The authors consider, that the effectiveness of the government's activity, the improvement of decisions' quality depends on implementation of modern innovative technologies through activation the direct and feedback connection between public authority system and the business -community, through increasing the level of their collaboration by participating in solving main social problems and discu ssing innovative projects (initiative) according questions about socio-economic development of the country, improving the system of the state and local government in the Republic of Kazakhstan.

This study analyzed the relationship between the sense of community, organizational commitment, and business performance among farmers participating in the agricultural products processing center. As a result, the farmer's sense of community at the agricultural products processing center had a positive effect on organizational commitment, and the farmer's sense of community had a positive effect on business performance. In this regard, efforts should be made to systematically manage and sustain the future of formal, formal and informal activities of the agricultural products processing center. In addition, in order for the community formed at the agricultural products processing center to continue to grow, it is necessary to take the approach of improving the competence of personnel, organizing work, developing professional programs, and forming related networks. In addition, the organization formed through the agricultural products processing center should be grown as a farmer's organization of processing base so that it can be linked with the activation policy such as food plan and local food.

2005년 9월 백두대간 보호지역 지정으로 지역경제 위축, 공동체 활동축소 등의 부정적 영향을 최소화하기 위해 산림청에서는 백두대간 주민소득지원사업을 시행해왔다. 그러나 백두대간 주민소득지원사업은 백두대간 보호라는 근본적인 목적과 연계성이 매우 부족한 실정이며, 무분별한 사업신청 등 다양한 문제점이 지적되었다. 이에 본 연구는 문헌조사와 담당공무원 설문조사를 통해 백두대간 주민소득지원사업의 문제점을 분석하고 개선방안을 제시하고자 하였다. 연구결과 첫째, 지역주민을 백두대간 보호 및 관리의 주체로 육성하여 백두대간 주민지원사업에 대한 책임의식을 강화시켜야 할 것이다. 둘째, 지역주민을 백두대간의 일부로 여기고 소득과 더불어 문화 및 공동체를 지킬 수 있는 시스템 개발이 필요하다. 셋째, 주민과 행정이 협력할 수 있는 거버넌스를 구축하여 백두대간의 체계적인 보호와 관리를 통한 지역 활성화를 실현해야 할 것이다. 이와 같은 연구는 향후 백두대간을 보호하면서 개발제한구역의 주민과 지역발전을 이루는 사업추진의 기초자료로 활용될 수 있을 것이다.

In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.

Community centers have been public facilities for the welfare and conveniences for the residents since 1999. Currently, the numbers of community centers meet the demands in quantity, but they do not satisfy the quality service needs for the improved life style of residents and the activation of local community. Therefore, the purposes of this research are to find out the current status, types and characters of facilities for the quality improvement of community centers. As the research methods, 'home pages of community centers', 'gujung backseo' were used, and '40 case studies' were completed. Case studies were done by observation and research on the actual conditions. The case works were done between July- September in 2008. Followings are the results of the study; 1. Area measurements of the community centers are being increased since 2000. 2. Complex facility types of community centers are mainly public administrative facilities (community center)+public administrative facilities of mixed type. 3. There are three architectural types of community centers: horizontal type, vertical type, mixed type. 4. There are three classified entrance types for the community centers. 5. There are twelve classified facility types for the community centers. Community centers are usually mixed with diverse facilities, especially welfare facilities and cultural facilities. Proper community center types which contain the functional characters and varieties of facilities should be developed, and these active centers should be used conveniently by residents, thus, further study is required in this regard.

본 연구에서는 디지털시대 교육콘텐츠 확보 및 다변하는 도서관 공간 기능에 대응하여 사회적 변화에 대처할 수 있는 탄력 창조적 복합기능 정보공간과 인적자원 교류 및 커뮤니티 기반을 갖춘 지역사회 도서관 정보공간 구축방안을 제안하고자 한다. 지식, 정보, 기술 및 환경 등 교육 및 연구에 필요한 장소와 컨텐츠를 제공하는 기관으로서 장서중심에서 이용자 중심으로, 특정 이용자 중심에서 지역사회와 자원을 공유하는 도서관으로의 확대 변화를 추구하여 연구 및 교육활성화에 기여할 수 있는 방안을 모색한다. 지역도서관으로서의 가치를 증대하고 이용자 중심의 공간 활용을 확대할 수 있는 지역커뮤니티를 위한 도서관 계획방안은 다음과 같다. 첫째, 공간 프로그램의 커뮤니티 측면에서는 문화 엔터테인먼트 협업 프로그램 활성화 및 사회 인적 커뮤니티 조성을 통해 프로그램을 보완하고 공간을 다변화하여 공간운영의 유연성 및 연구 교류 및 커뮤니티 활성화를 도모한다. 둘째, 운영 환경의 스마트 지원 측면에서는 정보기술기반의 지식문화구현, 공공데이터제공과 지역사회 정보교류, 이용자 중심의 스마트 관리운영 시스템을 구축을 통해 장서 열람공간을 스마트 정보공간으로 전환하여 지역사회와 상호이용 가능하도록 연구생산성을 확대한다.

