Growth and Spatial Distribution of Korean Society in Metro Atlanta, Georgia, USA (미국 조지아 주 메트로 애틀랜타 한인사회의 성장과 공간적 분포)

  • The main purpose of this paper is to analysis the growth process of new emerging Korean society in Georgia, the USA by investigating changes in the regional distribution of Korean business located in metro Atlanta region. More specifically, it aims to identify the characteristics of spatial distribution of Korean business in metro Atalanta through their locational trends since 1980s. To this end, it has explored the history of Korean migration into Georgia and the locational trends of Korean firms in metro Atlanta by industries. As a result, the main location of Korean firms has expanded into the northeastern regions of Atlanta due to the development of transportation, new regional development, education environment and changes in residential distribution by ethnic. Also, the main Korean business has transformed from retails and restaurant to real estate and finance because of changes in market strategies, institutions and Korean local migration.

Financing of Healthcare Facilities in Pension System Assets of Ecologically Problematic Regions in Kazakhstan

  • The purpose of the study is a theoretical and practical justification for building a mechanism for financing health facilities based on public-private partnerships from a pension fund in regions with environmental problems. The theoretical background is built on works of local and foreign authors on state and non-state pension provisions issues, pension funds' assets management. This study provides an analysis of the health status of the population of the Kyzylorda region; it analyzes also the worldwide and Kazakhstan practice of investing pension funds and implementing projects. There has been legislative and methodological framework for financing health projects based on public-private partnerships in Kazakhstan. The scientific methods considered in this study made it possible to develop a mechanism for financial support for the modernization of a healthcare facility using the budget of pension funds. The authors point out possible risks in the implementation of projects in the field of healthcare and make recommendations on the construction a mechanism for financing healthcare facilities in the regions of Kazakhstan with environmental problems. In addition, they underline the key insights of the analysis, which are requisites for identifying the profitability of project for business and social effects for the public. Factors influencing efficacy, effect and implementation risks identified.

A study on an evaluation system by factor loadings (요인적재값 가중치를 사용한 평가 시스템에 대한 연구)

  • To quantify an concept we often use Likert summated rating scale of original or standardized variables in case the variables are relatively less. When variables have different scales, standardized values tends to be used rather than the original values. This is also true in evaluating systems. For example, we may use standardized values of local tax levy, population, and etc. and use the summed value of the standardized values to access the degrees of development. In this paper, we propose using a data-driven weighted sum for a scoring system and the way how to obtain the weights. We apply the proposed method to a real data set and find that proposed method is better than the usual summated rating scale.

  • Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.

  • This paper investigates the effects of fiscal decentralization on public welfare finance, focusing that welfare status experienced a post-industrial society has proposed decentralization as a response. The decentralization includes local government responsibilities and expanded roles under the background of fiscal distress of center governments and new social risks. For the analysis, the first theory is established to find out the effect of fiscal decentralization on social expenditure. Also, the second theory is set up for the relationship between the level of fiscal decentralization and composition of social expenditure. Findings indicate that the level of social expenditure of state would decrease as the level of fiscal decentralization increases. Also, the more the level of fiscal decentralization increases, the more the in-kind benefits among total welfare expenditure increase.

  • Modern financial services go beyond the stage of internet banking, and new concepts of financial transactions such as Internet of Things, mobile banking, electronic payments, and fintech have emerged. As a result, banks are less influential in financial transactions, and changes are being demanded. In the present era, the basic business of banks has decreased, and it is transforming into a space where both consumer finance work and reside. The bank office stands for the brand image of the bank, and it is represented by trust with customers in the basic business of financial transactions, and the rise in real estate value is a natural social phenomenon due to the nature of the location and location of real estate owned by the bank. The business method and space of the bank office that meets the new paradigm of the modern society is an inefficient space only for the convenience and rest of consumers, but it must be used as a variety of spaces suitable for the region to increase the functional value of the bank office. Through this study, as a convenience space for consumers, various service facilities should be introduced to understand the characteristics of the region as a convenience space for consumers, and various service facilities should be introduced to meet the needs of consumers, and the bank office should be improved as a complex service space for local residents.

Indicators of Rural Regional Development Level by the City/County Type (농촌지역 발전수준 지표체계 설정과 시·군 유형별 비교)

  • This paper builds a system of indicators representing rural regional development level. Indicators were classified into two groups, that is, living environment indicator group and regional vitality indicator group. Living environment indicator group consists of four indicators including housing, road, water supply, and sewage system, while regional vitality indicator group consists of five indicators including regional economy, public finance, and demography. Real data of the year 2002 and 2006 were used to do the basic statistical analysis and estimate the suitable statistical distributions for each indicator. Data were applied for the three city/county type, general city, urban-rural combined city, and county. General cities have the strongest urbanization tendency among the three types, while counties have the weakest tendency. General cities turned out to be superior in housing condition, road density, water supply system and sewage system. Indicators of employment and local finance showed the highest levels in counties. The results of this analysis are expected to provide local governments with the appropriate reference for their rural regional development policy.

