본 논문에서는 에너지 섹터의 혁신성 제고를 위한 리빙랩(Living Labs) 활용 전략 수립에 관한 탐색적 분석 연구를 수행하였다. 기존 연구문헌을 통해 이론적 배경이 되는 리빙랩의 개념, 필수 구성요소, 혁신성 특성과 에너지 섹터의 혁신 이슈 유형을 확인할 수 있었다. 이를 토대로 리빙랩 필수 구성요소의 맞춤형 전략 수립과 혁신성 제고와의 연관성, 에너지 섹터에서의 혁신 이슈에 대한 접근으로 리빙랩 활용 가능성에 대해 에너지 리빙랩 사례 연구(해외 8건, 국내 1건)을 통해 분석되었다. 연구 결과, 리빙랩 필수 구성요소의 맞춤형 전략 수립이 혁신성 제고에 동인으로 작용 될 수 있으며, 리빙랩이 에너지 섹터의 혁신 이슈(수요관리, 공급기술, 기술사업화 촉진 및 수용성, 기술정책)에 대한 접근 방법론으로 효과적으로 활용 될 수 있음을 확인되었다. 사례연구 결과 기반으로 혁신성 기여 관점에서 리빙랩 사례별 동인을 도출하고 에너지 혁신이슈별 리빙랩 활용 전략을 수립하였다. 본 연구는 에너지 섹터에서의 혁신이슈에 대한 접근으로 리빙랩 모델의 활용 전략과 그 가치에 대한 탐색적, 기술적 분석 연구로서 종래에 시도되지 않았던 리빙랩 활용 전략 프레임워크를 제공할 수 있고, 에너지 리빙랩 활성화와 네트워크 형성에도 기여될 수 있다는 점에서 학술적·실용적·정책적 함의가 있다고 볼 수 있다.

Extant literature has emphasized the role of citizen participation in creating a successful smart city. However, previous works are lacking in a systematic analysis of the specific mechanisms by which citizen participation makes a positive impact on smart city projects. We attempt to bridge the gap by focusing on the role of the living lab, a citizen-driven mechanism that has used innovative ideas, new technologies, and cooperation with various participants to address local problems. As co-creation is the common ground for smart cities and living labs in terms of citizen participation, we provide a theoretical framework in which the notion of co-creation mediates smart cities and living labs. To examine the living lab's effect of co-creation on smart cities, we conduct a comparative case study of two Northeast Asian cities: Taipei and Busan. We explore (1) the factors behind the different outcomes in these two cities, despite many similarities that might affect smart cities' effectiveness, and (2) the relationship between smart cities and living labs and how to systematically understand the interaction between the two. We find that living labs have played a key role in making Taipei's smart city projects effective and successful, which allows the city to keep showing a high level of performance. In contrast, citizens could not find channels to participate in such projects in Busan. We conclude that the living lab explains why the smart cities in Busan have been less successful than in Taipei.

Living Lab is one of open movements regarding social innovation, which mainly utilizes scientific technology to improve local residents' life value. Even though various attempts have been made, Living Lab projects that deal with actual life-related problems of local communities are not sufficiently being made. This study aims at organizing existing Living Lab studies and to draw political issues in perspective of solving regional problems and developing local communities. Above all, policies should be proceeded in a way that fully understands and reflects local problem since communication with local residents or end-users will be increased. It is required to support certain products or solution development that fits specific local situation based on their resource and demands. In addition, local small businesses or start-up companies should be given opportunities to conduct experiment and revise new technology, product or service on the spot. It would be a useful example to utilize ICT technology and contents such as local cable TV network, for Living Lab. Living Lab can establish itself as an effective reformation process only if it remains to function for the sake of solving issues of local community and residents. Practical undertones would be able to be obtained once this exploratory study turns into empirical case study.
이 글은 사회문제 해결형 기술개발사업에서 진행된 리빙랩 활동을 검토하고 그 의의와 과제를 분석하고자 한다. 분석 사례는 2014년에서 2015년에 과학기술정보통신부(구 미래창조과학부)가 추진한 사회문제 해결형 기술개발사업 중 대표 사례인 '안저카메라 기술개발'과 '보행자 자동감지 시스템 개발'을 대상으로 한다. 분석 결과 두 사례 모두 리빙랩 방법론을 활용하여 기술개발부터 실용화 단계까지 사용자 참여형 연구개발 구조로 설계되었다. 즉 리빙랩은 최종 사용자의 지속적인 상호작용을 통해 최종 수요를 구체화하고, 제품과 서비스를 개선 실증할 수 있는 있는 하부구조로 기술-제품-서비스를 진화시키는 시스템으로 작동하였다. 1차 시도된 단계이나, 그 과정에서 최종 수혜자인 국민의 관점을 반영하면서 R&D 성과를 확산시키고 새롭게 일하는 방식을 만드는 계기를 만들어내고 있다. 향후 리빙랩이 확대되기 위해서는 중앙정부 및 지자체의 명확한 문제 인식과 일하는 방식의 변화가 필요하다. 또한 최종사용자, 매개사용자, 기업, 시민사회 등 관련 주체의 적극적인 참여 및 조직화를 필요로 한다. 현재 리빙랩 활동은 소수의 전문가가 의제를 주도하고 있기 때문에 다양한 리빙랩 실험과 함께 시행착오를 통한 학습 체계의 구축이 중요한 과제이다. 또한 현장지향성 문제해결을 위해서는 일반시민 담당 공무원을 포함한 과학기술자, 정책 전문가, 현장 활동가 등을 포함하는 다학제 초학제 연구팀의 구성과 운영이 필수적이다.
