing economy services of accommodation and car rental, one of social issues actively discussed today are settled in the process of sharing economy building in local destinations. The result shows that average consumers expressed their favorable attitude toward the sharing economy services. However, the consumer's attitude didn't directly affect the consumer's positive perception that there is need for local sharing economy service network and the educational system for local residents and the network helps the economy. Instead consumer's knowledge of sharing economy services and their eagerness to learn the knowledge as parameters related the consumer's attitude to their perceptions; the consumer's attitude affected indirectly their perceptions. The study shows that local communities and their residents' efforts are not enough simply to activate the sharing economy services in the development process of tourist resources, while it asks consumers to learn information and knowledge of the sharing economy. Therefore, consumers and residents should interact and communicate closely with each other to help the development of local destinations and tourist resources based on sharing economy.

  • This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.

  • Local governments' spatial information policies are very important in that it can increase the relatedness to upper policy regarding the share, openness and converged utilization of spatial information and contribute to voluntary participation and creative uses linked to big data. However, local governments' spatial information policies require enhancement since it need to update framework spatial data, to derive spatial information service and to share the data. In this research, we compared the spatial information policies and related systems of central and local governments, and analyzed the local governments' spatial information policy enforcement plans and the Seoul metropolitan government's utilization survey on 32 spatial information systems. In the result, for the improvement of local governments' spatial policies, on-demand updating of base map using the as built drawings linked to field work departments, securing up-to-date public domain spatial information through the NSDI system, sharing of spatial information based on the spatial information platform and benchmarking of best practices related to the spatial information based policy participation are suggested.

  • In this study, we analyzed the effects of how Human resource management affects the knowledge sharing that facilitates organizational performance. Human resource management has received very little attention in the study of knowledge management. However, main drivers of knowledge activities are individual members of an organization and thus knowledge management strategies should be discussed in relation with human resource management. The results show that human resource management was significantly positively related to knowledge sharing, and the relationship between human resource management and organizational performance was partially mediated by knowledge sharing. Lessons and implications of this study for management leadership are presented.

  • Purpose: Each local government has a variety of cultural spaces. However, users do not know exactly about cultural information or location. Therefore, information technology application methods are needed to effectively communicate the necessary information to local residents as well as to outsiders. In this paper, we studied the voluntary production of information for the sharing of local culture, and the methods for protecting the environment of the users themselves. Method: For this, information technology such as QR code, big data analysis, and interactive homepage based on SNS was used. Result: As a result, we derived a method of community creation by users, and the personal information protection from such activities. Conclusion: This research will contribute to the development of local culture by encouraging users to understand the local culture more and to participate in autonomous environmental improvement.
