A Study on the Consciousness Survey for the Establishment of Safety Village in Disaster (재난안전마을 구축을 위한 의식조사 연구)

  • Purpose: The purpose of this study is to examine the directions for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: The risks of disaster in rural areas were examined and the concept and characteristics of disaster safety village which is a measure on the basis of Myeon (township) among the measures of village unit were examined in order to carry out this study. In addition, opinion polling targeting at officials-in-charge in the local government and survey targeting at experts in disaster safety and building village were conducted. Based on the findings, the directions for establishing a disaster safety village that fitted the characteristics of rural areas were examined. Result: The officials-in-charge in the local government answered that rural areas have a high risk of storm and flood such as heavy snowing, typhoon, drought, and heavy rain as well as forest fire, and it is difficult to draw voluntary participation of farmers for disaster management activities due to their main duties. They also replied that active support and participation of residents in rural areas are necessary for future improvement measures. The experts mostly replied that the problem of disaster safety village project is a temporary project which has low sustainability, and the lack of connections between the central government, local governments and residents was stressed out as the difficulties. They said that measures to secure the budget and the directions of project promotion system should be promoted by the central government, local governments and residents together. Conclusion: The results of this study are as follows. First, a disaster safety village should be established in consideration of the disaster types and characteristics. Second, measures to secure the budget for utilizing the central government fund as well as local government fund and village development fund should be prepared when establishing and operating a disaster safety village in rural areas. Third, measures to utilize a disaster safety village in rural areas for a long period of time such as the re-authorization system should be prepared in order to continuously operate and manage such villages after its establishment. Fourth, detailed measures that allow residents of rural areas to positively participate in the activities for establishing a disaster safety village in rural areas should be prepared.

A Strategic Study on National Disaster Medical System (국가재난의료체계에 대한 정책적 고찰)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

  • Kangwon province has been suffering from the various types of disasters and these disasters stand in the way to sustainable development. The heavy rainfall by typhoon RUSA in 2002 and HAEMI in 2003 damaged to property and bodily injury, and gave us a lesson. Even if the refuge activities plan by local government plan for disaster were established with rainfall event, it could not its role in practice. Beside it, the potential disaster risk remains still in existence because the disaster restoration work aims to original state. Therefore, in this study we focused on the point at issue of disaster countermeasure plan by local government and its integrated plan considering local characteristics.

  • This study is firstly aiming at diagnosing the present problems of evaluating the performance, especially in the field of disaster and safety management, of LGA (Local Government Authorities) in Korea. The study also deals with developing alternatives to solve a series of barrier factors revealed during the evaluation process using System Dynamics. This paper therefore presents literature review including the official documents published by the government and the performance evaluation studies of LGA. Moreover the authors analyze the current practice of the CELG (Combined Evaluation of Local Governments) as performance management, address and map a series of barrier factors in the CELG process to elaborate the CLDs (Causal-Loop Diagrams) and find solutions using system thinking with the CLDs. According to the analysis results, the core barrier factors to overcome is lack of proactive indicators/indices in the current practice of the CLEG. The authors therefore recommend to develop more proactive indicators that leads to avoid difficulties in measuring the LGA output, as well as to lessen the burden in competition for rankings and goal of the displaced.

  • Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

  • In this paper, we survey problems and implementation states of electronic disaster map which is made each local self-government as a unit. If many local self-governments establish and service a electronic disaster map, they only provide simple functions and low utilization ratio. We know the these causes and research for improving methods.

Improvement of Post-earthquake Risk Assesment System for Damaged Buildings by Case Study on '11.15 Earthquake' (11.15 지진 사례를 통한 지진피해 시설물 위험도 평가 체계 개선)

  • Post-earthquake risk assessment technique in Korea is developed in 2013 by National Disaster Management Research Institute, at the same time, related manual and standard regulation is distributed to every local government by National Emergency Management Agency. The objectives of this research are to investigate and evaluate the post-earthquake risk assessment of 9.12 Earthquake (M5.8, Gyeongju City, 2016) and 11.15 Earthquake (M5.4, Pohang City, 2017). To suggest and improve the assessment process of post-earthquake risk, first post-earthquake risk assessment method of advanced foreign countries including US, New Zealand and Japan are compared, and post-earthquake evaluation activities in 9.12 Earthquake and 11.15 Earthquake are analyzed. From the results, it is needed to expand the adapted building and structure types and strengthen the earthquake disaster response capacity of local government.

  • In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. In addition, the division of roles between the relief agencies and relief aid agencies of relief supplies transmission on disaster-related laws and regulations have not been specifically explicitly. It was found that has brought the waste of non-efficiency and resources by the duplication provision there is no mutual exchange of information relief supplies transmission situation.

  • The present study purposed to establish a network for building an efficient disaster response system and for this purpose, we compared cases of disaster response in Japan and Korea. In Japan, disasters are responded jointly through the network of the central government, local self governing bodies and non governmental organizations. In Korea, however, the cooperative network among different areas is weak and this is aggravating damages caused by disasters. That is, in Korea, disaster response services have been mainly carried out by the public sector. The public sector can operate a powerful disaster management system using its extensive management resources, compelling power, and legal authorities. However, it was found that, due to the characteristics of contemporary society, efforts by the public sector including the central government and the local self government bodies have limitations in managing disasters effectively. Thus, for efficient disaster response in Korea, it is urgently required to establish a national disaster response network as well as a private sector cooperation system and to induce NGOs to participate in the disaster response system through institutional devices.

  • As disaster potential power of modern society grows larger, to improve and reinforce efficiently a national system which prepares and responds disasters, analyzed the survey for government officials of the department disaster management. Following is the contents of this research. First, cooperative relationship to disaster management organizations. Second, necessity of law establishment related crisis and disaster department. Third, by recognition regarding disaster management situational variable, overall recognition regarding disaster management situation, overall recognition regarding crisis type, recognition regarding occurrence possibility along disaster scale. Fourth, by recognition regarding structural variable of disaster management, the National Emergency Management Agency regarding disaster management, related organization, recognition difference of local government. It is a research about confusion regarding step of prevention - preparation - correspondence - restoration.