이 연구는 커뮤니티 재생의 수단으로서 CB의 활용방안을 연구한 것이다. 즉, CB를 통해 지역 커뮤니티 조직은 활성화시키고, CB조직이 전개하는 사업의 지속성을 기반으로 커뮤니티 조직구성원에 활력을 제공한다는 측면에서 CB는 중요한 시사점을 제공한다. 더욱이 민간영역 중에서 영리추구를 최고의 목표로 설정하고 있는 기업과 느슨한 조직 동력을 갖는 자원봉사조직 등의 NGO NPO 조직 사이의 장점을 조합한 CB는 한국의 지역 커뮤니티 재생에 새로운 활력을 불러일으키는 수단이 될 것이다. 따라서 이 연구는 CB에 대한 활발한 논의가 진행되고 있는 일본의 연구와 사례를 검토 분석함으로써 지역 활성화를 중심으로 한 CB의 성공요인을 도출해내어 한국에의 도입방안을 도출하고 있다. 분석결과 일본에서 CB가 지니는 기능 내지 역할로는 첫째, CB의 가장 중요한 역할로써 지역과제의 공유기능을 생각할 수 있고, 둘째, 지역의 고용창출 기능을 들 수 있으며, 셋째, CB의 제3의 역할로써 지역에 필요한 서비스를 보완하는 기능을 생각할 수 있다.넷째, 일본의 경우 복지서비스, 환경보호, 일거리 창출 등 종래의 행정이 독점해왔던 분야에서 CB사업을 수행하는 단체의 활약이 현저하다. 즉, CB가 행정을 대체하는 기능을 한다는 점은 어느 정도 설명력이 있는 것이다. 다섯째, CB의 다섯 번째 역할로써 시장실패를 보완하는 기능을 생각해 볼 수 있으며, 마지막으로 CB의 가장 중요한 역할 중 하나로 인식될 수 있는 기능이 커뮤니티의 재생일 것이다.

Recently, it is being held festival according to regional and seasonally cultural feature in nationwide. Especially, local festivals are being provided festival information services a variety of forms for tourists depending on development of information device. However, systems to provide notification information of local festivals are not persistent but mostly short term service. In this paper, we propose a mobile commerce and information notification system through festival information alerts and festival surrounding information using local based on service. In addition, we implement a festival information notification system that applies to beacon based on bluetooth in order to inform them on diverse festival. Finally, we take into account in terms of design of system using object-oriented design modeling to improve reusability of proposed system.

본 연구는 지역 독서문화센터로서 학교도서관의 역할에 대한 지역 주민과 학교도서관 사서의 인식을 파악하는 것을 목적으로 하였다. 이를 위하여 경기도 지역의 지역 사회에 개방하고 있는 학교도서관을 이용하는 지역주민을 대상으로 설문지 조사를 수행하였으며, 학교도서관 사서를 대상으로 전화인터뷰 조사를 실시하였다. 연구 결과는 다음과 같다. 첫째, 지역주민의 대다수는 학교도서관의 독서문화프로그램이 필요하다고 인식하고 있었으며, 운영된 독서문화프로그램에 대한 만족도는 긍정적으로 나타났다. 또한, 지역주민들은 독서문화프로그램이 학교도서관 활성화에 긍정적인 영향을 미치고 있다고 인식하고 있었다. 둘째, 학교도서관 담당 사서는 지역문화센터로서 학교도서관의 역할이 중요하다고 인식하고 있었으나, 예산 부족으로 인하여 다양한 독서문화프로그램을 제공하지 못하는 것으로 나타났다.

빠른 경제성장과 함께 도시환경에 대한 관심증가는 도시환경조성이 도시의 생명력에 중요한 요소가 된다는 사실을 인식하고 1995년 지방자치제가 실행됨으로써 지자체의 활성화와 자립기반조성 및 경쟁력 강화를 위하여 지역 고유의 이미지 확립을 위한 여러 방안의 시도를 하고 있다. 본 연구는 안동시 가로환경시설물 사례분석을 통하여 지방이 가지고 있는 역사적, 문화적 특징을 반영하여 지역 고유이미지를 표현할 수 있는 가로환경시설물들을 설치하고자 하는 지방자치단체들에게 도움을 주고자 한다. 현재 안동시에 설치되어있는 가로환경시설물의 문제점 분석을 통한 새로운 대안을 제시함으로써 지역고유의 이미지표현을 위한 가로환경시설물의 활발한 설치는 다양한 부가가치 창출의 기반을 마련하고 고유의 이미지 확립을 통한 지역민자부심고취를 통한 지자체 발전에 한몫을 할 수 있을 것이다. 그러므로 많은 적용사례가 늘어나 새로운 지역이미지 표현의 방법으로 많은 투자와 연구가 계속되어야 할 것이다.
