With the support of the government and public institutions, local government characters achieved a lot of quantitative growth. However, there are very few successful cases such as strengthening local identity and revitalizing the local economy using characters. This paper presents a transmedia storytelling strategy as a way to solve the problem of local government characters. To do so, I identify the problems of the current local government characters, and analyze the preceding studies on the features and components of transmedia contents, and the principles of transmedia storytelling, to develop strategies and yielded the expected effect. The transmedia strategy of local government characters consists of a total of three stages. In the first step, the local identity is established through the development of a unique story to the region. The second step, improve attractivity by renewing character design for various individual media platforms. And lastly the third step, enhance usability by expanding interactivity based on communication and participation of development actors and the public. This paper is meaningful in that it derives a transmedia storytelling strategy from the perspective of brand marketing as a way to revitalize local government characters. Based on the conclusions drawn from this study, a follow-up study is needed to apply it to specific cases of local government characters.

This study illustrates the necessity and feasible process of constructing local collections in public libraries. One of the important responsibilities of public libraries is to collect, preserve, and provide local information in order to enhance the identity of the region and local culture and to maintain and preserve the social memory of the community. However, as the subjects and types of local information are diverse and are owned and scattered by various persons and organizations in the local community, it is difficult to collect materials and build collections. There is, as a result, a lot of confusion in the library field. Focusing on the case of a few public libraries that hold good local collections, this study attempted to add suggestions to build a local collection containing regional history and locality and to promote related services.
This study set out to investigate the reality of local press and changes to the occupational identity of reporters through the job mobility of reporters at local newspapers. The study examined what reasons the reporters had when they retired from one of three paper newspapers in Daejeon, where they moved to, and how their career mobility was. Some of them remained in the field of journalism including paper newspapers of the same kind and Internet newspapers, and others moved to various areas including politics, administration, academy, economy, and culture and art. The biggest number of them said they left their old paper newspapers because of poor wages and welfare benefits and absence of future visions. Their decision of leaving their old paper newspapers was also influenced by restructuring, restrictions to coverage and reporting, and great workload. Before the IMF foreign currency crisis in 1997, the press labor market was a typical internal labor market with the practitioners joining a newspaper in open recruitment and climbing up the promotion ladder from a common reporter through Deputy Head and Head of a department to Director of a bureau. The emergence of new media and the financial difficulties of newspaper corporations were currently making the internal labor market worse. Reporters made active use of social capital such as regionalism, alumni ties, and news beats rather than changing jobs by increasing their professionalism through self-development, thus causing side effects including the weakened supervision and criticism functions of local newspapers and damaging their occupational identity as reporters.
In modern society, cultural heritage has played a role in constituting national identity. The Cultural Heritage Education Project started in the 2000s by the Cultural Heritage Administration was also aware of the issue of sustainable development and cultural diversity as major cultural issues at the time. However, the main purpose of previous cultural heritage education was to foster national identity. The Cultural Heritage Administration has executed cultural heritage education programs since 2006. The education program of the cultural heritage teacher visiting the school, the project to designate a cultural heritage school, and an education program to experience cultural heritage at an archaeological site were carried out. In the 2010s, the theme of cultural rights and enjoyment of cultural heritage in life was raised as an important issue. Cultural heritage education had to accept the 'new meaning of cultural heritage', 'cultural rights', and 'learnercentered education'. In this context, the local cultural heritage education project started. The region is a space where various identities are reconstructed. However, local cultural heritage education itself cannot realize cultural heritage enjoyment in life. Therefore, it is necessary to seek cultural heritage in life through the various efforts of local cultural heritage education.
Orientalness is a concept that expresses the collective identity of the Orient in relation to the West. The concept itself is mutable and defined by the relationship between the two regions at different points in time. Changes in the concept depend on a number of factors, such as cultural influence, the political balance of power between the two regions, and on the interpretative scheme that defines the relationship. In addition, the geographical notion of the concept evolves culturally, socially and politically. During this process, Oriental-ness becomes Oriental-ism at times. I will attempt to survey and measure the progression of Orientalness from its emergence in early 17th century to its subsequent transformation in modern Korea as reflected in art theory and art works. The recognition of the comparative characteristics of Oriental art began when the Orient was exposed to the art of the West in the late Ming dynasty during the early 17th century. The changes in the artistic climate in China affected the late Chosun. I will start with a brief introduction of this time and the birth of Orientalness. The concept gradually changed during the period of Enlightenment(開化期) towards the end of the 19th century, and during the colonial period( 1910-1945) it took on a new form. Establishment of the concept of "Orient"as a single, unifying concept spanning across cultures and national boundaries has been attributed to late Meiji period Japan, whose intention at that time is believed to have been to build a pan-Asia(亞細亞) empire with Japan at its commanding center. It has been stressed that the real motive behind the formation of one single cultural unit, where the shared common written language was Chinese and Confucianism and Taoism were the common metaphysical traditions, was to build one political unit. When the notion of a geographical unit of Asia was replaced by the concept of Asia as a cultural and political unit, a massive growth of interest and discourse were provoked around the concept of Orientalism. When Orientalism was being formulated, Korea automatically became member of "one Asia" when the country became colonized. For Koreans, the identity of the Orient had to be defined in cultural terms, as the political notion of a nation was non-existent at that time. The definition of identity was pursued at two levels, pan-Asian and local. If Orientalism was an elite discourse centered in pan-Asian philosophical and religious tradition, localized Orientalism was a popular discourse emphasizing locality as the byproduct of natural geographic condition. After the liberation in 1945 from colonial rule, a thrust of movement arose towards political nationalism. Two types of discourses on Orientalism, elite and popular, continued as central themes in art. Despite the effort to redefine the national identity by eradicating the cultural language of the colonial past, the past was enduring well into the present time. As discussed above, even when the painting themes were selected from Korean history, the tradition of using history painting as a manifestation of political policy to glorify the local identity had its founding during the Meiji period. The elevation of folk art to the level of high art also goes back to the colonial promotion of local color and local sentiment. Again, the succession of the past (colonial) ideal was defended as the tradition assumed a distinct modern shape that was abstract in style. The concept of the "Orient" is of relative and changing nature. It was formulated in relation to Western culture or civilization. Whatever the real motive of the adoption of them had been, the superiority of the Orient was emphasized at all times. The essence of the Orient was always perceived as the metaphysical tradition as a way to downgrade Western culture as materialistic. This view still prevails and the principle of Orient was always sought in Confucianism, Taoism, and Buddhism. Even when Orientalism was employed by imperialist Japan in an effort to establish her position as the center of the Orient, the spiritual source was still in Chinese philosophy and religion. In art also, the Chinese literati tradition became the major platform for elite discourse. Orientalism was also defined locally, and the so-called local color was pursued in terms of theme and style. Thus trend continued despite the effort to eradicate the remnants of colonial culture long after liberation. These efforts are now being supported politically and also institutionalized to become the aesthetic ideal of the modern Korean art.
The purpose of this paper is to improve efficiency in establishing brand identity by researching the effect of local airlines' use of color identity on consumer's brand awareness. Case analysis on color image has first been implemented. And then an empirical study has been carried out in order to measure the effects of consumer's brand awareness based on color image and correlation of an airline company's image with its color image on formation of brand image. Airline's use of color identity, associated with color image, plays an important role in consumer's brand association. Also, the importance of color application will be raised identifying that it has a positive impact in establishing domestic airline's brand identity. This will contribute to the domestic airlines in emerging as global leaders with distinct brand identities and competitive edge. Furthermore, this study will suggest continuing research focusing on new aspects in sensuous consumption behavior given that existing researches on airline's brand have been limited to human services, system, and flight operation.
In the glocal era, the competitiveness of local authorities leads to national competitiveness. Even though they have competitively adopted slogans to stay competitive, the process has not been systematic. The goal of this study is to provide basic data needed to develop and utilize urban brand slogans effectively. In terms of a research scope, 48 slogans currently in use by 24 local authorities of Gyeongsangbuk-do as of April 2020 were chosen. Concerning the lingual representation of such slogans, diverse languages such as Korean, English and Sino-Korean have been used. In terms of meaning of meaning and material type, there was a lack of coherence among the slogans. In addition, they were poor in representing identity, and abstract image upgrade types were commonly found. It is anticipated that the study results would make a contribution to the development of urban brand slogans and value generation.
The purpose of this study is to study the community narrative ethics of China·Taiwan film. in the context of globalization and locality. I especially wish to look this part through narrative·hermenutical approach and communitarian ethics against contemporary liberalism and individualism. In particular, this article focuses on the works of Hou Hsiao-Hsien, Zhang Yimou, Lee Ang, Tsai Ming-Liang, Chang Tso-chi and Chen Kaige. China and Taiwan's main directors show family and country's community narratives through the self understanding and identification that we call narrative conception of the self. The idea of local community and identity is related with inheritances, history and tradition from the past of my family, my city, my tribe, my nation. Main directors make and have the story of those communities which I derive my identity. And community narratives from the life histories that define us form local community's solidarity should have the openness to other communities. Community narratives shouldn't be separated from the aspect of globalization and locality. After all, I examined whether the local community narratives reveals meaningfully from the standpoint of globalization and locality through China·Taiwan film.

