Objectives: This paper reviews the integrated health promotion program in health center to analyse the problems and to provide the future directions aiming to health promotion block grants. Methods: The guidebook for the integrated health promotion program published by the Minister of Health and Welfare were reviewed in this study. And also the empirical results and theoretical considerations were used in making future directions. Results and Conclusion: This paper suggested four improvement directions as follows; first, the legal review committee is needed to approve when the central government change the way of health promotion program in health center. Second, the required programs should be replaced by an integrated outcom evaluation indicators. Third, the central government should strengthen the capacity of local government. And finally, visiting training should be conducted each health center.
Objectives: Recently, the rate of death by chronic disease, is increasing steadily. To prevent this, the public health center will have taken a leading role in the local community medical business through an establish to the national health promotion act and an amendment to the law of public health center in Korea. Results: Accordingly this research, using the Pender's health promotion model which is related with subject health behavior who government employees serve at the public health center have taken important position in the local community health promotion, have comprehended the actual condition of health behavior. For increasing the health behavior practice of subject to comprehend the factor which have effect on health behavior practice, which can be a correct role model in the local community health promotion. A survey was performed on 406 government employees who serve at five public health centers in Seoul. The period of survey was from 25th October, 2010 to 15th November, 2010. The results of this study were summarized as below. 1. Work-related stress, perceptible beneficial obstacle, and self-efficacy were composed by 5 points measure. The results show those work-related stress were $3.06{\pm}0.469$, 74perceptible beneficial obstacle were $3.74{\pm}0.471$, and self-efficacy were $3.49{\pm}0.469$. 2. As for the health behavior by general characteristic, the results have specific differences on age, education level, state of marriage, rank of the position, field of the occupation and employment forms in statics analysis. 3. As for the past health behavior by health behavior characteristic, work-related stress have specific differences on the past frequency of drinking (p<.05) in statics analysis, perceptible beneficial obstacle have specific differences on the past frequency of having breakfast(p<.05), having snacks(p<.05) and doing exercise(p<.05) in statics analysis. Self-efficacy have specific difference on the past frequency drinking(p<.01) in statics analysis. 4. According to the correlation between the factors related with health behavior and health behavior, the health behavior have specific differences on perceptible health condition(p<.01), the past health behavior and perceptible beneficial obstacle(p<.05). Work-related stress and self-efficacy don't have specific relation in health behavior practice. 5. The factors, which effect on health behavior practice have specific differences on the past health behavior, employment forms and field of the occupations. The ability of explanation occupied 54.8% what explained of the health behavior practice by general characteristic, perceptible health condition, employment forms and perceptible beneficial obstacle. Conclusions: According to the correlation between the factors related with health behavior, the health behavior have specific differences on perceptible health condition(p<.01), the past health behavior and perceptible beneficial obstacle(p<.05). The factors, which effect on health behavior practice have specific differences on the past health behavior, employment forms and field of the occupations.
The health center has to play an important role in promoting community health and satisfying a variety of community health needs and demands in the decentralized Korea. The nearly enacted Community Health Act compels every health center to make its own health plans which intend to deal with local health problems and plan its future health care. This obligation is obviously a big burden to most health centers. They do not have experiences in and abilities of making local health care plans. In order to establish a systematic community health plan, health centers have to concentrate their efforts on enhancing the ability of making health care plan through gathering and analysing the local health informations. However, it is very difficult in reality. This is simply because it will take long time to accomplish these activities. It seems natural that various professionals and researchers participate in carrying out the process of making community health plan in the initial stage. No standardized methodology and analysing framework exist even in the health professional society. Nonetheless, it is common to introduce survey research methodologies in analysing consumer's health care utilization and cost, and in identifying factors influencing health behaviors. Many researchers and professionals have applied social survey methodologies in obtaining information on providers and health policy makers as well. The authors have found that few studies have ever utilized local health data stored at the self-employed medical insurance society as the data source of planning activities. The purpose of this study is to illustrate the usefulness of the data stored at the Sung-Dong Gu Self-employed Medical Insurance Society in establishing the community health plan. The major contents of this study are as follows ; 1. frequency of utilization by age, area, sex, type of medical care institutions, and some major diseases 2. Medical treatment by type of medical care institutions, by classification of 21 diseases, by frequency of three-character categories 3. Medical treatment of major neoplasm and some chronic diseases by age, sex, and area. The conclusion of this study is that it is of great potentiality to find out the local health problems and to use them in blueprinting the community health plan through comparing the frequency of medical utilization analyzed by a variety of variables with NHI health data or the health data from survey research.
The objective of this study is to investigate financial integrity strategies for sustainable development of local public medical centers, and particularly focus on seeking ways to enhance its financial efficiency and publicness. The data which was collected from 33 local public medical centers was analyzed by Data Envelopment Analysis to measure its financial efficiency. Then, Matrix Analysis was used to examine the association of financial efficiency and publicness of local public medical centers with related factors. In the aspects of facilities and location, according to the results, the local public medical centers which have larger number of available hospital beds or located in bigger cities were examined to have higher degree of publicness. In the aspect of human resources, greater number of doctors made both financial efficiency and the degree of publicness decreased, whereas higher participation rate of educational program for doctors affects increasing its financial efficiency and publicness. Lastly, in the aspect of costs, higher labor, material, and administrative cost diminished financial efficiency, but enhanced the degree of publicness. Based on these results, this study concluded that enhancing the publicness of local public medical centers should be pursued by increasing the accessibility with better facilities and location, and also concurrently organizing rational expenditure structure with appropriate cost investment to the resources of local public medical centers. Also, it is necessary to enhance both financial efficiency and publicness simultaneously by improving the quality of health care services through the educational programs for medical staffs.