Analysis on Factors Influencing Welfare Spending of Local Authority : Implementing the Detailed Data Extracted from the Social Security Information System (지방자치단체 자체 복지사업 지출 영향요인 분석 : 사회보장정보시스템을 통한 접근)

  • Researchers in welfare services of local government in Korea have rather been on isolated issues as disables, childcare, aging phenomenon, etc. (Kang, 2004; Jung et al., 2009). Lately, local officials, yet, realize that they need more comprehensive welfare services for all residents, not just for above-mentioned focused groups. Still cases dealt with focused group approach have been a main research stream due to various reason(Jung et al., 2009; Lee, 2009; Jang, 2011). Social Security Information System is an information system that comprehensively manages 292 welfare benefits provided by 17 ministries and 40 thousand welfare services provided by 230 local authorities in Korea. The purpose of the system is to improve efficiency of social welfare delivery process. The study of local government expenditure has been on the rise over the last few decades after the restarting the local autonomy, but these studies have limitations on data collection. Measurement of a local government's welfare efforts(spending) has been primarily on expenditures or budget for an individual, set aside for welfare. This practice of using monetary value for an individual as a "proxy value" for welfare effort(spending) is based on the assumption that expenditure is directly linked to welfare efforts(Lee et al., 2007). This expenditure/budget approach commonly uses total welfare amount or percentage figure as dependent variables (Wildavsky, 1985; Lee et al., 2007; Kang, 2000). However, current practice of using actual amount being used or percentage figure as a dependent variable may have some limitation; since budget or expenditure is greatly influenced by the total budget of a local government, relying on such monetary value may create inflate or deflate the true "welfare effort" (Jang, 2012). In addition, government budget usually contain a large amount of administrative cost, i.e., salary, for local officials, which is highly unrelated to the actual welfare expenditure (Jang, 2011). This paper used local government welfare service data from the detailed data sets linked to the Social Security Information System. The purpose of this paper is to analyze the factors that affect social welfare spending of 230 local authorities in 2012. The paper applied multiple regression based model to analyze the pooled financial data from the system. Based on the regression analysis, the following factors affecting self-funded welfare spending were identified. In our research model, we use the welfare budget/total budget(%) of a local government as a true measurement for a local government's welfare effort(spending). Doing so, we exclude central government subsidies or support being used for local welfare service. It is because central government welfare support does not truly reflect the welfare efforts(spending) of a local. The dependent variable of this paper is the volume of the welfare spending and the independent variables of the model are comprised of three categories, in terms of socio-demographic perspectives, the local economy and the financial capacity of local government. This paper categorized local authorities into 3 groups, districts, and cities and suburb areas. The model used a dummy variable as the control variable (local political factor). This paper demonstrated that the volume of the welfare spending for the welfare services is commonly influenced by the ratio of welfare budget to total local budget, the population of infants, self-reliance ratio and the level of unemployment factor. Interestingly, the influential factors are different by the size of local government. Analysis of determinants of local government self-welfare spending, we found a significant effect of local Gov. Finance characteristic in degree of the local government's financial independence, financial independence rate, rate of social welfare budget, and regional economic in opening-to-application ratio, and sociology of population in rate of infants. The result means that local authorities should have differentiated welfare strategies according to their conditions and circumstances. There is a meaning that this paper has successfully proven the significant factors influencing welfare spending of local government in Korea.

A Study on the Improving Fiscal Capability of Local Government -Focusing on the case of zeroing debt policy in Yong-in city (지방정부 재정역량 제고에 관한 사례 연구 -용인시 채무제로화 정책을 중심으로)

  • The purpose of this study is to analyze debt zeroing policy process of Yong-in city based on the Kingdon's Multiple Stream Framework in order to contribute to strengthening financial capacity and competitiveness of local governments. This study focused on the Yong-in case because the city had a local debt of about KRW 800 billion as of 2012, but it completed the debt repayment in early 2017. The results are as follows. First, policy problem streams are the perception of Yongin City's debt indicator, the failure of the LRT project, and the failure of sale of buildinglots of Yukbuk district. Second, in the political stream, there have been the election of new governors, cooperation of local administration and citizens like budget cut. Third, policy alternative streams are the reduction of large-scale investment projects, the expansion of revenues through the sale of idle shared properties, the increase of tax revenues, and the activation of light rail. As the each streams flowed independently, the window of policy change opened by the revitalization of the real estate market and the sale of buildinglots of Yukbuk distric and combined with other policy factors such as the activation of the light rail. In this process, the role of the policy entrepreneurs such as negotiation and persuasion of the related institutions influenced achieving tight fiscal policy. As a result of this policy output, Yongin City achieved zero debt. This study suggests that it is necessary not only the importance of the role of policy entrepreneurs but also of the administrative and citizen cooperation and the institutional complement such as a large scale of the investment review system.

A Study on the need of the Conversion of Fire Services to State Affairs (소방사무의 국가사무로의 전환 필요성에 관한 연구)

  • The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.