Security and privacy issues complicate wireless local area network deployment. for a wired network, certain levels of security are maintained since access to the physical medium is restricted to the devices physically connected to the network. Though wireless local area networks offer some built-in security features, security breaches are possible if appropriate precautions are not taken. This paper describes security issues related to wireless local area networks and presents a software approach for restricting and controlling wireless access. The system authenticates users on the basis of identity, privileges and access hardware by distributed software agents that implement security policy and restrict unauthorized access.

Recently, Transformer has made great progress in video retrieval tasks due to its high representation capability. For the structure of a Transformer, the cascaded self-attention modules are capable of capturing long-distance feature dependencies. However, the local feature details are likely to have deteriorated. In addition, increasing the depth of the structure is likely to produce learning bias in the learned features. In this paper, an improved Transformer structure named TransDCS (Transformer with Dynamic Convolution and Shortcut) is proposed. A Multi-head Conv-Self-Attention module is introduced to model the local dependencies and improve the efficiency of local features extraction. Meanwhile, the augmented shortcuts module based on a dual identity matrix is applied to enhance the conduction of input features, and mitigate the learning bias. The proposed model is tested on MSRVTT, LSMDC and Activity-Net benchmarks, and it surpasses all previous solutions for the video-text retrieval task. For example, on the LSMDC benchmark, a gain of about 2.3% MdR and 6.1% MnR is obtained over recently proposed multimodal-based methods.