For the development of Korean health promotion projects, this paper appraised the capacities of health promotion projects and examined the latest international trend of the health promotion field, based on the appraisal of data made by the Ministry of Health and Welfare, 2005 and IUHPE relevant reports. The capacities of Korean health promotion should be strengthened as follows: First, it is urgent to give health education and to use the professionals of it. Secondly, setting approach is required when working on health promotion projects. Thirdly, it is necessary to strengthen the capacities of local communities through the central government's administrative and financial supports for the healthy cities project which is a strategy of general approach to new public health projects. The $21^{st}$ century is an age of new public health that the cause for deaths increasingly is centered on life style. So it is necessary to expand the scope of health education to the field of making the environment of local community healthy beyond the level of individual health education. And further, it is required to develop the curriculum of health and to work out new strategies for health promotion. In conclusion, Korea should train competent human resources in the fields of practice of healthy public policies, of knowledge-based projects, and of health promotion (like health educators). The political direction for it should be to promote various healthy city projects, not only health center-led health promotion projects, and further, to strengthen the capacities of the health promotion projects of local communities.
Objectives : This study aimed to investigate the mediating effect of psychological empowerment on the relationship of middle managers' authentic leadership with the staff's organizational commitment and job satisfaction at the Local Medical Center. Methods : The data were collected from 273 staff from the four Local Medical Centers in Chungnam Province using self-administered questionnaires. The data were analyzed using t-test, ANOVA, and hierarchical multiple regression with the SPSS 23.0 program. Mediation analysis was performed according to the Sobel test. Results : Middle managers' authentic leadership had a significant positive effect on the job satisfaction and psychological empowerment of staff. Additionally, psychological empowerment showed mediating effects in the relationships among authentic leadership and organizational commitment and job satisfaction. Conclusions : To promote staff's organizational commitment and job satisfaction, it is necessary to build effective strategies to develop middle managers' authentic leadership and to promote empowering programs for the staff.

This study is to identify the effects of hypertension management program at a community health center on the disease-related knowledge, self-efficacy, anthropometric measurements and blood pressure of a hypertensive patient in local community. This study is a quasi-experimental study using nonequivalence control group no-synchronized design in order to verify the effects of the hypertension management program at a community health center on the hypertension-related knowledge, self-efficacy, anthropometric measurements and blood pressure of a hypertensive patient in local community. The result indicated a significant difference between the experimental group and control group in the scores of hypertension-related knowledge (t=-4.25, p<.001), self-efficacy (t=-4.20, p<.001), systolic blood pressure (t=7.70, p<.001) and diastolic blood(t=5.91, p<.001), body weight(t=2.32, p=.026) and abdominal circumference(t=2.17, p=.036). The hypertensive patients' knowledge and self-efficacy were improved, and their weight and abdominal circumference as well as systolic blood pressure and diastolic blood pressure were reduced. Therefore, it was confirmed that multilateral approaches in terms of physical and psychosocial aspects only targeting hypertensive patients were required for managing hypertensive patients in local community.
Purpose: This study was done to evaluate the operating status of community-based home health center for revitalization of the centers. Method: In this study performance data including organization plan and service utilization plan were evaluated according process theory. Target of evaluation was the community-based home health care center. Results: The vulnerable part of the organization was the information system and financial resources. The home health center introduced PDA (Personal Digital Assistants) in 2005, however home health care nurses did not make full use of it. This service received full support from Seoul city and local government and there were no other sources of income. The vulnerable part of service utilization was service expansion and standardization due to vulnerability of organizational aspects. Conclusions: The home health care center provides high quality services to underprivileged people. In the future, these services should be provided with equity for continuous health care for this population.
This research, which is designed to introduce the concept of the WHO's health promoting hospital project to Korea, was conducted in a total of 34 local hospitals across the nation. To evaluate the level of health promotion at hospitals, an evaluation index for health promoting hospital environments was made using the Analytic Hierarchy Process Decision-Making Method, from which a total of 20 questions were developed in the five areas of no-smoking, moderation in drink, exercise, nutrition and rest in Korea. Through this analysis, it was found that local hospitals across the nation were on average excellent in terms of their no-smoking environments, but poor in their rest and moderation in drink environments. A comparison of local public hospital environments by region showed that Busan, Daegu, and South Gyeongsang Province were good, while South Chungcheng Province, Jeju Province and Gwangwon Province were poor. In terms of the number of beds, mid-size local hospitals (200-299 beds) came first. This research revealed that local hospitals across the nation had different health promotion environments according to area and size, and in particular, their environments for rest and moderation in drink turned out to be lacking, which vividly showed that these areas desperately needed to be supplemented in order to introduce the concept of health promotion at hospitals in Korea.
Objectives : The study investigated the actual condition of the class for Qi-gong gymnastics among health promotion service programs using oriental medicines, which the public health center has been conducting for local residents. Method : Of a total of 964 oriental medical physician in public health center across the country, it examined 27 places consisting of public health centers and public health sub-centers, and public hospitals, all of which were running the class for Qi-gong gymnastics. Then, it carried out the tele research of those oriental medical physicians in charge of the class there. Result : As a result, area that is enforcing the Class for Qi-gong Gymnastics was expose each attempt that difference is particularly, and appeared by thing which form and practice law that operate the classroom are various. Also, in many cases, the oriental medical physicians instructed the gymnastics directly instead of inviting an external lecturer. Conclusions : In conclusion, based on the contents surveyed, by making the well-organized system of the class for Qi-gong excercise; by developing the common excercise and texts; and by publicizing and educating the oriental medical physicians engaged in public health, that the Class for Qi-gong Gymnastics is real in health promotion of local residents.
