A Policy Community Model for 'Creative Cultural Contents Tourism' Infrastructure : A Case Study on Seongnam City ('창의적 문화콘텐츠관광' 기반조성을 위한 정책공동체 모형 -성남시 사례를 중심으로-)

  • Recently, our society is seeing cultural value in a new light, perceiving it as an element that creates new values added. Reflecting this trend, the local governments in various levels focus on reviving the regional economies by enhancing cultural competencies and developing the culture and tourism industries. This research is conducted to perform the policy project 'administrative support plans to make Seongnam a hub of international culture and tourism,' which was proposed as part of the urban renewal strategy of the city. This study proposes the establishment of 'policy communities' to build the infrastructure for 'creative cultural content tourism' as a plan to accomplish the policy goal pursued by Seongnam. The focuses include what the policy communities are, how they work, and what the local government has to do with them for a successful implementation of proposed policies, by theoretically examining the composition variables of policy communities. In particular, the study concentrates on how to reconstruct the infrastructure for the culture content technology (CT) in the IT-based city and to transform itself into a city of "creative cultural content tourism". If the policy communities are formed under the proposed model in this paper, it is expected that they will become the viable alternatives in the field.

A Study on Designed Landscape Characteristics of Le Corbuiser's Architecture in Mountain and Residential Area (산간지역과 주거지에 입지하는 르 코르비지에 건축의 의도된 경관특징 연구)

  • The purpose of this study is to understand what Le Corbuiser has intended on a panoramic landscape view through his modern architectural design. This paper is willing to improve that he considered both natural and local landscape scenery, when he designed architecture with drawing images. He designed various ways to see outside scenery and community culture through ribbon windows, piloti, architectural promenade, picture frame, and rooftop garden as the angle of view inside the building, 'designed landscape panorama' from his architecture. Therefore the contents of the study include the analysis of the local landscapes shown through his architecture by photograph, drawing of a real scenery, and his sketches with biology to find what he has intended. The following conclusions have three points. First, Le Corbuiser has a basic idea to bear a natural and local scenery from his architecture through five points of new architecture. Second, pilotis, ribbon windows, and roof garden with picture frame and architectural promenade are pathways of his architecture to see 'designed landscape panorama'. Third, it comes from his early architecture like Villa Savoye in 1920s to Couvent de Sainte Marie de la Tourette in 1950s, but Ronchamp church converts his idea on previous thoughts.

A Study on the Improvement Directions and Case Analysis of Rural Tourism Development in Fiji (피지(Fiji)의 농촌관광개발 사례분석 및 개선방안 연구)

  • Tourism is often considered as one of the main industries to promote development and modernization in small South Pacific islands countries. In Fiji, this was recognized in the 1960s, and resulted in large-scale resort based tourism development in coastal areas. While tourism has obvious advantages to the economy, a lot of problems such as exclusive foreign control of the main hotels and resorts, considerable overseas leakage of earnings, the limited participation by indigenous resource owners, and localized environmental damages to reefs and mangroves are emerging. For sustainable tourism development, it is needed to set growth objectives and targets for tourism in terms of benefits to Fiji, and to concentrate support on 'Rural Tourism' such as community-based tourism that have lower leakage and put more into local economies. Through case study in this paper, to develop rural tourism at the local level, several recommendations are as follows: 1) to introduce various rural tourism programs such as experiencing Fiji's traditional culture, participating in activities, picking fruits and harvesting agro-products, 2) to enhance aggressive promotion and marketing strategies, 3) to build the capacity of local communities for improving the quality of tourism services, and 4) to provide the infrastructure for tourism business such as road accessing, water supply and disaster prevention.

A Landscape Planning of Multi-purpose Dam in Hwabuk (화북 다목적댐 조경계획)

  • The Korea Water Resources Corporation(KOWACO) proposed bidding for an alternative design for Hwabuk Multi-purpose Dam in March of 2004. The site is located in Hakseong-ri, Goro-myeon, Gunwi-gun, Gyeongsangbuk-do and has adrainage area of $87.52km^2$. The purpose of this project is to establish an environmentally friendly plan for minimizing the damage that was caused by the construction of the Hwabuk Multi-purpose Dam. The design principle of KOWACO was the restoration of the natural environment, a harmonious landscape, and the creation of a space of regional and local culture. The basic concept of this project involves an ecological-restoration axis and a functional-connection axis. The site is divided into four spaces: (1) the space of memory and symbol, (2) the space of nature and ecology, (3) the space of regional and local culture, and (4) the space of the regional economy. There are four sub-spaces in the space of memory and symbol: the track forest, the time forest, the memory room, and the sun plaza. There are three sub-spaces in the space of nature and ecology: the habitat of aquatic birds, the wind forest, and the eco-corridor. There are five themed parks in the space of regional and local culture: the culture and relic room, the wildflower garden, the ecological pond, the insect observation park, and the pyogo maze. There are three areas in the space of the regional economy: the forest pension, the waterside pension, and the community center, as Dungdungi village was reorganized to serve as a lodging complex. These themed parks, working together, can offer an effective space for nature, culture, rest, and experience.

