유치원교사의 자율성에 대한 인식과 실천현황 (An Analysis of Kindergarten Teacher's Perception and Current Implementation toward Autonomy)

  • 본 연구는 2019 개정 누리과정에서 유치원교사에게 강조된 자율성에 대한 인식과 실천현황에 대해 살펴봄으로써, 교사 자율성의 중요성을 강조하고 인식과 실천의 양상을 파악하여 교사 자율성이 반영되는 교육과정 운영에의 기초자료를 제공하고자 한다. 이를 위해 121명의 공·사립 유치원교사를 대상으로 조사를 실시하고 빈도분석과 경력에 따른 차이검증을 실시하였다. 연구결과를 살펴보면 첫째, 유치원교사의 '자율성 인식'에서는 '자율성의 개념에 대해 관심이 많고, 실천하고자 시도해보았다', 자율성을 기대하는 분야로는 '교육계획 수립 및 운영의 자율성'이 가장 높았다. 고경력 교사들은 자율성이 대체로 잘 부여된다고 인식하는 반면, 저경력 교사들은 부여되지 않거나 보통이라고 인식하였다. 교사 자율성이 현장에서 부여되지 못한 이유로는 '기관에서의 자율적 의사결정 제한'이 가장 많았다. 둘째, 유치원교사의 '자율성 실천현황'은 기관운영 자율성 중 '교육계획 및 수립', 운영에서는 '일과 운영'에서 가장 높게 나타났다. 부모 및 지역사회의 교류에서는 '홈페이지 운영'이, 교사 전문성 개발에서는 '교사연수 참여', 교육활동 자율성에서는 '유아와의 상호작용'이 가장 높게 나타났다. 유아관찰 및 평가에서는 '활동 결과, 작품 등의 평가 유형, 방법 계획'과 '평가 결과에 기초한 상담 및 유아지도'에서 자율성 확보가 가장 높았다. 향후 연구에서는 자율성 실천의 맥락을 이해하기 위해 장기적 사례 연구 등이 수반되어야할 것이다.

Study on the Korean application of cultural accessibility and cultural arts education: focusing on French cultural policy

  • This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

A study on Decline and Development Strategy of Local Universities

  • The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

지방자치제에서의 도시보건소 기능강화 방안에 관한 연구 (A Study on the Functions of Urban Health Centers under the Local Autonomy system)

  • Recently, two main changes were observed in relation to activities of District Health Centers. One is the rapid increase in the quantity and variety of people's demands for health services due to improvement of income level and the other is an introduction of autonomy in local administration. Unitl recently, the District Health Services were mostly depended on the instructions and orders given by Central Governments, and it would be necessary to prepare for the future implementation of autonomous local administration. Especially, the urban health centers may need more attention than those in rural areas because of their complexity and it would be more difficult in choosing and implementing a most suitable health programs for urban communities. This study was made to find out a feasibl developmental model which could be applicable for the urban bealth centers in Kyeongnam- do area. The most studies relating to health centers activities in the past were made by saking questions to current health center workers, but this study has made an effort to find out the opinions of those who are representing the people in the community. For this study, therefore, the Members of Gity Parliament and Village Headmen from 10 cities is Kyeongnam- do were interviewed for the study and the results obtained were compared to those of health officers. It was found that both Parliament Members and Village Headmen were well aware of the need of health centers, however, they tend to put lower priority for health services in compare with other community activities, and pointed out poor quality of services and lack of public understanding as the problems to be overcome. As to the desirable body for policy decision and implementation of health programs, the Members of Local Parliament think the Local Parliament as ideal, where as Village Headmen prefer health experts, and health officenr prefer District Health Center respectively. The most urgent problems of the District health Centers are mentioned as lack of health manpower. As the results of his study, the followings are suggested for improvement of District Health Services; First : reinforcement of professional health workers, Second : establishment of Community Health Council, Third : strengthening of public health education and support, Fourth : flexibility in Local Autonomy and target system relating to health activities.

가족탄력성, 자기결정성, 진로결정 몰입의 구조적 관계 분석 (An Analysis of the Structural Relationship Among Family Resilience, Self-Determination and Commitment to Career Choice)

