Factors Influencing Life Satisfaction in Single-Person Households in Gyeonggi Province, Korea: A Generational Comparison

  • This study examined the subcomponents of the local environment that have an important influence on the life satisfaction of people living in single-person households and analyzed how the causal relationship between these variables differs between generations. Specifically, the local environment was classified into the following subcomponents: convenience, comfort, safety, healthcare, and neighborhood relationships. This study analyzed the data of 3,260 respondents from single-person households in the 2020 Residents' Quality of Life Survey in Gyeonggi Province. As a result, it was found that the perception of all subcomponents of the local environment had a positive effect on the life satisfaction of people in single-person households. The effect of neighborhood relationships was relatively large compared to other subcomponents. Next, the influencing factors on life satisfaction of people in single-person households showed differences between generations, which were defined by this study as youth (under age 35), middle-aged (35-64), and elderly (65 and older). Convenience and safety for the youth group and neighborhood relationship for the middle-aged group were most important. The elderly group was most affected by healthcare. The proportion of single-person households worldwide, including in Korea, is gradually increasing, and considering this, this study provides important policy implications.

지방 이전 공공기관의 효율성 분석 - 한국주택금융공사의 사례 중심으로 (Efficiency Analysis of Public Institutions Relocating to Local Areas - Focusing on the Case of Korea Housing Finance Corporation)

  • 본 연구의 목적은 2014년도 부산광역시로 이전한 한국주택금융공사의 사례를 분석하여 정부의 공공기관 이전의 목적을 달성하였는지 정책방면의 효율성을 분석하는 것이다. 분석을 위해 2009년부터 2019년까지의 한국주택금융공사의 결산경영공시와 공공기관 실적평가보고서를 바탕으로 효율성을 한국주택금융공사의 이전 전·후를 DEA 분석, 경영실적평가보고서상의 업무효율, 재무비율을 이용하여 비모수적 검증방법을 이용하여 비교 분석하였다. 분석결과는 다음과 같다. 첫째, DEA 분석의 경우 지방 이전 전·후 효율성의 차이는 두드러지게 나타나지 않았다. 둘째, 실적평가보고서와 재무비율을 사용한 효율성 분석에서는 지방 이전 후 효율성이 하락한 것으로 나타났다. 분석결과를 종합하면 한국주택금융공사의 경우 지방 이전 이후 효율성이 감소하였는데, 이는 사업성과의 부진과 재무비율과 관련된 비효율성을 원인으로 둘 수 있다. 하지만 본 연구는 한국주택금융공사를 대상으로 분석하였기 때문에 한계점을 가진다. 이를 보완하기 위해 국내 모든 기금관리형 공공기관을 대상으로 연구범위의 다각화가 필요하다. 그럼에도 불구하고 본 연구는 기금관리형 준정부기관을 대상으로 이전 전·후를 분석한 최초의 연구이며, 추후 논의될 공공기관 이전 정책에 유의한 시사점을 제공할 것으로 기대한다.

Capital Structure Decisions Following Credit Rating Changes: Evidence from Japan

  • Our study adds to the body of knowledge about the relationship between credit ratings and the capital structure of bond issuers. Using Bloomberg and Datastream databases and employing panel regression models, we study the capital structure changes of Japanese enterprises after credit rating changes by global rating agencies (S&P and Moody's) as well as their local counterparts (R&I and JCR) from 1998 to 2016. We find that after rating downgrades, Japanese enterprises considerably reduce net debt or net debt relative to net equity, similar to the findings of Kisgen (2009), who focused on U.S. industrial firms. They do not, however, make adjustments to their financial structure as a result of rating improvements. In comparison to downgrades by S&P and Moody's, Japanese corporations issue 1.89 percent less net debt and 1.50 percent less net debt relative to net equity after R&I and JCR rating downgrades. To put it another way, Japanese companies consider rating adjustments made by local agencies to be more significant than those made by global rating organizations. Our findings contradict earlier research that suggests S&P and Moody's are more prominent in the investment community than R&I and JCR in Japan.

공공도서관의 재원확보에 관한 연구 (A Study on Public Library Finance)

  • In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.

지방 대도시권 광역전철 구축 전략 (A Strategy to Build a Local Wlde-city Metropolitan Transportation Electric Railway System)

  • Now, the population and economical power is deeply concentrated to Seoul-metropolitan region, therefoere the provinces is so lagging behind and the country cannot get balance development. And, like metropolitan region, the more outer the living area of local wide-area city is spreading, the more serious wide-region transportation problems are. But the railroads near wide-area city fun seldom commuter train, so they cannot absorb the transportation demand of wide-area city metropolitan region. To solve above transportation problem, local wide- area cities try to make a subway or a light rail transit. But it is so difficult because the limit of public finance and original small capacity of light rail. In the paper, I propose 'Local city wide-area electric railways' system of the consortium of 'Local wide-city and province transportation union', Korean National Railroad (KNR) and local capital. A 'Local wide-city and province transportation union' operates commuter railways directly using the facilities of KNR, and local capital invests to the stations of above railways system. Therefore the commuter railway system around local wide-city region will be constructed quickly and the stations will be the strong point of local development and investment.

