현재 지역경제의 소득과 자금은 수도권으로 유출되고 있으며, 지역발전의 원동력인 인재들 역시 수도권으로 모여 지역의 경제는 심각한 위기에 직면해 있다. 지역화폐는 지방자치단체가 발행 주체이며, 해당 지역 안에서만 통용이 가능한 보조, 보완기능의 화폐이다. 지역경제 활성화를 위하여 지자체의 지역화폐 도입에 대한 이목 이 집중되면서 지역화폐의 발행 및 활용에 관한 연구가 계속하여 진행되고 있다. 본 연구에서는 현재 포털, SNS 등의 데이터 자료를 빅데이터를 활용하여 지자체 지역에서 발행되고 있는 지역화폐에 대한 소비자 이미지 분석을 통한 인식 파악과 함께 연구 결과를 바탕으로 지역화폐 발행 및 운영에 대한 시사점을 제시하고자 한다. 본 연구 결과는 다음과 같다. 첫째, 지역화폐의 정책적 발행을 통해 지역 소비를 유도하여 지역의 경제적 소득 증대 효과를 보이고 있으며, 둘째, 지자체는 지역화폐 발행과 유통으로 경제 활성화와 지역 경제의 선순환 시스템 구축에 힘을 기울이는 것으로 나타났다. 셋째, 블록체인 기술 도입으로 지역화폐의 안정적인 운영 실태를 보여주고 있다. 학술적 의의로 지역화폐의 정책의 방향성과 빅데이터 분석을 통하여 지역화폐에 대한 변화된 모습과 효과를 파악할 수 있었다.

The notions of pre-local function, semi-local functions and ${\alpha}$-local functions with respect to a topology and an ideal are introduced, and several properties are investigated. Also, the concept of $P-\mathcal{I}$-open sets and $P-\mathcal{I}$-closed sets in ideal topological spaces are discussed. Relations between $\mathcal{I}$-open sets and $P-\mathcal{I}$-open sets are provided, and several properties related to $P-\mathcal{I}$-open sets, pre-local functions, semi-local functions and ${\alpha}$-local functions with respect to a topology and an ideal are investigated.

The Local Agenda21 is an action program of local dimension to realize of sustainable development. The citizen participation is prime issues and very important f3r successful practice of the Local Agenda21. The purpose of this research is to analyze the citizen participation problem and to suggest the improvement plan at the advanced course of the Local Agenda21. The research results are as follows; 1. The recognize of citizen about the Local Agenda21 is very low. Namely, the citizen of about 50% answered not to know about the Local Agenda21, 2. However, citizens showed the participation opinion to be very active by simple explanation about the Local Agenda21. 3. Also, citizens showed the result to be very affirmative in the environment problem consciousness investigation. Namely, citizens were recognizing the environment problem as the problem of the society synergic.

This study aimed to obtain basic data toward fostering understanding and interest in local foods, to the overall end of enhancing development and popularization of such foods. It also gives direction toward promotion of local food by researching attitudes toward local foods and viewpoints on requirements for improvement of such, among university students living in the Daegu-Kyungbuk area. The results of analyzing perceptional scores for native local foods in Kyungbuk by characteristics t showed statistically significant differences according to sex and duration of residence in Kyungbuk. Obstacles to the promotion of local foods include lack of marketing, lack of specialized restaurants, lack of knowledge, lack of menus, lack of generalization, and high price. The results of analyzing viewpoints on requirements for improved perception of local foods, there were statistically significant differences in active advertisement and marketing, diversity of local foods, and duration of dwelling.

This paper presents the global-local finite cover method (GL-FCM) that is capable of analyzing structures involving local heterogeneities and propagating cracks. The suggested method is composed of two techniques. One of them is the FCM, which is one of the PU-based generalized finite element methods, for the analysis of local cohesive crack growth. The mechanical behavior evaluated in local heterogeneous structures by the FCM is transferred to the overall (global) structure by the so-called mortar method. The other is a method of mesh superposition for hierarchical modeling, which enables us to evaluate the average stiffness by the analysis of local heterogeneous structures not subjected to crack propagation. Several numerical experiments are conducted to validate the accuracy of the proposed method. The capability and applicability of the proposed method is demonstrated in an illustrative numerical example, in which we predict the mechanical deterioration of a reinforced concrete (RC) structure, whose local regions are subjected to propagating cracks induced by reinforcement corrosion.

Nowadays, local governments have been developing an image to represent their regions' identity. These characters contain unlimited capabilities of utilization and advertising effect that adds to their high value. However, we must consider how effectively the image helps in representing its region because some characters have been produced upon timely basis without consistent long-term planning. This study is to investigate the image and motif of the local government characters from the consumer's perspective. The results are as follows: 1)The images employed by the local governments are not highly preferred and most regions select motifs from their local agricultural products and native plants. 2)The variables that affect the character of the local governments are such as beauty, identity, etc. In conclusion, in order to maximize the local government image, one must improve the design concepts, encourage advertisement of regional festivities and travel commercialization, and advocate the identity and beauty of the local area to the residents and other regional people.

Assessing local government performance has become a crucial issue in recent years. This paper addresses the satisfaction level of local government public service, which is defined as a degree of the results or the impacts of the local government public service delivery on the citizen's needs, demands and expectations. The satisfaction level of local government public service can improve decisions made by local government managers, and enhance accountability of local government to the citizens they serve. This study focuses especially on the various aspects of administrative systems in a local government and developed a systematic survey for their performance. Explanations for the evaluation items and the analysis of survey are discussed throughout the paper.

"한국향토문화전자대전(www.grandculture.net)"은 전국 234개 시군구의 향토문화 자료를 집대성하고 이를 디지털화하여 서비스하는 웹기반의 지식정보시스템이다. 백과사전적 성격과 향토지, 시군지의 성격을 지향하고 있는 향문전은 자신이 사는 지역의 향토문화지식정보와 인간이 어떻게 상호작용할 수 있는가를 보여주는 하나의 사례이다. 디지털전자백과사전인 향문전은 지역의 역사와 문화를 어떻게 담아내고 서비스 하고 있는가? 본 글은 순환형 시스템에 기반한 향토지식 문화콘텐츠의 서비스 현황과 효과에 대한분석이 될 것이다.

Fracture behaviors of pipes with local wall thinning are very important for the integrity of nuclear power plant. In pipes of energy plants, sometimes, the local wall thinning may result from severe erosion-corrosion (E/C) damage. However, the effects of local wall thinning on strength and fracture behaviors of piping system were not well studied. In this paper, the monotonic bending tests were performed of full-scale welded and unwelded carbon steel pipes with local wall thinning. A monotonic bending load was applied to straight pipe specimens by four-point loading at ambient temperature without internal pressure. The observed failure modes were divided into four types; ovalization, crack initiation/growth after ovalization, local buckling and crack initiation/growth after local buckling. Also, the strengths of welded and unwelded piping system with local wall thinning were evaluated.

본고에서는 지역발전(地域發展)을 위한 효율적인 지역정보화(地域情報化) 전략(戰略)을 모색하기 위해서 지역정보화의 의의(意義) 및 우리나라의 지역정보 현황과 과제, 그리고 일본(日本)의 지역정보 추진현황과 정책(政策)을 살펴보았다. 아울러 지역정보화(地域情報化) 전략(戰略)을 추진할 지역정보(地域情報) 센터의 역할(役割)을 제시하였다.