  • 본 연구의 목적은 대학생의 가족탄력성, 자기결정성, 그리고 진로결정 몰입간의 구조적 관계를 밝히는데 있다. 연구대상은 충북과 경북 소재 4개 대학교에 재학 중인 학생 277명이었으며, 연구결과는 다음과 같다. 첫째, 대학생의 가족탄력성은 자기결정성(자율성, 유능성, 관계성)과 진로결정 몰입에 직접적인 영향을 미치는 것으로 나타났다. 즉 가족탄력성이 높은 환경의 대학생일수록 더 자기결정적이고, 진로결정에 대한 몰입의 정도가 높다고 할 수 있다. 둘째, 대학생의 자기결정성(자율성, 유능성, 관계성)은 진로결정 몰입에 직접적인 영향을 미치는 것으로 나타났다. 즉 더 자기결정적인 대학생일수록 더 높은 수준의 진로결정 몰입을 경험한다고 할 수 있다. 셋째, 대학생의 가족탄력성은 자기결정성(자율성, 유능성, 관계성)을 통하여 진로결정 몰입에 간접적인 영향을 미치는 것으로 나타났다. 즉 대학생의 가족탄력성이 진로결정 몰입에 영향을 미치는 과정에 자기결정성(자율성, 유능성, 관계성)이 매개효과를 가진다고 할 수 있다.

중국 고등교육의 시장화 추세와 실상 연구 (Analysis on the Trend and Reality of Higher Education Marketization in China)

  • 본 연구는 개혁·개방 이후 중국의 고등교육이 시장기제를 도입하여 고등교육구조를 어떻게 조정하고 변화시켜 왔으며 오늘에 있어서는 어떠한 특성을 띠고 있는가 하는 점을 거시적으로 분석하는데 목적을 두었다. 중국 고등교육의 시장화는 중국식사회주의 건설의 방향이 생산력 발전으로 전환되고, 사회주의시장경제의 추진과 궤를 맞추어 추진되었다. 그 과정을 보면 시장경제 도입 실험기, 본격 도입기, 시장화 충실화기 그리고 심화발전기의 단계로 추진되어 점진적인 방식을 취하였다. 이와 같은 과정을 거쳐 중국의 고등교육은 점진적으로 시장화의 특성을 띠고 있는데 구체적으로는 자율성 신장, 민영화, 그리고 경쟁력을 제고하는 방향으로 개편되고 있으며 중국 특유의 지역적 특성도 동시에 띠고 있다.

지방자치시대(地方自治時代)의 농업인교육사업(農業人敎育事業) 발전방향(發展方向) (The Development Prospects of Farmers Education Program in the Age of Local Autonomy)

  • The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

지방의료원장의 의사결정 유형, 공공 기업가정신 및 경영성과 (The Decision-Making Types, Public Entrepreneurship and Performance Management of Local Public Hospital Directors)

  • Objectives : The purpose of this study was to identify the relationship between decision-making types, public entrepreneurship, and performance management of local public hospital directors. Methods : A questionnaire survey was carried out to assess the dependent variables of directors' decision-making types and public entrepreneurship. The analysis of management performance was carried out through a comparison between 2016 results of, data of variation rate on medical revenue and change rate on medical profit and results in 2015. Results : Results indicated that local public hospital directors who used rational decision-making showed better performance management. The analysis showed that enterprise had a greater positive effect (+) on variation rate of medical revenue than that of innovation. However, innovation had a higher positive effect (+) on change rate of medical profit than that of enterprise. These results suggest that innovation and enterprise have a major influence on performance management. Conclusions : The survey used for this study suggests that an education and training program is needed to improve public hospital directors' ability for rational decision-making, public entrepreneurship and performance management. Additionally, the policy change guaranteeing autonomy within the proper range is demanded that Local Public Hospital Director having spirit of innovation and enterprise achieves peak capacity and have responsibility for management.

지방자치시대의 농촌지도업무의 변화와 방향 (Trends and Directions of Agricultural Extension Services under the Local Autonomy Period in Korea)

  • The purposes of the study were to identify the present status of the agricultural extension services in Korea and its surrounding environment, and to search the desirable ways of improvement under the serious restructuring period occurred by the nation-wide localization, globalization and development of information technology. Agricultural extension services have made great accomplishment in the education for rural people and agricultural technology diffusion, but agricultural extension service system no longer well fits in the changed environment. Agricultural extension services in Korea should restructure the system, function and methods in order to cope with the changing technology and rural society. The objectives of the extension services should be clear and simplified so that the extension workers can understand their role and duty more clearly. The local governments should encourage the extension workers to carry out their services diligently and with the pride. Also, the extension workers should change their mind to fit in the changing world and should improve their capability for their services.

Teaching Engineering Ethics across National Borders

  • Recently there has arisen an increasing world-wide emphasis on teaching ethics within the engineering curriculum. Much of the teaching has relied on the use of an American model emphasizing autonomy and professional identification. This paper argues that this model is inadequate when engineering is seen in a global perspective, because different cultural values are dominant throughout the world, some of which stand in sharp contrast to traditional Western values based on the primacy of the individual. A new global engineering ethics thus needs to be constructed which takes into account a variety of different cultural values and local circumstances, but which is able to serve as a uniting ethical foundation for engineers throughout the world. The paper suggests that the development of a global code of engineering ethics would be a fruitful way to pursue such a strategy.