  • Urban has been operating Korail and the local autonomous entity in Korea. Over 70 LRTs will be constructed in the future, but it is hard to manage them due to structural deficit from construction debt, so Public finance plays a very important role in order to overcome a deficit. Therefore, it is necessary to plan detailed analysis and planned system about the expenditure of the amount which is borrowed from country and local government and business income from railroad companies like government grants, PSO. This research wishes to grasp the problem and present model about reasonable and efficient financial program, analyzing about increasing import and expenses of Urban.

비관측요인모형을 이용한 종합지표 작성 및 적용 (A Constructing the Composite Index using Unobserved Component Model and its Application)

  • 본 논문은 종합지표를 작성하는 세계은행(World Bank)의 방법론을 소개하고 그 방법론의 적용 사례를 살펴본 후 시사점을 도출하였다. 세계은행의 방법론인 비관측요인모형(UCM)에 따라 스위스 국제경영대학원(IMD)의 국가 경쟁력지수를 재산출한 후 IMD의 기존 국가경쟁력지수에 따른 순위와 비교해 보며 그 상관관계를 분석하고 시사점을 도출하였고, 경기도 31개 시군의 운영성과를 세계은행의 방법론으로 측정하여 비교해 보고 시사점을 도출하였다. 본 연구의 의의는 다음과 같이 요약될 수 있다. 세계은행의 방법론은 구성지표의 적합성 검증에 대한 통계적 방법론을 적용하지 않은데 반해 본 연구는 적합성 검증을 위한 통계적인 방법론으로 주성분분석(PCA)을 사용하였다. 본 연구에서 제안하는 PCA 방법론 및 UCM은 후보지표 선정, 가중치 도출, 그리고 종합지표의 수준 및 신뢰구간 작성에 매우 유용한 것으로 나타났다. 따라서 지역발전지수, 지방재정분석, 지방자치경쟁력지수, 공기업평가 등에 광범위하게 활용될 수 있을 것으로 기대된다.

Evaluation of Auditors' Professional Skills in Local Auditing Firms in Hanoi

  • In recent years, the quality of auditing human resources in domestic auditing firms in Hanoi has certain limitations in which professional skills of auditors have not been given adequate attention. The number of customers at local auditing firms is forecast to increase gradually. Therefore, the quantity and quality of auditors need to be improved to meet requirements of the workload. Data for this research were collected through surveying 120 customers of domestic auditing firms in Hanoi on the 5-point Likert scale. Based on the collected data, we employ both qualitative and quantitative methodology along with some tools such as descriptive statistics, Cronbach's Alpha, T-test and ANOVA to analysis, evaluate and measure the professional skills of auditors in local auditing firms in Hanoi. The results show that the professional skills of auditors in auditing firms include 17 attributes. The majority of respondents show appreciation for the professionalism and professional competence of auditors, while, they think that critical thinking skills and creative thinking skills are still limited and need to be improved. These findings, not only help auditors to improve themselves, but also provide solutions for managers of domestic auditing firms in Hanoi to enhance quality of audited human resources.

우리나라 S/W 벤처기업의 경영현황

  • It is said that the focus of managing venture business is currently moving from technology competition to management competition. By the way, the software venture business(SVB) has some weak points in its structural composition and itematization and no professional personnel in other several sections except technology development section. In addition, such basic functions as technology and R & D, finance and accounting, marketing required to the management of business are concentrated on only one man, its representative director. Therefore, this study aims to provide the basic data useful to the establishment of governmental policy in information and communication, to the rearing of the SVB by a local government related to the software, and to the administration of SVB by investigating the actual conditions. This study attempts to examine the literature on venture business and software industry, and its management with a questionnaire about the actual conditions of managing the SVB. The questionnaire is given to 527 local enterprises belonging to the Software Industry Association and to 171 enterprises in the Software Center. This study compromises the characteristics of the SVB, the actual conditions of its technology and R & D, finance and accounting, and marketing. The characteristics of the SVB are classified into categories such as the stage of its growth(the stage of its seed and start-up, the stage of tis development and growth, the stage of its stability and maturity) and the main business(the system integration, the software development for contract, the package software development service, the software-related service). Additionally, the study attempts to analyze positively the actual condition of its management after classified by the areas of business profile, its general management, its technology development, its finance and accounting, and its marketing The result of this study is found that the SVB has a lot of troubles in part of marketing and finance & accounting activity as well as general management. The SVB realizes the importance of the technology development rather than that of management activity including marketing activity. So we expect this study can assist the SVB to establish the business guidelines for own management plans.
