This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

최근 복합재난 환경 속에서 지역 방재력을 구축하기 위한 재난안전관리의 선진화에 대한 새로운 패러다임이 요구되어지고 있다. 이러한 상황속에서 2012년 9월 구미 불산 유출사고를 겪으면서 지방자치단체의 재난안전 역량의 중요성 및 필요성이 부각되었다. 이와 함께 안전 확보에 대한 국민의 관심도 증대는 지역 주민들의 재난안전정보에 대한 권리를 가시화하였고 사회적 이슈로 나타났다. 본 연구에서는 지방자치단체의 재난관리 업무역량을 평가 분석 할 수 있는 프로그램을 개발하였다. 재난관리 역량강화 지표를 데이터베이스화하여 재난관리담당자 중심의 웹 기반 체계를 구축하여 지방자치단체가 자체적으로 재난안전관리 역량 수준을 파악하도록 하였다. 또한, 재난안전관리 정보를 지역주민들이 이해하기 용이하게 지표화하여 공개하도록 하였다. 지방자치단체의 재난관리 역량강화를 위해서는 지역의 취약성을 분석하여 개선사항을 도출하는 노력과 함께 이를 지역주민에게 공시함으로서 지역사회의 참여를 바탕으로 최적의 효과를 거둘 수 있을 것이라 기대한다.

The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

연구목적: 재난안전 마스터플랜의 가이드라인을 제시하고, 이를 통한 지역안전지수 향상방안을 도출한다. 연구방법: 재난 관련 법률, 안전혁신마스터플랜, 국제안전도시지표와의 정합성 진단을 통해 지자체의 재난안전 관리체계를 수립하고 지역 특성과 분야별 재난관리 대책을 포함하는 재난안전 마스터플랜 가이드라인을 제시한다. 연구결과: 'G'기초지자체를 선정하여 재난안전 마스터플랜 가이드라인을 적용한 세부정책을 수립하고, 이를 통해 지역안전지수 개선방안을 도출한다. 결론: 지역안전지수 향상을 통해 지자체의 재난대응 역량을 강화한다.

본 연구는 효율적 재난대응을 위한 지방정부의 역할을 모색해 보고자, 미국과 일본의 지방정부 재난대응체계와의 비교연구를 하였다. 미국과 일본의 경우에는 신속한 재난대응을 위하여 지방정부가 재난대응에 1차적 책임을 지고, 중앙정부와 NGO 등과의 협력하에 재난에 대용하고 있었다. 결론적으로 한국의 재난대응체계가 효율적으로 변모하기 위해서는 첫째, 중앙정부와 지방정부의 역할 재조정이 필요하다. 즉, 미국과 일본의 경우 재난 대응의 일차적인 책임이 지방정부에 있다는 것을 법률적으로 규정하고 있다. 때문에 재난 발생 시 지방정부 차원에서 신속히 대처하게 되고, 또한 지방정부 나름대로의 조직과 기구 및 인력을 확보할 수 있게 되는 것이다. 따라서 한국의 지방정부에서 발생된 재난대응을 효율적으로 하기위해서는 첫째, 중앙정부와 지방정부간의 재난관리에 관한 역할 분담이 시급히 이루어져야 할 것이다. 둘째, 지역적 특성과 상황에 맞는 유형별 지방 재난관리체계 구축이 요구된다. 셋째, 시민단체, 지역 사기업, 중앙정부와의 유기적인 네트워크 형성이 이루어져야 한다. 넷째, 지방 재난관리 정보화가 조속히 갖추어져야 할 것이다. 마지막으로 지방정부의 현장 중심의 대응활동을 원활히 펼치기 위해서는 인력의 전문성이 요구된다. 따라서 지방정부의 재난관리 전문 인력을 양성하고 전문성을 키우기 위한 프로그램 등을 개발하여야 할 것이다.