  • Women's Hall is a local facility that supports women's activities in the community and has the purpose in establishing self-support for low-income women and women's participation in society. Its functions are largely separated into social welfare, education, culture, and community services. The purpose of this study is to highlight and discuss the characteristics of space for community functions among other functions of Women's Hall. It has investigated and analyzed ten cases in total of all the women's halls that have opened since 1995. The examples selected for study have been analyzed in terms of the functions of each community space, layout of the rooms, finishing materials, and colors. The result of the study indicates that social demand for women's halls is changing. However, the characteristics of the space or the environment are incapable of accommodating the change. In order for the women's halls that will open in the future to perform acceptable community functions, they need to determine the degree of satisfaction and preference of the users and come up with a specific proposal for improvement.

Spatial Landscape of Immigrant Communities in Seoul (이민자 공동체의 공간적 경관)

  • The diversity of urban landscapes is established by dynamic characteristics such as language, color, and their movement, which are the building environment, street patterns, and people. With the increase of foreign migrants in Korea, new guidelines are needed in terms of local community administration and land policy. Administrative, sociological, and geographical studies have been conducted on the steadily increasing number of foreign migrants since the 2000s, but it is difficult to establish for making safe and healthy communities through which different cultures and lifestyles of each country and ethnic group undergo some integration with the existing host society. There are limitations in identifying the lack of statistical data and the representation of a minority proportion of foreign residents. In order to analyze the core elements of the integrated strategy of the local community, the residential behavior and spatial characteristics of foreign migrants must first be identified.

  • Although there are various cultural events and cultural contents produced in the region, there is a lack of distribution and spread of regional information to expand related economic consumption. This study combined local advertising by local advertisers with the knowledge search method in question and answer format from a location-based service perspective for the purpose of spreading and using local cultural information. The approach looked at domestic and international cases of knowledge search based on region and location-based advertising research, presented community model of location inquiry based information service and revenue model of local advertisement. Through this, this study designed a question and answer based community and operational structure model of local advertising, and developed an information service system in the form of prototyping. By extending the distribution of question and answer data among users to location information, it is meaningful that a business service model was presented that combines local cultural content information and the demand for user access with the revenue model of local advertising.

A Study on Content Analysis of the Reading Promotion of Ordinance in Local Governments (자치단체의 독서진흥조례 내용분석)

  • The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.

  • The residence plan of Korea has been formed with bias for quantitative growth and uniformity failing at obtaining human value. Also, rapid growth brought about severe problems of deteriorated human life and destruction of environment. The solution for these problems is pursued in many directions, but there is short of active plan yet. The residence shall develop into new direction to satisfy the demand by reflecting society and culture as well as residents. This study examines external design with symbolic representation of regional feature as an alternative for uniform residence environment problem. This study will be a basic data upon suggesting the direction for planning high quality residence environment. This study examined the elements which form external space of residence complex, designed plan for external space of residence complex, and examined how to reflect regional feature which is important element of local community and culture on the space plan for residence complex based on the evaluation by local residents centered on Gimcheon-si, Gyeongbuk which just started local specialty by fostering. A Study on the Development Model of Life-Type Tourism Destination - Focusing on the Japanese Practical Case - (농촌지역 생활형 (휴양)관광지 발전모델 연구 - 일본의 사례를 중심으로 -)

  • This study was conducted to effectively develop rural tourism in Korea. For the purpose, tourism that can develop with local industries and cultures together was designated as life-type tourism and development models of such tourism were reviewed based on an understanding that province-oriented tourism is necessary. An analysis of three actual cases of Japan led to following results. First, life-type tourist destinations can be developed in connection with making local areas based on their special themes, can be developed in relation to their life cultures based on their peculiar life cultures and can be developed in creative forms using characteristic environment and organizational culture of those areas. In pursuing life-type tourist attractions, it will be possible to make practical development using it with those three basic models. Second, it is important to form a flow covering the entire regions based on their own special themes, to build cyclical structure of regions and tourism and tourism and industries and to create overall conditions that can help local residents get benefits and join together, in order to develop such life-type tourist destinations. Development of life-type resort tourist destinations needs roles of practical organizations that can effectively manage them, but such organizations should be dynamic and should be distant from management of money as much as possible.