리빙랩이란 사용자가 직접 나서서 문제를 해결해 나가는 사용자 참여형 혁신 공간을 의미하며, 리빙랩 참여자는 기술 구상부터 제품 개발의 모든 과정에 참여할 수 있다는 특징이 있다. 본 연구에서는 보행자의 교통사고를 줄이기 위해 전주시를 대상으로 리빙래 방법을 이용하여 보행자 자동감지 횡단보도 시스템을 개발하였다. 또한 리빙랩 적용에 따른 시스템 효과를 분석하기 위해 보행자 대기시간, 보행자 및 차량 신호위반, 무단횡단 측면의 측정지표를 설정하였으며, 시스템 설치전, 설치후, 리빙랩 적용후의 세가지 단계별로 나누어 분석하였다. 측정지표 분석결과, 리빙랩을 적용한 시스템의 효과가 설치전과 설치후 보다 상대적으로 개선되는 것으로 나타났다. 본 연구는 국내 교통 분야에서 리빙랩이 적용된 첫 사례라는 점에서 의의가 있다.
스마트시티 리빙랩은 지역주민을 포함한 다양한 이해관계자와의 창의적 소통으로 도시의 솔루션을 만들어가는 지역혁신 플랫폼으로서 점차 중요성이 증대하고 있다. 특히, 2018년 1월 대통령 직속 산하 기구인 4차산업혁명위원회는 「도시혁신 및 미래성장동력 창출을 위한 스마트시티 추진전략」 발표를 통해 스마트시티에서의 시민참여와 역할에 대한 중요성을 강조함으로써 다양한 공공사업 분야에 리빙랩이 적용되는 계기가 되었다. 이에 중앙부처와 지자체는 시민참여형 스마트시티 건설을 위해 다양한 유형의 리빙랩을 추진하고 있지만 체계적인 단계별 리빙랩 수행을 위한 구조화된 절차와 방법론 부재로 인해 선행 사례를 참조하여 임시방편적으로 추진하고 있는 실정이다. 이에 본 연구는 공공주도형 스마트시티 리빙랩의 체계적인 접근 및 실행 방안을 마련하기 위해 혁신 디자인 방법론인 더블디자인 다이아몬드 프레임워크와 디자인 씽킹 프로세스를 비롯해 국토계획 표준품셈에서 제시하고 있는 스마트도시 시민 리빙랩의 업무 프로세스를 융복합하여 전주기형 스마트시티 리빙랩 모델을 개발하였다. 본 연구에서 개발된 전주기형 스마트시티 리빙랩 모델은 프레임워크, 모듈, 프로세스, 방법론 등 리빙랩을 접근하고 실행하기 위해 필요한 4개의 구성요소를 다루고 있다. 향후 스마트시티 리빙랩을 추진하는데 있어 본 모델을 참고 자료로서 활용되길 기대한다.
Recently, as a result of the progress in power electronics and microelectronics, the inverter technology is quickly developing. Also, by using the fast microprocessor and small-sized switching devices, such as IPM, the Inverter becomes more compact and cheap. This paper proposes an inexpensive and small-sized vector controller for induction motors using 87C196MC and IPM. The proposed inverter contributes further space-saving, and high performance features to motor drives system.
A simple drive circuit without position sensors for a switched reluctance motor is presented. The turn on and turn off points are determined by detecting the rate of change of the active phase current. The drive circuit consists of a current sensing resistor, RC filter, comparator, OP Amp, and OR gates. It is verified through the experiments that the switched reluctance motor with the proposed sensorless drive circuit is well operated in wide speed ranges.
Switched reluctance motors and drives are increasingly used in high speed applications due to their robust mechanical structures, low inertia, and reduction in the rotor losses. The turn-on angle has to be advanced as the motor speed increases, but it may cause the starting problem in some rotor positions. In this paper, the characteristics of the maximum speed and input voltage with the advance angle at high speeds is investigated. To overcome the starting problem and reduce the torque ripple, conduction overlapping is added in adjacent phases. The effectiveness of conduction overlapping is verified through the simulation and experiments.