본 논문은 현재 지방자치단체에서 재난안전분야 담당공무원에게 실시하고 있는 재난안전 교육훈련의 현황과 문제점을 조사하기 위한 연구이다. 이를 위해 전국의 광역자치단체와 기초자치단체에서 재난안전 업무를 담당하고 있는 공무원을 대상으로 설문조사를 실시하고 현재 재난안전 분야 교육훈련분야 종사자와 지방자치단체에서 재난안전 업무를 담당하고 있는 담당공무원을 대상으로 인터뷰를 수행하였다. 설문조사와 인터뷰 결과 주요한 문제점으로는 실무와의 연계성 미흡, 교육훈련 수강 후 평가방법의 문제 등 재난안전관리 교육훈련 자체의 문제와 관리자의 인식부족, 과중한 업무로 인한 교육훈련 기회 미흡 등의 조직 환경적 요인이 도출되었다. 도출된 문제점을 개선하기 위해 본 연구에서는 재난안전 분야 담당공무원의 교육훈련 수강 이수 강제조항 및 최소 이수시간 제정, 재난안전 분야 교육훈련의 이력 관리 체계 및 관리자의 인식제고 등의 개선방안과 시사점을 제시하였다.

The disaster damage can be reduced not only by quick response to its scene, but also by right resource allocation to the right places. The role of information quality on disaster resource has been considered to be an important factor for disaster management. The aim of this research is to investigate and explain the relationship between information quality and performance on disaster resource management. The information quality control for the disaster response operator is central to deliver right information to right people among different government levels such as local, state, and federal government.

Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.

재난관리업무 자체가 매우 복잡하고 각 부처간에 서로 연계되는 분야가 많아 여러 가지 어려움이 많지만 행정조직상으로 볼 때 재난관리업무가 분산되어 있으면서도 총괄 조정하는 기능이 미흡하고, 재난관리 담당인력이 부족할 뿐만 아니라 전문성도 결여되어 있고, 대개는 이들 부서들이 업무가 과중하여 기피하는 부서 정도로 인식되고 있는 실정이다. 특히 우리나라의 경우 재난을 크게 양분화하여 인위재난 및 자연재해를 분리하여 그 소관부서 및 법체계를 달리하고 있어 비효율적 재난관리체제를 취하고 있어 현재 미국에서의 재난이론의 개념 즉 "재난은 그 유형에 관계없이 계획, 수습 및 복구의 양태는 동일하다"는 원칙에 반하는 것이다. 그것은 지방자치제가 시행되면서 아직은 중앙과 지방의 역할이 불분명하거나 분명하더라도 서로 그 역할을 해 내기를 바라는 점은 철저한 계획수립과 점검으로 해결해 나가야 할 사항이다.

재난은 거의 매년 반복적으로 발생하고 있으며, 피해규모에 따라 각종 재난지원금과 의연금품이 지급된다. 그러나 재난지원금과 의연금품을 지급받는 이재민과 지급하는 담당공무원의 의연금 제원의 신속성과 공평성에 관한 인식을 분석한 연구는 미흡하다. 이재민은 의연금 배분의 실질적 수혜자이고, 시군구 공무원은 의연금 배분에 필요한 자료조사 및 대상자의 적법성 등을 판단하는 주체라는 점에서 중요한 연구대상 그룹이다. 이러한 맥락에서 의연금 지원제도의 문제점과 개선방안의 도출에 있어서 이들의 인식은 중요한 분석의 근간이 되므로 재해이재민과 담당 공무원의 인식조사는 매우 중요하다. 본 연구는 재해의연금 지원의 신속성과 공평성에 대해 의연금의 직접적인 수혜자인 이재민과 피해조사를 담당하는 재난관리 담당 공무원, 그리고 전달자 역할을 하는 의연금 담당 공무원들의 의연금 지원의 신속성과 공평성에 대한 인식을 조사하여, 의연금 지원제도 개선의 정책적 함의를 도출하는 데 연구의 목적이 있다.
